This study is aiming to analyze the relevance of rating criteria and these criteria may have effects on policy purpose of 'Construction Skilled Workers' Rank System', that are inflow of new comer, improvement of job performance, and decrease job-change. Closely related systems, electronic card system and prevailing wage system, are considered by assuming three scenarios, although they are not introduced yet. Empirical survey shows that the relevance is above average. The empirical result of regression also predicts that policy target might be mostly satisfied. Policy purpose is regressed on rating criteria, they are career, qualification, education and training, award. Career and award have positive impact on inflow of new comer. All four criteria have significant impacts on improvement of job performance. Award has strong effects on decreasing job-change. Especially, when electronic card system and prevailing wage system are adopted simultaneously with 'Construction Skilled Workers' Rank System', the level of satisfaction of policy purpose would be higher.

웰빙 중시의 소비패턴으로 변화하고 있는 이때 소비자 트렌드 변화에 부응하고 한우 산업 발전을 견인할 수 있는 소 도체 등급기준 보완이 축평원의 hot한 이슈가 되고 있다. 그래서 이번 KAPE인(人)의 주인공으로 축평원 핵심부서의 팀장인 연구개발팀 강세주 팀장을 만나 보았다. 강세주 팀장은 1993년 입사로 올해로 25년 차를 맞이하는 베테랑급 축산전문인이다 그는 '이론과 기술'을 함께 갖추어야겠다는 인생 목표하에 강하고도 듬직하며 동시에 따뜻한 포용력을 겸비한 내유외강의 리더십을 발휘하는 팀장이다. 또한, 1999년 축산기술사 자격과 2003년 8월에는 (식품)공학박사 학위를 취득한 축평원의 인재이기도 하다. 그는 연구개발팀 근무경력이 두 번에 걸쳐 6년으로 소 도체 등급기준 보완 개편 작업부터 모든 과정을 같이 하였다. 그런 그에게 소 도체 등급기준 보완(안) 마련과 검증 및 실험과정까지 상세한 설명을 들어보았다.

본 연구에서는 개정된 하천법에 의거하여 지방하천들 중에서 국가하천으로 지정하기에 적합한 하천들을 선별하여 이들의 관리등급을 조정하기 위한 방법론을 개발하였다. 대상 하천들 사이의 관리등급조정에 대한 우선순위를 결정하기 위하여 다기준의사결정법을 적용하였다. 개발된 하천평가지수에서는 세부기준을 하천중요도, 하천관리상태, 하천관리능력으로 구분하였으며, 지형 및 수문학적, 사회 및 경제적, 환경적 측면에서 각 세부기준들을 평가할 수 있는 지표들을 선정하였다. 또한, 수자원 분야 전문가들을 대상으로 설문조사를 실시하고 계층적 분석기법을 사용하여 평가기준들과 평가지표들의 상대적 중요도를 결정하였다. 국가하천지정 우선순위는 대상하천의 등급을 8개로 구분하고 각 등급 내에서 하천평가지수의 상대적 크기를 비교하여 결정하였다.

When the Common Criteria(CC) for security system evaluation was put up, and the coming into the CCRA is promoted, the interest to the Evaluation Assurance Level(EAL) is greatly increasing. In this paper, via the comparison between the evaluation level of the exiting process evaluation criteria and the EAL of CC, the characteristics of the EAL of the CC are noted.

'닭고기 등급제'는 기존의 업체별, 브래드별 자체 품질관리 기준에 의한 생산 판매의 형태에서 변화하여 공인된 등급판정 기준의 일관된 적용에 의하여 품질수준을 평가함으로써 국내 닭고기 제품의 객관적 품질향상을 목적으로 한다. 본고에서는 도계장에서 생산된 각각의 닭도체와 부분육의 품질을 결정할 때에 공식적으로 고려되는 항목(<표1> 닭도체 품질기준 참조)을 세부적으로 살펴보고자 한다.

This study was carried out to grade and evaluate the intertidal mudflat by birds. The mudflat was graded by two methods such as the scoring and ranking. First, for the scoring of the mudflat, five factors were estimated; population size, the number of protected species, the individuals of protected birds, the number of species(or subspecies) over 1% level of the survival population, and 1% level of the domestic population. After scoring of these five factors, the grade was scored by total. Second, for the ranking, six factors were estimated; population size, the density of birds, the index of species diversity, species richness, species evenness, and population stability. After ranking of these six factors, the grade was relatively ranked. Five grade by scoring was the important mudflat for the value of international preservation, and the most mudflats of the estuary gained V grade. The higher grades by ranking were the mudflats of Nakdonggang and Mankyunggang river estuaries. And the inner mudflats were more valuable than the outer mudflats in Mankyunggang & Dongjingang river estuaries. The grading of the mudflat by birds can be used for estimating and appointing of the important mudflats, and suggested the objective of criteria for the effective preservation and management.

본 논문에서는 감귤의 소비자 선호도 조사를 통하여 객관적인 품질기준을 제시하였다. 지금까지 제주감귤의 품질 등급은 선과기를 이용한 크기에 따른 상품 구별과, 농 감협과 일부 영농 법인에서 비파괴 선과기를 이용하여 선별되어진 감귤을 자체적인 브랜드에 준하여 등급을 제시하여 왔다. 그 등급설정은 과학적 객관적이거나, 소비자의 니즈에 의한 것이 아니라 편의에 위한 관행적 등급으로 판단된다. 그 등급 내용을 보면 최고등급 브랜드인 경우 당도 $12^{\circ}Bx$ 이상, 산도 1% 미만을 요구하고, 다음 등급 브랜드인 경우는 당도 $11^{\circ}Bx$, 산도 1% 미만을 요구하는 등 높은 당도와 낮은 산도를 천편일률적으로 적용하여 사용되어지고 있다. 따라서 감귤의 소비자 선호도 조사를 통한 소비자 만족도에 근거하여 당도 4등급, 산도 4등급으로 총 16개로 구분하였고, 이를 바탕으로 1등급에서 5등급까지의 5개의 등급으로 설정하였다.
