  • 최근 통신 기술의 발달로 육상이동통신 기술을 해상 및 항공에 확대하려는 시도가 꾸준히 진행되고 있다. 해상 및 항공 통신은 인명 안전을 위한 통신으로 국제 기구에 의해서 최우선적인 보호를 받아 왔다. 그러나 통신 기술의 급속한 발전으로 해상 및 항공 통신망은 기존 음성 위주의 통신망에서 멀티미디어를 처리할 수 있는 디지틀망으로의 전환이 시급히 필요하게 되었다. 해상통신의 경우에는 디지틀 통신 방식을 이용하는 DSC(Digital Selective Calling), AIS(Automatic Identification System) 등을 이미 도입해서 운용 중에 있으며 다른 시스템으로의 확대가 진행 중에 있다. SOLAS 선박뿐 만 아니라 비 SOLAS(Safety Of Life At Sea) 선박들도 디지틀 통신을 활용하면 항행 안전에 매우 도움이 될 것이다. 최근에 ITU-R에서는 VHF(Very High Frequency) 대역에서 데이터 및 이메일 등을 송수신하기 위한 데이터 통신시스템 기술에 대한 논의가 진행 중에 있다. 본고에서는 이 VHF대역 데이터시스템에 대한 기술적 특성을 분석하고 향후 해상통신에서의 디지틀 기술이 도입된 후 전개될 해상통신망에 대해서 기술하였다.

  • This paper describes a design model for conceptual design of ship. Existing design models have some problems. For example, operating environment of batch versions can not reflect design procedure of real world truely and reliability of results are not high because means of performance estimation are based only on empirical formula. To improve these problems of existing design models, a new design model has been developed. The new model consists of interactive environment with databases of main engine and existing ship data. To develop user-oriented system, graphic user interface(GUI) is adapted.

  • In recent, the ships of the Republic of Korea have been suffered from acts of piracy at the seas. With the increase of the threats from the acts of piracy and armed robbery against ships, some of the countries have dispatched their navy warships to the international waters and to carry out military operation against the pirates. However, the total eradication of the piracy has not been achieved due to the lack of international cooperation and the limitation of the international maritime convention itself. In addition, the absence of counter-measures to be taken by the ships itself including the employment of the professional maritime security forces should not be overlooked. In this connection, this paper examined the reality of the piracy together with armed robberies at the seas and the problems in the response were also analyzed. Based on the research, it suggested some possible measures with special reference to the private security. The limitation of this paper is that it only focus on the aspect of the private security. In this paper, the cooperation among the countries according to the maritime convention and internationally accepted norms and practices. To achieve the goals of this paper, through the comparative review of the related literatures, the practical measures applicable to the prevention of the piracy were suggested.

Study on the Prevention and Combat System of Oil Pollution in Germany (독일의 해상유류오염 예방 및 방제체계 고찰)

  • In Germany, North Sea and East Sea possess significant meaning in many aspects. North coast has an important economical significance to North Sea Gulf States. There are a number of harbors and manufacturing facilities in this area. Agriculture is also developed. East sea, where sea water and river water mingle. has a problem that it can not control harmful substances as fast as the North Sea due to its geographical location of being connected with the North Sea as a narrow water. To protect from big and small ship accidents and pollution sources, East Sea and North Sea have enacted HELKOM Convention and OSPAR Convention, respectively. Moreover, Denmark and Germany have made cooperation on tugboats in the occurrence of shipment accidents through the LethGer-Plan and DenGer-Plan. In 1998, after the Pallas accident that occurred near Bremen, the need to improve cooperation among each states on usable resources for ocean security has been increased in Germany. Consequently, the federal government and gulf state governments associated and organized the so called, "Havarie-Kommanando Ship Accident Measure Unit". Haravarie-Kommanando is a federal-state associated organization that deals with affairs that controls national operation and mobilization of ship accident related organizations unitively when serious ship accidents occur. Moreover, federal and state participant organizations, each shipping agencies and Wiking-Helicopers-Services, a helicopter agency, are cooperating well. Also, mutual assistance with the most prominent passenger agency called Scandlines, ARGE Kuestenschutz(Germany-Denmark shipping agency) is making progress as well.

  • Recently, a request of protection environment for ocean has been increased. Owing to the reason above the development of highly efficient control technique for low pollution vessel diesel engine is concerned. In this paper, we study a method of remote diagnosis and monitoring for vessel diesel engine which is better safe and environmental friendly. Specially we propose the user interface building method of vessel diesel engine remote monitoring system using Internet.

  • 최근 해양에너지플랜트 및 도서지역을 연결시키기 위한 해저 파이프라인 및 통신, 전력 케이블 매설공사가 빈번하게 이루어지고 있다. 특히, 연안항로를 가로지르는 해저케이블 매설공사에는 준설장비를 동원하여 해저부를 굴착하고 케이블을 부설한 후 상단을 덮어 보호하는 일련의 작업과정이 행해지며 이 과정에서 해저저질의 상태, 준설심도, 조류 또는 연안류의 흐름강도, 수심, 통항선박 등 다양한 조건에 따라 단면의 굴착심도 및 폭이 결정되며, 작업의 순서 또는 방법에 따라 여굴의 정도도 변하게 된다. 본 연구에서는 우리나라 서해안 실제해역에서 연안 도서를 연결하는 전력, 통신망의 개통을 위한 해저케이블 부설과 관련한 굴착단면의 실태를 실제 현장여건과 관련해서 적정단면과 준설물량의 산정을 다루어 해저환경변화에 대처하기 위한 기초자료를 제공하고자 하였다. 이를 위하여 대상해역에서 주요설계 지침에 따른 해저부 굴착단면의 평가와 적정단면을 검토하였으며, 이 단면에 따른 준설 적정물량을 산정하여 작업공정에 활용할 수 있도록 하였다.

  • 선박의 해난에 의한 해양오염사고 발생시, 해양경찰은 민관 방제세력의 동원 및 방제조치, 방제지원시스템을 운용 등을 통하여 신속하고 체계적인 방제전략을 수립 시행함으로써, 사고로 인한 해양환경 피해를 최소화하고 있다. 본 연구에서는 2006년 7월 전북 군산시 새만금방조제 인근 해상에서 침몰한 700톤급 준설선 GA-P1 호에 대한 선체인양 및 해양오염사고 처리 과정에서 방제지원시스템을 이용한 대응 사례이다.

  • IMO and ITU-R have done an intensive study to develop performance standards and technical standards of maritime digital communication systems, respectively. In particular, each administration strives to develop new agenda items of adopting digital new technologies. IMO COMSAR submitted draft performance standard of LRIT to IMO MSC, so that IMO mandates carriage requirement of LRIT In addition to that, COMSAR is preparing performance standard of AIS-SART, and approved the utilization of mobile phones for SAR activities. On the other hand, a new agenda item concerning E-navigation strategy was submitted to MSC 81th meeting. These challenges toward enhanced maritime radio communication systems would make it change largely the concepts of traditional navigation We suggest future directions of maritime information communication systems, investigating the study results of IMO and ITU-R.

  • This study discusses characteristics and regulations of assembly and demonstration on the Sea. One of the characteristics of assembly and demonstration on the sea is danger caused by vessels and nature of the sea. Thus, Korea Coast Guard prefers to regulate demonstration on the sea more strictly by applying sea related laws such as Maritime Safety Act and Public Order in Open Ports Act. However, assembly and demonstration on the sea is one of the fundamental rights which is guaranteed by the Constitution and should be regulated and protected by the Assembly and Demonstrations Law. The purpose of this article is to properly regulate and protect assembly and demonstration on the Sea based on proper interpretation of the Assembly and Demonstrations Law.

Study on Improving Safety Cultures by Analysing Behavior Characteristics of Korean Seafarers (한국 선원의 행동특성 분석을 통한 안전문화 제고방안 연구)

  • This study aims to propose safety culture design to ease to find out and control behavior characteristics of Korean seafarers. By empirical research of 377 Korean seafarers, the result revealed that significant characteristic of Korean seafarers was "affection to others" and custom of Confucianism affected Korean maritime society prevalently. But there were no significant differences between groups, such as rank, age, gender and sailing route with vessel type except educational background. Furthermore, this study concluded that positive reinforcement was more useful than negative reinforcement to promote safety operation of vessels. Regarding the vessel's safety management, the fact that means for vessel's safety management are linked only to the levels of educational background suggests that the efficiency of vessel's safety operation would be achieved by introducing suitable safety management system depending on the level of educational background.
