  • This paper aims to draw essential facts of network city, to analyze the urban corridor in South-East region, Korea, as a network city. Firstly, the characteristics of the network city is examined theoretically. The global economy is developing an innovative class of network cities. A network cities evolve when two or more previously independent cities, potentially complementary in function, strive to cooperate and achieve significant scope economies aided by-fast and reliable transport and communications infrastructure. Network Cities place a higher priority on knowledge-based activities like research, education and the creative arts. Each constituting city stands to benefit from the synergies of interactive growth via reciprocity, knowledge exchange and unexpected creativity. Secondly, we discussed the network structure of cities in South-East region, Korea itself intensively. We survey the network location and outline of the urban corridor in South-East region, spatial specialization and interaction between the constituting cities. We also discussed the problems of the network cities in South-East region, Korea and introduced the desirable policies and alternatives. We can ascertain from the case study of cities in South-East region that the cities in South-East region corresponds the network city model fairly.

  • This article is aimed to find a more successful way to build a metropolitan-wide governance for enhancing industrial cluster in South-East region, Korea. We begin a research with reviewing a current study of regional cluster and its governance. New industrial system and agglomeration changed regional growth theory and urban system. In traditional system, a central city dominated economy of the metropolitan area. However, with development of new transportation and communication technology, a central city lost their superiority to suburban cities. In other words, growing competition between central and suburban cities changed traditional concentration and diffusion theory of urbanization which dominated urban geography for last decades. Next, current situation of development of industrial cluster in South-East region is examined to suggest policy for more competitiveness. South-East region has grown as the most prominent cluster of mechanical engineering and metal industry in Korea since the late 1970s. In the form of agglomeration and network of a specific and its related industry, South-East region has formed a linear industrial belt along with the inter-regional South Coast Highway and contain about ten industrial cities. Accompanying with this growing South-East region, a problem has risen from geographic mismatch between metropolitan-wide industrial cluster and its administrative boundary. Since industrial cluster has no specific administrative boundary, adequate government support for developing industrial cluster has not been provided. Responding to the problem, academics and policy makers maintain need in establishing a metropolitan-wide governance for supporting a cluster. At the end, this paper provides some implication to planners and policy makers.

Governance in Dongnam Region and Regional Development : The Case of Dongnam Regional Development Committee (동남경제권 거버넌스와 지역발전 - 동남권광역경제발전위원회를 중심으로 -)

  • Metropolitan-wide economic region policy which was enforced by Lee Myeongbak government was a timely policy at least to Dongnam region. However, examining the activities and outcomes of Dongnam Regional Development Committee, there are many doubts about the policy as metropolitan-wide governance. Dongnam Regional Development Committee had many operational problems. It had few independent labor force and low budget. Also its authority was limited. Above all, its purpose and function was unclear. As a result, the policy was abolished as new government suceeded. Henceforth Dongnam region needs metropolitan-wide governance for metropolitan-wide economic development. If an organization which supports industrial and regional development of Dongnam region would be reestablished, the orientation of governance has to be determined. In this case, the main function of the organization would be researching about Dongnam metropolitan-wide economic region, and suggesting and recommending metropolitanwide development strategy. For the benchmark of the organization, Metropolitan Planning Organization of the US, Joint Venture at Silicon Valley and Regio Randstad of the Netherlands would be appropriate. Above organizations receive budgets from central and regional government and private sector. They research about regional economics and urban development which is comprehensive and metropolitan-wide and could not be done by local government alone.

Spatial Concentration and Locational Characteristics of the Shipbuilding Industry in the South-East Region of Korea (우리나라 조선산업의 공간 집중과 입지 특성 : 동남권을 중심으로)

  • This paper aims to explore the spatial distribution and locational characteristics of the shipbuilding industry in the south-east region of Korea. The geography of the Korea's shipbuilding industry illustrates an absolute spatial concentration into the south-east region, including Gyeongnam, Busan and Ulsan. In view of the type of agglomeration, it is argued that the south-east region's shipbuilding industry has been evolved as an Advanced Hub & Spoke cluster, which is characterized by interconnected relationships between a couple of gigantic customer firms and the majority of small and medium-sized supplier firms. A survey on the locational factors of the firms presents that traditional locational factors, such as physical infrastructure, land, labour and industrial linkages, are more important than new economic geographical locational factors, such as knowledge, learning, innovation and networks. According to firm's evaluation of the Gyeongnam region's locational environments for the shipbuilding industry is, however, rather different to the result of firm's location decision factors. The shipbuilding firms in Gyeongnam see that the Gyeongnam region retains regional advantages in terms of agglomeration economies, geographical proximity to customers, the infrastructure of transportation and communication and the quality of life. On the contrary, firms recognize that the Gyeongnam region suffers from the lack of R&D and production workforce and a weak basis of industry-university -government networks.

  • 본 연구에서는 국토동남권의 인구와 고용에 따른 공간구조 변화과정을 분석하고 향후 경부고속철도 건설에 따른 변화를 예측하였다. 본 연구의 공간범위는 양산시, 울산시, 경주시, 포항시를 대상지역으로 한 총 52개 지역공간을 기초분석 단위로 하였다. 국토동남권내 인구와 고용의 공간구조를 분석 전망하기 위하여 공간구조 측정방법인 로렌쯔곡선측정식, 중심성측정식, 접근도측정식등의 기법을 이용하였으며 공간적 집중과 분산의 정도를 전망하였다. 본 연구에서는 1970년부터 1994년까지 인구와 고용구조를 조사하여 공간구조의 변화과정을 분석하였다. 그리고 현재까지 계획된 건설 공정을 바탕으로 개통 예정시점인 2006년부터 2016년까지의 국토동남권 공간구조를 전망하기 위하여 3가지 시나리오에 따라 인구와 고용의 공간구조 변화를 예측하였다. 시나리오(1)은 경부고속철도의 서울-대구 구간을 우선적으로 건설하여 운행하고 대구-부산 구간은 경부철도의 기존선을 전철화하여 활용하는 방안이다. 시나리오(2)는 경부고속철도를 기본계획과 같이 2006년 완공하고 국토동남권내 1개 정차역인 경주시 건천역을 개통하였을 경우이다. 시나리오(3)은 시나리오(2)와 같은 조건하에서 국토동남권내 2개 정차역인 건천역과 울산역을 개통하였을 경우이다. 시나리오 (2)와 (3)의 경우는 일본 시즈오카현 노선을 경유하는 신간선 주변의 지역공간 특성이 우리나라 국토동남권과 유사함을 근거로 신간선개통전과 개통후의 지역공간 변화를 분석하여 본 연구와 비교하였다.

Longitudinal Analysis to Regional LQ Index Competitiveness of Character Culture Contents Industry (캐릭터 문화콘텐츠 산업의 권역별 입지 경쟁력 분석에 대한 종단적 연구)

  • The purpose of this study is to analyze the status and the competitiveness improvement of character industry comparing to relative LQ index of the no. of character company, the no. of employee and the amount of revenue of 2007, 2009, and 2010 between including Metro area and regional blocks(kangwon, chungchung, daekung, honam, dongnam and jeju region). The results of this research are as follows. In case whole regional analysis, no. of employee and no. of character company suggested jeju, dongnam and Metro have high competitiveness during the 3 years and amount of revenue suggested consistent high competitiveness 6 block except Metro. But in case of except of Metro, no. of character company and the no. of employee indicated dongnam and jeju showed competitiveness during 3 years. Chungchung area indicated high competitiveness at no. of employee(2009) and no. of character company(2011). The amount of revenue indicated jeju area have high competitiveness during 3 years.

  • Recently, the supply and demand of aggregate in the Southeast region has been disrupted because supply of sea sand decreased due to discontinuation of collecting the EEZ aggregate in the southern sea. This study analyzed the Trends of Supply and Demand of Aggregate in the Southeastern Region of South Korea in order to find a solution these social problem.

전라남도 수리조선산업의 경쟁력 분석

  • 전남 서남권은 동남권 지역에 이어 제 2의 조선산업 클러스터를 위한 산업기반 구축이 진행되고 있다. 전남 조선산업의 유연성과 불황기 대처능력을 제고하고 한국 및 전남권의 항만 개발에 따른 수리조선 수요에 대처하기 위해, 전라남도는 수리조선산업 진출을 검토하고 있는 바, 전남 지역의 수리조선 경쟁력을 분석하였다. 수리조선산업의 산업적 특정과 수리조선 수요 결정 요인을 고찰하고, 유럽, 싱가포르, 중동, 중국 등 주요 수리조선국 사례의 시사점을 토대로 전라남도의 입지 여건, 비용 및 기술력을 종합적으로 검토하였으며, 부산 등 동남권 지역의 주요 거점용 물론 전남 지역 내의 후보지에 대한 비교 분석을 수행하였다.
