A Study on the Effect of German Dualized Vocational Education on the Youth Unemployment Rate : Focusing on the Implications for the Improvement of Vocational Education in Korea (독일의 이원화체제 직업교육이 청년실업률에 미치는 영향 연구 - 한국 직업교육의 개선방안을 위한 시사점을 중심으로 -)

  • What are the implications for us through the discussion on the effect of Germany's dual system of vocational education on the youth unemployment rate? You can find out what kind of evaluation Germany is receiving on the dual system vocational education system implemented based on the 'Vocational Education and Training Act' (Berufsbildungsgesetz), and the specific system establishment form for the industry-academic-government cooperation system. It was possible to present the crises and problems of these systems. Responsibility for the dual system of vocational education in Germany rests with the national and state ministries of education, and private enterprises and chambers of commerce are responsible for business practices. Practical work in a company is conducted through skill-oriented education, and in vocational schools, competency-oriented theoretical education is received. In addition, the necessity and demand for digital vocational and education training in accordance with German Idustrie 4.0 and higher vocational education degree acquisition through dual-degree courses were identified. It can be seen that the youth unemployment rate is the lowest in Europe due to the successful development and utilization of human resources to improve the competitiveness of companies, such as dual vocational education and training (VET) at all levels, higher vocational education at universities, and continuing vocational education programs. Vocational education in Korea will also be able to improve the unemployment rate by establishing a system that allows schools and businesses to conduct vocational education and training simultaneously. In particular, it was possible to judge the necessity of 'close consultation between labor, management, and government', which we consider the most important and should lead to in-depth discussion and cooperation for dual education between vocational schools and companies.

Suggestion of Implications for Korean Textiles and Clothing Apprenticeship Education Through the Analysis of Vocational Education in Korea and Germany (한국과 독일 직업 교육 분석을 통한 한국 섬유·의류 도제교육에 관한 시사점 제안)

  • Apprenticeship education in Korea started approximately in 2005, and is divided into government-led apprenticeship education and Gyeonggi-do-led apprenticeship education. Apprenticeship education for textile and clothing-related majors in Korea is a very different process compared to Germany, where the country, companies, and schools have cooperated with each other with a long tradition, and there are many points to be supplemented. In order to explore the literature on apprenticeship education in Germany and Korea, and to understand the phenomena or actual conditions that have not been shown in the literature, interviews were conducted with two German professors living in South Korea. As a result of the analysis, Germany's long tradition and positive perception of vocational education are the basis for the establishment of apprenticeship education, and it is positioned as a system of education process. Various associations related to apprenticeship education make systematic training manuals, and then distribute certificates to trainees who have completed these courses. Therefore, companies promote the stability of the job market by educating local talents through apprenticeship training to nurture industrial manpower. Currently, in Korea's apprenticeship education, a series of procedures for developing educational courses such as company discovery and job analysis for each company are entirely entrusted to vocational high schools. Therefore, public confidence and solidity in apprenticeship education were found to be insignificant. This study has limitations in that it cannot confirm a phenomenon that has not been shown in the literature review, there is insufficient research on German literature, and the number of samples interviewed is small. However, if, based on the results of this study, an association dedicated to apprenticeship education is created in Korea and a systematic curriculum is developed, it will be able to contribute to establishing the stability of the textile and apparel labor market in the future.

  • This research aims to analyse the features and meaning of students' participation in lifelong learning city project in Germany. Lifelong learning city project has been running for several years to develop a new learning culture in the grass root level. In Germany, many students in elementary, middle and high school have actively participated in diverse lifelong learning projects such as learning support, career development, community participation. This case study shows us to reshape a new model of lifelong learning and widen the range of target group for lifelong learning in Korea. Student participation can enrich the quality of lifelong learning city project, which could make a significant contribution to embodying the lifelong learning society by creating a new learning culture.

Extracting Teaching Units Based on the Elementary School Mathematics Curriculum (초등학교 수학과 교육과정에 근거한 교수단위 추출 연구)

  • This research analyzes the elementary school mathematics curriculum in Korea in accordance with the teaching units devised by the German mathematics pedagogue, Wittmann(1984). Teaching units, a systematic teaching content organized according to the 4 elements of objectives, data, functions, and backgrounds, helps educators and professors plot for the systematic organization and structural understanding of the materials necessary in teaching. This research presents the extracting process of teaching units step by step based on the 2007 revised mathematics curriculum and also demonstrates the new alternative method to analyze and review the entire education courses through it. Teaching units is not immutable, but rather pursuing and developing a model that consistently through the constant complementary efforts by the research experts. On that account, many researchers and field professors continuously devote their efforts to develop and innovate it so that it can be practically used as an essential tool to establish a new mathematics curriculum.

A Study on the Integration process of School structure in East Germany after German Unification (독일통일 후 구동독 학제통합 과정 연구)

  • This study aims to examine the integration process of educational system and school structure of the former East Germany into the Federal Republic of Germany following German unification. More specifically, the study focuses on drawing some policy suggestions and implications for achieving integration of South and North Korean educational system in a unified Korea. In fact, the school structure in the former East Germany had been integrated into West German educational system and school structure before and after official German unification by way of so called transitional process. The results of the study indicate that the integration process of school structure in the former East Germany into West German educational system was quite successful with stable management by means of various transitional measures and reaching an agreement between East and West Germany. Additionally, the study presents that local characteristics regarding school structure in the former East Germany were recognized and introduced in the integration process and they managed to handle the social change situation after German unification flexibly. However, it shows some shortcomings because it had been carried out in too short a period of time and the positive factors of school structure in the former East Germany had not been enough taken account into the integration process, along with the lack of inner comprehensive relevant infrastructure. Furthermore, the study points out that German case of school structure and its integration process after German unification has implications for specific ways Korea should pursue to achieve integration of South and North Korean educational system in a unified Korea. To be more specific, it suggests how we come up with plans and measures to establish integration of South and North Korean school structure in a stable way especially in terms of dealing with North Korean school structure and building an inner infrastructure.

A Study of Korea Tasks through Standard Contents of Special Teacher Training in Germany (독일의 특수교사 표준양성내용으로 본 한국의 과제 탐색)

  • With the change of society and the rapid development of science and technology, the direction of future education and the functions of schools have changed. Also the roles and tasks of teachers are changing rapidly. As Germany entered into the 21st century, many discussions let to a consensus on the direction of future education and schooling withholding a sense of responsibility and solidarity for the education of all members of the society. As a result, standards for the training of general teachers and teachers for special education were presented. The purpose of this study is to compare the standard contents of teacher training for special education in Germany with the qualification criteria for special school, teachers in Korea, focusing on evaluation and giving as well detailed information on the examination of teachers for special school, as on basic subjects for the qualification of special school teachers for special education in Korea will be explored. As a result, the content of this study can be summarized by four items. The first one is dealing with the creation of a consciousness of solidarity and a sense of responsibility among the members of the society for the future education and the role of schools and teachers. The second item ist about including the capacity and competence of teachers in the restructuring of the school and in the minimum standards of teacher training for special education. Third, the specificity of each state (provincial and local) is considered in the content of standards for teacher training. Fourth, standards for teacher training are linked to each other, previous teacher education, trainee teacher education, and current teacher education.

The study of Essay Writing Education in Home Economics Education Through Practical Philosophy Curriculum Analysis in Germany (독일의 실천철학교과 분석을 통한 가정과 교육에서의 논술교육 연구)

  • The purpose of this study is to investigate the appropriate way of essay writing education which helps the learners perceive and express a stream of knowledge through Home Economics education curriculum by themselves. While one-way type, which teachers just give instructions to students and students just learn from them, has dominated the education, new education focuses on interactive and reciprocal way in thinking and researching together. This new stream requires appropriate and various education method as well as the new concept of education curriculum. This study applies the curriculum of the German practical philosophy that recently has been a debated topic in Home Economics education. The purpose of the curriculum pursuits improving students' practical and critical thinking competence and essay writing is the center of it. In the curriculum learners write essays by asking and answering the questions through seven areas which students can experience based on three angles such as individual, social, and idealogical viewpoints. In this process learners don't remain in the individual angles and are able to be trained as intellectuals who can lead the social and cultural change as well as the individual growth by getting an insight into the idealogical angles. The Germany curriculum what is mentioned in advance presents one possibility that essay education can be introduced in Home Economics education that has accessed the education process by the practical inference based on the practical philosophy. That is, Home Economics education shares the context with essay education whose purpose is the intellect enlightenment because the former is the curriculum to make students build the abilities to access in many-sided angles not just one point, to deal with problems wisely, and to deduce the solutions. Therefore, students are expected to participate in the class dynamically by being satisfied intellectually abreast of practical essay education that helps learners read the stream of knowledge through Home Economics education. In this manner the category of Home Economics education will enlarge by making efforts to diversify the education methodology not staying only one method.

  • This is a study on science related class(Object Lesson in Germany) of a German elementary school. The research methods were participant observation, content analysis of various learning materials. In this study, the themes and processes of the Object Lesson are analyzed from the 1st grade to 1st semester of 2nd grade in B-G Schule at Goettingen. German Object Lesson(GOL) is performed as integrated education. It is started with experientially familiar materials and proceeded to deeper contents with special knowledges. The students have lots of time to play with friends, to do what they want, to think about others and etc. in GOL. They don't teach their students many science knowledges but inquirying methods to make their own knowledges. From this analysis results, the implications for Korean science education are to be described. The implications are as follows; We might make our science class be integrated one, especially in elementary science course, to develop several familiar materials, to give student direct experiences, to teach inquirying methods for making students' own science knowledges. And all of the adults included national authorities, economic companies, social parties, several specialists, should give supplies to school science class and have responsibilities on education

Korea Smart Education and German Media Education (한국의 스마트교육과 독일의 미디어교육)

  • This study was inspired by the issue that the fundamentals of education have been overlooked, as today's smart education policies established in the knowledge-based information society of the 21st century have only focused on building digital environment and its efficiency. To carry out the study, the media education of Germany, which is equivalent of Korea's smart education, was analyzed to obtain implications for Korea's smart education. In Germany, the media education has been managed by the country ever since the information society has begun. Since 2009, the media education has become a requirement for all schools in every state. Thus, the current media education policy of each state has been analyzed, which revealed the following common characteristics. 1) The media education is closely linked to existing curriculum and education, rather than being conducted separately with different standards. 2) The media education is being conducted in a democratic manner by actively reflecting the exemplary cases of school teachers, rather than following the instructions and guidelines from the government. 3) The media education deals with the character and identity of young students, based on their basic understanding of information society, which are essential for a successful life in the upcoming society. Unlike the first and second implication linked to the method and procedure of media education policy, the third implication is the basic purpose of media education, which is also the key implication of this study. The media education policy of Germany, which is being conducted with its own educational philosophy, offers significant implications for Korea's smart education policy. In Korea, the education only revolves around device-based environment innovation or content development. It should be noted that the purpose of smart education is developing smart individuals who can bring better, happier, and more successful society - rather than establishing a smart environment. Therefore, the focus of discussion on Korea's smart education that revolves around environment, infrastructure, device utilization, and contents development should be changed to the character and identity of students, which are required in the future smart era. That's when 'human-based' educational revolution, instead of 'device-based' classroom revolution can begin.
