The Determinants of Wage Premium (임금(賃金)프리미엄의 결정요인(決定要因))

  • This study analyzes the determinants of wage premium, defined as the excess of actual wage rate over opportunity wage, for the average worker in a Korean bargaining unit. Average wage premium of a firm is decomposed into quasi-rent per worker and rent-sharing rule. Per capita quasi-rent, representing a firm's ability to pay, is defined as the difference between sales revenue and the opportunity cost of mobile factors, divided by the number of employees. Rent-sharing rule, a measure of workers' bargaining power, is defined as the average wage premium divided by the per capita quasi-rent. Empirical results show that the differences in wage premium among Korean bargaining units are much better explained by the differences in quasi-rent than by the differences in bargaining power. Also, comparing the results of 1986 with those of 1988 show that the wage settlement mechanism in 1988 was not quite different from that of 1986, in spite of the drastic change in industrial relation system in 1987. It may simply yield higher opportunity wages, by raising the bargaining power of overall workers. The tendency of Korean labor market in 1988 to show a dual structure of high & low wage premium sectors, is not due to the fact that the differences in bargaing powers across firms tend to expand, but to the fact that unions tend to reduce the wage differences among the workers within an enterprise by pursuing more equal distribution of total wage premium. Hence, the policies for reducing the wage differentials across firms should focus on rent-regulating industrial policies, e.g. eliminating monopoly rents by deregulation.

Impact of Macroeconomic Factors on Terminal Operators' Profit: Focusing on Global Terminal Operators (거시경제지표가 터미널운영사 재무성과에 미치는 영향 분석: 글로벌터미널운영사 중심으로)

  • In the future, the global container handling market will be reorganized into larger ships and shipping alliances, and the bargaining power of shipping companies will be further strengthened. Therefore, the global terminal operator (GTO), which has a global network, vast experience, and operational know-how, is expected to strengthen its competitiveness. In Korea, the central government promoted the development of GTOs in the mid-2000s, but it failed, mainly due to disagreements between port stakeholders. In this study, the macroeconomic indicators that have the same effect in all regions were used to analyze GTO management performance. In the short term, it could be used to establish the business strategy of domestic terminal operators based on changes in macroeconomic indicators. In the long term, it would be used to establish a promotion strategy for GTOs in Korea. The results of analyzing the impact of macroeconomic indicators on the GTO's profit show that the GTO's profit is significantly affected by cargo handling capacity, the consumer price index of the United States, the Shanghai Composite Index, the Crude Oil Price, and the London Inter-bank Offered Rate (LIBOR). However, the scale of impact was not significantly different between public and private GTOs.

Study of Strategic Alliance and Anti-Trust Immunity on Airline Industry (전략적 제휴와 독점금지예외조항에 관한 연구)

  • As part of the ongoing global process of airlines forming strategic alliances, Korean Air has become a member of the SkyTeam Alliance, while Asiana has joined the Star Alliance. However, as something akin to the Anti-Trust Immunity(ATI) initiative has not been ratified domestically, these two airlines have seen their roles within these strategic alliances significantly reduced. In keeping with its domestic airline liberalization policy the U.S. government has instituted a mechanism through which foreign airlines that join such strategic alliances with their American counterparts can be exempt from the U.S. antimonopoly law. As a result, U.S. airlines have been able to forge wide ranging cooperative relations with foreign airlines, and thus increased their competitiveness within the air transport industry. This study analyzes the applicability of this Anti-Trust Immunity initiative to the domestic environment.

항공운송산업의 유효경쟁 (workable competition) 도입 필요성

  • 유효경쟁시장은 사업자의 수와 시장구조 측면에서는 독과점적인 시장이더라도 기존사업자간 경쟁이 상당히 치열하거나 잠재적 진입에 의한 경쟁압력이 커서 특정사업자가 시장지배력을 보유하거나 이를 행사하기 어려운 시장상태를 말하며, 항공산업의 경우 일반적인 네트워크 산업과 마찬가지로 대규모 설비투자가 필요하고 높은 고정비용과 규모의 경제가 뚜렷한 특성을 갖고 있으며 네트워크효과도 강하게 나타나 비대칭적 규제가 필요한 대표적인 산업이라고 할 수 있다. 우리나라 경제당국은 평균비용이 장기적으로 하락하는 대규모 자본산업에서 자연독점이 발생할 경우, 그 피해는 자연히 소비자에게 돌아 갈 것이며, 미국과 EC의 경쟁법상의 유효경쟁의 개념으로 제시되고 있는 요소들을 보면 주로 어느 한 기업이 시장지배력을 행사하는 시장상황을 나열하여 규제함으로써 최대의 이익이 소비자에게 돌아가도록 규제하고 있다. 항공운송사업은 자본집약적 서비스산업으로 일반서비스 산업에 비해 상대적으로 일정수준까지 자본투자가 전제되어야 하는 자본집약적 특성을 지닌다. 따라서 항공운송산업의 성패는 대규모 자본을 통한 운송능력에 대한 효율화 정도에 따라 결정된다. 여기에 시장에 진입 시기와 독점 유지기간도 중요한 역할을 한다. 또한 항공운송산업은 정부의 면허사업으로 선발항공사가 수익노선을 선점하여 운항할 경우, 정부의 별도 허가에 의하여 복수취항이 이루어진다고 하더라도 운항편수 및 고객 선호 시간대를 미리 선점할 수가 있어 후발항공사에 비해 우월적 지위를 갖게 되어 공정경쟁이 극히 어렵다고 할 수 있는데, 이는 수십년간 아시아나의 압도적인 서비스/안전에 대한 높은 평가에도 불구 대한항공과 아시아나의 격차는 2000년 이후 일정하게 유지되고 있다는 점에서 확인할 수 있다. 국내 항공운송산업은 면허산업으로, 운수권의 확보에 따라 항공사의 매출 차이가 결정되는 바, 항공운송산업에서의 유효경쟁을 확보는 1차적으로는 정부의 운수권 배분을 통하여 실현되며 양사의 운수권 배분내역에 의하면 선발사업자에 대한 유효경쟁정책이 실현되지 않고 있다고 할 수 있다. 대부분의 노선에서 복수취항이 허용된다고 하더라도 강력한 스케줄, 가격(운임) 경쟁력, 선발항공사의 이점, 고객 선호도의 미반영 등으로 인하여 공정한 경쟁이 이루어지지 않을 가능성이 매우 높다. 이처럼 평균비용이 장기적으로 하락하는 항공산업에서 선발항공사에 대한 쏠림 현상이 가중된다면 향후 10년내에 국내 항공운송산업에 자연 독점이 발생할 가능성은 매우 크며 그 피해는 소비자에게 돌아갈 것이 자명하다. 결국 우리나라의 항공운수산업에서의 유효경쟁환경을 조성하기 위해서는 운수권 배분 절차에서의 비대칭규제의 원리가 상당기간 적용되어야 하며, 복수취항이 허용된 노선에서도 후발사업자가 공정하게 경쟁할 수 있도록 비대칭규제방안이 강구되어야 한다. 뿐만아니라 보충적으로 공정거래법상의 시장지배적 지위의 남용규제와 같은 비대칭규제도 강력하게 집행되어야 할 것으로 판단된다.

Sales Commission of Department Store and Policy Implications (백화점의 판매수수료 현황 및 정책대응 방안)

  • Department Stores have been in place as typical large-scale retailer in Korean retail market. After Asian financial crisis in 1997, the market share of major three department stores has been increased and they have had a dominant position in relationship with vendors or manufacturers. Thus, they are able to control sales commission. Sales commission is defined as things that department stores which contribute to products sales instead of manufacturers take some portion of price as their revenue. In other words, vendors or manufacturers pay some amount of money from their sales by contracted ratio to department stores. The problem is that vendors or manufacturers think that sales commission is high. However, department stores have a different opinion that sales commission is not high because they generate new value from gathering customers and doing marketing activity on behalf of vendors or manufacturers. Because department stores have operated with business model of renting sales space to vendors or manufacturers instead of buying goods directly from them, this situation has been taken place. The revenue of department stores depend on sales commission. Thus, they want to get a dominant power to control sales commission in relationship with vendors or manufacturers. So, they have tried to increase their size and brand power. The considered policies related in sales commission of department stores are as following: preventing monopoly or oligopoly of department store, being strength of monitoring for department stores' unfair trade, strict enforcement of law for large-scale retailer's unfair trade, and inducing win-win strategy doing voluntarily by department stores.

Analysis of the Causal Structure Among Innovation Support Policy, Innovation and Performance: Focusing on Knowledge Service Firms (혁신 지원정책과 혁신 그리고 성과의 인과구조 분석: 지식서비스기업을 중심으로)

  • As the transition to the knowledge-based economy has been accelerated in the 21st century, the importance of the service industry has been highlighted. As the proportion of knowledge service industry in the economy and the related employment rate are continuously growing, it is necessary to bring innovation to the industry in order to increase competitiveness. In this study, the innovation types are diversified into product, process, organization, and marketing and the influencing factors have been analyzed with knowledge service firms. The complex causal relationship that is linked to the innovation performance has been analyzed by the structural equation with each innovation types as the intervening variables. The results of this study can be summarized as follows. The innovation capacity of firms in knowledge service industry has very strong positive effects either directly or indirectly on product innovation, process innovation, organizational innovation, marketing innovation, and the revenue and employment of the firm. On the other hand, innovation support policy through government intervention produce negative impact on product innovation and they do not create meaningful impact on the total effect on the revenue nor the employment growth. The innovation should ultimately create effects on the revenue and the employment of the firm. And the government support policies should be carefully designed in consideration of the final destination point of this complex causal structure.

  • Changing our monopoly broadcasting advertising system into free competition system may give rise to serious troubles that intensify commercialism of broadcasting and reduce diversity of public opinion. In the boundaries of public interest out of danger, korean broadcasting system should adopt a system that partially adopts the principle of free market. Broadcasting advertising sale system affect the whole broadcasting system because it functions as an effective capital-resource provider. Thus, it affects the broadcasting policies' righteousness and efficiency. Due to the non-elastic nature of the total advertising market, broadcasting advertising's size affects other media's capital allocation process. Therefore, broadcasting advertising sales system not only affects broadcast's social duty and public interest, but also affects the whole media industry. First, provide fair and open-competitive measures to support broadcast sales policy so that the market-based system can be run smoothly. Second, block any un-due influence from advertisers by separating production/programming and advertising sales. Third, sustain public broadcast system, not based on the advertising sales but based on the subscription fee. Fourth, social intervention of the advertising market. Fifth, provide policies that can set up multiple media channels/outlets and public opinion. By providing the minimum capital resources to the public broadcasting system, the broadcasting system can act on its public-interest duty and support the people's right-to-know rights.

An Empirical Study on the Characteristics of BT-based Converging Technology Market in Korea (우리나라 BT 융합기술 시장의 특성에 관한 실증연구)

  • Biotechnology is considered a new propeller to national economic growth. Although BT-based converging technology is one of keywords in nowadays, few studies analyze the characteristics of Korean BT convergence market. This study has conducted the analysis of BT-based converging technology market by using patent database in KIPO (Korean Intellectual Property Office) from 2000 to 2010. We, especially, have classified BT convergence into homogeneous and heterogeneous ones, and compare the nature of BT convergence market with that of non-convergence one. To achieve the object of this study, the following methods are used: concentration across IPC technological classes; concentration of patenting activity across firms; PFS (Patent Family Size) index. Furthermore, according to FOS technology-industry table, we have intended to find new converging industry of BT heterogeneous converging technologies. As very few studies have focused on Korean converging technology market so far, this analysis is considered to be meaningful. It is found that the market of BT converging technology is rather robust than that of BT non-converging one, which refers that BT convergence shows the tendency of concentration towards few technologies by few conglomerate firms in Korea. Meanwhile, we have derived a BINET keyword map to research the convergence of sub-technologies in detail and the related industries. We expect the implications of this study to be utilized in establishing the BT-based converging technology policy.

Last Ten Years of Korean Movie Industry through the Analysis on the Concentrations of Film Admission and Screening (영화 흥행 집중도와 상영 스크린 집중도로 살펴본 한국 영화산업 10년)

  • Korean movie maintain their market share from the highest 59.7% to the lowest 42.1% during the last ten years in Korea. However, with the multiplex and wide release strategy, the monopolies of four major distribution companies and three multiplex chain, the polarization of Korean movie's Box Office performance is deepening. With Gini-Index, concentration of film admission has been deepened in intensity from 0.53 in 2004 to 0.85 in 2014. Using Thomas Piketty's method, Movie attendance proportion of Highest 10% of the box office ranking for 2014 sharply increased to 71.2% from 30.28% in 2004 and the lowest 50% of box office ranking dropped from 11.03% in 2004 to 0.08% in 2014. Concentrations of the number of Screen, Screening, the seating Capacity have the same analogy with the polarization of film admission. However, concentration of seating share has maintained a modest increase from 0.22 in 2004 to 0.38 in 2014. This analysis shows that polarization of Korean movie box office performance is not the sole result of Natural selection of market but the result of the monopolies of distribution companies and Multiplex chains.

International Airfares and Application of Competition Laws (국제항공운임과 국내 경쟁법규의 적용)

  • The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.
