The purpose of this study is to develop documentation elements that can effectively record urban regeneration projects, focusing on port cities, in line with the historical background of urban regeneration projects. In order to develop recording elements, elements that need to be recorded were derived from eight fields, including geographical information, industrial information, and legal and administrative changes, from the Urban Regeneration Act, Port-related Act, and Urban Regeneration-related research. A Delphi survey was conducted three times targeting 20 experts related to urban regeneration to gather their opinions on elements derived from the Urban Regeneration Act, Port-related Act, and related research, and 32 final elements were derived. The recording elements for each selected area are geographical information(6), immaterial information(4), environmental maintenance(5), industrial and economic primary and secondary industries(2), and industrial and economic tertiary industries(3), changes(6), member participation(4), local legal and administrative systems(2). In addition, the applicability of urban regeneration documentation elements to local government records management experts was verified.

This study analyzes the system and operational status of regional documentation programs conducted by local governments and aims to propose considerations for the sustainability of regional documentation programs. With the government's balanced national development policy, the city or culture departments of local governments promoted regional documentation programs as part of their urban and cultural policies. Each local government enacted landscape ordinances and the ordinances concerning the establishment and operation of urban historical and cultural archives and promoted urban regeneration projects. Based on this, local governments performed urban landscape documentation, urban historical and cultural archives, and urban regeneration project documentation. Consequently, this study compared and analyzed ordinance enactment, budget, acquisition, management, and utilization of records for a total of 55 cases. The study has found that legislation is an essential factor in the sustainability of local governments' regional documentation programs. In addition, it suggested that regional documentation programs should evaluate the performance of programs, ensure residents' participation, and create digital archives to secure the budget continuously. This study is significant because it evaluates the overall regional documentation cases of local government city or culture departments as part of the city or culture policy rather than a specific region or case and presents more objective and general considerations for sustainability

Photographic records capturing the changes of a city are vital parts of local history archives. They were, however, not collected properly for the local history archives even by local governments. Therefore, as a solution for this problem, seven major cities (Seoul, Incheon, Gwangju, Ulsan, Daejeon, Busan, and Daegu) initiated the urban landscape documentation project for archiving the photographic records of each city. This study investigated the current status of the urban landscape documentation project and found that Daegu metropolitan city's project only holds some of the contest photos and a few old photos from the local government. A proper donating process is urgently needed to preserve valuable photographic records of Daegu, and this study aims solutions for the Daegu metropolitan city's urban landscape documentation project to improve the acquisition methods of photographic records. This study suggests the process for photographic records donation from citizens and a metadata set for donated photographs.
In this paper, I applied known theories of appraisal and re-appraisal to the Japanese Colonial Archives and the Colonial City Planing Archives in Korea. The purpose of this application to some of sample archives was to develop a useful and effective approach to appraise the archives which were not appraised before they were determined to be "permanent" archives by the Japanese colonial officials. The colonial archives have lost their context and "chain of custody." A large portion of their volume also disappeared. Only thirty thousands volumes survived. The appraisal theories and related issues applied to and tested on these archives are; "original natures" of archives defined by Sir. Hillary Jenkinson, Schellenburg's information value appraisal theory, the re-appraisal theory based on economy of preservation and prospect for use of the archives, function-based appraisal theory and documentation theory, the special nature of the archives as unique, old and rare colonial archives, the intrinsic value of the archives, especially the city planing maps and drawings, and finally, the determination of the city planing archives as permanent archives according to the contemporary and modern disposal authority. The colonial archives tested were not naturally self-proven authentic and trustworthy records as many other archives are. They lost their chain of custody and they do not guarantee the authenticity and sincerity of the producers. They need to be examined and reviewed critically before they are used as historical evidence or any material which documented the contemporary society. Rapport's re-appraisal theory simply does not fit into these rare historical archives. The colonial archives have intrinsic values. Though these archives represent some aspects of the colonial society, they can not document the colonial society since they are just survived remains or a little part of the whole archives created. The functions and the structure of the Government General of Korea(朝鮮總督府) were not fully studied yet and hardly can be used to determine the archival values of the archives created in some parts of the colonial apparatus. The actual appraisal methods proved to be effective in the case of colonial archives was Schellenburg's information value appraisal theory. The contextual and content information of the colonial archives were analysed and reconstructed. The appraisal works also resulted in full descriptions of the colonial archives which were never described before in terms of archival principles.

The modern age is such an era of time and space compressed. The central axis having compressed the time of the modern Busan city was the very trains and trams. The development of the means of modern transportation, such as trans and trams, came to change the time-space characteristics of cities in the modern age. Through trains and trams regarded as symbols of modern cities, this study attempted to find the localities of Busan as a modern city. The development of the modern Busan city was actually based on modernity and colonial exploitation. Documents of localities provide data to read humans' local-related experiences. 'Documenting localities' related to the means of modern transportation is a work process to read the localities of Busan in the modern age. Through this process, it is possible to understand how means of transportation can be correlated with a local community, local residents' daily lives and spatial change. Overall, this study is such a small attempt for this concern.

This study was conducted in Tateyama, Japan with on-site observation conducted by Professor Aizawa, who organized this locality movement. This research was focused on listening to people's explanations, observations and studying the related documentation. First of all, the locality of Tateyama City was formed by utilizing the historic records of the area. Through Namo Amitabha which was carved on the four-sided stone pagoda, the city formed the locality as the peaceful city. "The gift of the Sea" painted by Shigeru Aoki in this city contributed to the identity of this locality known as the 'city of art which the painter loved'. The reconstruction of localities through the documentation of the relics are as follows. Satomi Castle, which was discovered to be the setting of the famous fictional saga Satomi and the Eight "Dogs". The excavation and research of the ruins of forgotten World War II, is another example of reconstruction at this locality. This locality is seen as 'the city of peace' and was reconstructed through a positive and future oriented attitude. It is noticeable that the locality of Tateyama city was newly formed or reconstructed using local records and documentation relics in the area.
The documentation of a city can never be complete with only the documentation of the administrative domain, and requires that of its citizens, who are living in the city in different ways. This study attempts to present the documentation of the memories of the citizens, which either have never been produced or have been damaged and thus are difficult to be collected. From the Archival Activist point of view, this study suggests documentary as its research method, in order to leave trace of various experiences of Seoul, which are not recorded in document but are rooted in its people's memories and their daily lives. Documentaries are characterized by their narrative. This can be somewhat arbitrary, but it is due to their narrative that this study suggests documentaries, rather than oral statements, as a new form of method. While, due to its self-historicality, oral records are subject to producing redundant or irrelevant memories, documentaries enable the documentation of data relevant to the topic of collection. First, the study presents the narrative-based archiving, which is the same method of collection suggested by Seoul Metropolitan Archives, and then explores the role and significance of documentary archiving. It further presents the conditions in which documentary archiving is required in the context of narrative-based collection. The study presents the planning and implementation of documentary archiving and introduces one of the three documentaries produced by 2019 Seoul Archiving Project.
