Financial Restructuring and Its Spatial Implications in Korea (금융 재구조화의 공간적 의미)

  • 경제활동의 세계화는 세계적 금융체계의 출현을 수반하고 있으며 금융부문의 역할은 현대 경제체계에서 중요성을 더하고 있다. 또한 정보통신기술의 발달과 금융기법의 혁신, 자본이동의 자유화는 새로운 조절양식과 이에 따른 조절공간의 변화를 수반한다. 한국의 경우 금융구조조정은 전세계적인 금융위기와 필요에 의한 대응으로 이해되며 제도적 변화와 함께 금융기관의 흡수.합병.퇴출을 통하여 기업부문, 정부부문뿐 아니라 공간적으로도 막대한 영향을 미친다. 일반은행 점포수의 변화를 금융구조조정 이전인 1997년과 이후인 1998년을 비교 분석한 결과 점포수의 급격한 감소와 함께 지역적인 특색이 나타났다. 금융구조조정은 서울.경기를 포함한 수도권에서 가장 활발히 일어나고 있으며, 도시 인구규모에 민감하게 반응하여 소규모 도시일수록 변화의 폭이 감소하고 있다. 구조조정 기간 중에 은행수의 변화는 인구규모와 밀접한 연관성을 나타내고 있다.

Relationships between Urban Transportation System and Energy Efficiency (도시교통체계와 에너지효율성의 관계분석)

  • The amount of energy consumed by a transportation system in a city is influenced not just by a transportation system itself but also by city's spatial character. Yet there have been very limited studies on this subject. This study investigates the factors that influence the energy consumption by a transportation system and city's spatial character. The model of an urban area confined within a definite boundary is assumed in order to develop the relationships between the energy consumption and the transportation system. Various assumptions on the character of a city and activities are made. An equation for computation of the energy consumption is derived with such factors as modal split, densities of residents and workers, as well as technological development. Using the equation, sensitivity analyses are performed in order to identify the relationships between energy consumption and influencing factors. It is found that the modal split is the most powerful factor that determines the energy consumption by the transportation system. Yet it is also found that the densities of residents and workers and the technological factors are very important in determining the amount of energy consumption as well.

Defining boundaries of urban centers and measuring the impact for diagnosing urban spatial structure (도시 공간구조 진단을 위한 도시 중심지의 경계 설정 및 영향력 측정에 관한 연구)

  • The purpose of this study is to identify the spatial system and characteristics of the urban center by deriving the boundaries of the urban center set in the urban basic plan for Busan Metropolitan City and diagnosing the role and status of the center. To this end, four indicators representing the characteristics of the center were selected through a review of previous studies, and the boundaries of the center were derived using spatial statistical techniques with strengths in geographical boundary analysis. Then, using the indicators of center characteristics and population potential functions, we diagnosed the influence and potential of each center in the spatial structure of Busan Metropolitan City. The analysis showed that the scale of the centers varies greatly, and the unutilized areas where commercial areas are not activated and the expansion areas that spread beyond commercial areas to residential and industrial areas are different for each urban center. The results of the potential measurement, which indicates the attractiveness of the center, also showed areas with strong and weak population potential. Therefore, systematic management and strategies based on the hierarchical characteristics and influence measurement results are needed to strengthen the function of urban centers. The results analyzed in this study can be used as a resource for responding to various urban planning needs and policy changes in the future, along with station area development plans and spatial innovation zones for building a sustainable urban growth system, balanced development, and strengthening the function of centers.

The concept of neighborhoods and its implication to urban park planning (근린주구개념과 도시공원설계)

  • 근리주구개념은 도시사회구조를 이해하는 기본적 틀로서 인식되어왔을 뿐 아니라 도시공원의 계획에 따르는 공원체계의 개발 및 도시민의 여가행동 규명에 중요한 하부체계로 사용되어왔다. 80년대를 전후하여 발표된 다수의 논문에서 보고되고 있는 도시공원의 낮은 이용사례는 공원의 소극적 관리 상황 뿐 아니라 계획 그 자체에 문제가 있음을 환기시키고 있다. 본 연구는 미국의 소 도시를 대상으로 지역주민에 의한 근린주구 개념을 파악하고 주민의 근린공원 이용실태를 분석하여 전통적인 근린 공원계획의 설정목표 및 기준상의 문제를 제조명하고자 한다. 연구결과 주민의 근린주구개념의 '동질성'의 사회경제적 기능주의 입장보다는 물리지형적 특성으로 기울어 사회학자 및 공원계획가의 근린주구에 대한 기본전제에서 벗어나고 있으며, 계획가에 의해 임으로 설정된 근린공원의 서비스 영역(0.8km 둘레) 내부에 위치한 주민들의 공원비용은 주민자신에 의해 도출된 근린 주구 영역이 공원의 포함여부에 커다랗게 영향받고 있음이 밝혀졌다. 본 연구는 근린주구의 사회학적 개념과 현상학적 접근방식의 일환으로 Cognitive Mapping 기법에 대한 정리도 제시한다.

International Comparison of Fare Policy in Urban Metro (도시철도 운임정책 국제비교)

  • Recently, as various metro lines have been constructed and connected to other lines the rate of utilization has also been increased. However, the existing fare policy which the government does still stick to causes not only inappropriate action to the demand pattern but aggravation of the profit of the operation company. This study reviewed rail fare policy of major countries such as Japan and U.K etc. to improve the rationality of fare policy in Korea. In order to systematical analysis of fare policy, such viewpoints as of fare decision method, the card fare discounting system, the structure of fare, and the government subsidy policy were reviewed. Based on the results from the review, various problems and improvement plans were drawn. Through this study, appropriate fare systems to urban railway users could be given to improve the chronic deficit problem of urban railway operators.

  • There is a few problems in the preliminary seismic performance evaluation procedure of subway infrastructures, such as cut-and-cover tunnel structures and bridge structures, recently because the characteristics of subway infrastructures are not properly considered in the procedure. In particular, the evaluation procedure of vehicular bridge structures is applied to subway bridges without any modification. Moreover, the present evaluation procedure is lack of both theoretical and empirical backgrounds, which makes the evaluation less reliable. This paper presents problems in the existing preliminary evaluation procedure and proposes possible modification(revision) to the procedure.

Garden City Strategies as the Development Concept of Planned City - Focused on the Conceptual Master Plan for Solaseado - (신도시 개발 컨셉으로서 정원도시 구현 전략 - 영암·해남 관광레저형 기업도시 솔라시도를 대상으로 -)

  • This study proposes urban development concept and strategies for Garden City, focused on Solaseado, Yeongam Heanam Tourism-Leisure Type Enterprise City in Korea. Understanding that an essential element of a garden is the endless care performed by gardeners, the Garden City development concept suggests applying this idea to making planned cities by cultivating the potential natural landscape of the site in the long run. The meaning of Garden City can be defined in three aspects; an attitude and process of planning a city, a system for constructing the spatial structure of a city, and city branding. A Garden City is a city structured with the spirit of a garden, a city where open space networks become the urban structure, and a city that builds its identity through the landscape, respectively. From this point of view, the research draws development strategies with spatial design examples to embody the Garden City concept in Solaseado by following three steps; establishing the main urban axes, creating city networks through the conjunction of the axes, and categorizing and systematizing open spaces within the city. Consequently, the study shows an alternative urban planning model that extends the concept of a Garden City while maintaining the intrinsic landscape as an urban resource. In addition, the conceptual master plan of Solaseado will structure the urban landscape and park system according to the Garden City strategies.

  • The purposes of this paper are to analysis the characteristics of urban structure and to provide the strategies of urban restructuring in Incheon. While old urban center has tended to decline, urban central functions have concentrated towards new suburban centers, outer regions of Incheon. The urbanization of Incheon to outer regions is continuing, together with the population growth. The basic directions of urban restructuring are the formation of network urban structure, the establishment of development designation district, the formation of development, and axises for urban regeneration. It is also suggested that the systematic strategies of urban restructuring need to consider the district development for globalization, the formation of new growth pole and development axises, the establishment of special theme street, and development to network city for global city.

  • This study will analyze what is favorable of urban structure in order to introduce new transit system like bi-modal tram. As a reasonable transport mode in a city, the bi-modal tram needs to be considered with respect to the space structural pattern and city growth process. The result of this study may provide the basic resource that helps transport decision makers to decide how to introduce bi-modal tram by considering the urban structural characteristics. Also, the results that analyzed a functional characteristic of a bi-modal tram with a effective urban polices will be informative for practical use.
