Network analysis for assessing urban resilience from the perspective of urban flooding: case study of Seoul, Korea (도시침수 관점에서의 도시회복력 평가를 위한 네트워크 분석: 서울특별시 중심으로)

  • The quantification methods and definitions of resilience vary and are studied across many fields. However, this diversity can lead to gaps in interpretation regarding the meaning and indicators of resilience, potentially having a negative impact on resilience assessments. Therefore, uniform standards for defining and quantifying resilience are essential. This study presented a definition of resilience and socio-structural evaluation methods of resilience through network analysis. Furthermore, through analyzing various definitions of resilience, the definition of resilience in the context of urban flooding was presented. Distinguishing between static and dynamic resilience, an evaluation method based on common attributes was proposed. Lastly, the economic effects of introducing resilience were analyzed using an inundation trace map. Future research on the secondary effects through standardized resilience assessments is expected to be widely utilized in decision-making stages within urban flood policies.

Evaluating and Improving Urban Resilience to Climate Change in Local Government: Focused on Suwon (기초지자체 기후변화 대응을 위한 도시회복력 평가 및 증진방안: 수원시를 대상으로)

  • As the damage caused by the abnormal climate due to climate change is increasing, the interest in resilience is increasing as a countermeasure to this. In this study, the resilience of Suwon city was examined and the plan to improve the resilience were derived against climate impacts such as drought, heatwave, and heavy rain. Urban resilience is divided into social resilience (e.g. vulnerable groups, access to health services, and training of human resources), economic resilience (e.g. housing stability, employment stability, income equality, and economic diversity), urban infrastructure resilience (e.g.residential vulnerability, capacity to accommodate victims, and sewage systems), and ecological resilience (e.g. protection resources, sustainability, and risk exposure). The study evaluated the urban resilience according to the selected indicators in local level. In this study, the planning elements to increase the resilience in the urban dimension were derived and suggested the applicability. To be a resilient city, the concept and value of resilience should be included in urban policy and planning. It is critical to monitor and evaluate the process made by the actions in order to continuously adjust the plans.

  • 최근 전 세계는 급격한 기후변화와 도시화의 집중 등으로 인해 예상치 못한 수문학적인 문제, 특히 도시 내 홍수 피해 규모와 빈도가 매년 증가하고 있다. 기존의 도시 개발은 그레이 인프라(Gray Infrastructure)형을 중심으로 불투수 포장면의 증가를 가져왔다. 그 결과로 자연적 투수층이 감소하여 첨두유량 증가, 침투량 감소와 같은 도시물 순환의 문제점이 부각되기 시작했다. 이에 많은 국가들이 그린 인프라(Green Infrastructure)의 중요성과 필요성을 인지하고 그와 관련된 정책 마련에 나서고 있다. 그린 인프라는 모든 개발사업의 계획 이전에 고려되느냐 기타 기반 시설의 계획 후 입지를 결정하느냐에 따라 입지 선정 기준을 크게 두 가지로 구축할 수 있는데, 본 연구는 도시 내 물 순환을 관리하여 유출수를 지표로 침투시켜 도시의 회복력을 평가하는 것이기 때문에 후자에 해당된다. 자연과 분리되거나 별도로 적용하지 않으면서 기후변화에 대응할 수 있는 지속가능한 도시를 만들 수 있으며 소규모로도 물 순환을 가능하게 해 도시의 큰 구조적 변화 없이 적용 가능하다. 본 연구에서는 서울 신월지구에 선행 된 시험 관측 결과를 토대로 도시 내 그린 인프라의 설치에 따른 도시 회복력에 대한 정의를 내려보았다.

  • 사회 정책환경 변화로 인해 다양한 유형의 안전문제가 대두되면서 기존의 시설물 안전 분야 외 다양한 안전이슈가 사회문제화 되고 있다. 이 연구에서는 서울의 안전을 위협하는 급성 충격뿐만 아니라 도시전반에 걸친 잠재적 위협과 스트레스에 대응하기 위하여 100RC(100 Resilient Cities)에서 제시한 평가체계를 기반으로 도시를 위협하는 재난 사고 및 도시압박요소, 정책환경요소에 대해 평가 분석을 실시하였다. 본 연구의 결과로 서울시의 달라진 도시안전 여건과 정책환경을 종합적으로 반영한 중장기 정책방안을 제시할 수 있을 것으로 기대한다.

  • There is a movement to respond to the decline of the city through urban regeneration projects, and in particular, the importance of residents-led is increasing. In addition, the concept of resilience to increase the resilience of the city in response to an uncertain future is emerging around the world. This study aims to diagnose urban regeneration projects from a resilience perspective. The target site of the study was set as a selection area for general neighborhood urban regeneration projects in Seoul, and the factors affecting resilience in response to the recent coronavirus were analyzed. As a result of the analysis, it was found that among the contents of the urban regeneration project revitalization plan, the social regeneration content that can lead to residents had a positive effect on resilience. It is expected that the resilience of the city can be improved if the contents that can enhance the self-sustainability of the residents are included from the stage of the plan.

  • The COVID-19 pandemic has so far given the world a great shock and fear that cannot be compared to other infectious diseases, and local economies are experiencing a serious economic crisis accordingly. This paper examines the regional characteristics of economic recession and resilience due to the COVID-19 pandemic, focusing on the employment fluctuations in 85 cities nationwide. Although the overall trend is in line with national employment indicators, there are some differences in the shock response and the recovery of employment in individual cities. The difference between cities is somewhat greater in the resilience of the recovery stage than the resistance, which is the shock-response stage. In terms of resilience, cities in the capital area have relatively good condition compared to cities in the non-capital area. The weak resilience of large cities such as Seoul, which has a high population density, can be explained to be the effect of the COVID-19 pandemic of infectious diseases. Regarding the economic structure of the city, the ratio of service and sales workers, wholesalers and retailers, and food and lodging businesses are analyzed as valid explanatory variables for the resilience of cities.

A Study on the Development of Old Down-town Activation Indicator -Focusing on Improving Urban Resilience in the Old Down-town of Seo-gu, Incheon- (원도심 활성화지표 개발에 관한 연구 -인천광역시 서구 원도심의 지역 회복력 향상을 중심으로-)

  • This study was done to develop indicators for cities that can be used in the long term and in a sustainable manner. Activation indicators were developed to improve the resilience in the downtown area of Seo-gu, Incheon. Preliminary indicators were derived from prior studies on similar indicators of resilience for urban regeneration, and an expert opinion survey was conducted to analyze the suitability and importance of the indicators. Activation indicators were established for improving urban resilience in six areas: population stability, social inclusion, industrial diversity, local productivity, environmental sustainability, and social-based convenience. From 60 preliminary indicators, 42 indicators were selected through the expert opinion surveys for securing an economically active population, establishing a living infrastructure, improving the settlement environment, and upgrading industry to reflect the characteristics of the West, including industrial complexes. It was found that diversification is necessary. Further study is still necessary to improve the objectivity of the indicators and calculate a resilience index. The significance of this study is that it looks at quantitative indicators, complements other studies on regional decline diagnosis, and presents realistic alternatives suitable for domestic situations based on the concept of resilience.

Spatial resolution effects in hyper-resolution urban flood modeling (초고해상도 도시 홍수 모의의 공간해상별 침수해석 특성 분석)

  • 기후변화와 도시화로 인한 집중 호우와 불투수층 증가로 도시 홍수의 발생 빈도와 규모가 증가하고 있다. 인적, 물적 자원이 집중되어 있는 도시유역의 특성상 침수가 발생하면 이로 인한 직접적 피해 뿐만 아니라 사회경제적 2차 피해를 발생한다. 도시 홍수로 인한 피해를 줄이고 도시의 재해에 대한 회복력을 키우기 위해서는 관측과 더불어 정확한 모의 기술이 중요하다. 한편, 격자 기반 도시 홍수 모의는 집중 호우에 따른 침수의 시공간적 발생 양상을 물리적으로 해석하는 방법으로, 지표수-우수관거 이중배제 통합 모의, 수치기법, 병렬컴퓨팅, 수질 연계 모의 등의 측면에서 지금까지 많은 발전이 이루어져 왔다. 최근들어 원격탐사 기술의 발달로 공간해상도 1미터 수준 혹은 그 이상의 초고해상도 지형자료가 많은 지역에서 대해 가용해지고 있으며, 도시 홍수 해석에 이와 같은 초고해상도 자료를 적용하기 위한 연구가 활발히 진행되고 있다. 본 연구에서는 초고해상도 지형 및 토지 피복 자료의 공간해상도가 침수해석에 미치는 영향을 분석한다. 도시침수의 두가지 주요 요인인 내수침수와 외수범람 중에서 극한 강우에 의한 내수침수해석 사례만을 주요 연구 범위로 한다. 초고해상도 입력자료의 격자기반 도수 해석 모형으로는 운동파 기반의 2차원 지표 흐름 해석 모형을 적용하고, 초고해상도 모의의 효율적 계산을 위해 하이브리드 병렬 컴퓨팅 기술을 이용한다. 초고해상도 입력자료 적용 사례 대비, 공간해상도 저하에 따라 침수 면적이나 깊이 등에서 어떤 변화가 있는지 정량적으로 검토한다. 또한, 강우의 강도 및 공간분포가 초고해상도 도시 홍수 해석에 미치는 영향에 대해서 분석한다. 모의 결과로부터 도시 홍수 해석시 거리 단위(street-level) 정확도의 재현을 위해 적정한 공간해상도를 분석하고, 초고해상도 도시 홍수 모의를 이용한 기후변화에 따른 극한 홍수의 도시지역 영향 분석 및 회복력 개선 관련 연구의 가능성에 대해 논의한다.

Theoretical Approaches to Regional Transformation: Path Dependence Theory and Regional Resilience Concept (경로의존론과 지역회복력 개념: 지역격차에 대한 새로운 이론적 접근)

  • Traditionally, economic growth has been uneven over the space. It has also been true for the recovery from social and economic crisis in old industrial areas of the advanced economies. Even if many of such old industrial areas were seriously affected by de-industrialization, some areas have been showing progress, while others have not been so. While interpreting this phenomenon used to be a key issue in economics, main stream liberal economic theorists' explanation was uneven distribution of economic resources, such as raw materials, labour and money. However, some revolutionary economic theorists have brought in the concept of "history" in explaining the phenomenon. Path dependence theorists, for example, interpretate the emergence of different growth paths with the concept of historical accidents. This contrasts to the recent argument of the group of scholars suggesting the concept of "regional resilience," who argue that uneven growth and different growth paths are originated from different regional resilience. This paper introduces the backgrounds, characteristics and utilities of the two theories: path dependence theory and the concept of regional resilience.
