Vehicle Ramming Terror Attacks and Physical Barriers as a Counterterrorism Policy (차량돌진테러와 물리적 방어물에 관한 연구)

  • Recently, it has been frequently reported there were rapid increase of vehicle ramming attacks in the Western countries, such as Europe, United States of America, Australia, and Canada. Vehicle ramming attacks happened in Western countries specifically targeted civilians and maliciously intented to attack as many victims as possible. and resulted in significant number of casualties and wounds. Experts in terrorism analyze the increase of terrors using vehicle is largely due to the change of terror strategy of Islamic extremest groups like ISIS which encouraging would-be terrorist to use vehicles as an effective killing weapons. Accordingly, The most of countries experienced vehicle terrorist attacks began to build physical barriers including ballards, fences, and obstacles on the main shopping streets, transportation facilities, and famous crowded places and buildings in order to prevent mass killing by terrorists' vehicle ramming attack. Contrary to such swift respond to be prepared attacks using vehicle as a weapon Western countries, there are still lack of interests in preparing this type of terrorist attacks among domestic policy makers and scholars. To fulfill the research gap, this study aimed to investigate important issues regarding physical barriers in South Korea. The contributions, implications of this study and suggestions for policy implications of this study findings were discussed in results and discuss.

Counter Measures of the Subway Terrorism through Case Analysis (사례분석을 통한 지하철 테러에 대한 대책)

  • Nowadays most nations around the world including Korea have experienced absolute shortages of available urban space. To solve various problems of the city, each nation constantly tends to extend the underground space. However there is a serious problem in making use of the underground space. Especially new terrorism coming into existence after 9.11 terror turns into the so-called ‘soft target’ which has something to do with public transportation facilities available to most people. Good examples are like these: poisonous gas attacks in Tokyo subway in 1995, Daegu subway station fire in 2003, serial bomb blast of London subway in 2005. In spite of being a concern on incidents related to the underground space it is inevitable to utilize the underground space and the tendency is growing. But Korea lags badly behind in foreign countries in this field and so seeking measures is urgently needed. Therefore the aim of this study is to note visible damages stemmed from the domestic and foreign underground space and propose more effective and adequate measures. Safety measures of terrorism are associated to minimize damage out of terrorism and they are as follows. In the first place, preparing protective equipment for saving a life from fire attacks and poisonous gas is needed urgently. In the second place, counterpart management on the spot and systematic security training should be established in order to minimize injury. In the third place, fire escapes must be provided for a rapid evacuation of potential unspecified individuals. In the fourth place, building up a network of related institutions is required for a systematic omnidirectional counterpart. Finally the Korean government ought to take fast and appropriate actions for the injured and bereaved family of the terror incident.

An Analysis of Special Guards' Perception on Terrorism (테러리즘에 대한 특수경비원의 인식분석)

  • This research present actual conditions on realization about safety of observable individual and country, terror countermeasure from danger of terrorism which special guards have. To achieve these purposes, 400 special guards were sampled using the convenience sampling method and collected data through questionnaire from self-administration method. the collected data are in statistics of p<.05 levels. As the result, we drew following conclusions. Special guards thought that terror might occur most in 'aircraft, rapid-transit railway, subway, and bus'. It was no difference in society demography(p>.05). In type of terror, 'bomb terror' seemed to happen most, and they recognized that biochemistry terror and factor terror, and hostage terror may happen in society demography. Purpose of terror was thought that 'political purpose' may be the biggest, and 'ideological purpose' and 'social purpose' joined the remainder. According to society demography, woman's realization about terror was higher than man in two low variables. According to age, image of terror was high in 40 more than 20. According to educational background, university graduate were higher than a high-school diploma in two low variables. According to place of work, metropolis was higher than small and medium-sized city.

  • 21C 고도의 도시화로 인하여 인구과밀화 및 초대형 초고층 건물의 비약적인 확산은 재난의 규모와 양상에 변화를 가져오며, 도시형 재난재해에 대비한 새로운 대책의 필요성을 과제로 안기고 있다. 뿐 만 아니라 지구온난화 및 뉴 테러리즘의 경향은 복합적이고 동시다발적인 재난으로 인한 다수인명피해에 대한 방호기능의 중요성과 통합재난관리 시스템의 중요성을 더욱 부각시키고 있다. 이러한 거시환경의 변화에 따라 다양화된 위험요인에 대한 체계적 대비와 효과적 대응을 위해 분야별 전문대응조직과 스페셜리스트 양성이 시급한 과제로 대두되고 있으며, 특히 재난대응단계에서 지진 등 건물붕괴로 인하여 동시다발적인 초대형 재난재해 시 효율적인 인명구조 활동의 대책으로 도시탐색구조 체계의 선진화 방안이 필요하며, 이를 위하여 소방공무원을 대상으로 실시한 의식조사 분석결과를 제시하고자 한다.

  • 21세기의 사회적 환경변화는 크게 개도국의 인구증가, 선진국 인구감소, 인구의 노령화(2025년 전세계 인구의 20%가 65세 이상)와 연관된 인구통계의 변화와 경제발전으로 인한 세계화, 도시화(현재 전세계 인구의 45%가 도시지역에 생활하고 있으나, 2025년에는 60%로 증가) 등의 문제가 나타날 것으로 예측되며, 이로 인해 유동인구 및 물동량의 증가로 수송시스템에 대한 수요가 급격하게 증가할 것으로 예상된다. 특히 철도는 안전성, 정시성, 환경친화성, 대량수송성, 경제성 등에 장점을 바탕으로 국가교통의 핵심수단으로 확대되고 있다. 그러나, 미래사회는 각종 재해, 테러 등 다양한 위험원의 증가에 노출되면서, 안전에 대한 사회적 요구도 또한 증대될 것이다. An Intercomparison of Model Predictions for an Urban Contamination Resulting from the Explosion of a Radiological Dispersal Device (도심에서 방사능분산장치의 폭발로 인한 피폭선량 예측결과의 상호비교)

  • The METRO-K is a model for a radiological dose assessment due to a radioactive contamination in the Korean urban environment. The model has been taken part in the Urban Remediation Working Group within the IAEA's (International Atomic Energy Agency) EMRAS (${\mathbf{\underline{E}}}nvironmental$ ${\mathbf{\underline{M}}}odeling$ for ${\mathbf{\underline{RA}}}diation$ ${\mathbf{\underline{S}}}afety$) program. The Working Croup designed for the intercomparison of radioactive contamination to be resulted from the explosion of a radiological dispersal device in a hypothetical city. This paper dealt intensively with a part among a lot of predictive results which had been performed in the EMRAS program. The predictive results of three different models (METRO-K, RESRAD-RDD, CPHR) were submitted to the Working Group. The gap of predictive results was due to the difference of mathemathical modeling approaches, parameter values, understanding of assessors. Even if final results (for example, dose rates from contamintaed surfaces which might affect to a receptor) are similar, the understanding on the contribution of contaminated surfaces showed a great difference. Judging from the authors, it is due to the lack of understanding and information on radioactive terrors as well as the social and cultural gaps which assessors have been experienced. Therefore, it can be known that the experience of assessors and their subjective judgements might be important factors to get reliable results. If the acquisition of a little additional information is possible, it was identified that the METRO-K might be a useful tool for decision support against contamination resulting from radioactive terrors by improving the existing model.

A design and implementation of Intelligent object recognition system in urban railway (도시철도내 지능형 객체인식 시스템 구성 및 설계)

  • The subway, which is an urban railway, is the core of public transportation. Urban railways are always exposed to serious problems such as theft, crime and terrorism, as many passengers use them. Especially, due to the nature of urban railway environment, the scope of surveillance is widely dispersed and the range of surveillance target is rapidly increasing. Therefore, it is difficult to perform comprehensive management by passive surveillance like existing CCTV. In this paper, we propose the implementation, design method and object recognition algorithm for intelligent object recognition system in urban railway. The object recognition system that we propose is to analyze the camera images in the history and to recognize the situations where there are objects in the landing area and the waiting area that are not moving for more than a certain time. The proposed algorithm proved its effectiveness by showing detection rate of 100% for Selected area detection, 82% for detection in neglected object, and 94% for motionless object detection, compared with 84.62% object recognition rate using existing Kalman filter.
