  • '건축공간연구원(auri)'은 2007년 대통령 지시로 설립된 최초의 건축·도시 분야 정부 출연 연구기관(건축도시공간연구소)으로 출발, 2020년 국무총리실 산하 국토연구원 부설기관에서 독립법인화를 거쳐 '건축공간연구원(이하 아우리)'으로 새롭게 출범했다. 우리나라 건축·도시분야 정책 현안과 중장기 비전 수립 연구 역할을 하고 있으며, 그런 까닭에 국내 모든 건축, 도시정책 배경에 아우리의 연구활동이 뒷받침돼 있다 해도 과언이 아니다. 아우리는 앞으로 건축 도시공간분야 대표 국책연구기관으로서의 체질 개선과 역할에 대한 중장기 계획을 마련하고, 그에 따른 정책연구 방향 수립 및 연구원 구성원 참여에 기반한 연구관리와 경영체계 모니터링을 지속 실행하겠다는 계획이다. 월간 <건축사>가 지난 2021년 12월 13일 이영범 도시건축공간연구원장을 직접 만나 이야기를 나눴다.

  • 우리 건축문화는 아직은 태동기라고 할 수 있다. 그간 건축계에서 논의하였던 건축문화정책을 제도적으로 지원.육성.진흥하고자 부단한 논의와 문제의 공론화가 있었지만 아직은 걸음마 단계이고 갈 길이 요원한 실정이다. 다행히 행정중심복합도시(행복도시)에서 새로운 패러다임의 도시 및 건축계획이 수립되고 있다. 행복도시는 우리가 그간 논의하였던 건축담론을 실현할 수 있는 기회가 아닌가 한다. 이에 따라 행복도시의 건축정책 및 디자인을 연재하고자 한다.

  • 주민의 안전한 생활은 삶의 가장 기본적인 요건으로 범죄는 불안감이 가중되어 삶의 질을 저하시키는 주요 요인이라 할 수 있어 범죄예방을 위한 다양한 정책 중 환경설계를 통한 범죄예방(CPTED)의 필요성이 대두되고 있는 실정이다. 따라서, 지역사회 커뮤니티 형성, 범죄예방 정책 수행 및 각종 인프라 구축 등을 위한 범죄예방 도시디자인 가인드라인 수립이 필요한 것으로 판단된다.

Does Urbanization Indeed Increase Disaster Damages? - Lessons from Gyeonggi Province, South Korea (도시화가 자연재해를 늘리는가? - 경기도 사례를 중심으로)

  • This study empirically investigates whether urbanization triggers urban disaster damages in the metropolitan areas of Korea by applying panel data analysis. Issues are approached with respect to the perspective that increased natural disaster damages are closely related with urbanization. This paper describes the conceptual framework of disaster management to understand the factors that determine urban disaster damages in Korea. This study used a simplified model with some key factors for analysis, because flood damage factors in urban areas are too diverse, and a full understanding of every cause is not feasible. The results indicate that urbanization does not necessarily lead to increasing urban disaster damages and if properly managed, urbanization can actually reduce urban disaster damage.

From Environmental Movement to Smart Growth Policy - The Case of Austin, Texas -

  • This paper explores the history of environmental movements and policymaking in the city of Austin, TX and addresses the most recent element of the city's environmental policy, the Smart Growth Initiative. Austin's intense growth over the last 35 years has increased a growing awareness of environmental impacts by humans. The Austin municipal government has tried to adopt environmental measures and various policy initiatives ranging from comprehensive plans to its latest Smart Growth Initiative. The long history of comprehensive planning and watershed protection ordinances indicate that while environmental issues have continually presented as priority issues, it has failed to integrate as a part of the municipal government. This shows that the efforts of political actors have not been sufficient to sustain progressive environmental regimes with environmental issues despite the initial motivation of the state.

A study on the evaluation of policy elements for a solution of long-term unexecuted urban parks (장기 미집행 도시공원 해소를 위한 정책구성요인 평가 연구)

  • This paper provides a solution for long-term unexecuted urban parks and its implication by evaluating the policy elements using an analytic hierarchy process approach. The policy elements evaluation was carried out for a group of experts related to long-term unexecuted urban planning facilities or parks. The evaluation process consisted of the following three steps: the selection of policy elements, the weights assessment, and an analysis of the evaluation results. The empirical findings show that experts place a high value on policy elements, such as government subsidies (0.183), the linkage between a municipal fiscal plan and an executive plan (0.165), a reconsideration of the current long-term unexecuted urban parks (0.154), and a grant or long-term lease of state-owned land (0.110). A wide range of in-depth discussion is strongly needed ahead of the sunset regulation on urban parks, which will take effect in 2015.

  • This Paper aims to explore the socio-spatial implication of urban policy dialectic. The urban policies to solve various social problems are definitely related to the spatial situation of his society. In France there have been several kinds of urban policies to meet 'social exclusion' as new concept of poverty. To fix 'ZUS(Zones Urbaines Sensibles), being based on the 'Pacte do relance pour la ville' of 1996, is one of them. It makes a conclusion in this paper that the purposeful zoning by urban policy to meet social exclusion can lead to deepen them. The situation of social exclusion in ZUS is related to the spatial exclusion by zoning marginal areas. To define the key concepts of 'social exclusion' and 'ZUS' is absolutely needed to accomplish the purpose of this study.

Sustainable Urban Industrial Space Policy: Experiences and Implications from US Cities (지속가능한 도시산업공간 정책 -미국 주요 도시의 경험과 시사점-)

  • This study attempted to seek policy directions for development of sustainable urban industrial space through reviewing recent policies and projects of US cities that experienced urban industrial land replacement and industrial suburbanization. The policies and regulations for the urban industrial space preservation include the New York City's Industrial Business Zone, Chicago's Planned Manufacturing District, the no-net-loss framework in San Jose, and the subdivided and the state of the art in zoning systems in Philadelphia and Seattle. These policies and zoning systems have been effective for preventing the conversion of urban industrial lands to other uses, promoting business activities, and creating jobs for urban residents. In addition, the updated and innovative zoning systems allow for a wide variety of urban industrial spaces to meet newly emerging industrial demands. On the other hand, we suggested several policy implications through reviewing the cases of urban regeneration projects in Portland's Willamette Industrial Urban Renewal Area, Atlanta's BeltLine, and Milwaukee's Menomone Valley as follows: 1) updating and reinforcing spatial planning and policies for preservation and revitalization of urban industrial land; 2) considering existing businesses and local workers first; 3) setting up a participatory planning for local workers and residents; 4) preparing policies for brownfield cleanups.

  • Resident's attitude and evaluation about local or urban development policies is a major factor in the process of the regional and urban 1)tanning and its practices. Therefore there are numerous studies pointing to analysis about the evaluation of the urban development policies. The purpose of this paper is concerned on the residents'cognitions, attitudes and evaluation about of urban development policy of Sunchon City in South Korea. Research area, Suncgon city, has been served as a central place of eastern Chollanamdo since 1920 and now functions as economic and commercial leading city of Kwangyang-bay area. In addition, Sunchon city is fastly growned with the influence of national development policy including the establishment of major industrial estates and the construction of container port in Kwangyang-bay area. In the overall cognition and evaluation about the quality of life of Sunchon city, most people are satisfied with the quality of life of urban living comparing with near cities such as Kwangyang and Yosu city. In particular, the level of satisfaction about education, transportation, natural environment are relatively higher than economic condition and living facilities. Most of residents have positive attitude and evaluation about the image of future urban development, and prefer to culture and education city in urban function of Sunchon city. Therefore, in order to function as a central city of Kwangyang-bay area. Sunchon city have to adopt new urban development policy including such as reconstruction of urban spatial structure, strengthening of culture and education functions, and the related facilities, restructuring of regional industrial structure. and expansion of commercial and shopping facilities.
