Integrated Waterfront Cultural Planning through Regeneration of Former Industrial Harborfront (산업항만지역의 재생을 통한 워터프론트 문화도시 통합계획)

  • Purpose: The purpose of this study is to propose a direction planning integrated waterfront cultural city in terms of urban economic revitalization through regeneration of former industrial harborfront and the creation of cultural living spaces based on regional history in order to pursue urban activities. Method: Analyzing planning waterfront and historical cultural space based on MM21's development policy and strategy under the growth process and development of Yokohama. Results: MM21 is the core public project out of the six major projects promoted by Yokohama, which is on the brink of satellite cities for the expansion of Tokyo with a goal of qualitative transformation of former harbor. It is planned to be developed as a creative cultural waterfront city for an integrated urban development. Conclusion: Planning waterfront cultural city, which takes advantage of the former harbor city derived through MM21 analysis, provides the cityscape towards the sea and the port via the viewing point and opens the waterfront open to the port and the sea Space and Esplanade landscape development, preservation of historic buildings and cultural assets, recycling as cultural art space, waterfront space planning that cooperates with public culture art and pedestrian network.

Sustainable Urban Industrial Space Policy: Experiences and Implications from US Cities (지속가능한 도시산업공간 정책 -미국 주요 도시의 경험과 시사점-)

  • This study attempted to seek policy directions for development of sustainable urban industrial space through reviewing recent policies and projects of US cities that experienced urban industrial land replacement and industrial suburbanization. The policies and regulations for the urban industrial space preservation include the New York City's Industrial Business Zone, Chicago's Planned Manufacturing District, the no-net-loss framework in San Jose, and the subdivided and the state of the art in zoning systems in Philadelphia and Seattle. These policies and zoning systems have been effective for preventing the conversion of urban industrial lands to other uses, promoting business activities, and creating jobs for urban residents. In addition, the updated and innovative zoning systems allow for a wide variety of urban industrial spaces to meet newly emerging industrial demands. On the other hand, we suggested several policy implications through reviewing the cases of urban regeneration projects in Portland's Willamette Industrial Urban Renewal Area, Atlanta's BeltLine, and Milwaukee's Menomone Valley as follows: 1) updating and reinforcing spatial planning and policies for preservation and revitalization of urban industrial land; 2) considering existing businesses and local workers first; 3) setting up a participatory planning for local workers and residents; 4) preparing policies for brownfield cleanups.

  • In the era of diversity and creativity, autonomous regional regeneration is being emphasized. Local regeneration effects through local heritage utilization and the value of regional properties are rising. It is very meaningful to find a way to revitalize the urban regeneration system that can transform the facilities, spaces and industries in underdeveloped regions into opportune properties. This study explores the possibility of self-sustaining development by establishing an endogenous self-reliance system through the localization of industrial heritage. Competitive advantage strategies of regional properties are more important than regional comparative advantages. In the future, more attention should be paid to the intangible value of the city. A genuine city revival should be created as a place with cultural identity through artistic ecology, tradition, community, and aesthetics centering on people.

  • Many cities are utilizing their cultural capital as a means for urban regeneration and tourist attraction. Museums form an essential component in these culture-based urban regeneration efforts, the Guggenheim Bilbao being a frequently cited example of success. The United Arab Emirates (UAE) has benchmarked the Bilbao case study as they were looking for alternative income-generating industries in the post-oil era, embarking on a city-building project on the Saadiyat Island where resorts and cultural institutions of massive scale are being constructed. The Louvre Abu Dhabi and the Guggenheim Abu Dhabi were pursued under this scheme, aiming at attracting tourism and elevating their status in the region as a cultural capital. This study examines the political, economic, and cultural background behind the Saadiyat city project and the pending issues behind the construction of the Guggenheim Abu Dhabi. This study purports that besides funding and an ambitious plan, social and cultural developments in the region over time will be essential for a successful localization of a Western brand museum in the region.

Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

  • In Korea, efforts have been made continuously to improve the environment of traditional markets concerning the issues of urban regeneration. In particular, many old cities and traditional markets face a lack of parking spaces. As a solution to this, attempts are being made to prepare underground parking spaces by designing urban planning facilities in three-dimensional ways and utilizing the upper part as a more meaningful space. This study is about the master plan to use the upper green area while creating an underground parking lot at 571 Sinmae-dong, Suseong-gu, Daegu. This green area was defined as a space with dual values, 'defensive green space' that needs to be ecologically protected, and 'active cultural space' where walking flows to the market and various events are concentrated. Three specific design strategies to balance these values were presented. First, to prevent indiscriminate occupation and damage by people and maintain a healthy green environment, securing the maximum amount of undivided green space in the site was suggested. Second, a space layout and a topography and planting patterns that can overcome the morphological characteristics of narrow and long-shaped sites enable the experience of abundant green spaces. Third, providing space to strengthen the connections with nearby urban facilities such as Sinmae Market and Gosan Library can also intensively accommodate cultural activities in various cities. This study has academic significance in providing implications for urban regeneration projects with similar contexts in the future.

부산남항 재창조를 위한 사업추진전략에 관한 연구

  • 국내 대표 해양도시인 부산시는 도시의 이미지를 향상시키고 경쟁력을 갖추기 위해 북항재개발지역과 원도심지역을 연계한 복합형 재생사업을 추진하고 있다. 부산남항은 북항과 원도심지역에 맞닿아있지만 고유의 특성이 고려되지 못하고 복합형 재생사업에 종속된 개발 압력을 받아왔다. 최근 해양관광벨트 형성에 있어 부산남항의 입지적 중요성과 북항·원도심지역과의 연계 필요성이 대두되며 부산남항을 대상으로 다양한 개발계획이 수립되고 있다. 항만재개발사업의 경우 대규모 SOC사업으로 추진과정에서 이해관계자 간의 갈등, 재정 문제 등의 여러 문제가 야기되는데 이러한 문제를 해결하지 못하면 사업이 표류 될 가능성이 크다. 따라서 본 연구는 부산남항 재창조를 위해 필수적인 항만재개발사업의 원활한 진행을 위한 추진전략과 민간참여방안을 제시하였다.

  • 도시의 개발을 통한 발전방향은 지역별 기술력을 바탕으로 시대의 흐름과 문화, 경제, 도시정책 등에 따라 다양하다. 특히, 워터프론트는 도시와 가장 근접한 친수공간으로 단어자체에 도시'라는 개념이 포함되어 있다. 즉 도시가 큰 강이나 바다, 호수 등과 접하고 있는 공간을 말한다. 우리나라는 도시계획차원에서 도시 수변공간(urban waterfront)으로 설정하고, 레크레이션, 공원, 경관형성, 환경오염 저감, 정서함양, 생산 등의 다양한 기능을 갖고 있는 매우 공공성이 높은 도시지역의 주요 공간지역으로 의미를 부여하고 있다. 그러나 워터프론트를 개발계획을 수립하는 과정에서 교통계획, 홍수 등의 재해시설, 환경 등에 대한 평가가 제대로 이루어지지 않고 있으며(한국일보, 2011), 개발 계획 추진은 주민 공감대 형성, 사업타당성 검토 없는 '밀어부치기식' 개발 지상주의로 전락하고 있다. 따라서 본 연구는 국내 워터프론트 개발사업 계획을 추진하고 있는 지역으로 인천 송도지역과 부산의 수산시장으로 유명한 자갈치시장 일대의 개발계획, 마산 도시재생지구의 항만 재개발계획 사례를 분석하여 개발계획의 문제점과 언론상에 비춰지는 개발의 현 실태, 지역개발의 효과 등에 대한 시사점을 도출하였다. 사례지역을 비롯한 대부분의 기존 워터프론트 개발은 경제성을 위해 규모가 큰 상업시설 위주로 개발이 이루어지고 있으며, 주거시설이나 문화시설을 비롯한 다양한 시설의 구성이 부족한 특수성을 갖추어 가고 있다. 또한, 기존의 유휴공간을 재개발하면서 도시와의 관계를 제대로 설정하지 못하여 도시와 분리된 폐쇄공간으로 개발이 이루어지고 있으며, 도시구조에 통합되지 못하고 있는 실정이다. 무엇보다 워터프론트 개발사업에 관계된 여러 집단들, 즉 중앙정부, 지방자치단체, 개발주체, 시민 등 이들 사이에 합의 도출의 어려움이 많아 좋은 계획안이 무산되거나 사업이 지체 혹은 중단되는 사례가 많았다. 워터프론트 개발에 대한 지역민사회의 충분한 공감대가 결코 형성되지 않았음에도 오히려 요식적 여론수렴 절차를 강조하고 있으며, 친환경적 도시개발이라는 사업의 목적과 맞지 않는 계획이 많았다. 특히, 관련 사업 중 항만재개발사업에는 막대한 초기 투자비가 소요되어 재개발사업을 위한 자금의 확보가 어려운 경우가 많이 있었으며, 도시의 장기발전계획과 통합된 장기적인 개발전략이 필요한데 이를 소홀히 하는 경우가 있었다. 본 연구를 통해 기존 워터프론트 개발계획의 문제점과 향후 정비계획이 추구해야 하는 친수구역의 관리방법, 주민참여 방안의 대안제시가 이루어 질 수 있었으며, 이를 바탕으로 국내 친수공간 정비계획을 재 고찰 할 수 있는 기회가 되었으면 한다.

A Case Study on Conflicts Regarding the Regeneration of Incheon Inner Harbor (인천시 내항 재생의 갈등 사례 연구)

  • The regeneration of Incheon Inner Port is a recent, representative case of conflict related to urban policies. This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. First, central governmental agencies have proposed a clear plan that is mainly focused on the port redevelopment project through the participation of private sector businesses. Second, Incheon is pursuing a new vision called "Creative City" with specific urban regeneration. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.

A Study on Operational Systems & Planning Contents of Parks & Green Space Plan - Focused on London, New York, Berlin, Sydney, Seoul - (공원녹지기본계획의 운영체계 및 계획내용에 관한 연구 - 런던, 뉴욕, 베를린, 시드니, 서울 사례를 중심으로 -)

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.
