As interest in urban safety has increased since COVID-19, various institutions have developed and used indicators that evaluate the safety city model. Yongsan-gu was ranked No. 1 in 2021 by Social Safety Index evaluation and was selected as the safest city in Korea. However, the Itaewon disaster in Yongsan-gu in 2022 caused many casualties. The study of indicators for evaluating cities' safety was necessary. This study aims to examine domestic and foreign safe city models and review the differences between each model and the indicators used to evaluate safe cities. As a result of collecting 11 safe city models and analyzing each evaluation index, safe city models can be classified into program-based safe city models, such as the World Health Organization's International safe community and the UN Office for Disaster Risk Reduction's International Safe city. Considering the diversification of threats to safety, it is reasonable to comprehensively consider digital security, health safety, infrastructure safety, personal safety, environmental safety, traffic safety, fire safety, crime safety, life safety, suicide, and infectious diseases when evaluating safe cities as evaluation parameters.

본 논문에서는 안전도시 정책에 관한 사례와 도시재생 정책 사례를 바탕으로 통합된 가이드라인을 통한 지역 맞춤 안전도시 정책을 통해 시민의 삶의 질 향상과 도시지속성을 유지할 방안을 연구하였다.

사회 정책환경 변화로 인해 다양한 유형의 안전문제가 대두되면서 기존의 시설물 안전 분야 외 다양한 안전이슈가 사회문제화 되고 있다. 이 연구에서는 서울의 안전을 위협하는 급성 충격뿐만 아니라 도시전반에 걸친 잠재적 위협과 스트레스에 대응하기 위하여 100RC(100 Resilient Cities)에서 제시한 평가체계를 기반으로 도시를 위협하는 재난 사고 및 도시압박요소, 정책환경요소에 대해 평가 분석을 실시하였다. 본 연구의 결과로 서울시의 달라진 도시안전 여건과 정책환경을 종합적으로 반영한 중장기 정책방안을 제시할 수 있을 것으로 기대한다.

The purpose of this study is to develop the evaluation system of which the city safety can be realized in the U-City. The evaluation system on "how much safe the present city is" and "how much safe it will be in the future" has been selected and the criticality has also been analyzed. The result of criticality analysis is that the indicator for "how safe the current city is" showed that the disaster prevention and environmental field are important. In the future, the indicator of possibility for the U-safe city should be prepared by the imtegrative operation management system, and on the basis of this, it also showed that the necessary indicator to build the system for keeping the safe city is important. The evaluation system for the U-safe city, hereafter, can be utilized for the city plan, construction, operation, and management utilized by IT in local government.

최근 교통사고 화재 자살 감염병 등 4대 분야는 최근 3년간(2012~2014) 평균 사망자수(26,292명) 대비 '18년까지 4,201명(16%) 감축을 목표로 하고 있다. 행정안전부의 지역안전지수 공개에 따라 지자체별 안전사고 사망자수 감축을 목표로 다양한 정책이 추진 중이다. 안전한 도시구축을 위한 안전 인프라 사업을 지자체별로 도출하고 있으나, 효율적인 사업 콘텐츠 마련에 어려움을 겪고 있다. 본 연구로 사업추진의 성공모델(Best Practice)을 창출할 수 있도록 안전 인프라 사업 콘텐츠를 도출하였다. 안전도시 구축의 전국확산을 위한 지역별 안전관리 대상지를 선정하고 효율적인 국가 및 지자체 예산 마련의 기초자료로 활용이 가능하다.

The previous studies on analyzing the effects of traffic safety policies are very limited. Implementing traffic safety policies in view of their own urban traffic characteristics would be fairly desirable to handle properly the traffic safety problems. The relationships between traffic accidents and traffic safety policies have been researched by classifying the eighty one cities in Korea into four groups in terms of the size of the city population. Statistical analysis have been conducted for traffic accidents data and traffic safety policies, respectively. In order to mearsure the effectiveness of the traffic policies in the real world, regression models have been developed by handling the accident data and policy data. As a result of analysing the data, the traffic policies have showed different effects according to the size of the cities. While budget investment policies had provided enormous influences to reduce traffic accidents in the big cities more than a half million polulation, traffic enforcement and traffic education have been so efficient to control traffic accident problems in the smaller cities less than a half million poluation.

도시가스의 냄새는 오래전부터 가스의 누출사고를 미연에 방지하는 가장 간단한 경고수단으로 중요한 역할을 다하여 왔다. 과거 도시가스는 석탄가스가 주류였으며, 제조가스 자체는 그다지 취기를 가지지 않았다. 도시가스 원료로 납사, LPG, LNG 등을 사용함으로서 제조가스 자체에 취기가 희박하였고, 연료가스 및 도시가스의 부취가 안전에 대한 운용, 관리에 미흡한 점이 많았다. (중략)

충남 천안시에 최근 새로운 변화의 바람이 불고 있다. 친환경적이며 홍수 등 자연 재해에 효과적으로 대응할 수 있는 '분산형 빗물관리 도시조성공사'가 국내 최초로 펼쳐지고 있는 것이다. 일반적으로 도시 및 택지 개발을 하면 자연재해 대응능력이 떨어지는 것으로 알려져 있다. 예를 들어 비가 올 때 콘크리트 등으로 덮인 땅은 빗물이 잘 침투되지 않는다. 때문에 순간적으로 하천으로 많은 양의 물이 흘러서 홍수의 위험이 커진다. 하지만 천안시에서 현재 진행 중인 '분산형 빗물관리 도시조성공사'는 오염원을 처리하는 가운데 빗물의 하천 방류와 땅 속 침투를 개발 전처럼 가능하게 한다. 또 일부는 땅속에 저장시켜 일시적인 수랑 증가로 인한 홍수를 예방한다. 오는 2016년 6월에 이 사업이 완료되면 천안 서북부 일대는 상당한 침수예방 효과를 얻게 된다. 더불어 위생적인 도시환경이 조성되는 것은 물론 주민생활 환경도 크게 개선된다. 실로 재난과 재해에 강한 미래 천안의 모습이 미리 그려지고 있는 것이다. 때문에 이곳 공사를 맡고 있는 태영건설의 자긍심은 남다르다. 모든 현장 임직원들이 빈틈없는 안전관리로 최고의 도시 기반을 만들겠다는 의지를 불태우고 있다. 안전으로 재난에 강한 미래 도시를 만들어가고 있는 이곳 현장을 찾아가 봤다.

u-City는 첨단 정보통신 인프라와 유비퀴터스 정보 처리를 도시공간에 융합해서 도시민에게 편리하고, 건강하며, 안전하고, 쾌적한 생활을 누리도록 하는 목표로삶의 질을 향상시키는 신개념의 도시이다. 도시기반시설인 도로는 이러한 u-City를 구축하는데 있어 핵심 구성요소 이지만, 도로 공간에서 발생하는 인명사고는 u-City의 목표인 안전한 도시를 구축하는데 있어 걸림돌이 되고 있는 것이 현실이다. 따라서, 본 논문에서는 안전한 도시 구축을 위하여 USN 기술을 활용하여 횡단보도 주변에서 보행자의 안전을 지원하는 시마트 연석에 대한 개념과 개발 내용을 소개하고자한다. 스마트 연석은 도로 연석과 동일한 크기로 설치되어 지상에 돌출되지 않으므로 주위 환경과 잘어울리며, 상부 모서리에 경광등이 점멸되어 운전자로 하여금 횡단보도 지역임을 쉽게 알 수 있도록 하고, 측면에서 바닥비춤조명을 비춤으로써 운전자의 시인성을 높여 안전사고를 미연에 방지하는 기능을 가지고 있다.
