An Introductory Study for Developing the Urban Street Design Manual (도시부 도로의 구조시설.기준 작성 기초 연구 - 횡단구성을 중심으로 -)

  • Urbanization of Korea reaches up to 90% in the year 2003. What that means is that 90% of population live in the city areas. This phenomenon emphasizes importances of urban streets where people feel accessibility and level of environmental amenity, enjoy recreational activity, and live for a life. However, the current Korean manual for designing road is not enough to accomodate various activities of urban streets since its target is basically rural roads. This study proposes the necessity of a new design manual of urban streets via analyzing the practices of the development countries, and aims to recommend what should be prepared and how those are defined for developing a design manual of urban streets in Korea. It is inevitable that the design manual of urban streets be based on the flexibility and diversity. The manual should be made through consensus among the related stakeholders such as designers, residents and officials. And it also should reflect the characteristics of each city. It is somehow true that without the manual, designing of urban streets can be done although it is not fully acceptable. This does not mean that the necessity of the manual can be ignored. Rather, we should remember that the related stakeholders may not want to reveal what are hidden in developing the design manual of urban streets. What are hidden is that developing the design manual of urban streets is difficult problem to solve. It is a wish that this study triggers the on-going research and interests on developing the design manual of urban streets.

A Study on the Evaluation of Preferences for Spatial Composition by Urban Design Guidelines of Detached Housing Areas Using CG Simulation (CG 시뮬레이션을 이용한 단독주택지 도시설계지침별 공간구성의 선호도 평가에 관한 연구)

  • The purpose of this study is to evaluate preferences for spatial composition by urban design guidelines of detached housing areas using CG simulation, with the aim of contributing to the improvement and management of residential townscapes. The list of urban design guidelines for detached housing areas was derived from an analysis of urban design guidelines and landscape regulations from the U.S.A, Japan, and Korea. These guidelines comprise building guidelines, landscape guidelines, street guidelines, and sign guidelines. Through the preferences revealed by CG simulation, an optimum presentation method for the urban design guidelines was determined. Based on the results of preferences, an appropriate management system and regulation standards were proposed. In conclusion, the efforts carried out on the study and legislation of a management system and regulation standards for the urban design guideline will accomplish the amenity of residential environments.

  • 서울시 도시개발공사에서는 도시주거환경 개선 및 저소득 국민에게 저렴한 양질의 주택보급을 위하여 신투리지구 아파트 설계경기를 시행, 지난 6월 9일 발표하고 시상식을 가졌다. 이번 현상설계는 지난 2월 1일부터 적용하도록 돼있는 건설부고시 현상설계 지침에 의거 실시된 것으로 그 공정성이 인정된 것으로 알려졌다. 본지에서는 이번 현상설계의 심사내용과 당선작 중 A지구 동인ㆍ우양건축안(최우수작)과 서울건축안(우수작), B지구 영지ㆍ성보ㆍ송현건축안(최우수작)과 꾸메ㆍ우림건축안(우수작){을 게재한다.

  • This study has done to extract the characteristics of contemporary urban design idea for waterfront industrial-logistics city through the comparative analysis on the 5 prize winning pieces which had submitted for "The Competition of Urban Concept for the Busan River City" by leading urban architectural designers who have futuristic and international vision. Following the analysis on design guideline with the 5 categorical subject (concept, land use, transportation, residencial area, open space), the characteristics and differences of each design are summarized. The result can be utilized for the waterfront planning and design including new town project.

  • 도시유역에서의 장기간에 대한 물순환 해석 기술은 도시하천의 복원 및 건천화 방지 사업의 점증적인 요구에 따라 필수적으로 확보하여야 하는 기술이지만, 관련 연구와 실무에서의 이해도는 미진하다. 따라서, 사업의 계획과 실무 설계를 위하여 도시유역의 물순환에 대한 이해와 기술을 지원할 수 있는 체계적인 지침이 필요하다. 외국의 사례를 살펴보면 일본의 경우 1995년 건설성의 주요 정책으로 "도시에서 적정한 물순환계 재생에의 노력"을 추진하였으며, "도시의 물순환 재생 구상 책정 매뉴얼"을 작성하여 사례 연구로 6개 유역을 대상으로 검토하였고, 2000년에는 "도시유역 물순환계의 정량화 방안"을 우수저류침투기술협회에서 주관하여 물순환계 재생구상 또는 물순환계 마스터플랜을 수립함에 있어서 필요로 하는 물순환계의 해석적인 평가방법의 해설서를 발간하였다. 호주의 경우는 1999년부터 WSUD(Water Sensitive Urban Design)란 개념을 도입하여, 정부 및 각 지방별로 프로그램을 진행하고 있으며, 지침서와 기술지도서를 작성하여 교육을 하고 실무에 활용하고 있고, 사례 연구와 학술회의를 통하여 기술 교류를 활발히 하고 있다. 자연적인 요소와 인공적인 요소가 복잡하게 조합되어있는 도시지역의 물순환의 상태를 파악하기 위해서는 유역의 자연특성과 사회특성 등에 관한 기초 자료의 수집이 선행되어야 하며, 다양한 관측결과를 기초로 물 순환계의 구조, 인과관계를 알기 위해, 또 물순환계 구성요소의 일부가 변화한 경우 다른 부분에 미치는 영향을 정량적으로 평가하기 위해서는 모델링이 필요하다. 또한 이 같은 해석 모형을 이용하여 여러 가지 물순환 개선 정책의 효과를 평가하고 그 결과를 시각적으로 나타내는 것이 가능하다면 정책의 입안에 관계하는 사람들에 있어 공통의 의사결정 지원 도구가 될 것이다. 따라서, 본 연구에서는 도시유역의 물순환 해석을 위한 일련의 과정, 즉 자료의 조사 및 취득에서부터 물순환 해석 모형을 이용한 정량적 현황파악, 물순환 개선 기법 및 평가를 수행함에 있어 주요 착안점 및 실무에서의 기술적 가이드를 제공하고자 하였으며, 보다 세밀한 도시유역의 물순환 해석을 위하여 우리나라와 일본에서 적용이 활발한 물리적 기반의 분포형 모형(WEP, SHER, SWMM)의 적용사례를 통하여 국내 도시하천의 물순환 해석에 활용함에 있어서의 실질적인 적용절차 등을 제시하고자 하였다.

A Comparative Study of Landscape Design Competitions' Guidelines and Entry Plans -The Case of Winning Design Proposals for Urban Infrastructure of the Hangdong Bogeumjari Housing District- (조경현상설계지침과 출품작의 내용관계 비교 -항동 보금자리주택지구 도시기반시설공모 입상작을 중심으로-)

  • This study is aimed at the improvement of administrative operations of landscape design competitions and qualitative enhancement of design quality by mutually comparing the guidelines and entry plans. The case targeted for the current study is landscape design proposals for the Seoul Hangdong Bogeumjari Housing District recently launched within a greenbelt zone in the outskirts of Seoul. The study examines from a critical perspective the design guidelines and the contents of the three winning design proposals with a focus on whether or not they have reflected the guidelines. It was observed that many provisions of the principles and conceptual guidelines which serve as clues to the designs for winning designs proposals show the direction in which the project is to be headed It was also observed that the provisions and the way they are expressed are intertwined, while, at the same time, the guidelines were not organized or developed in an orderly manner. Such a structural pattern of the guidelines is linked to the aspects of the contents of the winning design proposals as described in the following. It is observed that guidelines related to the direction in which the design to be headed are so regulatory and lengthy that they are overly standardized. This could make it difficult to read the possibility of the alternative shifts in the winning design proposals. At the same time, the attributes of winning design proposals themselves, which require observable discriminatory superiority, could serve as a factor causing excess of meanings by jumping on the bandwagon of naming. On the contrary, where autonomy of design is guaranteed or no guidelines are provided for the winning design proposals, discriminatory differences were observed, thereby making it easy to measure them This illustrates well that guidelines and structural format should be provided through a separate undertaking that has taken into careful consideration environmental traits of the site in question, objectives required and so forth.

Design Hourly Factor Estimation with Vehicle Detection System (차량검지기자료를 이용한 고속도로 설계시간계수 산정 연구)

  • Design Hourly Volume (DHV) is the hourly volume used for designing a section of road. DHV is also used to estimate the expected number of vehicles to pass or traverse the relevant section of road in a future target year. The Design Hour Factor (DHF) is defined as the ratio of DHV to Average Annual Daily Traffic (AADT). In addition to high precision of predicted traffic volume, in order to design a roadway to be the proper scale, applying appropriate DHFs considering traffic flow characteristics and type of area which surrounds the relevant roadway is important. This study categorizes sections of expressway (Suh Hae An Expressway) according to their area type and estimates DHFs utilizing traffic data obtained from a vehicle detection system (VDS). This study shows that DHFs calculated using VDS data are different from those using traffic data acquired from a coverage survey. While AADTs from both data show similar values, peak hour volumes from both data show significant differences especially for recreational areas. DHFs from the coverage survey are quite different from the values provided by the Korean design guide or previous research results and DHFs for urban areas are higher than recreational areas. However, DHFs from VDS shows similar values to previous research results. The result of this study suggests that using VDS for estimating DHFs is more reliable than using a coverage survey.

Design Strategies for Urban Parks as Urban Infrastructure - An Analysis of the Landscape Design Competition for the Incheon Cheongna District, Korea - (인천청라지구 조경설계공모를 통해 본 도시기반시설로서 도시공원의 설계 전략)

  • The objective of this study is to critically examine the result and the quality of urban park design as infrastructure by analyzing the landscape architectural design competition for Cheongna New City, which was organized by the Korea Land Corporation. This paper is meaningful in that it broadly examines several recent design competitions for urban parks, thereby discussing what the future urban park should be. This study explores the existing analysis methods of design competitions in order to establish a comprehensive method of analysis for the Cheongna competition. Through reinterpreting the concept of the urban park as infrastructure and the design strategies of landscape urbanism, nine key words and a framework for the analysis of urban park design are established. By analyzing the guidelines for the competition, five key words; networking, site, ecology, scale, and infrastructure have been selected and are used as the framework of analysis for the competition. The analysis of the contestants of the competition based on the proposed analysis method leads to a few implications for urban park design as infrastructure: networking and scale from the perspective of the development site; the creation of a sense of place and symbolism in creating the urban image; planning for an ecological urban environment; focus on the significance of the urban park as infrastructure. These implications are highlighted and discussed by the contestants through a variety of experiments. These ideas, however, are provided as a simple configuration of shapes and conceptual explanations and fail to be developed into synthetic, practical strategies.

Study on Design Technique Improvement of Urban Flood Control Facilities considering River and Inland Flood Stage (내외수를 고려한 내배수시설의 설계기술 개선 연구)

  • 기후변화에 따른 강우패턴의 변화로 인하여 도시홍수에 의한 인명 및 재산피해가 증가하여 대응 방안의 마련이 필요한 상황이다. 도시홍수 피해원인을 조사한 기존의 연구결과(심우배, 2008)를 살펴보면, 도시유역에서의 침수피해는 배수능력부족, 하수관거 용량부족 등의 치수시설물의 성능부족이 주원인으로 나타나고 있다. 이와 같은 문제를 해결하기 위해서는 시설물의 설계기술을 향상시켜 치수능력의 증대를 기대할 수 있는 연구성과가 필요하다. 본 연구에서는 내수배제시설의 성능강화를 위하여 내수배제시설 계획수립 기준, 내수배제시설의 성능개선을 위한 정량적 설계지침 개발, 배수시스템의 개선 기법 개발을 수행하였다. 내수배제시설의 계획수립 및 기준 개발을 위하여 침수위험지역 특성에 따른 내배수시설 도입 기준과 내배수시설 설치에 침수위험 저감 효과 분석기법 및 내배수시설 최적 조합을 통한 내수배제능력 평가기법을 개발하였다. 내수배제시설의 성능개선을 위해서는 빗물펌프장 성능 평가 기법과 유입 유출부 및 흡수조 개선 기술, 유출부 주변 부속시설 안정성 향상 기술 개발을 주요 연구내용으로 설정하였다. 마지막으로, 배수시스템의 개선 기법 개발을 위해서는 도시하천 설계빈도 상향에 따른 우수관거 구조개선 기술을 개발하고, 우수관거 시스템 저류능력 평가 기술 및 우수관거 연계 저류시스템 설계 기술개발을 수행하였다. 본 연구에서는 내수배제시설에 대한 정량적 설계기법을 개발하여 도시침수에 대한 구조적인 대응방안을 수립하였다. 시설물 계획단계에서 고려하여야하는 문제점을 연구내용에 반영하여 내수배제시설 설계실무에 실용적으로 적용할 수 있는 성과를 도출하였다. 향후 내수배제시설 설계실무자의 의견을 반영하여 연구성과를 고도화한다면 실무에 적용가능한 성과가 도출될 것으로 기대된다.
