Analysis of Demands on the International Development Cooperation Project of Regional Governments (지속가능한 지자체 국제협력사업 수요 분석)

  • The purpose of this study is to analyze the demand for the science park development as a regional innovation hub to strengthen the internationalization capacity of local governments and to promote international exchange and cooperation based on public - private partnerships. For this, i)the main areas of interest and expectation for international exchange and cooperation, ii)preference for major projects, and iii)demand for development cooperation projects were identified, and it was figured out iv)what the core program is for cities of developing countries through network analysis using the UCINET program. Through these analysis, it was found that cities in developing countries wanted exchange and cooperation projects for the development of industrial and economic sectors. Especially, they wanted to develop industrial infrastructures and transfer advanced systems to foster regional strategic industries. In addition, the demand for the development of science park as a development cooperation project was found to be significant. Therefore it could be inferred that cities in developing countries want to develop a science park as a platform for regional development and industrial development, and to acquire development experience of advanced cities through continuous exchange and cooperation.

Development of an Urban Freeway Exit-Intersection Control Strategy using Actuated Traffic Control (감응식 신호제어를 이용한 도시고속도로 진출부 교차로 제어전략 개발)

  • This paper aims to develop an integrated urban freeway exit-intersection actuated traffic signal control strategy based on which a real-time detection of queue at each of an exit-ramp and an arterial. To evaluate effects of the proposed actuated traffic signal control according to various traffic situations and geometric conditions, this paper analyzed the effects of the proposed traffic signal control strategy according to traffic situations such as the occasion of the arterial being saturated, the occasion of the exit-ramp being saturated, and the occasion of both the arterial and the exit-ramp being saturated. To reflect geometric conditions that influence the effects of the control strategy, this paper evaluated effects before and after applying the actuated traffic signal control strategy according to six cases for both above and under the downstream link length of 200m as proposed by COSMOS. The study results shown that when the link length above 200m, offered a greater effect of applying the actuated traffic control strategy than below 200m. Thus, the actuated traffic signal control through a real-time detection of queue is expected to offer a greater effect at longer downward link.

  • Ubiquitous City is emerging as a new paradigm in future city development. U-City is nationwide project for future strategy to implement sustainable city environment and solve several issues in urban area. And as worldwide leading role on future city research, there are lots of U-City related researches in Government and Industry sector. However, it has raised unsustainable development concerns that indiscriminate promotion and visibility for long-term effects because it is not conducted an assessment. Thus, to overcome these problems and in order to develop a more stable U-City project, need to a fundamental consideration about U-City evaluation. This study is to provide the evaluation framework for Ubiquitous City(U-City). The framework is consisted of evaluation dimensions derived from characteristics of U-City development project. From this research, we expect it helps U-City development to be inspected and managed.

  • Purpose: The purpose of this study is to suggest a smart city strategy through smart growth considering the human, social and cultural meaning. It seeks opportunities to develop the cities that has not grown by integrating the ICT, a new growth tool for smart cities, into the spatial and physical renewal project. Method: Analyzing policy and strategy of smart living lab and digital cultural contents on the smart growth process under the experience in Amsterdam and Paris. Results: Smart city is expected to be reflected not only the technical aspects but the social characteristics of the city in order to enhance the living environment of the citizens by embracing diverse viewpoints throughout the city. It examines the smart growth plan in the improvement of the living conditions of the citizens. Conclusion: Planning smart city is to discover the smart city adaptability that can enhance the capability of cities to improve the life condition and quality of citizens by applying the core strategies and specialized programs with community service and urban marketing, which are emerging as smart cities based on ICT technologies.

  • Muan Enterprise City is a mega-project that has an investment worth up to $3 billion only in the construction of infrastructure. The project's success will largely depend on the success of its construction management. This study sets out to establish a construction management plan for Muan Enterprise City by defining the core objectives and organizational structure and its supporting system. Project outline and core objectives were analyzed, and necessity of construction management and processes evaluated. Based on this analysis, implementation strategy for the achievement of project goals was defined and developed, and organizational structure and its support system to execute established. This study strives to support the project's construction management being carried out under proper planning and possibly set an example for construct ion management of mega-structures in the future.   • Purpose: This study aims to provide a direction for restructuring resilient waterfront spaces, emphasizing the severity of water-related disasters and the significance of developing responsive urban strategies. Method: To achieve this objective, the study analyzes overseas planning and design cases based on the theoretical framework of urban resilience. The goal is to identify physical and social systemic design elements that can be applied to waterfront space planning and design of Korea. Result: The proposals from the Resilient by Design Callenge included strategies for enhancing social systems and promoting sustainability in a more systematic manner. Additionally, various physical design strategies and technologies were identified in the Sponge City projects, which aim to create a flexible urban waterfront space. Conclusion: When planning and designing Korean waterfront spaces to effectively respond to disasters, several elements should be considered, such as enhancing educational functions, expanding local resident participation, establishing a governance system, developing systematic sustainable plans, adopting ecological approaches, and implementing various low-impact development techniques.

  • 도시철도 공사, 지하철 공사, 철도청 등 각각의 운영기관이 독자적으로 정보화를 추진함으로서 국가적으로 중복투자 및 예산이 낭비되고 각 시스템간 호환성이 부족하여 정보를 공유할 수 없어 비효율적인 시스템 구축이 이루어지고 있는 실정이며 표준화된 정보의 부재 및 부정확한 표준에 의한 업무의 비효율성이 가중되고 사고예방 및 신속한 복구지원을 통한 대국민 안전서비스 제공 및 열차운행의 안전성 확보에 미흡한 실정이다. 본 논문은 국내 도시철도분야를 세계적인 경쟁력을 가진 분야로 육성하고 수명주기비용(Life Cycle Cost)을 최소화 및 최적화하여 경제성을 극대화시킨 도시철도 정비유지체계 정보화 시스템의 개발 및 시범적용을 위해 정보전략계획 (ISP)을 수립하기 이전에 수행한 선행연구 결과이다.

A Study on Transit-Oriented Development Method to Activate Transit Use for High Urban-Density Muti-Nucleated Seoul (고밀다핵도시 서울의 대중교통이용 활성화를 위한 역 중심 개발 유도방안 연구)

  • Transit-Oriented Development Model, which is recently proposed to activate transit use, is suitable for solving environmental erosion problems of sprawl cities with low urban density. Accordingly this model is inadequate to apply to Muti-Nucleated City with high urban density like Seoul. With this background. this study proposes ways to effectively implement changes from automobile-oriented Seoul to transit-oriented city through comparative analysis of the urban design policy of Station Impact Zone (SIZ) of Seoul and Transit-Oriented Development Policy of Singapore and Tokyo. First, the study suggests that the implementation strategies for Transit-Oriented Development in the job-oriented SIZ and the neighborhood-oriented SIZ should be made separately. In addition, the job-oriented SIZ should be designated as 'Strategic Centers' in Seoul Comprehensive Plan in order to make Transit-Oriented Centers. Lastly, the SIZ should be designated as 'the Empowerment Zones' in order to make the blighted areas around stations viable for redevelopment and new incentive system should be applied to activate setting up transit-transfer facilities.
