This study was designed to propose library privacy guidelines to be applicable in any library without distinguishing library types. Individual libraries can refine, modify, and use them to fit their situation, using the guidelines as a base. The library privacy protection guidelines developed in this study are composed of purposes, definitions, scope of privacy, law and policy, general information, the library's job performance on the handling of personal information, and library subcontractors. The development objectives and utilization direction of the library privacy guidelines developed in this study are meant to provide a guide for change according to the amended provision of library "Privacy Act" implementation, optimization of library Privacy Directive, a reflection of the relevant laws and regulations, and the standardization-oriented library privacy guidelines.

The importance of Knowledge Management (KM) can be easily recognized in many diverse aspects of the theory studies and in KM's efforts to help implement the government's policy to innovate corporation management. The core of KM is to improve the circulation of knowledge by generation, accumulation, sharing, utilization and acquisition by learning. The improvement of knowledge circulation would result in high quality and quantity of intellectual assets in corporations and make decision-making more efficient. This, too, is the operational philosophy of the special libraries. The primary objective of this study is to promote KM by presenting KM methodology and by explaining a theoretical background and cases, based on the existing special libraries. I cite an example of a case wherein merging intellectual assets and human resources activated the company culture. The reference service system, which is the core of the special library, was used in this merging.

The purpose of this study is to develop the public library programs that support the needs of multicultural families by examining the details of their information needs, focusing on the children's education issues of multicultural families. For this purpose, the data on experiences and needs related to the education of multicultural families' children were collected through in-depth interviews with married immigrant women. The study found the following six types of children's education-related needs of multicultural families: 1) Lack of understanding about the educational system and situation of Korean schools, 2) Their children's needs for language and learning 3) Their children's Bilingual education 4) Educational information for the role of parents, 5) Prejudice and discrimination against their children at school 6) Supporting library awareness and experience of mulitcultural families. Based on these needs, the following programs were suggested: 1) Parent role program for children's education, 2) Children's learning program, 3) Children's language education program, 4) Multicultural understanding education, 5) Library user education and guidance.

In this study, LD construction cases of overseas libraries were analyzed with focus on published datasets, reused vocabulary, and interlinked external datasets, and based on the analysis results, basic data on LD construction plans of domestic libraries were obtained. As a result of the analysis of 21 library cases, overseas libraries have established a faithful authority LD and conducted new services using published LDs. To this end, overseas libraries collaborated with other libraries and cultural institutions within the region, within the country, and nationally under the leadership of the library, and based on this cooperation, a specialized dataset was published. Overseas libraries used Schema.org to increase the visibility of published LDs, and used BIBFRAME for subdivision of description to define various entities and build LDs based on the defined entities. Overseas libraries have utilized various defined entities to link related information, display results, browse, and download in bulk. Overseas libraries were interested in the continuous up-to-date of interlinked external datasets, and directly utilized external data to reinforce catalog information. In this study, based on the derived implications, points to be considered when issuing LDs by domestic libraries were proposed. The research results can be used as basic data when future domestic libraries plan LD services or upgrade existing services.

디지털 문헌이 증가하고 디지털 도서관이 개발되면서 인터넷 정보자원을 도서관장서의 일환으로 개발, 보존, 이용시키는 문제가 논의되기 시작되었다. 본 연구는 네트워크로 연결되는 인터넷 자원을 도서관의 가상적 장서로 수용하기 위하여 인터넷을 통해 제공되는 정보자원과. 이의 접근과 관련된 문제들을 정의하였다. 그리고 인쇄자료와 비교하여 인터넷상에 유통되는 자원의 형식 등을 비교 분석하여 자료의 신뢰성을 평가하는 요소를 개발하고, 전통적인 장서개발 요소와 비교하여 인터넷 정보자원을 선택하는데 필요한 평가요소를 설정하였다.

A digital library could be understood as not a part of information cycling, but whole process of information production, circulation and reproduction. This study suggests that a digital library should be a creator as which it is publishing, circulating, and re-producing the information resources. Therefore, the role of intrinsic DRM (Digital Resources Management) can be interpreted as a digital library. Open access model have been already adopted to many university libraries, many university libraries are publishing free access online research resources by themselves. Also, research collection based on cloud computing can be extended to networked research collection and share with other university libraries. These evidences show future library can be the digital library with online and open accessible publishing function.

Academic libraries presently are confronting the issues of organizational viability and relevance. Academic libraries are not the sole owners of the information gateway. The purpose of this study is modeling of university library's information service for effective implication of its role in order to ensure organizational viability and relevance in internet environment. New information service model of university library needs to be design according to four Principles. Firstly, building of web based library petals. Secondly, provision of web front-end with hybrid functions. Thirdly, provision of information literacy program Fourthly, extension resource sharing.

The purpose of this study is to provide possible suggestions in order to promote online transmission service of digital works and the construction of digital libraries. To achieve this purpose, the definition, and characteristics of digital library were reviewed. And the current status of information service of digital libraries in Korea. Japan, and U. S. was examined. The regulations relating to online transmission in digital libraries on the copyright law revised in December 1999 were understood. As a result, this study suggested the establishment of center to manage the reproduction and online transmission of digital works collectively. And it also suggested the introduction of technical measures to protect copyright.

The purpose of this study is to propose the appropriate strategies for establishing the mission and roles of National Central Library. For this purpose, examined are the following aspects: (1) how and by whom the mission and roles of National Central Library have been defined, and what are included; (2) what are the missions and roles taken by its counterparts in other developed countries, and recommended by international organizations; and (3) how National Central Library, as the center of national information resources, can be further committed and developed to be the key institution in the knowledge-information society, by re-evaluating and establishing its roles and mission.
