Developing Print Journals' Cooperative Preservation and Utilization Program (인쇄학술지 공동 보존 및 활용에 관한 연구)

  • The purpose of this research is to provide suggestions to develop a cooperative preservation and utilization program suitable for domestic circumstances. To accomplish the purpose of this research, an in-depth study was conducted parallel to surveys and focus group interviews. The study found that a high number of KESLI members recognizes the necessity of the cooperative preservation and utilization of print journals. The study also provides suggestions for the successful development and operation of the cooperative preservation center for print journals-the development of councils, the ownership of journals, the scope of journals to be collected, and the form of the national preservation center. The results of the study will be utilized as the model for the cooperative preservation and utilization of print journals suitable for Korean circumstances.

A Study on the LIS Capstone Design Curriculum and the Learning Satisfaction Survey (문헌정보학 캡스톤디자인 교육과정 운영과 학습만족도 측정연구)

  • We had opened a course in the library and information science curriculum, developed and applied a syllabus and some manuals for this course, and analyzed the performance by conducting a survey before and after the training. As the results, first, the necessary components showed a positive relationship of 0.414 with the expected performance effects and showed a positive relationship of 0.452 with the expected learning outcomes. Second, the understanding degree of the Capstone Design course was 3.56 before implementing the curriculum. It was improved to 4.07 after implementing the educational courses. Third, the recognition of the components necessary for the Capstone Design course was improved from 4.13 to 4.39 after carrying out the course. Fourth, the perception of the expected performance effects of the Capstone Design course was improved from 3.77 to 3.88 after the course execution. Fifth, the perception of the expected learning outcomes of the Capstone Design course was improved from 3.79 to 4.22 after the course implementation.

A Study on the Curriculum Design and Training Method for Fostering Librarians Specialized in Reading Healing (독서치유 전문사서 육성을 위한 교육과정 개발 및 양성방안 연구)

  • The purpose of this study is to strengthen librarian's capacity by developing curriculum and training system for fostering '(tentative name)Librarians Specialized in Reading Healing' as a field of professional librarians. For this purpose, curriculum and training system for fostering librarians specialized in reading healing are designed and presented through research methods including literature study, case study and 1, 2nd delphi survey. The final curriculum is composed of curriculum for 1st and 2nd grade licensed librarians specialized in reading healing and refresher training based on job description of librarians specialized in reading healing. The training system is based on the first and second level certification granted by completion of the course, thus is designed to meet requirements both for academic achievement and for career development in each grade.

Comparative Analysis on Author's Property Right Limitation in North & South Korea (남북한 저작재산권 권리제한에 관한 비교 분석)

  • The objective of this study was to investigate and analyze the problems on 'System for Author's Property Right Limitation' in the North Korean Copyright Law. The NK Copyright Law had applied the international standards superficially, it may not be considered to get out of the grand frame of NK system. Especially, it is different that there is lack or short of contents on transfer, disposition, succession, trust, and so on for Author's Property Right. For example, free usages of Literary Works upon the NK law of Author's Property Right were described as 9 cases including copy and translation for personal purpose; copy in the library, etc. However, there are many insufficient items in view of international standards among the cases, showing omissions of critical terminology such as publications of literary works, purpose of usage, scope of usage, etc. Therefore, the NK law of Author's Property Right is interpreted not to be satisfied with the requirements for the law of Author's Property Right but to be legalized in terms of external announcement, and it seems not to be considered as the Author's Property Right Law with general standards enough to demonstrate the creativity freely.

Analyzing the Factors Affecting the Successful Deployment of the Open Source Based Institutional Repositories (오픈액세스기반 기관리포지터리 성공에 미치는 요인 분석)

  • One of the main goals of providing open access is to vitalize the exchange of academic information by allowing access to the scholarly research outputs for everyone without the legal, financial, and technical barriers. We regard the use of the institutional repository as an open access enabler. In this study, we tried to make the factors, which enable the successful deployment of the institutional repository, explicit. We utilized literature review and case studies to generate the potential success factors for the institutional repository deployment. We verified the factors by having in-depth interviews with the subject matter experts. The resulting factors were organized as organizational, political, and technical ones. The organizational factors included the strong open access support by the organization heads. Under the policy factors, a number of issues such as selection of the core contents, minimum quality control, protection of the copyrights, forming supporting groups through active advertising, long-term preservation, incentive, and mandate, were included. The technical factors included easy submission, support for interoperability, and support for the publication activities.

Management of Knowledge and Information Resources Made by Research Institutes: Focusing on the Homepags of Educational Research Institutes (연구기관 생산 지식정보자원 관리에 관한 연구: 교육연구기관 홈페이지를 중심으로)

  • This research was conducted to evaluate whether knowledge and information resources produced in four educational institutions function as a knowledge management system in the institutions, and to suggest a proposed plan for the foundation of the national knowledge management system. Knowledge and information resources available on the institutes' websites were classified as 'knowledge and information resources of result', 'knowledge and information resources of process', and 'knowledge and information resources of communication'. The application of metadata and the configuration of the search system were examined by content analysis method. From the result, 8 ways to improve the management of knowledge and information resources have been found; the development of standardized metadata and classification scheme, high recognition that the website is a counter for external distribution of knowledge and information resources, various searching skills and the provision of knowledge maps available, provision of linked information for original information acquisition, awareness of the agency managers and homepage managers to the homepages as knowledge management systems, segmentation of appropriate data size unit in a mobile environment work, an organic linkage function of the internal electronic approval system and the homepage have been proposed.

Analysis of Korean Traditional Records Information System (국내 전통기록물 정보시스템 현황 조사)

  • Traditional records information system has greatly improved accessibility to users by providing internet access to the digitized form of traditional records, access to which have previously been restricted for the purpose of preservation. This study investigated the accessibility and serviceability of Korean traditional records by examining current traditional record information systems in Korea. After compiling a list of traditional records information systems, which were grouped by operating agency, we analyzed them by coverage period, document type, and content format as well as examining search options and browse categories. We also categorized and examined the information systems by user type. The result showed that out of 105 traditional records information systems serving various content types and services, only a fraction(16.1%) provide a comprehensive information that includes bibliographic information, annotated description, content image, content text, and translated text, and less than a half(49.5%) provide a detailed search, all of which point to a less than optimal conditions for access to traditional records and suggest a strong need for improved traditional records information systems in Korea.

A integrated study on the current status and improvement direction of physician assistant (전담간호사 제도 개선방안에 대한 통합적 연구)

  • This study was attempted to identify the status of the work of the PA and provide the direction and evidence of policy making on the PA scheme. A convergence study was conducted to analyze a total of 23 articles of papers and Internet news through systematic review methodology. A literature search was performed using KISS, NDSL, RISS, National assembly library, and 11 major domestic daily newspapers and Youth Medical Newspaper. The analysis of eight papers showed that the PA's work-related exhaustion, job stress, unclear scope of work and lack of regulations reduced job satisfaction. Through 15 press articles, it was understood that it was urgent to establish a legal system and education system for qualifications and work as professional medical personnel amid a conflict of positive and negative opinions of related agencies. In order to increase the utilization of PA in the future, it is necessary to secure institutional devices suitable for Korean affairs and prepare educational programs.

  • Recognizing the need for the nation-wide reading initiative to promote reading activities of the whole nation, this study was conducted to provide the foundation for planning the National Year of Reading in Korea. It reviewed the details on the administration, budget, cooperation, promotion, program and implementation strategy of the National Year of Reading in the U. K., Japan, and Australia. To investigate the nation's perception of reading and the nation-wide reading initiative, a focus group interview with 13 professionals in reading and a survey partaken by 719 citizens were conducted. This study provides the foundation for establishing the implementation strategy for the National Year of Reading by examining people's perception and the specific requirements for implementing the initiative.

Are the Archives a Cultural Heritage Institution?: A Study on the Problems of Excluding the Archives from the Orphan Works Exemption in the Copyright Act of Korea (기록관리기관은 문화유산기관인가? 저작권법의 고아저작물 예외규정에서 기록관리기관 배제 문제 고찰)

  • This study analyzed the issues on Article 35-4 of the Copyright Act of Korea, a new provision on the use of orphan works. The new provision was compared to other related provisions, and considerations were suggested for their improvement. The main results are summarized as follows: (1) Article 35-4 is contradictory to other provisions and needs further revisions as it limits the subject of application to the main body of operation and applies only to some libraries, museums, and galleries through its ordinances; (2) a new provision on the use of orphan works must be applied to archives to harmonize with Article 31 and use the interconnection between cultural heritage institutions more beneficially; and (3) considering that there are many unpublished works in the archives, Article 35-4 should be revised to also be applicable to those works.
