The purpose of this study is to present the factors needed to introduce knowledge management systems to university libraries in Korea, to suggest various methods needed to offer much more improved services of a library than now by investigating the current situations about introducing such factors in national and pubic university libraries in Korea. Almost all of the 33 university libraries selected the subject of investigation have offered the on-line reference service, e-mail pushing service, and full text constructions out of the 11 knowledge management system elements presented in this study, but the other services else have been offered by less than half the number of the libraries. The findings suggest to greatly improve the current services of libraries such as information education and selective dissemination of information, and immediately to introduce new systems including e-book and wireless service systems in order to the university competitiveness. The study implies that each library has already introduced the knowledge management systems, in proportion to a budget of the library, ifs librarian number, and a degree restructuring organization, and that an introduction of knowledge management systems such as policy and culture of organization, its librarian number, and its related security of budget takes the most important role in improving services of a library.

국내 대학도서관의 문헌복사 서비스는 90년대 후반부터 다양한 정보센터의 출현으로 해외사례와 비교하여 이용률이 지속적으로 증가해 온 것이 사실이다. 본 연구에서는 국내 대학도서관의 문헌복사 서비스에 대한 정량적 분석 및 대학도서관의 장서, 예산, 직원, 이용자 등의 환경요인과의 상관관계 분석을 통해 대학도서관간의 협력모델, 이용자의 서비스 만족도 향상 및 국내 상호대차 서비스의 활성화를 위한 방안을 제시하고자 한다.

This study aims to analyze the current status of e-book management and services in academic libraries and identify related issues in the provision of the services. To do that, it performed case studies with A and B university libraries. E-book usage statistics was collected from each library and interviews were conducted with librarians responsible for e-book management and services. The interviews included questions regarding obstacles to e-book management and services and current issues as well as budget and acquisition, access and catalogues, usage, and marketing for e-books. The results show that in both libraries, the usage of e-books is low compared with that of printed books and the usage of e-books has declined recently. This is because of lack of new books with shortage of budget. Also, the most important issue surrounding e-book services is academic library evaluation, enacted by Academic Library Promotion Act in 2015. This study discussed how the criteria for academic library evaluation influence the way the academic libraries acquire and manage e-books.

This study is to evaluate the performance and suggest alternative plans of the public libraries in Taegu Metropolitan City. Regression analysis is used to fit a log-log equation to the total budget-output for all the public libraries. The results of the performance evaluation confirm that there is diseconomies of scale in library operations(${\Sigma}b_n$ 3,732). Therefore, all the public libraries should be improve productivity by restructuring of library identity, rational selection of physical sites and new branch library planning, userbased budget allocation and collection development, staffing and reengineering, optimalization of web site, and enforcement of service functions, etc.

Evaluation of an academic library is a key to its success. Library and Information Policy Bureau of the President of the Republic of Korea conducted a trial evaluation on academic libraries with a university evaluation index developed by KERIS in 2005. The committee decided to review its feasibility based on the feedbacks from the academic libraries after the trial. This study aims to address the indexing issues appeared during the trial and suggest a new evaluation index tailored to academic libraries. First, the evaluation field is condensed from 7 to 6 as "financing" and "infrastructure" are integrated into "budget and infrastructure." Secondly, both "user charter" and "planning" are removed from the "library management" field category. and "library self-assessment" is added instead. In "information resource" field, "non-books and etc." is added. Third, evaluation categories for "budget and infrastructure" field are altered to budget-related items and library equipment. Forth, "collection turnover rate" category is incorporated into "collection usage" in "information usage" field, and "library use rate" in "information service" field is moved to "information resource" field and renamed as "use rate."

In order to assure universal information access right, the present regional gap of public library infrastructure needs to be examined in Korea. The purpose of this study is to propose an effective government financial support policy to local government to bridge the regional gaps among 16 Korean wide autonomous communities. For that purpose, this study analyzed some of the per library and per capita measures, surface areas, number of librarians, number of books, total budgets and budgets for materials, etc, available in the National Library Statistics System. Then, this study reviewed changes and problems in new government financial support systems which started from 2010. Based on the results, a reformation plan of the current government financial system to national subsidy program was proposed.

The purpose of this study is to provide a guidelines for emerging military library development. The history and current environment relating to the military library development were examined through literature review and policy analysis, field survey and interview methods. The results show that current library administration and services are far behind in terms of meeting user needs. An administration model and policy for military library development were suggested.

The purpose of this study was to assess the economic value of the National Assembly Library service utility, and to enhance the users' perception and the stakeholder's supports for the library services. For those purposes, this study applied the measurement methods of time value, replacement service value, and WTP of the three user groups: inside members, outside users, and institutional members of the Library. The replacement service value as annual time valuation was measured 1,948.2 million won by inside members, and 417.057.5 million won by outside users, that was approximately 10 times of the total budget of the year 2015. Also, WTP were measured as 8,528.3 million won by inside member, 33,272.4 million won by outside users, 924 million won by institutional members. This shows 77% of the use value were from outside users. The BC ratio was 1:1.04 in 2015.

This research is a basic study to understand the current state of the complex cultural space in the public library and the programs in operation and to explore ways to activate the programs by complex cultural space based on the understanding of the public libraries that formed the complex cultural space. Thus, a survey was conducted on librarians of public libraries that had complex cultural space within the library and found that there were a number of educational, exhibition, and performance spaces, and in the same vein, there were a lot of related programs being run in the complex cultural space. However, due to the lack of personnel in charge and budget, difficulty in developing programs, low participation in the programs, and lack of cultural facilities and materials, the substantialization of complex cultural space management seems to be lacking. Therefore, it will be required to set the goals and visions for the complex cultural space in libraries and to secure space, manpower, budget, and promotional efforts to reinvigorate the complex cultural space in the future.

This study investigates the operation status of Special Schools' School Library and suggests policy implications after comparing with the School Library. As a result of the study, compared with general schools by region and school establishment, special schools are lacking in collection, budget, reading seats and usage. The number of collections per student in special schools is 57.9, the number of loans is 10.8, while the number of general schools is 96.7 and 29.6. The budget is about 30% of general schools, more than 90% of general schools have more than 20 seats, while Special Schools are only 75 (42.9%). There is not one volume of use compared to the collection. There are 47 schools (26.8%) with specialized staff, and only 20 schools have librarian licenses. Therefore, in order to revitalize the school library of special schools, it is necessary to cooperate with related organizations with disabilities in the local community, to expand collections, to have professional librarians and to improve the facilities environment.
