The Evaluation Indexes' Selection of the Degree of Danger from Big and Old Trees (노거수 위험도 평가지표 선정 연구)

  • Strengthening the protection and management of very old trees is an important aspect of urban site preservation, urban design and construction. Rating various danger factors to evaluate the degree of danger posed can help to create the correct protective countermeasures. In order to develop the danger evaluation index, this study performed four round surveys by using the Delphi method and collected opinions from experts in related fields. Necessary indexes were fully added in the first and second round while the indexes falling beyond the guidelines were deleted. From the final analysis results, five areas derived a total of forty-one indicators to create a degree of danger index from vigour status, growth and development status, diseases and insect pests, soil status, and management status. The degree of danger evaluation index can provide basic data for the protection of very old trees.

A Basic Study on Development of VTS Control Guideline by Collision Risk model based on Ship's Operator's Consciousness (선박운항자 의식 기반 충돌 위험도 모델을 이용한 관제 가이드 라인 개발에 관한 기초 연구)

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic System, which is monitoring its waters 24-7. However despite these efforts of the VTS (Vessel Traffic System) officers, marine accidents are occurring in their assigned districts. VTS Officers are controlling subjectively based on their experience due to no VTS guideline. On this paper, we listened to Busan VHF channel for 3days and applied to collision risk model. With collision risk model, We deducted a moment which advise or recommend to vessel in encounter situation, VTSO's career, day&night.. We suggested a collision risk value as guide line of VTSO's control time.

Study on the Difference of Physical Fitness and Cardiovascular Risk Factors for the Security Guards' Working Type (경호원의 근무유형에 따른 체력과 심혈관질환 위험인자의 차이 연구)

  • The subjects consisted of 60 healthy men who absence of cardiopulmonary diseases, orthopedic diseases, and metabolic diseases. The difference of physical fitness, body composition, cardiovascular risk factors, and psychological characteristics for security guards' working type were examined using one-way ANOVA through SPSS 12.0 version and was treated for the post hoc test when the difference appeared significantly. According to the result, first, there were higher level for the physical fitness according to the security guards' position and it increases body composition and cardiovascular risk factors from higher position. Second, physical fitness level is higher, body composition and cardiovascular risk factors is lower in the security guards for the field service than the security guards on inside duty according to the security guards' working type. Third, it decreases body composition and cardiovascular risk level when the physical fitness level is getting increase for the security guards. In conclusion, it needs to have a physical activity with aerobic system for the security guards of leading members and inside service to decrease the overweight or obesity and cardiovascular risk level.

Flash flood risk indicator for ungauged area of Seoul metropolitan region (수도권 미계측지역에 대한 돌발홍수위험도 산정 연구)

  • 돌발홍수는 수십 $km^2$ 이하의 유역에서 강우가 발생한 후 6시간 이내의 단시간에 홍수징후가 나타나는 현상으로 정의될 수 있다. 돌발홍수를 잘 예측하기 위해서는 국지적으로 발생하는 집중 호우를 잘 예측해야 하며 유역내 공간적인 수문반응해석을 통해 돌발홍수를 예측하는 기술이 요구된다. 본 연구에서는 유역내 공간적인 수문반응을 잘 모의하기 위해 TOPLATS 지표해석모형을 이용하였다. TOPLATS(TOPMODEL based Land Atmosphere Transfer Scheme) 모형은 물수지와 에너지수지를 통해 단위격자에 대한 실제증발산량, 토양수분량, 지하수면깊이, 지표유출량, 잠열, 현열, 지열, 순복사량 등을 모의하며 소유역단위로 지하수면깊이를 재분포시키는 특성을 가지고 있다. 돌발홍수 위험도를 산정하기 위해 실제 돌발홍수 피해사례를 조사하였으며 피해지역과 대응되는 격자 수문성분과의 상관성 분석을 통해 돌발홍수 위험도 모형을 산정하였다. 대상지역은 수도권 전체지역을 모의하기 위해 한강, 임진강, 안성천 유역을 대상지역으로 선정하였다. 수도권 지역은 약 11,930 km2이며 2009~2012년동안 총 38건의 돌발홍수 피해사례가 신고되었다. 기상자료는 기상청 AWS와 ASOS 시단위 강우, 기온, 상대습도, 풍속, 일조, 기압자료를 이용하였다. 돌발홍수 피해사례 38건에 대해 대응되는 모의격자의 수문성분을 분석하였으며 27(71%)에서 구조요청시점에 대해 강우량, 지표유출량, 토양수분량, 지하수면깊이가 적절하게 모의되는 것을 확인하였다. 강우조건에 따른 돌발홍수 위험도는 구조요청시점 기준 선행시간 4~6시간까지 71~87%, 구조요청시점으로 한정된 0시간에서는 42~52%로 나타났다. 이상의 결과로부터 지표해석모델을 이용한 격자 수문성분과 통계적 돌발홍수지수모형으로부터 산정된 돌발홍수 위험도는 산지 미계측지역에 대한 돌발홍수를 예측하는데 활용될 수 있을 것으로 판단된다.

Consideration on the Regulated Quantity of Preparation for Accidents by Risk Assessment (위험도 평가를 통한 사고대비물질별 규정수량 고찰)

  • In the Chemicals Control Act, a system was implemented to unify off-site risk assessment and risk management plan into the prevention and management system for chemical accidents. Among the hazardous chemicals which have been covered in system, the accident preparation substances are designated as chemical substances that are likely to occur and of which damage scale are likely to be large in the event of chemical accidents. In this study, risks were compared by selecting accident preparation substances with similar regulated quantities. In addition, risk assessment studies were conducted applying the accident scenarios. Four types of materials such as ammonia, hydrogen chloride, carbon disulfide and benzene were selected for the study, and risks were finally analyzed using Safeti 8.0, a quantitative risk assessment program by DNV. As a result, some materials are identified to have high risks comparing to other substances having similar regulated quantities.

Landslide Risk Analysis due to Development of Mountain Area (산지지역 개발에 의한 산사태 위험 분석)

  • In this study, the risk of landslides was analyzed for planned development sites in mountainous areas. Field survey was conducted on the research area with the slope and valley site. The criteria for evaluating the risk of landslides in the field survey were based on the risk assessment table of the Korea Forest Service Notice No. 2023-10. The research area has 13 slopes and 11 valleys. As a result of evaluating the risk area, two slopes and two valley were found to be dangerous sites in each. Numerical simulation was performed on the investigated risk areas to predict the spread of damage. The debris flow was simulated to have an affect on roads and buildings located in the lower part of the basin, and it was determined that a disaster prevention facility was nacessary to minimize damage. This information can be used to determine the impact of disasters before carrying out mountain development.

Vehicular Collision Risk Assessment on the Highway Bridges in South Korea (국내 고속도로 교량의 차량 충돌 위험도 평가)

  • Vehicle collision to bridges has been known as one of the causes of bridge collapse, and the emergency plans and disaster management has been recently emphasized to secure public safety. This study conducted risk assessment of vehicular collision to bridges for highway bridges in Korea. Risk assessment consists of three steps; preliminary risk analysis(PRA), simplified risk analysis(SRA) and detailed risk analysis(DRA). The PRA firstly screens out the possibility of occurrence of the event. The SRA identifies influencial factors to risk of the event and evaluates risk scores to determine risk levels and necessity of DRA that investigates the risk of the bridge in detail. This study focuses on the methodology of the risk assessment, especially the SRA, and the stratification methods which evaluate risk levels of vehicular collision. The analysis results were compared to the reported vehicular collision accidents. The proposed method can be utilized in similar disaster management area.

Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model (충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석)

  • The objective of this study was to analyze the risk of collision accidents to the VTSOs (Vessel Traffic Service Operators) as small ferries and fishing boats are expanded for monitoring targets. The VTSOs was surveyed, the scale of the small vessels defined and the course of general cargo vessels and small vessels along the Busan VTS area investigated for three days. From calculating the risk with CoRI, patterns of increased or decreased risk due to course deviation were similar, and there was no significant difference between the maximum values and the minimum values. In addition, most VTSOs responded that the minimum time required was approximately three minutes to safely instruct in encounter situation, however, the collision risk with a small vessel is very rapidly changing within the three minutes, which is likely to increase the workload and decrease the concentration of the VTSOs. The objective of this study was to investigate the effect on VTSOs with respect to the expansion of small vessels as collision risk, it is expected that it will contribute to the establishment of a suitable scale for the target vessels for VTS through the analysis of each index of the CoRI model and various case studies.

Analysis of Traffic Crash Severity on Freeway Using Hierarchical Binomial Logistic Model (계층 이항 로지스틱모형에 의한 고속도로 교통사고 심각도 분석)

  • In the study of traffic safety, the analysis on factors affecting crash severity and the understanding about their relationship is important to be planning and execute to improve safety of road and traffic facilities. The purpose of this study is to develop a hierarchical binomial logistic model to identify the significant factors affecting fatal injuries and vehicle damages of traffic crashes on freeway. Two models on death and total vehicle damage are developed. The hierarchical structure of response variable is composed of two level, crash-occupant and crash-vehicle. As a result, we have gotten the crash-level random effect from these hierarchical structure as well as the fixed effect of covariates, namely odds ratio. The crash on the main line and in-out section have greater damage than other facilities. Injuries and vehicle damages are severe in case of traffic violations, centerline invasion and speeding. Also, collision crash and fire occurrence is more severe damaged than other crash types. The surrounding environment of surface conditions by climate and visibility conditions by day and night is a significant factor on crash occurrence. On the orher hand, the geometric condition of road isn't.

Reliability Estimation of Site Investigation by Geotechnical Risk Analysis in Subway Tunnel (지하철 터널에서의 위험도 분석을 통한 지반조사 신뢰성 평가)

  • 본 연구에서는 도심지 지하철 터널을 대상으로 지반공학적 위험요소가 공사비 및 공기에 미치는 영향을 정량적으로 평가하기 위하여 잔여 리스크 개념을 이용하여 조사개소의 증가에 따른 공사비 및 공기의 신뢰도를 분석하였다. 신뢰도 분석결과, 지반조사 개소가 증가함에 따라 공사비 및 공기에 대한 위험도가 축소됨을 확인하였으며, 이러한 결과를 통하여 도심지 지하철 터널에서의 지반공학적 위험도 분석의 유용성을 확인하였다.
