  • In this research endeavor, we engaged with 70 construction safety specialists from established construction firms through surveys and interviews. The primary aim was to dissect and understand the weight and ramifications of specific cost items within the Occupational Safety and Health Management Funds(OSHMF) and Safety Management Expenses(SME). From our analysis, salient insights emerged. Within the realm of OSHMF, the cost items associated with safety facilities and the remunerations of safety managers were identified as paramount. It was observed that there are marked variations in the perceived significance and repercussions associated with diverse cost items of OSHMF. In stark contrast, when assessing the SME, the nuances in perceived weight and consequences of individual cost items were relatively muted, suggesting a more uniform viewpoint among the experts. Furthermore, our research probed the interrelationship between the significance and repercussions within OSHMF and SME domains. Notably, OSHMF manifested a positive linear relationship, suggesting that cost items of higher importance invariably had a more pronounced effect. On the other hand, the SME showcased a more subtle association, hinting at intricate underlying dynamics. The outcomes of this investigation are poised to offer instrumental guidance for enhancing safety protocols and diminishing accident occurrences in domestic construction undertakings.

  • Generally speeding appeared to be the most contributing factor of fatalities occurred in work zones, and highway agencies in South Korea have concerned of the safety of workers and drivers in the poor circumstances. In this study, a portable variable message signs (PVMS) system as an alternative of control speeding in work zones was implemented. This study evaluated the safety effectiveness of the PVMS based on speeds and the compliance with the speed limit. Linear regression and logistic regression models were adopted to quantify the safety effect of the PVMS between the 'before' and 'after'. The results showed that most of points had statistically significant speeds reduction experience after PVMS installation. Also, the percentage of vehicle exceeding the speed limit by 10 km/h or more was decreased significantly between 50 and 80% in the 'after' periods compared to the 'before' periods. Therefore, the PVMS would be contributed to benefit safety in work zones which there is a difference in design speed of the adjacent normal section.

  • In the past, various studies have been conducted on safety facility installation standards and road safety indices. But there are limitations in applying them to the field, such as using many survey items and variables that are difficult to use. Therefore, this study attempted to develop road safety judgment indicators considering the applicability of the research results and to prepare criteria for installing safety facilities. As part of the study, data of related systems were reviewed, and the use of variables already in use was figured out. Furthermore, the road safety judgment indicators reflecting traffic, road, and accident factors were developed through correlation and factor analysis. Later, the criteria score for determining the installation of safety facilities was derived through cluster analysis. The analyses suggested, that the installation judgment criterion score at the intersection was lower than that of the single road(crosswalk), and the road risk at the intersection was higher.

  • The purpose of this study is to compare the effectiveness of road safety features by spatial scope Spot & Section-based safety Improvement project. Empirical data was collected from black-spot study of Jeonbuk and "Traffic Safety Improvement Project on National Highway 17". Evaluation model of effectiveness was developed by using Empirical Bayes (EB) method. And Relative Effectiveness was measured by Odds Ratio. The result indicates that Section-based safety improvement was $7.09{\sim}77.27%$ more effective than the spot-based. It means that section-based improvement projects should be expanded while considering the characteristics of the section in spot based improvement.

  • This study modeled 4-lane highway in three-dimensional virtual reality in order to overcome difficulties of field experiment. and the research subject was placed in a driving simulator. We survey the driver's cognitive characteristics to the alignment changes in the three-dimensional virtual reality highway. Especially, maximizing the identity of driving movements and virtual scenery on the basis of the data obtained by dynamic analysis module. we minimized simulator sickness for the graphic module of driving simulator. And we carried out cognitive evaluation on the basis of adjective words extracted by dictionary and the opinion of specialist. In this study LISREL model was used to detect the causal relation between geometry and safety in cognitive side, and found that geometric change affects the safety of drivers by static and dynamic road safety model in three-dimensional combined alignments. As the result, for constructing safety road. we consider drivers' cognitive characteristics as human factors in road design, and we think that they are very important factors to improve road safety.

  • The railway crossing is very dangerous because the track intersects with the road there. Thus, The laws were designed for safety of the railway crossing and they are classified as to the acts for the road and the railroad. For safety of the railway crossing, there are 'Road/Railroad Crossing Improvement Promotion Act', 'Enforcement Decree of Road/Railroad Crossing Improvement Promotion Act', 'Rules on Construction of Railroad', 'Rules on Safety Standards of Railroad Installations', and 'Enforcement Ordinance of Cable way/Railway Track Act' in the acts for the railroad and there are 'Road Traffic Act', 'Enforcement Ordinance of The Road Traffic Act', 'Ruled on Structure and Facility Standards of The Road', 'Rules on Structure And Facility Standards Of The Rural Road' and 'Rules on Structure and Facility Standards of The Installations for Bicycle' in the acts for the road. Both the acts for the road and the railroad have standards for the structure of the railway crossing. However, they have different standards. Besides, they don't have standards for new facilities which were recently installed for safety of the railway crossing. Therefore, we suggest new standards for safety of the railway crossing.
