Developed countries, especially in road construction and management fields, introduce new road porjects such as National Scenic Byways Program(NSBP program) in USA and the Eco-road project in Japan. This study develops a conceptual model for deploying new road projects in Korea. The four step approach is suggested to create new road projects, including foundation of an act based on the existing Road Act, creation of new road project ideas, development of evaluation process and guidelines, and enhancement of an administrative scheme. To create new road projects, three different ways are devised; (1) designation of national roads having uniqueness in overall spectrum, (2) designation of roads having intrinsic values in a different aspect, (3) designation of single structures of engineering outcomes such as bridges, tunnels, new design techniques, considerable Value Engineering output, and well analyzed Life Cycle Cost Analysis practices. For the evaluation process, NSBP program of USA and/or Sustainable City Award program of Korea would be recommended. An administrative scheme and integrated funding process for the new road projects are also suggested based on evaluation of tasks of each team or division of Korea Ministry of Construction and Transportation.

The purpose of this study is to compare the effectiveness of road safety features by spatial scope Spot & Section-based safety Improvement project. Empirical data was collected from black-spot study of Jeonbuk and "Traffic Safety Improvement Project on National Highway 17". Evaluation model of effectiveness was developed by using Empirical Bayes (EB) method. And Relative Effectiveness was measured by Odds Ratio. The result indicates that Section-based safety improvement was $7.09{\sim}77.27%$ more effective than the spot-based. It means that section-based improvement projects should be expanded while considering the characteristics of the section in spot based improvement.
Preventing the traffic accident by accurately predicting it in advance can greatly improve road traffic safety. The accurate traffic accident prediction model requires not only understanding of the factors that cause the accident but also having the transferability of the model. So, this paper suggest the traffic accident diagram using CART(Classification And Regression Tree) analysis, developed Model is compared with the existing accident prediction models in order to test the goodness of fit. The results of this study are summarized below. First, traffic accident prediction model using CART analysis is developed. Second, distance(D), pedestrian shoulder(m) and traffic volume among the geometrical factors are the most influential to the traffic accident. Third. CART analysis model show high predictability in comparative analysis between models. This study suggest the basic ideas to evaluate the investment priority for the road design and improvement projects of the traffic accident blackspots.

Currently, Korean transportation policies are aiming for increase of safety and environment-friendly and efficient operation, by avoiding construction and expansion of roads, and upgrading road alignments and facilities. This is revealed by that there have been 22 road expansion projects (30%) and 50 road improvement projects (70%) under the 3rd Five-Year Plan for National Highways ('11~'15), while there were 53 road expansion projects (71%) and 22 road improvement projects (29%) under the 2nd Five-Year Plan for National Highways. For more effective road improvement projects, there is a need of choosing projects after an objective and scientific safety assessment of each road, and assessing safety improvement depending on projects. This study is intended to develop a model for this road safety analysis and assessment. The major objective of this study is creating a road safety analysis and assessment model appropriate for Korean society, based on the HSM (Highway Safety Manual) of the U.S. In order to build up data for model development, the sections thought to have identical geometrical structure factors in 5 lines, Cheonbuk province, were divided as homogeneous sections, and representative values of geometric structures, facilities, traffic volume, climate conditions and land usage were collected from the 1,452 sections divided. 본 논문은 도로투자 사업성분석시 사업주체의 현금흐름을 결정하는 항목들을 고정값(Deterministic Value)이 아닌 확률적으로 추정함으로써, 사업의 재무적 변동으로 인한 위험도를 민간사업자의 견지에서 사업성분석과정에 내재화하는 모형을 개발하는 것이다. 즉, 확률적 비용추정기법으로 국소적으로 활용되던 위험도분석을 재무모형에 내재화함으로써 사업의 재무적 변동을 보다 포괄적으로 분석할 수 있는 틀을 제공한다. 본 연구에서는 몬테카를로 시뮬레이션기법을 이용한 위험도분석(Risk Analysis)을 적용하여 사업성 평가지표와 비용의 확률밀도함수(Probability Density Function : PDF), 누적확률분포함수(Cumulative Distribution Function : CDF)를 산출하고, 그 결과로 해당 사업의 위험도를 고려하여 사업성을 평가한다. 이 모형은 사업의 모든 변동요인을 복합적으로 추정하여 사업기간 내 사업주체의 현금흐름을 분석할 수 있다. 따라서 사업주체는 효용에 따라 합리적인 위험도 관리 목표값(Target Value)을 선정하고, 사업의 위험도를 고려하여 건설비, 예비비를 결정할 수 있다. 본 연구에서 정립된 모형을 서울외곽순환고속도로(일산-퇴계원 구간)와 대전당진고속도로를 대상으로 사례분석을 수행하였다. 그 결과, 대전당진고속도로의 경우 사업성이 없으며, 서울외곽순환고속도로의 경우, 일부 위험도 발생변수를 합리적으로 관리한다면, 사업성이 충분한 것으로 분석되었다. 본 사례분석은 사업의 위험도를 반영한 사업성분석 방법으로 우리나라 민자유치대상고속도로의 사업성분석의 하나의 지침이 될 것이다.
Travel Demand Forecasting (TDF) is an essential and critical process in the evaluation of the highway improvement Project. The four-step TDF Process has generally been used to forecast travel demand and analyze the effects of diverted travel demand based on the given Origin-Destination trips in the future. Transportation system improvements, however, generate more travel, Induced Travel Demand (ITD) or latent travel demand, which has not been considered in the project evaluation. The Purpose of this study Is to develop a model which can forecast the ITD applied theory of economics and the Program(I.D.A) which can be widely applied to project evaluation analysis. The Kang-Byun-Book-Ro expansion scenario is used to apply and analyze a real-world situation. The result highlights that as much as 15% of diverted travel demand is generated as ITD. The results of this study are expected to improve reliability of the project evaluation of the highway improvement Project.

In 2010, the number of registered vehicles reached almost at 17.48 millions in Korea. This dramatic increase of vehicles influenced to increase the number of traffic accidents which is one of the serious social problems and also to soar the personal and economic losses in Korea. Through this research, an enhanced intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network will be developed in order to obtain the important data for developing the countermeasures of traffic accidents and eventually to reduce the traffic accidents in Korea. Firstly, this research has investigated the influencing factors of road geometric features on the traffic volume of each approaching for the intersections where traffic accidents and congestions frequently take place and, a linear regression model of traffic accidents and traffic conflicts were developed by examining the relationship between traffic accidents and traffic conflicts through the statistical significance tests. Secondly, this research also developed an intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network through applying the intersection traffic volume, the road geometric features and the specific variables of traffic conflicts. Lastly, this research found out that the developed model is better than the existed forecasting models in terms of the reliability and accuracy by comparing the actual number of traffic accidents and the predicted number of accidents from the developed model. In conclusion, it is expect that the cost/effectiveness of any traffic safety improvement projects can be maximized if this developed intersection hazard prediction model by combining Genetic Algorithm and Artificial Neural Network use practically at field in the future.
The current procedure of estimating accident reduction benefit shows fixed accident rates for each level of roads without considering the various characteristics of roadway geometries, and traffics. In this study, in order to solve the problems mentioned in the above, models were developed considering the characteristics of roadway alignments and traffic characteristics. The developed models can be used to estimate the accident rates on new or improved roads, In this study, only urban highways were included as a beginning stage. First of all. factors influencing accident rates were selected. Those factors such as traffic volumes. number of signalized intersections, the number of connecting roads, number of pedestrian traffic signals, existence of median barrier, and the number of road lane are also selected based upon the obtainability at the planning stage of roads. The relationship between the selected factors and accident rates shows strong correlation statistically. In this study, roads were classified into 4 groups based on number of lanes, level of roads and the existence of median barriers. The regression analysis had been performed for each group with actual data associated with traffic, roads. and accidents. The developed regression models were verified with another data set. In this study, in order to develop the proposed models, only data on a limited area were used. In order to represent whole area of the country with the developed models. the models should be re-analyzed with vast data.
The current traffic accident reduction procedure in economic feasibility study does not consider the characteristics of road and V/C ratio. For solving this problem, this paper suggests methods to be able to evaluate safety of each road in construction and improvement through developing accident Prediction model in reflecting V/C ratio Per road types and traffic characters. In this paper as primary process, model is made by tke object of urban roads. Most of all, factor effecting on accident relying on road types is selected. At this point, selecting criteria chooses data obtained from road planning procedure, traffic volume, existence or non-existence of median barrier, and the number of crossing point, of connecting road. and of traffic signals. As a result of analyzing between each factor and accident. all appear to have relatives at a significant level of statistics. In this research, models are classified as 4-categorized classes according to roads and V/C ratio and each of models draws accident predicting model through Poisson regression along with verifying real situation data. The results of verifying models come out relatively satisfactory estimation against real traffic data. In this paper, traffic accident prediction is possible caused by road's physical characters by developing accident predicting model per road types resulted in V/C ratio and this result is inferred to be used on predicting accident cost when road construction and improvement are performed. Because data using this paper are limited in only province of Jeollabuk-Do, this paper has a limitation of revealing standards of all regions (nation).
