A Study on the Development of New Address Management System for Jecheon-si area (제천시 새주소 관리시스템 개발에 관한 연구)

  • 본 연구는 제천시 새주소 부여사업에서 추진된 새주소 부여를 위한 수치지도상의 건물 및 도로의 데이터베이스와 주 출입구 조사 및 입력, 도로구간 설정, 도로명 제정 및 입력, 건물번호부여 등의 작업과정을 통하여 도시공간정보의 체계적인 관리와 활용을 위한 새주소 관리 시스템 개발에 대한 것이다. 본 연구를 통하여 지방 중소도시의 새주소 관리시스템 개발과 구축은 클라이언트 서버 기반의 GIS 기능을 충분히 활용하여 관리시스템을 설계하고, 관리시스템의 데이터베이스를 객체지향 형으로 구축에 의한 WEB-GIS로 구현하여 새 주소의 안내 및 생활지리정보서비스의 다양할 기능을 추가할 수 있도록 개발하였다. 그 결과로 제천시의 새주소 관리시스템은 기존의 GIS DBMS의 접근방식을 개선하여 다양한 새 주소의 도로와 연계된 건물의 위치정보를 신속하게 이용할 수 있는 그 효용가치를 크게 높일 수 있었다.

  • The purpose of this study is development of the management system for convenient use of new address guide system for systematic management and use of spatial information gained by mapping of numerical map of building and road to large basic new address, survey and input of main gate, decision of the road session, naming and input of road name, grant of numbering of all houses and buildings, new address guide, real life geographical information and added information service on Web-site in Jecheon-city area. In this study, the development and establishment of new address management in local cities are designed by making full use of GIS function of client server based system. In the result, the effectiveness of new address management system of Jecheon- city could be highly increased owing to not only citizens' easy access but also easy availability of various informations necessary in life by developed its system.

  • This paper focuses on the geographical characteristics and the spatial distributions and patterns of the road names in the new address system for which all the 183 road names of Cheongju City has been used. All 183 road names in Cheongju City and their textural information are analyzed and classified into four main categories and six divisions as sub-category. Each type is mapped and its spatial patterns are discussed in order to identify the interaction between the road name and the geographical characteristics of each type. From the discussion stated in the paper, it can be inferred that the road name is not only a representative place name in an area, but also presents an important geographical feature reflecting the toponymy of the cultural and historical backgrounds of an area. Therefore, it is necessary to recognize that for road naming, various aspects such as geographical backgrounds and characteristics should be considered. These are directly related to the publicity and utilization of the road names to the public who is still unfamiliar with the new address system to be used. Finally, various geographical topics and approaches such as toponymy and spatial analysis are proposed for further geographical research, which will contribute to the extent of geographical research scopes.

  • 1970년대 눈부신 경제발전을 이룬 한국은 고도의 경제성장을 통해 도시의 균형있는 발전을 이루게 되면서 경제선진국의 대열로 들어서게 되었다. 꾸준히 지속된 한국의 경제발전은 서울올림픽을 통해 정점을 이루었다. 이 결과 국민소득의 증가는 마이카 시대로 바뀌면서 도로 및 교량이 발달하게 되면서 외국 언론에서는 이를 "한강의 기적" 또는 "아시아의독일"이라 부르며 한국을 칭찬하였다. 그러나 1994년 10월 21일 아침에 일어난 성수대교 붕괴사고는 교각 10번과 교각 11번 사이의 현수경간 행거가 끊어지면서 경간의 48m가 붕괴되어 32명의 귀중한 생명을 빼앗음과 동시에 성장 한국의 이미지는 크게 훼손 되었다. 이에정부는 성수대교의 붕괴에 따라 기존 교량의 안전이 사회문제로 제기됨에 따라 1995년에 "시설물의 안전관리에 관한 특별법"을 제정하여 교량의 유지 및 안전관리에 일관되고 통일된 제도적 장치를 마련하였다. 이렇게 끔직한 사고가 발생한 성수대교의 붕괴원인은 트러스구조물의 철구조물 제작 및 용접과정에서 일어난 원천적인 부실시공과 준공 이후 설계하중을 초과한 과부하의 지속과 취약한 접합부위의 방치 등 관리 잘못이 복합적으로 작용해 일어난 것으로 밝혀지면서 우리사회의 부실관행에 경종을 울린 비극적인 사건이었으며 건설기술인에게는 반성의 계기로 교량 건설에 대한 새로운 신기술을 요구하게 되었다.

  • This study analyzed the status of international address standardization and reviewed responses of nations contained in the ISO/CD 19160-2-N5652 standard document. It identified problems in Korea's responses to the standard document, and presented ways of improvement. International standard procedures for ISO 19160-2 are underway with the goal to its completion by July 2023. To create an international standard, continuous monitoring and responses are required, and efforts to reflect the strength of the Korean addressing system on the new standard is needed.

Analysis of Motor Carrier Crash Risk with Driver Hours of Service (화물자동차 운전자의 운행시간에 따른 사고위험도 분석)

  • Management of driver hours of service (HOS) for commercial vehicle operators has been a continual safety challenge. One of the more critical issues to government and motor carriers is fatigue and fatigue-related accidents. To reduce truck drivers’fatigue-related accident risk in other countries, the government issued the HOS regulations. However, korea government does not have any HOS regulations. The objective of this research gives the clues that korea should have the HOS regulation to reduce truck drivers’fatigue-related accident risk. This study examines the HOS regulation over other countries and conducts relative accident risk analysis using the real data from 3 freight companies. The data set includes 231 accident involved drivers and 462 non-accident drivers. Therefore, the size of the total data set is 693 drivers. One of the most important aspects of early studies of safety and HOS was the need to characterize continuous driving by using the notion of "survival". Subsequent research used a data replication scheme and logistic regression to capture the survival effect. This study uses time-dependent logistic regression. The test of significance between parameters indicates that the first three hours are almost the same risk. In the 10th hour of driving, the risk was more than 2.2times that in the baseline first hour. In conclusion, as driving time goes on, the crash risk increases.
