국내에서 데이터통신 서비스가 개시된지 수년 사이에 데이터통신에 관한 이해의 폭과 그 수요의 확대가 괄목할만한 변화를 보이고 있다. 새로운 서비스와 발전된 형태의 기술에 대한 욕구도 크게 늘고 있는 형편이다. 데이터통신의 한 단계 도양을 위한 개선책을 서비스와 제도, 그리고 기술의 측면에서 찾아본다.

GIS 관련 산업이 발전함에 따라, 공간 데이터의 상호 운용성이라는 문제가 제기되었다. 현재, 이러한 문제점을 해결하기 위해 OGC는 공간 데이터 및 GIS에 대한 국제적인 표준을 제시하고 있다. 본 연구에서는 OGC의 Simple Features for OLE/COM 표준 사양을 준수하는 GIS 데이터제공자를 구현하여 기존의 공간 데이터베이스와 Geometry 컴포넌트간 공간 데이터에 대한 상호 운용성을 확인하고자 한다. 더 나아가 공간 데이터베이스와 Geometry 컴포넌트로 이루어지는 GIS S/W 시스템 성능 향상을 위한 GIS 데이터제공자 기반의 버퍼관리기법에 대한 설계 및 구현을 하고, 이에 대한 성능 테스트를 하고자 한다. 또한, GIS 데이터제공자 및 버퍼관리기법을 구현하여 앞으로 GIS 데이터제공자 기반의 황용 방안을 제시하고자 한다.

The 3-dimensional GIS data provider system manages and retrieves 2, 3-dimensional spatial and time data. This system provides the standard interfaces which help developers to omit additional works to do modify or convert a format of 2 or 3-dimensional spatial data, which has been already accumulated, into that dependent on a specified system. This system consists of a data provider and data access component. The former deals with the connections with some databases and manages the meta data, so that the various GIS or software can access to 3-dimensional spatial and time data via the same method, and the latter takes charge of index management and spatial operations on GIS data for consumers. The system offers the diverse spatial operations and analysis functions for 3-dimensional GIS.

This study aims to investigate empirically the structural relationships among the components of data governance and their impacts on data integration and data-based administration. Through literature review, various definitions, typologies, and case studies of data governance were examined, with the definition of data governance from a public policy perspective developed and applied. The study then analyzed the data from a survey conducted by the Korea Institute of Public Administration on the use of public data policies and confirmed that organizational factors play a mediating role between institutional and technical factors, and that institutional and technical factors have statistically significant positive relationships with data fusion and data-driven administration. Based on these results, interest and investment in the improvement and development of the legal system in data governance from the institutional, technical, and organizational perspective, clarification of means and purposes of data technology, interest in data organizations and human resources, and practical operation can be achieved. Policy implications such as the development of an effective mechanism were presented.

본 논문은 자산의 메타데이터 편집 시, 자산의 백 워드 링크(backward-link) 파일을 이용하여 동일한 자산(asset)에 링크된 파일들의 메타데이터간 동기화 방법에 관한 것으로서, 본 논문에 따른 방법은, 편집된 메타데이터를 갖는 제 1 자산의 백 워드 링크 정보 파일에 상기 제 1 자산과 동일한 제 2 자산이 존재하는지 체크하고, 백 워드 링크 정보 파일에 제 2 자산이 적어도 하나 존재하면, 제 2 자산의 메타데이터를 제 1 자산의 편집된 메타데이터에 동기화 시키도록 함으로써, 동일한 자산에 링크되어 있는 파일들의 메타데이터를 용이하게 동기 시킬 수 있다.

As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.

Electronic ink is multimedia data that have emerged from the development of pen-based computers such as PDAs whose major input device is a stylus pen. Recently with the development and supply of pen-based mobile computers, the necessity of data processing techniques of electronic ink has increased. Techniques to develop a gesture-allowed text editor in electronic ink domain were studied in this paper. Gesture and electronic ink data are a promising feature of pen-based user interface, but they have not yet been fully exploited. A new gesture recognition algorithm to identify pen gestures and a segmentation method for electronic ink to execute gesture commands were proposed. An electronic ink editor, called GesEdit was developed using proposed algorithms. The gesture recognition algorithm is based on eight features of input strokes. Convex hull and input time have been used to segment electronic ink data into GC(Gesture Components) unit. A variety of experiments by ten people showed that the average recognition rate reached 99.6% for nine gestures.

음성서비스 수요의 증대와 정보통신 기술의 급속한 발달로 국내 이동통신 시장이 확대되고 있는 오늘날 고객의 요구를 충족시키는 정액요금제도가 절실히 필요하다. 앞으로 상용화되는 위성DMB (Digital Multimedia Broadcasting), 지상파DMB, WiBro 등의 신규 통신서비스는 정액제를 기조로 하고 있다. 따라서 무선데이터 정액제 가입자에 대한 신뢰도 높은 수요예측이 국내 이동통신 사업자에게 매우 중요한 과제로 부각되고 있다. 본 연구에서는 무선데이터 정액제 가입자 수요를 이동통신 시장의 환경에 맞추어 Lotka-Volterra 모형을 확장하여 예측하였다. 무선데이터 정액제 가입자의 수요예측은 이동통신사들이 정액제 도입의 정당성과 도입 시기를 결정하고, 마케팅 전략을 수립하는데 중요한 역할을 할 수 있다. 또한 예측결과는 무선데이터 사업을 평가하는데 기초 자료로서 활용될 것으로 기대된다.
