The tropical peatlands have been deforested and converted to agricultural and plantation areas in Indonesia. To manage water levels and increase the overall productivity of crops, canals have been constructed in tropical peatlands. The canals destructed the structure of the tropical peatlands, and increased the subsidence and fire hazard risks in the region. The Indonesian government enacted regulations and a moratorium on tropical peatlands, in order to reduce degradation. A practical method under the regulations of rewetting tropical peatlands was to permit a canal blocking. In this study, four canal blocking projects were investigated regarding their planning, construction priority, design, building material, construction, monitoring, time and costs associated with the canal blockings. In the protected areas, regulations restricted the development of the tropical peatlands areas that were noted as deeper than 3 m, and the administration stopped issuing new concessions for future work projects for this noted criteria of land use. A noted purpose of canal blockings in these areas was to effectuate the restoration of the lands in the region. The main considerations of the restoration efforts were to maintain a durability of the blockings, and to encourage the participation of the area stakeholders. In the case of a concession area, regulations were set into place to restrict clear-cutting and shifting cultivation, and to maintain groundwater level in the tropical peatland. The most significant priorities identified in the canal blocking project were the efficiency and cost-effectiveness of the project. Nevertheless, the drainage of tropical peatlands has been continued. On the basis of a literature review on regulations and rewetting methods in tropical peatlands of Indonesia, we discussed the improvements of the regulations, and adequate canal blockings to serve the function to rewet the tropical peatlands in Indonesia. Our results would help establishing an adequate direction and recommended guideline on viable rewetting methods for the restoration of drained tropical peatlands in Southeast Asia.

최근 하천의 기능이 다양화되면서 물 사용 및 배분과 관련하여 각종 갈등이 첨예화 되면서 수리권에 대한 체계적인 정리가 필요하게 되었다. 특히, 각종 수리권의 적용 범위나 한계를 논하기 위해서는 근본적으로 하천의 자연유량과 인공유량에 대한 이해가 우선되어야 하는데 이는 수리권의 본질을 이해하는데 기본적인 사항이다. 하천의 수질개선은 오염원을 저감 또는 제거하는 것과 하천의 유량을 증가시키는 것이다. 특히, 수질개선(Water Quality Improvement)이라는 목표를 달성하기 위해 도입된 물이용부담금제도가 "수질개선사업의 범위가 어디까지인가?"라는 근본적 질문에 대한 명확한 정의가 이루어지지 않는 경우 향후 물이용부담금 제도의 효용성은 저하될 수 밖에 없다. 하천의 수질개선은 세가지 메커니즘에 의해 달성할 수 있는데, 첫번째 메커니즘은 하천의 수량이 일정할 때 하천에 유입되는 또는 유입된 오염물질을 저감시킴으로써 수질개선을 달성하는 것이다. 즉, 유입 오염물질을 제거, 저감하기 위한 하수처리시설의 설치, 운영, 습지 조성, 하천에 유입된 쓰레기나 오염물질의 제거 노력 등을 통한 수질개선이 이에 해당한다. 두번째 메커니즘은 오염원 저감측면이 아닌 하천의 유량을 풍부하게 함으로써 수질개선을 달성하는 것이다. 즉, 일반적으로 확보되는 하천의 유량보다 더 많은 유량을 하천에 흐르게 함으로써 하천 스스로의 자정능력을 키우고 오염물질의 농도를 희석함으로써 수질을 개선하는 방법이다. 해마다 발생하는 하천의 수질오염사고시 다목적댐이나 용수댐에서 희석수를 대량 방류함으로써 수질 사고를 해결하는 경우가 이에 해당한다. 또 하나의 메커니즘은 미래의 오염원이 되는 비점오염원(축산가구, 도로 산림 등)의 소산 노력 등을 통한 적극적인 수질개선이 이에 해당한다. 하천의 수질개선은 이 세가지 메커니즘이 병행하여 작용될 때 그 효과를 최적으로 달성할 수 있다. 향후 물 관리는 빗물 - 댐 하천 - 상수도 - 하수도 - 해수 등 물 순환의 전체 체계에서 이루어져야 하고 효율적인 물 관리를 위해서는 '수량 수질의 통합관리'가 불가피하다는 점에서 물이용부담금의 수량측면에 대한 이해는 물 관리의 효율성을 높이는 중요한 요소이다.
Most of investigations about the effects of dam construction on the surrounding environments have focused mainly on the change of climate conditions and crop production. In order to research the effect of dam construction on the surrounding vegetation, we chose the Soyanggang dam whose storage capacity is the largest in Korea, and was built 33 years ago. We surveyed and analyzed the surrounding vegetation by using quadrat method and measured the soil moisture content among floodplain (FP), 5m above the flood plain (AFP) and control group (CG) which is 3km far from the lake through ridge. The largest value of mean importance percentage of the canopy~understory layer at FP was Salix koreensis (87.9%) and those of AFP and CG was Quercus mongolica (38.9% and 40.4% respectively) and the largest important percentage of the herb layer at FP was Artemisia capillaris (34.2%) and those of AFP and CG was Oplismenus undulatifolius var. undulatifolius (9.4% and 24.6% respectively). The Shannon-Wiener diversity index of shrub~canopy layer at FP (0.26) was lower than AFP (2.34) and CG (2.23) and there was not any significant difference in the herb layer among three groups. The S${\o}$rensen similarity index between FP and AFP, FP and CG was 0, and that of AFP and CG was relatively high. The highest density of tree and subtree with the DBH level of FP was S. koreensis of 5~10cm (240/ha), and that of AFP and CG was Quercus spp. of 15~20cm (400/ha and 466/ha respectively). And the highest density of seedlings of FP was Pinus densiflora (7,040/ha), and that of AFP and CG was Quercus spp. (720/ha and 400/ha respectively). The soil water content of FP (6.28%) was relatively lower than AFP and CG (11.13% and 10.14% respectively; p<.01). These results indicated that construction of Soyanggang dam changed the vegetation of the floodplain, without showing a change in its upland areas.
This study was performed to monitor the effects of water level change on changes of landscape, vegetation community, and species diversity of riparian forest. Hantan river dam, study area, has been constructed in the area of Chansoo-myeon, Pocheon-si and Yeoncheon-eup, Yeoncheon-gun, Gyeonggi-do, which is a dam for flood control only in flooding season. Landscape changes were notable after the construction of coffer dam, and the changes were caused by water level increase in areas of riparian forests which consisted of mainly withered willow as a dominant species in the flooding season. It changed vegetation communities of riparian forest from Phragmites japonica and Salix koreensis to Phragmites japonica. Species diversity index was lowest in 2010 when the coffer dam was constructed and showed an increasing trend later. Thus, this study is well in agreement with a previous report that plants of the genus Salix wither by muddy water during flooding and also suggests, controlling water level of river and prediction of water level change's effects should be considered when any facilities are planned.

This study elucidates the interrelationship between climatic, morpological, and hydraulic milieu in the drainage basins of Keum-gae river from the viewpoint of ecogeography. The region of this basin is located at low-relief hills. Because hills are made up of granitic regolith by deep weathering, the rate of permeability is very high. And, the speed of drainage is very fast, and the deficit of water easily revealed and BOD is very high. Therefore a great deals of efforts are needed for the maintenance of stable milieu.

An underlying assumption of traditional hydrologic frequency analysis is that climate, and hence the frequency of hydrologic events, is stationary, or unchanging over time. Under stationary conditions, the distribution of the variable of interest is invariant to temporal translation. Water resources infrastructure planning and design, such as dams, levees, canals, bridges, and culverts, relies on an understanding of past conditions and projection of future conditions. But, Water managers have always known our world is inherently non-stationary, and they routinely deal with this in management and planning. The aim of this paper is to give a brief introduction to non-stationary extreme value analysis methods. In this paper, a non-stationary hydrologic frequency analysis approach is introduced in order to determine probability rainfall consider changing climate. The non-stationary statistical approach is based on the conditional Generalized Extreme Value(GEV) distribution and Maximum Likelihood parameter estimation. This method are applied to the annual maximum 24 hours-rainfall. The results show that the non-stationary GEV approach is suitable for determining probability rainfall for changing climate, sucha sa trend, Moreover, Non-stationary frequency analyzed using SOI(Southern Oscillation Index) of ENSO(El Nino Southern Oscillation).
Excessive precipitation, drought, heat waves, strong typhoons and rising sea levels are just some of the common indicators of climate change. In the Philippines, excessive precipitation never failed to devastate and drown the streets of Metro Manila, a highly urbanized and flood-prone area; such problems are expected to occur frequently. Moreover, the water supply of Metro Manila is dependent only to Angat Reservoir. Rainwater harvesting can serve as an alternative source of raw water and it can mitigate the effects of flooding. The harvested rainwater can be used for: potable consumption if filtered and disinfected; and non-potable consumptions (e.g., irrigation, flushing toilets, carwash, gardening, etc.) if used untreated. The rainfall data were gathered from all 5 rainfall stations located in Metro Manila namely: Science Garden, Port Area, Polo, Nangka and Napindan rain gauge stations. To be able to determine the potential volume of rainwater harvested and the potentiality of rainwater harvesting system as an alternate source of raw water; in this study, three different climatic conditions were considered, the dry, median and wet rainfall years. The frequent occurrence of cyclonic events in the Philippines brought significant amount of rainwater that causes flooding in the highly urbanized region of Metro Manila. Based from the results of this study, the utilization of rainwater harvesting system can serve as an alternative source of non-potable water for the community; and could also reduce the amount of surface runoff that could result to extreme flooding.
Construction of large-scale structures such as dams would be suggested actively to cope with change of flood characteristics caused by climate change. However, due to environmental, economic and political issues, dams are not ideally constructed. Thus flood damage reduction planning projects would get started including washland or detention pond for sharing the flood in basin. The washland made artificially by human being is an area of floodplain surrounded by bank to be intentionally inundated by overflowing through overflow structure adjacent to main channel during flood season. Flood reduction capacity at just downstream of each washland could be affected by type, length, and crest elevation of overflow structure in addition to shape of design hydrograph, storage volume of washland, etc.. In this study flood reduction effects of washland are estimated for overflow weir type and gate type to compare the results of flood reduction respectively subjected to given hydrograph in sample site, the Cheongmicheon stream. It has been shown that even if gate type at overflow structure could yield more flood reduction than overflow weir type, economic aspect such as initial cost, operation cost and maintenance cost should be considered to select the type of overflow structure because flood reduction rate by gate type could not be significant value from engineering point of view.
Climate change on the Korean peninsula is progressing faster than the global average. For example, typhoons, extreme rainfall, heavy snow, cold, and heatwave that are occurring frequently. North Korea is particularly vulnerable to climate change-related natural disasters such as flooding and flooding due to long-term food shortages, energy shortages, and reckless deforestation and development. In addition, North Korea is classified as an unmeasured area due to political and social influences, making it difficult to obtain sufficient hydrologic data for hydrological analysis. Also, as interest in climate change has increased, studies on climate change have been actively conducted on the Korean Peninsula in various repair facilities and disaster countermeasures, but there are no cases of research on North Korea. Therefore, this study selects watershed characteristic variables that are easy to acquire in order to apply localization model to North Korea where it is difficult to obtain observed hydrologic data and estimates parameters based on meteorological and topographical characteristics of 16 dam basins in South Korea. In addition, as a result of reviewing the applicability of the parameter estimation equations calculated for the fifty thousand, Gangneungnamdaecheon, Namgang dam, and Yeonggang basins, the applicability of the parameter estimation equations to North Korea was very high.
In order to estimate the non-point pollution loads from each watersheds among 209 watersheds, the calibration and validation of HSPF model were carried out based on 2012 in 2013 years. In the case of flow rate, R2 of calibration and validation were 0.71~0.93 and 0.71~0.79, which were relatively good values. With the respect to calibration of water quality, % differences between measured and simulated values were 0.4 ~ 9.7 of DO, BOD 0.5 ~ 30.2% and TN 1.9~28.6% except for Hwhangkang B site. In case of validation, DO was 0.2 ~ 13.7%, BOD 1.3~23% and TN 0.5~24.3% excluding Hwhangkang B. However, since the concentration of TP was very small compared with other items, the range of difference was large as 0.8~55.3%. level. As the result of calculating annual accumulative BOD loads for each watershed, it was found that RCH 123 (Uryeong, Gyeongsangnamdo), RCH 121 (Jinju, Gyeongsangnamdo) and RCH 92 (Daegu) were the high ranked. The unit watersheds including various landuse type susch as forest and agricultural sites in mainstream areas have a higher BOD nonpoint pollution load than those in dam regions. However, the results of the annual cumulative loading of the basins for nutrients did not appear to be consistent with the BOD annual cumulative loading ranks. Other factors that represent watershed characteristics such as landslope and soiltypes, including landuse pattern, have been found to be closely related to nonpoint pollutant loads.
