‘벼락공부’로 지난 10년 인터넷 인프라에 전력투구한 수험생을 연상시키는 우리나라의 손에 쥐어진 정보화 사회의 비전은 과연 무엇일까. ‘부끄러운 자화상’일까, 정보강국의 장밋빛 미래일까. 최근 고학력실업이 사회문제로 대두되고 있다. 이론 중심의 대학교육과 실무형 전문인재를 원하는 기업의 시각차가 크기 때문이다. 이제 대학교육도 바뀌어야 한다. 실습위주의 교과과정 편성으로 새로운 도전에 나선 경원대학교를 찾아봤다.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

정보이용능력은 정보화 사회를 살아가는데 있어서 필수적으로 갖추어야할 높은 수준의 일반지식이 되고 있으며, 대학과 대학도서관에서 학생 개개인이 정보이용능력을 가질 수 있도록 교육하는 것이 중요해 지고 있다. 본 연구는 국내 대학에서 교양과목으로 실시되고 있는 정보이용능력교육의 실태를 조사하고, 그 교육 내용의 타당성을 표준 지침과의 비교를 통해 살펴보고자 한다. 연구를 위해 8개 대학의 정보이용능력교육 현황(강의 주체, 과목명, 강의 방식, 강의 장소, 평가)을 조사하고, 강의계획서를 중심으로 교육 내용을 ACRL 표준과 비교하여 보았다.

21세기 정보화, 기술, 국제화 등 시대적 성격에서 볼 때 국가적 차원의 통계적 소양 교육은 일반 시민의 기본 소양 및 인적자원 개발의 문제임을 인식하고 국가 그리고 대학의 일반 교육 정책으로 다를 필요가 있다. 현재 대학 교육에서 소외되고 사각지대에 있는 기초통계학 교육을 사회 변화와 요구를 반영할 수 있는 교육이 시급한 과제이다. 본 논문은 대학 기초통계학의 현재의 대학교육 상황, 학생들의 교육적 배경, 통계적 소양과 시대적 의미, 기초통계학의 목표, 성격 그리고 방향들을 제시하였다.

IT advances rapidly and is widely used both in for-profit and non-profit organizations. Academic institutions are no exception in the adoption of new IT such as e-libraries, e-blackboards, as well as Web 2.0 services. However, administrative information systems in colleges and universities often lag relatively behind. One of the reasons of this is that academic institutions tend to focus only on the implementation of IT, while neglecting the mindfulness needed for post-implementation. This study develops a new perspective for the sustainability of academic information systems through the lens of mindfulness. The results from administrating a nation-wide survey of universities and colleges provide the variations of a ranking of the critical success factors between implementation and post-implementation. The findings imply that both individual and collective mindfulness are needed to implement and, especially, sustain administrative IS successfully in academic institutions.

The development of computer and information technology in Korean construction industry is accelerating its speed while the education of Universities regarding to those technology is hardly catching up. Students graduated from schools are having difficulties in adapting themselves into the technology and as a result the industry is operating its own educational problem for the newcomers. This research develops the educational program of computer and information technology in school and therefore enhance the adaptability of the students for the industry. The program is open from 2002 up to 2004 liking two courses and including 10 modules and a project. The educational program consists of computer labs and lectures or seminars. The result of the educational program enables students to understand the computer and information technology used in the industry, an to improve the interest and skills of those, and additionally to motivate themselves into participating the continuous research and development of the technology.
