This paper outlines the concept of real time reference service(RTRS). Then, it analyzes real time reference service in the 13 libraries for effective reference service. As a result, the most used software was AOL instant Messenger, followed by Conference Room from WebMaster, and LivePerson. Hours of service was generally same as reference desk hours. The users were Students. faculty, staff, and alumni, This study also demonstrated how the RTRS in LC works. The results showed that real time reference was able to response to patrons quickly for reference questions with interactive method.

This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.

To improve the international competitiveness of research and academic libraries in Korea, it is essential to review the total amount of domestic information resources in comparison with those of other advanced countries, and then to make their best use. In this study, an attempt is made to estimate the annual budget for collecting foreign knowledge information resources spent by academic and research libraries in Korea. This budget estimate could be used for a basis for setting up the appropriate collection size and the efficient channel for distributing and sharing information resources among academic and research libraries on the governmental level. The total budget for collecting foreign knowledge information resources, including foreign monographs and scholarly journals in print, and the budget for foreign electronic journals, and web databases were estimated for academic libraries and research libraries, respectively, while the budget for international document delivery services was estimated without distinction between the types of libraries.

It is difficult to apply a design standard uniformly to university buildings because various education courses are conducted. However, a design guideline for saving energy is necessary in order to prepare for low-energy days. A library in any university is one of the buildings that a lot of people use and most of the energy is spent. Therefore, the investigation on the energy savings of library facilities is very important and urgent. This study finally presents the design guideline of those facilities for low-energy. In this paper, the trend of space layout, utilization schedule and performance of materials are investigated, and the impact on energy savings and effective energy saving strategies are analyzed and illustrated by energy simulation. As a result of energy analysis from the case of 'H' university, it is confirmed that the utilization schedule effects mostly to energy consumption and the layout and orientation of the rooms in the library are the major parameters. Among the investigated saving strategies, green roofs are found as the most effective part for heating energy savings, and outdoor air cooling is known as the most effective method for cooling energy savings.

Electronic reference service was defined as reference service designed for remote users and identified by a specific link from a library' website. This study examined whether academic libraries deliver web-based electronic reference services to remote users. Particularly, four types of electronic bulletin board services, free bulletin board, FAQ, Q＆A and reference question-response service were measured in terms of 8 types of questions and 12 contents of questions. The result showed that there was few differences among 4 services. Guidelines for effective use of electronic bulletin board services in academic libraries were suggested: standardization of service names, easy access to menu services, definition of each menu, search function for contents and standard web forms.

The purpose of this study is to measure the saturation of the collection in public library and to propose a solution to this problem. In order to conduct this study, one local government was selected to measure the collection saturation status of each library and to clarify the cause of collection saturation. Based on the research results derived from this study, the public library in Korea measures the degree of collection saturation and recognizes the seriousness of collection saturation, and suggests the task of identifying the cause of collection saturation and solving it.

The Libraries are face to difficult of academic journal subscription for the increasing price of journal and the increasing number of journal. Bibliographic citation analysis is one of method of evaluating the use of a journal collection. This study is used bibliographic use and scatting of foreign academic journal in Library and Information Science found in doctorial dissertation of graduate students in Seoul city, for serve to complement another method of journal evaluation. Journal selection and cancellation may be done on the basis to dispersion of journal citation to usefulness of journal subscription in the library budget. But the library should not rely on one single evaluation technique, it should take advantage of combination technique.

Although academic library budgets have been decreasing, the rates of print and electronic journal subscription price have consistently increased. In response to this, as part of efforts to ensure access to foreign academic materials, the Ministry of Education and Korea Education & Research Information Service (KERIS) have initiated and operated Foreign Research Information Center (FRIC) since 2006, pursuing shared acquisition and sharing of foreign print journals. This study investigates the roles/values, issues raised by stakeholders, improvements in services, and new service elements of FRIC through the in-depth interviews with librarians in charge of FRIC in addition to examining its current state. The findings show that FRIC has contributed to sharing of academic materials and to promoting research. However, it was also found that the five types of stakeholders (i.e., the Ministry of Education/KERIS, universities/libraries, users, FRICs, and publishers/agencies) have diverse issues and problems with FRIC. Therefore, this study makes some suggestions to address the issues in terms of policy, system, management, and service.

Public library users' perception of librarians can be an important aspect in improving the public library uses and the quality of informn services. Thus it is necessary to identify what factors affect users' perceptions of librarians. This research empirically investigated users' general perceptions of librarians and the factors affecting them through a survey. As a result, it was found that the use of library collections, library facilities, and participation in club activities through the library affect the formation of a positive perception of librarians. In addition, the roles of the librarian are expanding from informational activities to supporting social activities. In contrast, the factors of direct interaction with the librarian, including participation in public library programs, circulating library collections, and communication with librarian, do not have a significant effect on the formation of the perception of librarian. Thus librarians need to consider library users more substantially and to support them in various ways.
