국내에 다수의 공동주택이 건설되고 있거나 공사중에 있으며 그 수요 또한 향후 지속적으로 증가할 예정이다. 그러나 이러한 증가추세의 공동주택 중 대피공간 규정이 신설된 1992년 이전에 시공된 건축물은 현재에도 대피공간 및 피난시설이 부재한 상황이다. 또한, 현재 계획 및 시공, 준공된 준초고층의 공동주택에 설치되어 있는 대피공간 및 이에 준하는 시설은 사생활 침해 및 타 용도 공간 활용 등으로 기능이 상실되어 있다. 이에 따라 공동주택 피난 및 대피공간에 대한 실효성을 검토할 필요가 있고 타 시 도의 선진사례를 분석하여 정책적 제안을 마련할 필요가 있다. 본 연구는 공동주택 피난시설의 효율성 강화를 위해 광주광역시의 공동주택 관련 현황 및 사례 조사와 관련 법규 분석을 통해 피난시설 및 대피공간의 문제점을 검토하고 효율성이 높은 대피시설 등을 활용할 수 있는 정책적 제언 및 인센티브 제도, 가이드라인 등 정책 대안을 제시하였다.
Over 20,000 defense shelters are currently designated and operated in Korea. However, only few sheltershave the capacity to defend against CBR attack or terror from North Korea. Furthermore, as public defense shelters are only equipped with air-raid shelters, it is urgent to establish standard for CBR attack.This study focuses on shelter-in-place(SIP), a kind of CBR shelter in the U.S., and aims to draw up construction plan and planning of Korean defenses helter.

When a fire occurs in a large-scale or complicated facility there is a possibility of large-scale loss of life if there is no information on the location of fire and the location of emergency exits for people to take shelter. Consequently, the fire or disaster prevention system and the shelter course guidance system that optimally guides the shelter course are necessary to reduce the loss of life. This paper proposes a shelter course guidance system using a sensor network to reduce the loss of life in a building where a fire occurs. The experimental result of this research shows that the shelter course guidance system provides the optimum shelter course to people in infrastructure when a fire occurs.

Existing pedestrian and evacuation models generally seek to find locally optimal solutions for the shortest or the least time paths to exits from individual locations considering pedestrian's characteristics (eg. speed, direction, sex, age, weight and size). These models are not designed to produce globally optimal solutions that reduce the total evacuation time of the entire pedestrians in a building when all of them evacuate at the same time. In this study, we suggest a globally optimal model for indoor pedestrian evacuation to minimize the total evacuation time of occupants in a building considering different distributions of them. We used the genetic algorithm, one of meta-heuristic techniques because minimizing the total evacuation time can not be easily solved by polynomial expressions. We found near-optimal evacuation path and time by expressing varying pedestrians distributions using chromosomes and repeatedly filtering solutions. In order to express and experiment our suggested algorithm, we used CA(cellular automata)-based simulator and applied to different indoor distributions and presented the results.

본 연구에서는 터널 화재 시 보다나은 대피 안전성확보를 위해 2차적 사고예방에 목적을 둔 정보표지판(Variable Message Sign)을 제연막으로 활용함으로써 터널 대피자의 안전성을 확보하고 대피취약자로 하여금 충분한 대피시간의 확보를 위한 최적의 조건을 제시하고자 하였다. 정보표지판의 다양한 설치 조건에 따라 화재연기가 전파되어지는 거리를 화재 시뮬레이션인 FLUENT와 피난 시뮬레이션인 SIMULEX를 이용하여 통근자와 고령자의 안전거리를 비교하고 대피 안전성을 검토하였다.

The purpose of this study is to minimize damage of chemical accidents through the appropriation analysis of evacuation facility position focused on Ulsan metropolitan city. For analysis, informations such as pollutant release and transfer registers(PRTR), population census, and evacuation facilities were used. After then, damage assessment of chemical accidents, accessibility and appropriation of evacuation facilities were analyzed. Damage of chemical accidents is high in around 5km of industrial complex there is dense of chemical facility and population. Evacuation facilities were mainly situated in hazard area of chemical accidents, but accessibility of evacuation facilities was vulnerable in chemical plant neighborhood. Therefore, safety check of deteriorated plants is important for prevention of chemical accidents. Also, effective evacuation plan considering capacity and scale of evacuation facilities will be established.
Civil defense evacuation facilities currently installed in our country are necessary to survey the operating status. The purpose of this study is to survey on the current facility for civil defense evacuation facilities equipment, management, and problem analysis, research and to build a facility model of the standard formulation through the analysis on the actual condition of the civil defense evacuation facility. The conclusions of this study are as follows. First, the civil defense evacuation facilities are most in Seoul. Second, civil defense evacuation facilities proved to be checked periodically without a systematic management. Many facilities do not have communication facilities appear to be evacuated in an emergency situation is expected to have difficulty in contact with the outside world. Fourth, the old civil defense evacuation facilities are in the center of the metropolitan area.

If a fire breaks out in a building, occupants can evacuate more rapidly if they are able to identify the location of the fire, the exits, and themselves. This study derives the requirements of system development, such as distance non-limitation, a non-additional device, a non-centralized server system, and low power for an emergency, to identify information about the fire and the location of evacuees. The objective is to receive and transmit information and reduce the time and effort of the database for location tracking. Accordingly, this study develops a server-independent system that collects information related to a building fire and an evacuee's location and provides information to the evacuee on their mobile device. The system is composed of a transmitting unit to disseminate fire location information and a mobile device application to determine the locations of the fire and the evacuee. The developed system can contribute to reducing the damage to humans because evacuees can identify the location of the fire, exits, and themselves regardless of the impaired server system by fire, the interruption of power source, and the evacuee's location. Furthermore, this study proposes a theoretical basis for reducing the effort required for database construction of the k-nearest neighbor fingerprint.
This paper proposed that the method be searched for optimal route of evacuation by algorithm using potential field in specific situation, fire. When robot met an obstacle to be indicated it to ignition point, the installed sensor could be detected the point in restricted area. In according as the data of a fire detection sensor and a sensor complex in a building, the information was transmitted to server which computed optimal route of evacuation by algorithm using potential field. After that, it was able to blow a siren and mark the safe-path with using wireless device such as smart-phone. It was confirmed that the proposed method in functional test, fire emergency evacuation algorithm using potential field, was advanced in circumstance of simulation.

다중 이용시설, 학교, 주택 등 사람이 많이 이용하는 곳은 화재 발생 빈도가 높을 뿐만 아니라 대피하기가 어렵고, 기존의 비상등 표시 방법, 일회성 대피 안내 등으로 인해 화재 상황의 다양한 변수에 효과적으로 대처하기 어렵다. 본 논문에서는 디지털 트윈(Digital Twin) 기술을 기반으로 다양한 센서를 통해 인식된 화재 요소를 반영한 화재 대응 및 피난 시뮬레이션(Fire Dynamic Simulator & Pathfinder)을 통해 안전한 대피 경로를 도출하여 안내하는 시스템을 설계한다. 제시하는 방법은 화재 상황에 능동적으로 대처하기 위해 실시간 인원변동 및 변화하는 화재변수에 대비 할 수 있으며, 상황에 따른 적극적인 대피 훈련과 실제 상황에서의 긴급한 상황에서의 대피경로 도출과 안내에 활용할 수 있다.
