주민등록번호 도용 문제가 사회적 문제가 되고 있고, 인터넷 사이트 가입시에 현재 가입자에 대한 본인확인이 정확히 수행되고 있지 않다. 대체수단은 성인 인증과 인터넷 사이트 가입시에 적용되며, 기존의 주민등록번호를 대체하여 인터넷 가입시에 활용 가능한 가입자 식별번호를 발급하고 폐지하는 절차와 프레임워크를 정의하고 있다. 본 논문에서는 최근 정보통신부가 추진하고 있는 주민등록번호 대체수단의 개요, 동작원리, 대체수단의 종류, 논쟁거리, 향후 발전 방향을 제시한다. 본 고는 주민등록번호 대체수단의 정책 결정에 유용하게 활용될 수 있을 것이다.

This study is carried in the goal to investigate the individual awareness rate about alternative therapy among the unspecified persons and their experience of using it, and to promote the diffusion of alternative therapy. The questionnaire research for this study has been conducted among 300 unspecified persons who live in some areas. The following is figured out in this study: 1. To the question of knowledge grade about alternative therapies, 44.4% of respondents answer they 'know a little.' 2. Regarding the experience of using alternative therapies, 22.6% of respondents answer 'Yes.' This rate is very low, the reason of it can be perceived that the names of categories in alternative therapies has not been showed to them and they don't have pre-knowledge about it. 3. The 166 persons of 248 reply that they use alternative therapies. This rate indicate their recognition of categories of alternative therapies, and the gap of the question of experience and using nowadays is interpreted to result from the gap of the pre-knowledge. 4. Regarding the field of the alternative therapies that the respondents want to learn, the first field the male respondents choose is acupuncture(41 persons, Res in needle, bloodletting, etc.), and the female respondents choose acupuncture firstly(20 persons). Therefore the learning courses of alternative therapies are more effective when the preference of men and women is considered. Consequently, both the research about the given kinds of alternative therapies with demonstration of their medical effect and the systematic promotion and education about alternative therapy is considered to be needed.

본 논문은 근거중심 대체의학의 현황과 범위를 알아보기 위한 것이다. 연구방법: 2000년부터 2010년 3월까지 Pubmed에 게재된 논문 중 alternative medicine으로 검색하여 체계적 고찰을 하였다. 2000년부터 2010년 현재까지 근거중심 대체의학에 대한 다양한 연구결과을 통합하기 위해 체계적 문헌고찰을 실시하였다. 682편의 연구 중 대체의학에 관한 임상연구는 19개였으며 연구전체 대상자는 2,573명이었다. 논문분석 결과 RCT(Randomized Controlled Trial) 실험 설계연구가 44%였으며 CCT(Controlled Clinical Trials)가 16%, OD(efficacy studies with either a controlled or an Other than controlled Design) 40%였다. 가장 많은 임상실험이 시행된 중재 방법은 Acupuncture과 Massage 였다. 대상 질병군 분포는 근골격계 및 결합조직의 질환과 관련된 '통증 완화'에 대한 임상연구가 20%, 다음으로 특정 감염성 및 기생충성 질환, 신생물이 각각 15% 순이었다. 근거중심 대체의학 현황을 파악하고자 체계적으로 고찰한 결과 대체의학을 통한 중재가 질병치료에 효과가 있는지에 대한 과학적 근거를 제시한 임상연구가 부족하다. 대체의학의 품질, 안정성, 유효성 확보를 위해 대체의학에 대한 질 높은 연구필요하며 근거중심 대체의학의 활성화가 필요할 것으로 생각된다.

목표 : 본 연구는 인천 지역에 사는 24~60개월 영유아를 가진 부모들의 보완대체요법에 대한 인식을 조사한 연구로, 보완대체요법 활용을 통한 한방과의 연계에 대한 가능성을 타진하기 위해 연구되었다. 방법 : 박지현(2007)이 사용한 질문지를 본 연구에 맞게 수정 보완하여 사용하였다. 수집한 자료는 SPSS 12를 사용하여 분석하였다. 결과 : 1) 영유아를 둔 한국의 모든 어머니는 자녀의 건강에 관심이 많았으며, 올바른 생활 습관을 갖게 하는 것이 가장 중요하다고 생각하였다. 2) 실제 80% 정도의 부모가 자녀에게 보완대체요법을 제공하였으며, 주로 예방차원에서 제공하기 때문에 질병이 발생하기 전에 사용을 하였다. 3) 보완대체요법은 질병이 발생했을 때 사용을 하지만, 보완대체요법의 사용은 주로 병원치료와 병행하는 경우가 많았다. 4) 직접 보완대체요법을 사용한 부모들의 80% 정도는 긍정적인 반응을 보였고, 이들 중 81% 정도는 다시 사용을 하겠다는 반응을 보였다. 결론 : 영유아 부모들은 건강 증진을 위한 보완대체의학에 대해 긍정적으로 인식하고 있었다. 이러한 결과는 한의학 영역에서 영유아 부모들에게 자녀의 건강을 효과적으로 증진시킬 수 있는 전문적인 의료지식뿐만 아니라 이들이 한의학에 접근할 수 있는 다양한 방법을 고안할 필요성을 제시하고 있다.

Brownies containing whey powder (WP) with different levels of substitutions for wheat flour (0, 10, 20, 30, and 40% substitution for WP 0, WP 10, WP 20, WP 30, and WP 40, respectively) were prepared, and their properties were compared. Regarding appearance, the collapse of the sample surface noticeably started from WP 30. The moisture content was higher in samples containing WP than in the control (WP 0), and the weight of the brownie increased with WP content. As the WP amount increased, both the total and specific volumes of the brownies decreased. Regarding texture, a higher amount of WP resulted in a decrease in hardness, whereas adhesiveness increased significantly. The antioxidant activity also increased with increasing WP amount (from 35.28 to 51.47%). Regarding sensory characteristics, 20 or 30% WP in brownies increased mouth-feel properties, taste, and overall preference. Based on the above results, WP could improve the quality of brownies, and a substitution level of 20% could be the most appropriate.

Recently, an integrated electronic publishing format that can be used by disabled people and the general public is expected. If applied to national alternative material production strategy, it is expected that not only the problem of alternative material production strategy using existing DTD(Document Type Definition) but also various alternative material corresponding to the demand of consumer can be supplied. In order to cope with changes in the production and management strategy of the substitute materials for the rapidly changing persons with disabilities, it is necessary to develop the substitute materials related to the substitute materials, such as 'production of alternative materials', 'research and education of alternative material', and 'operation of alternative material network' The organization of the National Library for the Disabled should be expanded and reorganized so that a constructed center can be established and demonstrated its expertise.

본 연구는 강원도 고랭지에서 자생되는 산채류를 이용하여 총질소함량을 기준으로 소맥대신 이들 산채류를 일정비율로 대체하여 더덕 및 산채혼합 간장을 제조하여 그 특성을 조사하였으며 또한, 감마선조사 또는 블랜칭처리가 참나물 즙액의 선도유지연장에 미치는 영향을 조사하였다. 제조된 간장의 총 질소함량은 일반적으로 산채 대체량의 증가에 따라 증가하였다. 숙성 4개월 후의 무기질 함량에 있어 더덕 20% 대체간장은 Ca, K 함량이 각각 1.3배, 1.5배의 증가율을 나타내었으며, 산채 혼합 10% 대체간장도 Ca 함량이 1.5배 증가하였다. 대체량 별로 아미노산 함량 변화를 살펴보면 더덕간장 10% 대체군의 경우 threonine과 aspartic acid가, 산채 혼합 10% 대체군은 tyrosine과 arginine이 높은 증가율을 나타내었다. Rec assay system을 이용한 항돌연변이 시험에서, 더덕간장은 10%와 20% 대체군이, 산채혼합 간장은 7%와 10% 대체군이 다른 시료에 비해 높은 항돌연변이성을 나타내었다. 관능검사 결과, 전체적 기호도에 있어 더덕간장은 7% 대체군, 산채혼합 간장은 5% 대체군이 가장 우수하였다. 미생물의 생육변화는 감마선 조사를 하였을 때 두처리구 모두 0.5 kGy 조사에서도 무처리구에 비하여 현저한 생육감소를 나타내었으며 감마선 처리된 녹즙을 저온에서 저장하였을 때는 미생물의 생육억제효과가 높았으나 상온에서는 감마선 효과가 매우 감소함을 나타내었다. 색도변화는 블랜칭한 녹즙이 블랜칭하지 않은 녹즙보다 색깔이 훨씬 선명하고 맑은 녹색을 띄었으며 시간이 경과함에 따라 감마선 조사구가 시간이 경과함에 따라 무처리구에 비하여 L값, a값 및 b값이 훨씬 적게 변화함을 나타내었다. 비타민 C의 변화는 블랜칭 처리한 녹즙의 비타민 C의 함량변화는 블랜칭 처리를 하지않은 녹즙보다 적었으며 감마선 처리구와 거의 차이가 없었으며 온도가 낮을수록 두 처리구 모두 비타민 C의 손실율이 적게 나타났다. 감마선을 조사하였을 때 블랜칭하지않은 녹즙에서는 무처리구와 비교하여 볼 때 밝기, 풀냄새, 쓴맛, 신선감 및 수용성에서 차이가 없었으며 블랜칭한 녹즙에서는 무처리구가 감마선처리구에 비하여 풀냄새와 쓴맛이 증가하였고 신선감과 수용성이 감소되었다.

Recently, desires for diversification of medical treatment throughout our society have been enhanced. It is thought that such a trend may be directly related to the introduction of 'alternative medicine'. This study is to establish the foundation of legalization of alternative medicine, starting with the movement for legalization of alternative medicine from constitutionality decision of medical law by the legal Information Constitutional Court. It also suggested the direction of discussion with issue of how to introduce alternative medicine beyond the stage of basic discussion, 'why' we must introduce alternative medicine, through profound investigation of preceding studies. In addition, the present study analyzed legal controversies from the appearance of alternative medicine based on the decisions of the Constitutional Court and the precedents of the Supreme Court and drew the prerequisites for the institutionalization of alternative medical treatments. It also reestablished terms of alternative medicine which have been indiscreetly used, presented methods for officialization of alternative medicine and compared and analyzed advantages and disadvantages of the methods.

자료동화(Data Assimilation) 기법은 실시간 수문학적 예측에 있어 정확도 향상을 위해 필수적인 과정이다. 가장 대중적으로 사용되는 기법들 중 하나가 모델 상태변수와 매개변수를 동시에 업데이트할 수 있는 이중 앙상블 칼만 필터(Dual Ensemble Kalman Filter)이다. 이 방법은 정확도 개선 및 적용의 용이성 때문에 많은 연구 분야에서 사용되어져 왔지만, 앙상블을 생성하는 과정에서 상당시간이 소요되는 단점이 존재한다. 본 연구에서는 상태변수와 매개변수를 동시에 업데이트 하면서 홍수 예측의 정확성을 보장할 뿐만 아니라, 앙상블 생성에 있어 계산 효율을 크게 향상시킬 수 있는 기법을 제안한다. Polynomial Chaos Expansion(PCE) 기법을 사용하여 앙상블 칼만 필터를 모방(mimic)할 수 있는 새로운 대체필터(Surrogate Filter)를 개발하는 것을 목표로 한다. 구체적으로 대체필터를 구성하기 위한 다양한 필터를 설계하였다. 첫째 시간에 대해서 PCE가 변화하지 않는 '불변 필터'(즉, 전체 예측기간에 대해 하나의 필터를 사용하여 자료동화할 수 있는 대체필터)와, 매 시간마다 PCE가 변화하는 '시변 필터'(즉, 예측하는 매 시간마다 새로운 필터를 생성해야 하는 대체필터)를 설계하여 적용성, 정확성, 예측성 등을 비교하였다. 또한, PCE의 하이퍼 매개변수를 최적화하기 위한 최적의 프레임 워크가 제안되어, 대체필터를 구축하는 데 효율을 높이고 PCE의 과적합(overfitting) 현상을 피할 수 있도록 하였다. 본 연구에서 제안된 기법은 기존 단일 및 이중 앙상블 칼만 필터(EnKF)의 결과와 비교 검증하였으며, 그 결과는 다음과 같다. (1) 대체필터의 대부분은 원래 EnKF와 비슷한 정도의 불확실성을 설명할 수 있음; (2) 모든 대체 필터는 선행시간이 짧은 경우의 예측에 있어 우수한 결과를 제공하며, 시변 필터가 불변 필터보다 더 정확한 예측 결과를 제공함; (3) 대체필터는 원래 앙상블 칼만필터보다 최대 500배 빠른 속도로 성능을 향상시킬 수 있음. 제안된 대체필터는 자료동화를 수행하는 기존필터와 비슷한 정도의 정확성, 매우 향상된 효율성을 보장함을 확인할 수 있었다.

미국의 이라크 침공으로 원유가가 90년 이라크의 쿠웨이트 침공이후 최고치를 기록한 가운데 지구촌의 경제가 춘래불사춘의 지경에 이르고 있다. 아직도 에너지원의 상당부분을 화석연료에 의지하고 있는 상황에서 각국은 이제 대체에너지의 실용화를 그 어느 때보다 절실하게 고려하기 시작했다. 세계 원유생산량의 25%를 사용하면서 세계 최대의 원유비축량을 자랑하는 미국 조차 외국에 대한 에너지 의존이 국가안보에 좋지 않다면서 대체에너지 확보에 열을 올리고 있다. 에너지 4대수입국인 우리나라로서는 취약한 에너지 안보 상황을 하루 빨리 해결하기 위해서라도 대체에너지의 실용화를 진지하게 진지하게 고민해야 한 때다. 미국 콜로라도주 덴버에 있는 에너지 컨설팅 회사 넥스트웨이브 에너지사의 리처드 스투비 사장은 "지금이야말로 대체에너지 실용화의 적기"라고 힘주어 말하고 있다. 다시 고조되고 있는 지구촌의 대체에너지 개발붐을 계기로 대체에너지의 효용과 채택 전망 등을 알아본다.
