The Impact of TANF on Income and Poverty : analyses by sub-component (미국 TANF정책이 소득 및 빈곤에 미친 영향: 하부조항별 분석)

  • The National Basic Livelihood Security(NBLS) System implemented from October 2000 has expanded cash assistance to cover the poor who are able to work in our country. Although the cash assistance for them has positive aspects of providing basic livelihood security for all people, but many scholars have also pointed out its negative aspects such as a decrease in labor supply among the poor. In order to provide policy implications for the cash assistance program of our country as well as the US, this paper examines the impact of Temporary Assistance for Needy Families(TANF) on poverty among single mothers and their families using data from March Current Population Survey of $1991{\sim}2002$. TANF imposes strong work requirements and time limits to recipients as conditions for cash assistance, which are major sub-components of TANF. Therefore, this paper analyzes TANF by looking at work requirements and time limits separately, not by looking at TANF as a single policy. The research findings show that work requirements significantly decreased income and increased poverty among single mothers. Although time limits show income increasing effects and poverty decreasing effects, it seems further studies on time limits are needed at this point. The research findings of this paper provide important lessons for welfare to work cash assistance of our country as well as the US.

Income Level Necessary for Old-age Living by Income Status (노령계층의 소득계층별 필요소득수준 연구)

  • This study is intended to explore an income level necessart for the old-age by income Status. Firstly, it is verified whether there is significant difference between old-age and working age or not. Secondly, if their difference is found, it will be identified that it is determined by certain factors. Thirdly, it is brought out needful income level for the old-age living through analysing old-age consumption expenditure level over working age. The results in this research are as follows. Firstly, there is a significant difference between old-age and working age. Secondly, the major factors which generated difference between old-age and working age consumption expenditure are income, household size, and age. Thirdly, the income level necessary for oldage living is on average 61 %. By income status, it is 90-100% for low income status, 60-70% for middle income status, 50-60% for high income status.

  • Abundance of low-wage labor resources, strategic location connecting East-West Asia and business professionals are fluent in English are strength of Bangladesh. Also the business environment changes in China such as the wage increases and labor regulations enhancement acts as searching for replacement of investment where Bangladesh is considered as substitute. At this point there is a need for research of Bangladesh employees at human resource management level. Therefore this study focus on the research of an important component of human resource management, organizational commitment. This study analysis the Bangladesh employees organizational commitment and its antecedent. This study consider four antecedents, role ambiguity, role conflict, voluntary participation and the work centrality and three organizational commitment, affective organizational commitment, continuous organizational commitment and normative organizational commitment. As results show, role ambiguity and role conflict has a negative influence on affective organizational commitment. And voluntary participation and work centrality give positive influence. Role ambiguity showed a negative effect on continuous organizational commitment, however role conflict show positive effect. Voluntary participation and work centrality showed positive effect on normative organizational commitment and role ambiguity showed negative influence. Results of this study give clue to understand Bangladesh employees organizational commitment and its relation among variables. And thus the need for appropriate management presented.

  • 이 연구에서는 광주지역에 거주하는 외국인 근로자들을 대상으로 하여 그들이 일상생활에서 겪게 되는 다양한 정보요구(need)들에는 어떤 것들이 있는지 알아보고 이를 해결해 나가는 과정에서의 정보추구행태를 파악하기 위해 설문조사를 실시하였다. 한국어교육, 임금, 가족과 관련한 정보요구가 많았으며, 다양한 정보원들을 이용하여 정보요구를 해결해 나갔다. 정보원은 대체로 접근이 용이하고 친근하다고 느끼는 것과 모국어로 되어 있는 것을 주로 이용하였고 스스로 이해할 수 있는 정보를 선호하였다.

  • 본 논문은 작업 현장에서 청각장애인의 의사소통을 보조하는 한국 수화 메시지 보드의 개발에 대하여 다룬다. 청각 장애인은 일상적인 직업 현장에서 의사소통이 자유롭지 못하여 업무에 잘 적응하지 못하고 사내의 인간관계에 많은 어려움을 겪고 있다. 문자를 이용한 정보 전달을 통해 모든 의사소통을 대체할 수 있을 것이라는 일반적인 생각과는 달리, 청각장애인의 경우 비장애인과 비교하여 사물의 개념 습득에 어려움이 있을 수 있으며 마찬가지로 사용하는 어휘수도 제한적인 경우가 많아 문자를 통한 의사소통에는 명확한 한계가 존재한다. 실제로 청각 장애 근로자가 이직하는 사유로 의사소통이나 인간관계가 높은 비중을 차지한다. 수화 메시지 보드는 크게 사내 네트워크를 이용한 공지 사항 전달을 위한 용도와 복수 개의 메시지 보드 간 문자 송수신의 용도로 사용 가능하다. 비장애인이 청각장애인에게 문자 입력으로 의사를 전달하면, 전달된 문자는 문자-수화 번역기를 통해 자동으로 수화로 번역되어 아바타의 수화 동작으로 화면에 출력된다. 전체 시스템은 수화 아바타를 포함한 그래픽 유저 인터페이스 (GUI), 수화 데이터베이스 및 한글 형태소/문장 분석기를 포함하는 문자-수화 번역기, 그리고 TCP/IP 기반의 문자 전송기의 세 부분으로 나뉜다. 본 논문에서는 수화 데이터베이스의 단어 선정을 위한 대상 작업 현장을 청각 장애 근로자가 타 직업에 비해 많은 비중을 차지하는 전자 부품 조립 업체로 한정하였다. 수화 데이터베이스는 자음 14종, 모음 17종, 숫자 15종, 일상생활 용어 1000종, 전자 부품 조립 업체에 특화된 단어 50종 및 직업 교육 관련 용어 50종으로 이루어진 총 1146종의 수화 단어를 포함하며, 수화 데이터베이스에 등록되지 않은 단어에 대해서는 지화로 표현하도록 한다. 이 중 전자 부품 조립 업체 특화 단어와 관련하여서는, 현재 동일한 분야의 작업 현장이라 하더라도 각 사업장 간 사용되는 수화가 통일되지 않아 문헌 조사 및 현장 조사를 통해 사용 빈도가 높고 형태가 공통적인 50종을 추려내었다. 본 연구는 실제 업무현장에서 청각장애인이 겪는 의사소통의 문제를 효과적으로 해결함으로써, 청각장애인이 직업 현장에 보다 쉽게 적응하도록 도움을 줄 뿐만 아니라, 일을 통해 자아 실현을 하도록 돕는 방안이 될 수 있다는 점에서 중요한 의의를 갖는다.

On the Economic Impact of Foreign Labor Inflows in Korea (국제노동이동의 경제적 영향 분석 - 외국인 노동자문제를 중심으로 -)

  • Traditionally, foreign labor inflow into Korea has been rare and, hence, issues on foreign workers did not draw much attention. However, changing economic conditions of the Korean economy, such as "labor-shortage" problem in SMEs in manufacturing sector, has made the Korean government open its door to the foreign workers since the early 1990s through the Industrial Trainee System. The inflow of foreign workers, on the other hand, has generated various social and economic problems, such as substantial increase of illegal over-stayers, illegal utilization of foreign unskilled workers by domestic SMEs, to name a few. Against this background, the Employment Permit System was implemented from 2004. This new system aims at supplying foreign workers to SMEs as well as protecting them as legal 'employees'. In any case, it is very important to understand how and to what extent the inflow of foreign workers have affected the Korean economy in order to establish long-term policy stance. This paper aims to empirically assess the economic impact of foreign workers on domestic workers in the manufacturing sector during 1997~20001, focusing on the Industrial Trainee System. The empirical results of the paper can be summarized as follows. First, there is some evidence that male semi-skilled workers are the group that is likely to have been displaced by industrial trainees. Second, we were unable to find any strong evidence suggesting that the inflow of foreign industrial trainees decreased wages of less-skilled Korean workers.

  • The purpose of this study is to compare and analyze the impact of self-leadership by worker in social enterprises and profit enterprise. For this purpose, 36 social enterprises and commercial enterprises in Chungcheongnam-do and 303 workers were surveyed. Main results are as follows. First, the workers in social enterprises and profit enterprises have many different characteristics. The workers who work in social enterprise is more women, less educated and were the elderly than profit enterprise. This is the reason that social enterprises are employing women, elderly and vulnerable groups by the government's social work support policy. Second, self leadership and all organizational Performance areas in social enterprises is higher than that of profit companies. Third, self-leadership in social enterprise and profit enterprise has positive effect on organizational performance. Therefore, in order to improve the organizational performance of social enterprises must share organizational vision and goals for the workers. It will increase the organizational competitiveness. Mediating Effect of Corporate Welfare Satisfaction in the Relationship between Retirement Pension System's Income Security and Job Commitment (퇴직연금제도의 노후소득보장성과 직무몰입의 관계에서 기업복지만족도의 매개효과)

  • The purpose of this study is to investigate the effect of the retirement pension system on workers' retirement income security and job commitment, and to verify the mediating effect of corporate welfare satisfaction in the relationship between the retirement pension system's retirement income security and job commitment. Employees of domestic K-company, which have been implementing the retirement pension system since 2011, were surveyed, and 403 copies of the final data were analyzed using SPSS 22.0. The analysis results are as follows. First, as the sub-factors of the retirement income security, the guarantee of the retirement benefits right and the income replacement rate had a significant positive(+) effect on job commitment. Second, as sub-factors of the retirement income security, the income replacement rate and customized retirement design had a significant positive(+) effect on corporate welfare satisfaction. Third, corporate welfare satisfaction had a significant positive(+) effect on job commitment. Fourth, it was found that the relationship between the income replacement rate and job commitment, which are sub-factors of retirement income security, is mediated by diversity and the level of benefits, sub-factors of corporate welfare satisfaction. Based on the results of this study, it was confirmed that the implementation of the retirement pension system enhances the employee's job commitment and corporate welfare satisfaction, and is also important for corporate management.

The Effects of Horticulture Activity Caring Program on Stress, Depression, Blood Glucose, Lipids for Major Company White-Collar Workers.: A Randomized Controlled Trial (대기업 사무직 근로자에게 적용한 원예활동 프로그램이 스트레스, 우울, 혈당, 혈중 지질 등에 미치는 효과: 무작위 대조군 연구)

  • This study was performed to determine the effects on psychological and physiological variables of Horticulture Activity Caring Program for major company white-collar workers. Fifty three White-collar Workers participated in study. They were assigned to two groups (experimental group and control group) in random order. Random order is used Excel 2010 program RAND function of Microsoft. During the eight-week trial, the experimental group was treated with Horticulture Activity Caring Program weekly for 90 minute per session. The control group wasn't treated. Measurements of variables (stress, depression, blood glucose, total cholesterol, HDL-C, and LDL-C) were performed at weeks 0 and 8 for all participant. Changes in variables were calculated from baseline to trial completion. The data were collected from July to September 2014. SPSS 21.0 was used for the statistical analysis. : Horticulture Activity Caring Program had positive effects on depression (z=-4.57, p< .000). Conclusion of the study suggest the Horticulture Activity Caring Program may have positive effects on improving depression. We expect that the Horticulture Activity Caring Program will become a complementary and alternative therapy of mental health promotion for the white collar workers.

Attitudes toward Social Values and Economic Values of Social Enterprise Workers (사회적기업 근로자의 사회적 가치와 경제적 가치에 대한 태도)

  • The purpose of this study was to identify employees' perception of social and economic values that social enterprises pursue and to provide implications for the training of social enterprise workers. The main results are as follows. First, more than half of the social enterprise workers recognized that economic value and social value were equally important. In addition, the responsibilities of realizing corporate social values were somewhat higher than those of employees. The social value of the social enterprise should be pursued in preference to the value for the company and its members. However, efforts to set goals for the social value of social enterprises were lacking. Second, social enterprise workers generally had a high perception of economic value and recognized that the responsibility and effort of management was more important than the employees in order to realize economic value. Third, the higher the age of workers, the higher the importance of social value than economic value, emphasized the responsibility of the manager, and the less the work experience, the more important is the social value and the manager's responsibility. While commercial enterprise workers are highly aware of the importance of economic value, non-profit enterprise workers are highly aware of the importance of social value. In the future, it will be necessary to provide an educational support program that allows workers to recognize the social and economic value of social enterprises in a balanced manner. Efforts are needed to develop, monitor and monitor standardized measures for measuring the value of social enterprises.
