  • Current YouTube recommends similar contents to users based on the contents they actually consumed. Due to the feature of these algorithms, users are well recommended for contents in similar fields, but it is difficult to be recommended contents in fields that have never been consumed. There is a limit to being widely recommended for videos. I want to solve this problem by utilizing crowd sourcing. I propose a platform that can be recommended for various channels, through direct participation of the public people using youtube. Users can be recommended a variety of channels, communicate with people in the channel discussion room, and at the same time generate revenue by recommending channels. I hope that this platform can be used in various crowd sourcing-based recommendation platforms.

  • This study predicts the paradigm shift that the development of artificial intelligence technology will bring to the production of music content, and suggests that works created through collaboration between artificial intelligence and humans can have artistic value as finished products. Anyone can easily produce music content using artificial intelligence composition programs, and it has become an opportunity to inspire artists with various attempts and creative ideas. Although artificial intelligence technology provides convenience in human life and benefits a lot in the efficient aspect of work, it is difficult to escape the perception of data-based pattern music in the art field so far. Pattern music with many quantitative elements is not recognized as a complete creation due to the absence of abstract symbolism or meaning pursued by art. However, it predicts that if qualitative elements such as emotions and creativity are given to artificial intelligence music through human collaboration, it can be recognized as a complete work of art. The development of artificial intelligence technology increases access to culture and art from the public, and it can be expected that anyone can enjoy it as well as aesthetic experiences. In addition, various contents can be produced by improving individual digital literacy, and it is an opportunity to share and communicate with others. As such, artificial intelligence technology serves as a medium connecting the public with culture and art, and is narrowing the gap between humans and technology through art activities. Along with this cultural phenomenon, we predict the possibility of research on the production of artificial intelligence music contents with artistic value and the development of various convergence and complex art contents using artificial intelligence technology in the future.

Canadian Public and Stakeholder Engagement Approach to a Spent Nuclear Fuel Management (사용후핵연료 관리를 위한 캐나다 공론화 방안)

  • After Canada has struggled with a radioactive waste problem over for 20 years, the Canadian government finally found out that its approach by far has been lack of social acceptance, and needed a program such as public and stakeholder engagement (PSE) which involves the public in decision-making process. Therefore, the government made a special law, called Nuclear Fuel Waste Act (NFWA), to search for an appropriate nuclear waste management approach. NFWA laid out three possible approaches which were already prepared in advance by a nuclear expert group, and required Nuclear Waste Management Organization (NWMO) to be established to report a recommendation as to which of the proposed approaches should be adopted. However, NFWA allowed NWMO to consider additional management approach if the other three were not acceptable enough. Thus, NWMO studied and created a fourth management approach after it had undertaken an comparison of the benefits, risks and costs of each management approach: Adaptive Phased Management. This approach was intended to enable the implementers to accept any technological advancement or changes even in the middle of the implementation of the plan. The Canadian PSE case well shows that technological R&D are deeply connected with social acceptance. Even though the developments and technological advancement are carried out by the scientists and experts, but it is important to collect the public opinion by involving them to the decision-making process in order to achieve objective validity on the R&D programs. Moreover, in an effort to ensure the principles such as fairness, public health and safety, security, and adoptability, NWMO tried to make those abstract ideas more specific and help the public understand the meaning of each concept more in detail. Also, they utilized a variety of communication methods from face-to-face meeting to e-dialogue to encourage people to participate in the program as much as possible. Given the fact that Korea has been also having a hard time in dealing with spent nuclear fuel management, all of these efforts that Canada has made with a PSE program would give good lessons and implications to the Korean case. In conclusion, as a deliberative participation program, PSE could be a possible breakthrough approach for the Korean spent nuclear fuel management.

  • The authors reviewed the child and adolescent's traumatic experiences expressed in movies through late 1950s to year 2002. The movies are roughly classified by 3 categories based on the methods that used to express protagonist's experience and to uncover the meaning that is implied, that is, an important motive of growth, a metaphor of socio-political issues, or merely an event to develop a drama. Movie is a product of repetition compulsion and an activity like symbolic play between creator and spectators through screen, which enables a kind of corrective emotional experience. The curative elements in movies were also reviewed. The authors suggest the importance of mutual communications between movie creators and psychiatrists because media images about psychiatric issues can make internal stereotypes in conscious and unconscious mind of spectators.

Analysis of Public-private Governance Based on the Cooperative Governance Model: A Case of Urban Parks in Cheongju (협력적 거버넌스 모형을 통한 민관거버넌스의 성과 분석: 청주시 도시공원 사례를 중심으로)

  • This study aims to analyze the performance of public-private governance of urban parks in Cheongju-city, focusing on the 'cooperative governance' model of Ansell & Gash(2007) and find implications. The performance and limitations of the governance were analyzed using 13 success factors suggested by this model. According to the results of the analysis, four categories are satisfied: initial conditions, institutional design, leadership, and cooperation process. 8 out of 13 factors were analyzed at a 'good' level and thus this governance can be evaluated as successful one. Building trust and committed collaboration can be seen as key elements of successful governance. On the other hand, 5 factors were evaluated as 'average' because some limitations were revealed. The results of this analysis suggests that in order to improve cooperative governance, a post-implementation management system should prepared, and the inclusiveness of participation should further strengthened, and also regulations that ensure a regular forum for indirect participants and the public from the institutional design stage should be established. Although this study was analyzed based on the evaluation category of the objectively verified model, there is a limitation in that the evaluation was based on subjective judgment.

  • Communication of art and the expansion of roles are some of the important discourses of art. For a while, many attempts were made to overcome the enjoyment of art by only a few elites and the alienation of roles. In the meanwhile, due to its formative nature, media art has contributed to the various expansion of roles as a familiar art in society and by communicating with the public in various play contents and industrial context. This study will take a step further and examined whether media art can assess and be used in social issues through the characteristic analysis of 'media art information visualization.' The general field of information visualization only focuses on the clarity of information delivery, so it is effective for intuitively identifying various information. However, stiff visual expression must improve user-friendly functions in an era in which users' sensibility is increasing, and it only focuses on the effectiveness of information delivery that its secondary social problem such as personal information protection must be compensated. Thus, this research analyze the characteristics of case works to examine how the visualization of media art information can approach social problems creatively, seek the expansion of the role of art and compensate the areas that general information visualization is missing.

  • This paper has attempted to propose a more progressive direction for U-environmental sculptures in a ubiquitous urban space in terms of usability, service, function and formative characteristics that enhance user satisfaction with these sculptures. For this, Media Pole, a U-environmental sculpture on Gangnam U-Street, has been examined. The results of this study are as follows: First, a study of user satisfaction was planned after establishing levels of satisfaction in terms of service, function and formative characteristics. In terms of satisfaction by the section of Media Pole, the public transportation map was the most influential in service while street culture and beauty of shape were critical in function and formative characteristics, respectively. In the relationship between satisfaction by section and overall satisfaction, furthermore, functional satisfaction had the biggest influence. Therefore, the development of human-centered functional factors which have pleasant and touching stories to facilitate communication with citizens are important in order to develop various Media Pole contents to enhance user satisfaction with the U-environmental sculpture and allow it evolve into a Gangnam landmark Since we are in the initial stage of a U-city, there are many problems that need to be addressed such as a lack of natural beauty, poor material quality of environmental sculptures, absence of storytelling, poor technology, lack of content, poor profitability and lack of means of social communication. In the end, the development of a comfortable, people-friendly space and U-environmental sculptures are needed in consideration of economic, social and cultural aspects instead of focusing on advanced technology only.

  • The movie content, which is more firmly established as the best popular art, is the main entertainment content that reflects the current trend based on the most common contents and consensus on the culture of the global community. However, since modern films are more sensitive to popular tastes that appeal to amusement and stimulating emotions, reduction of opportunities for intellectual pleasure through appreciation of artistic expressions is inevitable and unavoidable. In this paper, however, we try to analyze the symbolic meaning of the short in the film, to grasp the inner nature of the film projected in the film, and ultimately to express the theme message. Effective symbolism exposes emotions to create moods and moods, and to express deeply with the audience, expressing the inner psychological state and will of the person. By conveying the meaning behind the surface image to the audience unconsciously, it is possible to transmit the message intentionally more effectively and strongly. In addition, it can be expected to create effects such as an associative action or an increase in contrast energy on the screen through collision of irony and image in the expectant emotion composition of the audience.

  • TV display which existed only in house started to show up out of house around us and now it found naturally its place in everywhere like street, bus, subway and elevator. It is called digital signage which showed up through digitalization of sign, that is, sign board and bulletin board. The distinction of digital sign from existing signs is that the latter one should go through physical process like removal after installation every time its contents are changed but the former one can produce its various outputs flexibly once it is installed. Also existing sign may be static image or 2 or 3 pieces of image to express simple motion while digital sign can contain multi media contents luxurious in design and motion. This paper confined the range of contents in digital signage in bus and subway. It needs to analyze characteristics of mass transportation-people of use, consumer by place and time, accommodation environment for consumer etc and arrange planned contents along with time and place. Developments of dedicated contents suitable to those digital signages will harmonize with place and time and promote the realm of digital signage which provides variety of experience to consumer and with which communication is possible and which is distinctive. Furthermore we may expect the birth of smart signage as a new media, in which fun and art are combined.

  • Appreciation of nature and an understanding of the biological sciences by the general public are key to the popularization of modern science. In particular, informal and accessible venues such as museum exhibits occupy a crucial role in science education, and they depend heavily on fields related to macrobiology, including Ecology, Animal Behavior, and Environmental Science. Unfortunately, lack of engaged experts and superficial descriptions of natural phenomena all too often prevent scientific knowledge from being shared effectively with the general public. Raw information itself and knowledge are not in a form or structure accessible to nonspecialists. In order to move successfully deliver substantive comprehension of the biological knowledge to the general public, it is necessary to categorize information from a content-conscious perspective and transform it into useful biological content. Therefore, the role of scientists is critically important in a series of processes that include theme selection, editing, and even graphical layout of contents. These processes require not only a scientific and logical way of thinking, but also an aptitude for artistic presentation and effective communication. The concept of Translation is presented as a theoretical and operational framework for the popularization of science.
