The Changes in the Future War Patterns and ROK's Response (미래 전쟁양상의 변화와 한국의 대응)

  • This paper is to analyse the changes in the future war patterns and ROK's response. To this end the paper is composed of 5 chapters titled instruction; concept, characteristics, types, and evolution of war; changes in the war patterns of the future; Korea's response strategies for the future war. Truth can be immutable, but everything else changes. War has begun with human history, and today there are still wars in places all over the world. As ages change from agricultural society to industrial society to knowledge and information society, aspects(patterns) of war have also changed. Future warfare includes the 5th dimensional war(in the ground, the sea, the air, the universe, the cyber), the network-centric, the precision strike, the rapid maneuver, the non-gunpowder, the non-lethal, the unmanned robot, the informational & cyber, the asymmetric, the non-linear, and the parallel etc. In response to these changes in the pattern of wars, the ROK military should seek (1)to build a future-oriented military force, (2)to continuously develop military innovation and preparedness, and (3)to develop and establish a paradigm for acquiring the power of technology. A Roman strategist, Vegetius said, "If you wish peace, prepare for war." This is a universally accepted maxim in international society today. We must never forget that peace we desire is given when we have the will and ability to keep.

Welfare Science and Technology Responsive to Ageing (고령화에 대응하는 복지 과학기술)

  • This paper explores into the potential contribution of welfare science and technology(WST) to meeting the challenges of ageing. Drawing on the literature about gerontechnology, this paper considers the application of scientific knowledge for welfare of an aging population. WST for the improvement of the daily functioning of the elderly people can not only prevent, delay or compensate for the declines or impairments of coginitive and physical functions (by assistive technology) but also enhance personal ability to overcome problems either by supporting the person's abilities (by supportive technology) or by changing the environment (by public welfare technology). This paper draws attention to a paradigm change in the conceptualization of disability and its ramifications for the role of technology and aging. A range of approaches such as Barrier-Free design, Universal Design points to new directions of WST in which products and services are devised to improve the quality of life for all people, and hence enhancing the socio-economic vitality. It is suggested that the future of welfare science and technology will be based in large measure on its goal to reduce or prevent individual and structural lag in the relationships between people and their environments. Addressing issues of the broader physical and social environment will emphasize the goal of prevention and the view that environmental needs for aging population are changing over time.

Serious Game Scenario Design for Earthquake Response Education and Training in the Gyeongsangbuk-do Province (지진대응 교육 및 훈련을 위한 Serious Game 시나리오 설계방법론 개발 -경상북도를 사례로-)

  • Purpose: Earthquake disasters are frequently occur unpredictable situations due to various variables and unexpected situations. As a result, the work process itself is not uniform, making it difficult for public officials in the disaster safety department to familiarize themselves with the earthquake field manual. This paper is specifically and accurately grasp the current work situation conducted by the Disaster and Safety Countermeasures Headquarters of the Gyeongsangbuk-do Office and present a plan for designing serious game scenarios necessary for field manual learning. Method: In this study, scenarios were designed based on the GBS(Goal Based Scenario) model, and in the process of assigning missions and roles based on the Gyeongsangbuk-do earthquake field manual, public officials related to earthquakes were able to acquire knowledge and skills to solve practical tasks. Result: Scenario data of the proposed technique was implemented as a systematic procedure by processing various earthquake-related information into logical data and simplifying and abstracting it for game expression for earthquake situation training. Conclusion: In the event of an earthquake due to learning through serious games, related public officials of Gyeongsangbuk-do provincial are expected to be able to respond quickly to various earthquake disasters.

  • With the development of cyberspace and its increasing interaction with our daily lives, cybercrime has been steadily increasing in recent years and has become more prominent as a serious social problem. Notably, the "four major malicious cybercrimes" - cyber fraud, cyber financial crime, cyber sexual violence, and cyber gambling - have drawn significant attention. In order to minimize the damage of cybercrime, it's crucial to delve into the specifics of each crime and develop targeted prevention and intervention strategies. Yet, most existing research relies on indirect data sources like statistics, victim testimonials, and public opinion. This study seeks to uncover the characteristics and factors of cybercrime by directly interviewing suspects involved in 'copyright infringement', 'gambling' related to illicit online content, and 'pornography crime'. Through coding analysis and text mining, the study aims to offer a more in-depth understanding of cybercrime dynamics. Furthermore, by suggesting preventative and remedial measures, the research aims to equip policymakers with vital information to reduce the repercussions of this escalating digital threat.

A Study on the Universities as Partners in Urban and Regional Development (대학과 지역 간의 교류 및 협력 방안에 관한 연구)

  • In the era of knowledge-based society and glocalization the new role and mission of universities is of increasing concern to us. Studies of the successful universities suggest that there are many ways for the future development of universities, for example high qualification, specialization, and internationalization of universities etc. In this context we can also focus particularly on the regionalization of universities in terms of the university as a regional builder. This paper aims to identify the interactions between universities and regions and to explain their's contributions to the regional developments. The result of analysis shows that the university-region interaction is a win-win strategy both for university and for region in the rapid changing social-economic, administrative and educational environments, and more systematic and stepwise approaches are required to ensure a mutually beneficial collaboration.

A Study on Establishment of Convergence Education School for the Gifted (융합형 영재교육기관 설립에 관한 연구)

  • In these days it can be said that knowledge based society has been passed through and creative society is approaching, and the important keywords to the coming creative society should be the knowledge, the creativity, and the convergence. In order to make preemptive responses to this 21 century's new creative society, cultivation of gifted students with integrated prototype is also an imperative reason to prepare. With this historical background Korean Ministry of Education, Science, and Technology announced "a general plan on invigoration of elementary and middle school level art education for cultivation of creativeness and humanity" containing the acting curriculums of science and art integrated on June 2010, and also announced "the second general plan for support on development of science and technology professionals" including STEAM education for elementary and middle school level at January 2011. In this paper we developed a strategy appliable to establish an education institution for gifted students specialized on promoting the students to the convergence type gifted students. For the purpose, we derived the necessity for convergence education for the gifted and the implication points through analysis on the examples, and developed a strategy to establish an education institution for gifted students.

  • 현재 심각한 재해에 대한 임박성은 일부 관계자 이외는 감지하지 못하고 있는 것이 현실이다. 재해와 같은 위기에 관한 지식이나 이에 대처하기 위한 기술은 어린 시절부터 습득해 두어야 할 기초적 지식 및 능력이라고 생각한다. 그럼에도 불구하고 대지진 발생이 임박하고 있음을 타인의 일처럼 생각하고 있다는 점은 재해와 같은 위기를 자신의 일처럼 생각하고 어떻게 대처해야 할 것인가에 대해 스스로 생각할 수 있는 기회가 충분하지 않다는 것에서 유래한다. 즉 체계적 실천적인 방재 위기관리교육이 충분하게 실시되지 않고 있다는 점을 지적할 수 있을 것이다. 특히 지역주민의 생명 신체 재산을 보호해야 하는 지방자치단체의 소방담당직원의 실천적 대응능력은 말할 것도 없고 수장(首長)의 리스크 관리능력에 대해 의구심을 가지고 있다. 또한 지역 자체의 방재력 강화라는 관점에서는 자주방재조직 등의 지역방재리더나 지역주민 개개인의 방재능력을 향상시켜야 할 필요성이 강조되고 있다. 최근에 건설된 신관저를 계기로 변화된 방재 위기관리 시스템에 관한 정책적 동향을 살펴본다. 아울러 방재 위기관리에 대한 인재양성을 위한 교육의 일환으로 구축된 e-Learning System인 e-College의 구성 및 관련 내용을 살펴봄으로써 정책적 시사점을 도출하고자 한다. 지방자치단체의 방재 위기관리에 있어서 수장 등 간부직원의 의식과 자세가 지역의 방재력을 크게 좌우하는 것으로 볼 수 있다. 방재담당직원 소방직단원에 대한 교육과제를 들 수 있겠다. 고도로 도시화된 사회가 재해에 대한 취약성이 높아지고 있다. 지역의 방재리더, 재해자원봉사, 주민에 대한 교육과제로 도도부현, 시정촌, 대학에서 방재 위기관리 교육이 실시되고 있지만, 1999년 총리부(總理府)에서 여론조사를 보면 자주방재활동에 참가한 경험이 없는 사람이 전체 70%를 차지하고 있다. 기업에 대한 교육과제로 재해발생시에 사원이나 고객의 안전 확보, 사업의 피해경감 조기복구에 의한 경제에 대한 영향을 경감하기 위한 준비를 충실히 해야 한다.

국내 과학기술 연구개발 현황 및 전망

  • 1960년대 경제개발 5개년 계획의 시작과 함께 우리나라 과학기술의 발전을 위한 투자가 본격화되었고, 과학기술 혁신이 정부정책의 가장 중요한 시책으로 부각되었다. 지난 40 여 년간 우리나라 과학기술은 선진기술의 모방에서 출발하여 효율적으로 단계별 성장을 거치면서 2000 년대에는 세계수준의 지식 및 기술을 창출할 수 있는 토대가 마련되었다. 본 발표에서는 한국과학기술의 현주소와 향후 전망을 분석하여 국내 연구개발의 방향을 조명해 보고자 한다. 1982년 특정연구개발사업을 시작으로 국가적 차원에서 목표설정 및 연구개발 자원을 전략적으로 집결하여 다양한 국가 연구개발 사업들이 수행되어 왔다. 그 후 20여년이 지난 현재 20개 부처에서 200 여개의 국가 연구개발사업이 추진되고 있으며, 이러한 연구개발사업의 성과로서 DRAM, TFT-LCD, CDMA 등 첨단 분야에서 세계 최고 수준의 국제경쟁력을 갖춘 기술들이 다수 확보되었다. 주력 산업인 IT산업, 자동차, 철강, 조선, 섬유 등도 기술혁신에 의한 국제 경쟁력 강화로 수출이 확대되면서 우리 경제의 견인차 역할을 하고 있다 최근 10년간 연구개발 투자규모는 3배 이상 증가하여 2000년 기준으로 세계 8위의 투자규모를 달성하였으며, 민간의 연구개발 투자 비중도 크게 늘어나 민간주도형 연구개발체제로 전환되게 되었다. 2001년에 이르러서는 총연구비 투자규모가 15조 이상으로서 이는 전체 GDP의 ∼3% 에 해당되는 수치이며 선진국 수준에 육박하고 있음을 짐작 할 수 있다. 지식기반사회를 선도하여 국가 경쟁력을 높이기 위해 정부는 연구개발 투자를 계속 확대할 정책을 시도하고 있으며 창의적 과학기술인력의 양성 체제 구축 및 효율적인 활용에도 적극 투자하고 있다. 과학기술부는 과학기술혁신의 중추적 역할을 담당하고 있으며 현재까지 20,000여개이상의 과제를 수행하여 국가경쟁력 강화에 크게 기여하여왔다. 정부는 국내외 과학기술 환경변화가 심한 21세기를 맞이하여 새로운 기회와 도약을 위하여 과학기술 중심국가 건설이라는 새로운 비전을 제시하게 되었다. vision 2025를 통해 2025년까지 21세기 첫 4반세기 동안 과학기술 경쟁력을 세계적인 수준으로 끌어올려 과학기술에 기반을 둔 선진국 진입을 실현하고자 다양한 정책적 대응을 물색하고 있다. 세계 시장규모, 전략적 중요성 등을 토대로 한 10대 산업을 육성하기 위하여 과학기술부는 기술수요조사를 바탕으로 49개 주요기술을 도출하여, 과학기술 일류 국가 실현, 국민소득 2만불 달성이라는 국가적 슬로건을 내걸고 “차세대 성장동력” 창출을 위한 범정부차원의 기획과 연구비의 집중투자를 추진하고 있다.

A Survey of Portal Sites in Terms of Academic Information Retrieval (검색 포털 시스템의 동향과 발전방향)

  • This paper examines the ways of using information resources available through information retrieval systems of portal sites. We analyze the types of information resources, search capabilities, and interfaces of Naver, Empas, and Google Scholar. Naver's retrieval system sells research reports, papers, patents information, etc. to users, which is similar to C2C(Customer to Customer in e-commerce environment). Empas provides information from journals, research reports, and proceedings with no charge. Google Scholar's noteworthy efforts are their collaborative programs with and/or for major U.S. libraries, such as "Library Link" and "Library Project." Considering the extended information retrieval services of portals, especially the services like Google Scholar's library programs, libraries need to develop more specialized services, such as the customized information service for individual user, development of user convenience tools like OCLC WorldCat, more accessibility through ubiquitous library concept, and collaboration among libraries.

  • This paper investigates the innovative capabilities of the leading company in the Korean online games industry, 'NCsoft'. The company is analyzed with the three types of innovation capabilities such as the capability to manage core competencies, the capability to integrate internal and external knowledge source, and the capability to build innovation policy/strategy. This paper concludes with suggesting the future strategies of the NCsoft by each capability.
