This study discusses mass unemployment and job insecurity due to the 4th industrial revolution and technological progress. In particular, the construction automation service method can contribute to increasing work productivity, preventing on-site safety accidents, and enhancing the competitiveness of the construction industry according to rapid development and convergence between technologies. However, there is great concern that the position of workers will decrease and the income distribution will deteriorate. Therefore, this study is necessary to alleviate the anxiety of the labor market and to find a direction for the government and all walks of life to ponder. To carry out this study, in-depth interviews were conducted with two experts currently engaged in the construction field, and through analysis, we intend to derive meaning and identify current trends, identify necessary improvement measures and institutional areas and suggest research directions. As a result of the analysis, it is possible to suggest a response strategy in a total of three themes: purpose, implication, and strategy. Based on this, there are response strategies in four areas: (1) industrial site response, (2) worker response, (3) education, and (4) training response, and government and corporate response. Through this study, it is necessary to revitalize economic and sociological discussions in the future so that the improvement in productivity and efficiency of society as a whole due to technological innovation of construction automation services does not lead to social problems such as an increase in the unemployment rate and a decrease in jobs in the labor market.

우리나라의 경우 강수량이 지역별로 편중되면서 국지적 가뭄이 발생하고, 지형적 특성으로 상습가뭄지역 피해가 확대되고 있다. 더불어 강수의 시기별 편차가 커지면서 봄 가뭄 증가 및 장기 기후변화 시나리오도 가뭄 발생 가능성 증가를 전망하고 있다. 그러나 우리나라의 경우 가뭄대응 대책 마련시 선제적인 가뭄대응 대책 마련보다, 사후복구·단기대책을 중심으로 가뭄대응능력을 추진하고 있어 예방중심의 가뭄대응능력의 한계점을 지니고 있다. 본 연구에서는 선제적 예방 중심의 가뭄대응 전략을 위해 물순환 모델을 기반으로 수원별 가뭄대응능력을 평가하고, 지역별로 산정된 용수공급가능일수를 기반으로 수문학적 가뭄취약지도를 작성하는 것을 목적으로 한다. 이때 용수공급가능일수는 가뭄시나리오(20년, 30년, 50년 등)를 설정하여 시나리오별 공급가능일수를 평가하여 시공간적 가뭄취약성 분석이 가능한 모형으로 확장하였다. 수문학적 가뭄취약지도의 경우 정책결정자, 업무사용자 등 효율적 정보 제공이 가능할 것으로 판단되며, 지역별로 현안사항 도출 및 개선방안을 위한 기초자료로 활용 될 수 있을 것으로 기대된다.

본 연구는 아직 초보수준인 국내기업의 업무연속성 유지를 위한 재해경감 활동계획 수립 및 실행에 대한 방향을 제시하였으며, 조기대응체계 구축을 통하여 어떠한 재난에도 안전을 기할 수 있는 기업 연속성 유지 방안을 모색하였다. 이를 실현하기 위하여 국내 재난관리 표준으로 채택된 사고대비 및 업무연속성관리 가이드라인을 분석하였고, 국내기업에 쉽게 적용할 수 있는 실행지침을 제시하였으며, A기업을 대상으로 재해경감활동계획수립 및 정보기술을 활용하는 방안을 연구하였다. 특히 사고대비 및 업무연속성관리의 가이드라인 5단계 주요 절차 중 계획수립단계의 위험 평가, 영향분석, 예방경감계획 및 대응관리계획 수립에 대한 모델을 제시하였고 국내 재해경감활동이 활성화되기 위한 방안을 도출하였으며, 재난대응 수준을 향상시키기 위하여 필요한 정보기술 부분도 제시하였다.

본 연구는 기업과 그 기업이 속한 사회에서 사업을 영위하면서 자연재해의 발생이나 COVID-19와 같은 감염병의 유행으로 조직의 업무 중단이 발생하고 난 뒤 다시 사업을 재개하는 데에는 회복탄력성이 중요하다. 기업의 회복탄력성은 기업을 경영하는데 필요한 수많은 요소와 관련이 있다. 또한 기업과 연결된 많은 네트워크와 인프라에 의존하고 있다. 회복탄력성은 재난을 당한 뒤에 다시 사업을 영위하는 능력이라 할 수 있다. 재난에 대응하는 저항의 능력 보다는 기업의 핵심 기능이 단기간에 연속성을 확보하는데 그 의의가 있다고 하겠다. 이를 위하여 기업의 재난에 대한 '예방 활동', '대비 활동', '대응 활동'을 필수 요소로 삼고 있다. 그 외에 회복탄력성에 영향을 미치는 요인을 연구하기 위하여, 여유 자원, 협력관계, 전략적 유연성, 혁신성, 기술 변화 대응력이 조직역량에 미치는 영향력을 파악하고, 조직역량이 기업의 회복탄력성에 기여하는 정도를 파악하고자 하였다. (권재득, 2018). 회복탄력성의 미치는 추가요인인 외적 효과 분석에 대한 연구를 제안한다.

본 논문에서는 대규모 평시 또는 감염병 발생이전 지자체별 취약성 평가를 통해 감염병 발생 및 확산에 영향을 미치는 취약지표를 평가해보는 것이다. 이를 위해 국내 코로나19 대처사항(각종 회의자료 및 보고자료 등), 선행연구 등을 기반으로 확산취약시설, 감염취약계층, 사회적 취약여건, 대응능력(보건·의료/재정적, 사회적 대응역량) 총 4개의 증감유형으로 분류한 후 세부 평가지표로 약 24개로 세부지표를 선정하였다. 이러한 취약성 평가 결과는 지자체별 특성에 맞는 감염병 대응정책 수립에 필요한 근거자료를 마련하는 기초자료로 활용 가능할 것이다.

최근 전 세계적으로 기후변화 및 이상기후로 인해 홍수, 가뭄과 같은 수자원과 관련된 재해들의 빈도가 증가하고 있는 추세이다. 가뭄은 발생 시작 및 종료 시기가 명확하지 않고, 그 피해가 광범위한 특징으로 인해 농업분야에 직접적인 피해를 주고 있으며, 농산물 생산성 및 안정적인 농업용수 확보에 큰 영향을 미치고 있다. 과거 가뭄을 해석하기 위해서는 일반적으로 강수량, 가뭄지수 등 단일지표를 활용하여 가뭄을 평가하였으나, 최근 선제적인 가뭄대응을 위해 다양한 인자들을 종합하여 판단하는 취약성 평가 (Vulnerability Assessment) 개념을 도입하였다. 농업가뭄 취약성은 IPCC (Intergovernmental Panel on Climate Change)에서 기상 및 수문학적 가뭄에 의한 작물 생산 피해 및 가축의 피해를 동반할 수 있는 가능성으로 정의한다. 본 연구에서는 농업용 저수지 중심의 농업용수 기반 취약성 평가 항목을 선정하여 농업가뭄 취약지도를 작성하였다. 민감도, 노출도 및 적응능력 개념에 적합한 대응변수를 활용하여 저수지의 저수율, 용수 부족 및 가뭄 대응능력 뿐만 아니라 사회·환경적, 기상학적 영향을 고려한 평가 항목 선정하였다. 항목별 단위 및 특성을 통합하기 위해 스케일 재조정 (Re-Scaling), Z-Score 등 다양한 방법을 활용하여 표준화를 실시하였으며, AHP (Analytic Hierarchy Process), 엔트로피 분석 등을 통해 항목별 가중치를 산정하였다. 또한 농업가뭄에 긍정적인 영향과 부정적인 영향을 미치는 항목을 구분하여 대응변수를 적용하였다. 이를 바탕으로 농업가뭄 취약성을 평가하여 항목별 등급을 구분하였으며, 전국 167개 시군을 대상으로 농업가뭄 취약지도를 작성하였다. 본 연구의 결과는 시군별 맞춤형 농업가뭄 대응정책의 기초자료 활용 가능하며, 농업가뭄 취약지역/상습가뭄지역에 대한 정보 제공이 가능할 것으로 판단된다.

The consulting company conducts consulting for the purpose of repurchasing consulting and the intention of repurchase according to the consulting quality appears in the small and medium enterprises which received the consulting service. The purpose of this study is to find out the difference of consulting service quality according to the degree of correspondence. As a result of the questionnaire and statistical analysis for consulting SMEs, it was confirmed that the quality of consulting service affects the intention of repurching consulting, Research shows that even though consulting service quality is high, it does not lead to re-purchase unless it responds appropriately to changes in the environment. In other words, in order to enhance service responsiveness, consulting firm should be able to monitor the market information that changes with service quality and build a response system to respond quickly. However, to generalize it, In order to increase the consulting repurchase intention, further research is needed to supplement the responsiveness of the consulting service in connection with the quality of the consulting service.

In this paper, the web accessibility of institutions and organizations that are related to disaster response we evaluate analysis. Along with the legal enforcement of Web accessibility, It is because shall comply with web accessibility. we have applied the K-WAH4.4 as an evaluation tool for web accessibility compliance of actual conditions. Look at the degree of compliance with the six detailed procedure of the web site, we request to the improvement of Web accessibility. Based on the guidelines 2.0, looked to the insufficient compliance rate at 61.8%. Then, we propose the need for improvement to enhance Web accessibility.

This article investigates the impacts of firms' regulatory compliance and voluntary innovation activities in environmental management on the development of their organizational capabilities and the enhancement of their performance, within the Korean context. The study invokes a structural equation analysis. The results indicate that voluntary innovation activity in response to market pressures makes a significant contribution to the development of firm-specific organizational capability and the enhancement of firms' performance, but regulatory compliance activity does not significantly affect either organizational capability or performance. This capability was also seen to have implications for firm's performance. This article also suggests several policy implications related to the research.

이중편파 강우레이더는 차등반사도, 차등위상차, 비차등위상차 등 다양한 변수를 관측하여 호우의 공간적 규모, 호우를 구성하는 강수입자, 호우의 이동방향 등 종합적인 강우 정보를 제공한다. 이러한 이중편파레이더를 이용하면 단일편파레이더에 비해 보다 정량적인 강수 추정이 가능하다. 일반적으로 이중편파 강우레이더의 강우추정 관계식은 DSD 및 강우입자 모형을 기반으로 물리적으로 유도된다. 그러나 DSD는 호우 사상에 따라 그 양상이 다르며, 동일 호우 사상 내에서도 시공간적으로 변화가 크다. 이러한 DSD에 내포된 변동성은 결과적으로 레이더 강우에 큰 불확실성을 유발하게 된다. 이에 본 연구에서는 확률대응법을 이용하여 이중편파레이더의 강우추정 관계식을 추정하는 기법을 개발하고자 한다. 확률대응법은 실시간으로 강우추정 관계식의 매개변수를 추정하는 기법으로 단일편파레이더의 Z-R 관계식에 적용된 바 있다. 이러한 확률대응법을 이용하면 시공간적으로 변하는 DSD 등 호우사상의 개별적인 특징을 반영하여 호우사상별 강우추정 관계식의 매개변수를 실시간으로 결정할 수 있다. 따라서 본 연구에서는 이중편파레이더의 강우추정 관계식 중 R(KDP, Zdr), R(Zh, Zdr) 관계식을 위주로 매개변수를 이변량 확률대응법을 통해 추정하고, 기존의 강우추정 알고리즘 및 관계식의 레이더 강우 추정 결과와 비교를 통해 적용성을 평가하였다.
