In this study, we investigated the influences of the role-playing analogy in chemistry concept learning on mapping understanding and mapping errors by analogical reasoning ability level. Seventh-graders (N=151) at a middle school were assigned to the comparison group and the experimental group. The students of the experimental group were taught with the 'running in the circle' role-playing analogy. After the students were taught about 'the relation between volume and pressure of gas', the test of mapping understanding in the next class and the retention test four weeks later were administered. The students with typical mapping errors were also interviewed to investigate their mapping processes. The results revealed that the role-playing analogy in chemistry concept learning improved mapping understanding and its retention regardless of analogical reasoning ability level. It was also found that the students in the experimental group had fewer mapping errors than those in the comparison group. However, there were similar patterns of mapping errors in both groups, and there were no significant differences in the frequencies of each type of mapping errors by analogical reasoning ability level. Educational implication of these findings are discussed.

산업의 발달과 자연환경의 급속한 변화로 재난은 어떠한 모습으로 우리곁에 나타날지 모릅니다. 아무도 예상하지 못했던 코로나19는 전 세계 모든 사람들의 삶을 바꿔놓았습니다. 우리나라는 저출산과 의학의 발달로 인해 급속도로 고령화 사회로 접어들고있고 재난상황에서 이동이 취약한 노인의 재난안전 매뉴얼 및 안전교육에 대한 요구가 높아지고있습니다. 이를 위해 노인의 취약성 분석, 기존 매뉴얼 분석이 필요합니다. 재난은 예방을 통해 발생했을 때 대응할 수 있는 능력을 갖추어야하고 사전에 반복학습을 통해 대응능력을 키우는 것이 가장 중요합니다. 재난은 누구나 처음격게 되면 대처능력이 부족합니다. 철저한 대비만이 재난을 국복할 수 있습니다. 이동이 취약한 노인의 경우 재난 대피 상황에서 몸에 익힌 대응눙력만이 자신의 생명을 구할 수있습니다. 재난 안전매뉴얼에 대한 포괄적인 재난안전 분석을 적용, 현실가능하게 하는 다양한 연구가 필요합니다.

본 논문에서는 재난안전 대비 현장훈련시스템을 개발하기 위하여 현황을 분석하는 것이 목적이다. 현재 일반적으로 이뤄지고 있는 훈련은 실제 재난상황을 고려하지 않은 형식적인 훈련으로 재난유형 및 발생상황에 부적합한 훈련장소 및 시간에 실시하고 있다. 현재는 사전 공개된 훈련시나리오에 따른 연출된 보여 주기식 훈련으로 실제 재난상황이 발생할 때 의사결정 권한을 가진 지휘권자가 훈련에 불참하는 조직문화가 가장 먼저 해결되어야 하는 것으로 나타났다. 대형재난에 대한 대응능력을 강화하고 재난으로부터 국민을 보호하기 위한 안전훈련이 범국가적으로 진행되는 가운데 '안전한국훈련'을 에너지부분에서도 전국적으로 실시하고 있다. 미국, 일본의 재난대응훈련의 특징은 우리나라와 같이 평가지표 틀에 맞춘 시나리오를 개발하지 않고 있으며 시나리오 구성도 세분화하지 않고 단지 상황 설정과 대응 메시지, 돌발 메시지 등으로 위기대응 능력을 평가하고 있다는 것이다. 에너지산업 현장용 재난대비 훈련시스템 개발 및 구축은 국가안전 관리 측면에서도 매우 중요하다. 국가 차원의 종합 재난대응 및 인프라 제공을 위한 다수의 정보화사업이 추진되고 있으나 재난 정보를 활용한 사전 예방, 신속한 상황 전파, 정보공동 활용 및 대응 미진에 대한 종합적 진단이필요하다.

최근 전 세계적으로 국지적 집중호우의 강도 및 발생빈도가 증가하고 있고, 이로 인한 인명 및 재산피해가 증가하고 있는 추세이다. 특히 도시유역의 침수는 설계빈도를 초과한 강우가 짧은 지속기간에 집중되었을 때 관로의 통수능력을 초과하게 되어 발생하거나, 주변 하천의 수위상승으로 인한 배수효과로 인해 발생된다. 따라서 기상이변으로 인한 침수피해를 체계적이고 종합적으로 방지할 수 있는 수방대책 수립이 필요하다. 본 연구에서는 서울시 주요 침수유역의 관망 및 펌프장의 수방 대응능력 및 수준을 정량적으로 평가하고자 한다. 이에 서울시의 과거 침수사례를 조사하여 상습침수 구역에 대한 침수 해석범위를 결정하였고 내수침수모의를 위한 적정 홍수해석모형으로 SWMM모형을 선정하였다 또한 수문 기상자료, 지형정보자료, 수방시설 현황 자료 등 각종 기초자료를 조사 및 구축하고 과거 큰 호우사상을 대상으로 관망과 펌프장의 시설능력을 평가를 수행하였다. 평가 결과 대부분 우수관망의 통수능력 한계로 인한 침수가 발생한 것으로 확인되었다. 이러한 분석을 통해 관망 및 펌프장 시설의 개선, 확충 및 설계 기준을 새롭게 제시하고 유역별 홍수취약정도에 따른 수방기준 차별화를 통해 침수피해를 방지할수 있는 수방대책 기준을 제시할 수 있을 것으로 사료된다.

현재 국내에는 소방대상물들의 그 수가 많아, 제도적인 관리 감독하기에 어려워 이를 통합관리 하기 위한 U-지역 소방모니터링 시스템을 제안한다. 본 시스템은 건물화재안전 상태지수, 즉 건물화재 대응능력지수와 소방대 화재대응능력지수의 곱으로 산정되는 값을 이용하여 지역 내 소방대상물들을 모니터링 함으로써 소방대상물들의 관리와 대응이 보다 효율적인 통합관리 체계가 이룰 수 있다.

본 논문에서는 대규모 평시 또는 감염병 발생이전 지자체별 취약성 평가를 통해 감염병 발생 및 확산에 영향을 미치는 취약지표를 평가해보는 것이다. 이를 위해 국내 코로나19 대처사항(각종 회의자료 및 보고자료 등), 선행연구 등을 기반으로 확산취약시설, 감염취약계층, 사회적 취약여건, 대응능력(보건·의료/재정적, 사회적 대응역량) 총 4개의 증감유형으로 분류한 후 세부 평가지표로 약 24개로 세부지표를 선정하였다. 이러한 취약성 평가 결과는 지자체별 특성에 맞는 감염병 대응정책 수립에 필요한 근거자료를 마련하는 기초자료로 활용 가능할 것이다.

In this study, we examine features of marine transport environment which shipping companies are facing, analyze the ability to cope with this environment, and present the relationship between the ability and business performances. Then, we demonstrate that diagnosis of shipping environment in the global marine transport environment and preparing to it is very important. Also, we present that the ability to prepare is the main factor to decide the competitive power of the company. This study has a meaning in that the importance of business activities related to environment such like diagnosis of environment, analyzing, management, adaptation, and prediction is presented. Besides, the value of this study is that we analyze the relationship between corresponding ability, strategic execution process and business performance in general.

본 훈련 시스템은 재난유형별 국가재난대응시나리오 기반의 대응체계를 바탕으로 재난의 종류나 규모, 복잡성 등과 무관하게 유관기관의 재난관리 관계자를 위한 교육 평가를 통해 표준화된 교육 훈련 평가체계를 확립한다. 이를 위해 국내와 해외의 사례에서 조사된 내용의 특 장점 및 표출형태를 고려하여 재난대응역량 강화를 위한 재난 발생 시나리오 기반의 텍스트 위주의 훈련용 웹 시스템을 개발한다. 무엇보다도 현실적으로 지역의 위험과 위협을 대표하는 검증된 유형별 시나리오를 기반으로 예방(Mitigation) 대비(Preparedness) 대응(Response) 복구(Recovery) 단계의 복잡 다양한 재난상황에 대한 재난대응역량 및 상황대처 능력을 향상시키기 위한 훈련지원 교육으로 활용하기 위한 사용자 확장성이 유용한 훈련용 웹 시스템을 개발한다. 이를 통해 사전에 유관기관과의 협력강화를 위한 원활한 재난대응 협력체계 강화방안을 수립하고 재난현장 협력업무와 관련된 필요역량을 도출하는 등의 활동과, 이에 대한 실효성 있는 평가로 재난현장의 기관간 상호협력 능력을 제고할 수 있다. 또한 대응기관의 역량수준을 점검하고, 대응역량에 대해 부족한 부분을 보완하여 효율적 재난대비태세 구축하여, 재난피해를 최소화하는 효과를 기대할 수 있다.

Maritime accidents are always accompanied by human/property damages. If management level ship's of icers properly respond to emergency situation in a correct manner based on knowledge required by international conventions, when maritime accidents occur, it will be possible to minimize such human/property damages. To improve the ability to deal with maritime accidents, this study analyze maritime accident cases to identify which competencies ships' officers' were lacking, compared the emergency response competencies required by international conventions, analyzed various emergency management manuals of shipping companies and carried out questionnaire surveys to suggest improvements of emergency response capability for ship's master. Through the analysis of maritime accidents, it was identified that management level ship's officers lacked competencies regarding damage stability and intact stability, and that the training for emergency response required by international conventions had been insuf iciently carried out. In addition, even though emergency management manuals of ships were generally adequate, it has been identified that there were limitations in terms of practical use of emergency response manual. Therefore, based on the questionnaire, this study proposed the expansion of emergency response training required by international conventions based on use of simulators, and the development of guidelines or manuals for effective and efficient response in emergency situations.
