The Strategies of Transport Demand Management to Decrease the Greenhouse Gases in Transportation Part (교통부문 온실가스 배출량 저감을 위한 교통수요관리 방안 전략 연구)

  • The growing amount of using the fossil fuel is bringing about environmentally, economically serious problems like as global warming. To solve the problems, the international society has begun to decrease greenhouse gases through the international agreement like as the climate change convention. In South of Korea, it was presented practical goal of Green Development try to decrease greenhouse, which is the future 60 years vision. And, it contains the strategies of Green Development and 5th Plan of Green Development. Nowadays, the government accepted the active alternative scenario 3, which is the goal of 4% decrease in greenhouse gases until 2020's, presented by Presidential Committee on Green Growth. This study established the strategies of Transport Demand Management to decrease the greenhouse gases in transportation part, and then we measured the effect of them. As a result, if it takes effect the aggressive strategies annually, it will cut greenhouse gas pollution by 3.1%, which is 7,590,000t$CO_2eq$, in transportation part. So, we can expect that it would be the effective policy tool to achieve the goal of government, which is the Green Development, if it controls the strategies of TDM effectively by the political needs.

Arsenic Concentrations of Groundwater and Rice Grains in Bangladesh and Phytoremediation (방글라데시의 지하수와 쌀의 비소오염 및 식물정화법)

  • While groundwater is the major source for drinking and irrigation purposes, arsenic (As) contamination of groundwater is a serious issue in Bangladesh. With a view to reduce As contamination in drinking water the guideline value recommended for Bangladesh is 0.05 mg/L. We assessed groundwater As in an As-affected Sadar Upazilla (small administrative unit) in the District (administrative unit) of Chapai Nabwabganj during 2006, where 50% hand tube well water were above the recommended limit (0.05 mg/L) during dry season. Almost 20% tube well waters were above the recommended limit during rainy season, perhaps due to the dilution of water table. The groundwater in Bangladesh contaminates surface soils and plants thereby As entering the food chain. In 2005, we examined the As levels in different rice varieties grown in different Districts of Bangladesh and the As concentrations in rice grain ranged from 0.07~1.12 mg/kg while the concentrations in 3 rice varieties were above the recommended limit (1 mg/kg rice grain) and the maximum concentration was 1.12 mg/kg rice grain in the rice variety BR 11. With few exceptions, the As content of rice grain in Bangladesh is not considered to be concentration of greater health concern as yet. We also observed enhanced root uptake, efficient root-to shoot translocation, and a much elevated tolerance through internal detoxification all contribute to As hyperaccumulation in a plant, ladder brake fern (Pteris vittata L.). But the phytoremediation technique might not be an appropriate tool to reduce the As calamity in the vast areas of Bangladesh. To mitigate the As problem of Bangladesh, better coordination among governmental agencies and many other organizations will be required to combat the disaster.

Selective Transmission Properties of Al-Ti Based Oxide Thin Films (Al-Ti계 산화물 박막의 조성에 따른 선택적 투과 특성)

  • It is expected that progress in building-integrated photovoltaic (BIPV) systems, improving the functionality and design of buildings, will be accelerated in the coming years. While the dye sensitized solar cell is considered one of the most important technologies in the BIPV field, the transparent silicon based thin film solar cell fabricated by thin film processes has drawn attention as a novel alternative. When the selective transmitting layer is applied to the solar cell, the conversion efficiency is improved due to the re-reflection of infrared light into an absorber layer with the transmission of visible light through the solar cell. In this work, we prepared Al-Ti based oxide thin films using cost-effective sputter deposition and examined their selective transmitting characteristics with various compositions. The transmittance and reflectance of the Al-Ti based oxide thin film changed with the variation of its composition, and the selective transmitting property was observed in the sample with the 25 nm-thick AlTiO layer. It is considered that the realization of transparent solar cells and the improvement of their conversion efficiency can be achieved by introducing the Al-Ti based selective transmitting layer.

  • 수자원사업분야 특히, 댐건설사업은 사업시행지역이 유역의 상류인 반면 댐건설의 편익은 주로 하류지역에서 발생하기 때문에 상류지역을 중심으로 극심한 반대가 상존하고 있는 실정이다. 상 하류 지역 주민과 지자체 간에도 댐건설에 대한 입장이 상충되고, 이런 갈등을 정치적으로만 해결하려고 함으로써 갈등의 해결보다는 오히려 새로운 갈등의 원인이 되기도 한다. 또한, 갈등해결을 위한 사회적 합의와 그 합의 결과에 대한 승복의 문화가 정착되지 않은 우리나라에서 갈등해결은 매우 어려운 실정이다. 지난 7년 동안 사회적인 찬반 논란의 중심에 있었던 한탄강홍수조절댐건설에 따른 갈등의 전개과정과 해결노력을 평가 분석하여 봄으로써 향후 수자원사업 분야의 갈등해결에 많은 도움이 될 것으로 본다. 한탄강홍수조절댐은 지난 1999년 결정 이후 2004년 1월부터 11월까지 대통령자문 지속가능발전위원회와 이해 당사자가 참여하는 중재적 갈등조정과정을 거쳤으나, 조정 결과에 대해 승복하지 않음으로써 당사자 합의에 의한 최초의 갈등조정 시도가 무산되었으나 그 해결 노력은 정당하게 평가 받을 만하다. 이후 한탄강댐건설사업은 정부에서 국무총리를 위원장으로 하는 임진강유역홍수대책특별위원회를 구성하여 이해 당사자를 배제하고 관련학회의 전문가 등으로 1년 동안 검증평가한 결과 2006년 8월 한탄강홍수조절댐과 천변저류지로 최종 대안을 제시하였으나, 댐건설 반대지역에서는 아직도 완전히 승복하고 있지 않는 실정이다. 결국 갈등을 해결하기 위해서는 사업계획 수립단계부터 이해 당사자들이 참여하는 협의회 운영으로 절차적 정당성을 확보하고, 한탄강홍수조절댐 갈등해결에 있어서 부족했던 사회적 합의와 승복문화가 정착되도록 제도적인 장치보완과 함께 성숙된 시민의식의 전환이 있어야만 할 것으로 사료된다. 외적으로 하천 유사량 산정과 관련된 많은 경험식들이 제시되고 있다. 하지만, 외국의 충적하천에 기초하여 개발되어진 유사량 공식들을 우리나라 하천에 무분별하게 적용하는 것은 위험스러우며, 유사량 산정 결과의 신뢰성을 높이기 위해서는 무엇보다 우리나라 하천의 지형, 수리, 수문학적 요소들이 유사 특성에 미치는 영향을 알아야 한다. 그러므로, 본 연구에서는 실측을 통한 유사량 값을 하천의 지형, 수리, 수문학적 요소들과 비교 분석하여우리나라 하천에 맞는 유사특성을 알아보고, 기타 총유사량산정 공식을 이용하여 실측한 유사량과 비교 분석하고자 한다.호강유역의 급격한 수질개선을 알 수 있다.世宗實錄) $\ulcorner$지리지$\lrcorner$(地理志)와 동년대에 동일한 목적으로 찬술되었음을 알 수 있다. $\ulcorner$경상도실록지리지$\lrcorner$(慶尙道實錄地理志)에는 $\ulcorner$세종실록$\lrcorner$(世宗實錄) $\ulcorner$지리지$\lrcorner$(地理志)와의 비교를 해보면 상 중 하품의 통합 9개소가 삭제되어 있고, $\ulcorner$동국여지승람$\lrcorner$(東國與地勝覽) 에서는 자기소와 도기소의 위치가 완전히 삭제되어 있다. 이러한 현상은 첫째, 15세기 중엽 경제적 태평과 함께 백자의 수요 생산이 증가하자 군신의 변별(辨別)과 사치를 이유로 강력하게 규제하여 백자의 확대와 발전에 걸림돌이 되었다. 둘째, 동기(銅器)의 대체품으로 자기를 만들어 충당해야할 강제성 당위성 상실로 인한 자기수요 감소를 초래하였을 것으로 사료된

Electrochemical Characteristics of the MFCs using the Ceramic Membrane as a Separator (세라믹막을 이용한 미생물연료전지의 전기화학적 특성 연구)

  • This study attempts to verify the applicability of ceramic membrane as a separator by comparing the power generation characteristics in single-chamber MFCs using ceramic membranes to those in the MFCs using nafion membrane. The generated power in MFCs by using acetate as a substrate was more stable than that by using formate, propionate and butyrate, respectively. It was shown that the generated power by using formate substrate in MFCs was unstable and a little higher than that by using acetate, and the power generated by using propionate and butyrate were lower than that by using acetate. In order to find out the Pt catalyst effect, it was compared the power generated in MFCs using Pt-coated carbon cloth as electrode to that power using normal carbon cloth. The power generated in MFCs using Pt-coated carbon cloth as electrode was 1.2 times higher than that using normal carbon cloth. The Pt-coated carbon cloth was about 5 times more expensive than normal carbon cloth. It is suggested that both power generation efficiency and cost together should be considered in selecting electrodes of MFCs. It was found that the ceramic membrane was superior to nafion membrane by comparing to the power generation characteristics obtained. It was shown that average voltage values were $523.67mV{\pm}49.41mV$ by using synthetic wastewater, in MFCs of ceramic membrane as a separator. While average voltage values were $424.09mV{\pm}79.95mV$ by using synthetic wastewater, in MFCs of nafion membrane as a separator. The organic removal efficiency, 41.7% by using ceramic membrane was a little bit higher than 40.8% by using nafion membrane. This research implies ceramic membrane can be a valid alternative to nafion membrane as a separator when considering the power generation and the efficiency of organics removal.

Analysis and Application of Water Footprint to Improve Water Resource Management System - With a Focus on Seoul City - (서울시 물환경관리체계 개선을 위한 물발자국 도입 및 활용방안에 관한 연구 - 서울시 자치구 물환경관리 정책 및 제도, 관리체계 분석을 중심으로 -)

  • Water Footprint is utilized to analyze direct and indirect water consumption for sustainable water resource management. This study aims to understand potential applicability of water footprint concept by analyzing the status of water consumption and related water policies in Seoul. We analyzed a direct gray water footprint and the blue water footprint in Seoul affected by the social and economic characteristics of the consumers in the city. In particular, in order to analyze the blue water footprint represented by both surface and underground water for the provision and consumption of products, we calculated the actual water consumptions of surface and underground water for 25 districts in Seoul. Our analysis in consideration of population and households indicates that Jung-gu has the highest blue water footprint followed by Jongro-gu, Gangnam-gu, Yongsan-gu, and Seocho-gu. Gray water footprint was calculated by estimating the amount of water for purifying wastewater to meet the water quality standard (above BOD 3.5ppm) for each district. As a result, Jung-gu has the highest gray water footprint, followed by Jongro-gu, Gangnam-gu, Yongsan-gu, Seocho-gu, and Youngdeungpo-gu. Our study suggests the potential value of using water footprint concept to complement the current limitations of water use management focusing on water supply control. We expect that our analysis will provide an important basis for considering water use management which is economically and socially more resilient and sustainable.

Trends in Rapid Detection Methods for Food-borne pathogenic Microorganisms by Using New Technologies (신기술 이용 식중독균 신속검출법 개발 동향 분석)

  • Recently, speedy, convenient and easy detection technologies have been developed rapidly and on the contrary, studies on development of traditional detectors applying biochemical characteristics has gradually been decreased. This review examined trend in current studies on detection of food-borne pathogenic microorganisms in the fields of selective media, immuno-assay, Polymerase Chain Reaction (PCR), microarray, terahertz spectroscopy & imagination and so on. Most traditional methods to detect the organisms from food matrix rely on selective media and such a method have disadvantages like long time requirement and distinguishing one species only from each selective medium although they are highly economical. Various new convenient methods such as Enzyme Linked Immuno-sorbent Assay (ELISA), paper-strip kit, fluoroimmunoassay etc. have been developed. The most ideal method for detecting food-borne pathogenic microorganisms in foods should be accurate, convenient, rapid and economical. Additionally, it is needed that capabilities of quantitative analysis and automation to be applied to industries.

  • The proportion of rebar factory manufacturing which has been settled down in Korea recently seems to increase because of their strength such as high decreasing rate of rebar loss and manufacturing accuracy and the external factors such as an increase of downtown projects and a decrease of skilled workers. However, factory manufacturing using straight rebars causes a certain amount of rebar loss and an environmental problem including $CO_2$ emissions. To solve these problems, Bar in coil (BIC) has been introduced; however its application is very rare because it has not been produced so far in Korea and manufacturing machines of BIC are very expensive. Also, although BIC's application is expected to expand due to its strengths, few analysis of its application has been conducted. Therefore in this study, analysis of the BIC's characteristics and the influence to the rebar manufacturing industry are conducted for the advancement of rebar work as a basic research. To achieve this, inquiry on the present condition of rebar manufacturing industry in Korea is implemented. Then, the validation of BIC's applications by aspects of industry and the analysis of stakeholders' economical profit and loss are conducted.

  • 본 연구는 효율적인 공급사슬관리(SCM)을 위한 전략 정보시스템 구축에 그 목적이 있다. 이러한 효율적 공급사슬관리를 위한 전략정보시스템 구축에 영향을 주는 요인들을 파워 프로세스의 관점에서 파악하고 이를 실증 연구를 통해 보다 효율적인 전략정보시스템으로서의 SCM 전략의 대안을 제시하고자 한다. 따라서 공급사슬관리의 효율적 운영에 영향을 주는 요인에 관한 영향요인들에 관한 기존 연구와 함께 파워 프로세스의 요소와의 연계를 통해 전략정보시스템으로서의 SCM 전략 유형을 제시하고 이의 특징을 연구의 범위로 설정하고 있다. 이러한 연구의 목적과 연구범위를 위해, 먼저 선행 연구된 파워 프로세스의 권력 주체가 권력요소, 가치 욕구, 환경, 관계성이라는 기본적인 다섯가지 권력 결정변수들간의 동적 상호작용을 통해 새로운 가치를 창출하는 과정을 살펴보며, 이러한 파워프로세스에 의한 전략이 권력 결정변수에 대한 가중치에 의해 전략의 유형이 결정되며, 이 유형에 따르는 전략 효과는 그 가중치와 결정 변수들간의 상호작용에 크게 의존되고 있음을 밝혀내고자 한다. 또한, 공급기업과 공급받는 기업들간의 이러한 관계는 기업이 사용하고 있는 전략적 정보시스템(SIS)으로서의 SCM 전략 유형과 일반적으로 높은 상호작용을 하고 있는 것으로 판단되어지며, 더욱이 기업의 정보가치에 대한 높은 인식으로 인한 디지털 경제하에서의 상호간 전략적 형성을 위해서는 더욱 파워프로세스적 관점하에서 SCM 전략 유형과 전략적 정보시스템간의 통합적으로 고찰함으로써 그 유용성을 살펴볼 수 있고 그러한 결과는 기업성과에 밀접한 영향을 주고 있음을 본 논문에서 밝히고 있다.더십을 행사할 때 이러한 리더십은 경영성과에 긍정적인 결과를 유발하는 것으로 나타났다. 그러므로, 리더십 성과 향상을 위한 지식경영정보시스템은 파워결정요소적 측면에서 고려되어야 할 것이다. 모델과 독립성 모델에서는 시스템 등급에 영향을 준다. 향후에는 더욱 더 다양한 상호의존 모델들이 정량화될 필요성이 있다고 본다. 진행하였다. 줄여서 보다 더 정확하고, 지능적인 규칙구성요소 추출 방법론을 제시하고 구현하여 지식관리자의 규칙습득에 대한 부담을 줄여 주고자 한다. 도움을 받을 수 있게 되었다.을 거치도록 되어있다. 교통주제도는 국가의 교통정책결정과 관련분야의 기초자료로서 다양하게 활용되고 있으며, 특히 ITS 노드/링크 기본지도로 활용되는 등 교통 분야의 중요한 지리정보로서 구축되고 있다..20{\pm}0.37L$, 72시간에 $1.33{\pm}0.33L$로 유의한 차이를 보였으므로(F=6.153, P=0.004), 술 후 폐환기능 회복에 효과가 있다. 4) 실험군과 대조군의 수술 후 노력성 폐활량은 수술 후 72시간에서 실험군이 $1.90{\pm}0.61L$, 대조군이 $1.51{\pm}0.38L$로 유의한 차이를 보였다(t=2.620, P=0.013). 5) 실험군과 대조군의 수술 후 일초 노력성 호기량은 수술 후 24시간에서 $1.33{\pm}0.56L,\;1.00{\ge}0.28L$로 유의한 차이를 보였고(t=2.530, P=0.017), 술 후 72시간에서 $1.72{\pm}0.65L,\;1.33{\pm}0.3L$로 유의한

A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town (복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로)

  • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.
