A Study on the Development of the Surface Image Velocimetry using Far Infrared Cameras (원적외선 카메라를 이용한 표면영상유속계 개발)

  • 자연 하천의 홍수 유량 측정은 매우 어렵고 많은 비용과 시간, 노력을 요하는 작업이다. 보다 안전하고 경제적인 유량 측정의 대안으로 제시된 것이 하천 표면의 영상 분석을 이용하는 표면영상유속계이다. 이처럼 영상유속계로 하천 유속을 측정할 때, 적절한 품질의 영상을 취득하는 것은 기본이며 매우 중요한 단계이다. 특히 홍수 첨두는 야간에 발생하는 경우가 많으므로, 야간에 영상 분석에 적절한 품질의 하천 표면영상을 취득하는 것은 매우 어려운 일이다. 야간 영상을 측정하기 위해 별도의 조명을 이용하거나 발광체를 이용하는 방법이 대안으로 제시되었으나 여전히 실용적인 차원의 적용에는 이르지 못하고 있다. 본 연구에서는 표면영상유속계의 영상 취득 장치로 원적외선 카메라를 이용할 수 있는가 시험하였다. 원적외선 카메라는 별다른 조명의 도움없이 야간의 하천 표면영상을 취득할 수 있다. 안동하천실험센터의 인공수로에서 주야간 촬영을 하고 영상 분석을 통해 원적외선 카메라의 적용성을 검토하였다. 비교를 위하여 일반적인 캠코더와 근적외선 카메라를 동시에 적용하였다. 세 종류의 카메라로 촬영된 영상은 시공간 영상의 상호상관 분석법을 통해 유속으로 환산하고, 미속계로 측정한 표면 유속과 비교하였다. 비교 결과 원적외선 카메라 영상은 주야간에 상관없이 적절한 유속을 분석해 낼 수 있음을 보였다. 다만, 공간 해상도가 높지 않아 영상 분석의 정확도는 최적의 조건에서 다른 카메라로 촬영된 영상에 비해 떨어진다.

  • 현재 4대강 사업이 진행중인 금강 상류는 금남보, 금강보, 부여보의 설치 및 하도준설 등 저수량 증대와 기후변화 대비로 홍수방어구조물의 설계빈도를 200년 빈도로 계획하고 있으나, 금강하류에 위치한 금강하구둑의 설계빈도는 100년 빈도로 설계된 실정으로 금강하구둑의 설계빈도의 재설정이 요구된다. 본 연구는 금강하구둑의 홍수위 검토를 위하여 최근 강우사상이 고려된 금강수계하천기본계획 (2009)의 빈도별 홍수량을 HEC-RAS 모형에 적용하여 금강하구둑의 빈도별 홍수위를 검토하였다. 금강하구둑 배수갑문의 빈도별 홍수위 검토결과 100년 빈도 및 200년 빈도에 대하여 기준여유고 1.5m를 만족하지 못하였으며, 기준 여유고 확보대안으로 배수갑문 증설방안과 배수갑문 문비확장방안을 비교 검토한 결과 1.17m의 문비확장을 통하여 기준 여유고 1.5m를 만족하는 것으로 검토되었다. 이로 인해 금강하구둑은 200년 빈도 홍수위에도 안전할 것으로 기대된다.

Evaluation of Industry-specific Sectoral Approach in the Climate Change Framework (기후변화협상 체제에서 산업부문에 대한 부문별 접근방식(Sectoral Approach)의 평가 및 대응방향)

  • Regarding climate change, the most significant challenge the world faces is achieving the goal of stabilizing the global concentration of greenhouse gases. However, this cannot be accomplished by greenhouse gas reduction efforts of developed countries alone. In this context, a "sectoral approach" has been brought up as a way to overcome the limit of the Kyoto Protocol and induce the participation of developing countries. This paper focuses on the different types of sectoral approaches that have been suggested so far, and their criteria, scope and effectiveness. It therefore explores the potential each approach has as a policy alternative under the post-2012 scheme. On top of that, with the possibility of these sectoral approaches becoming strong future policy alternatives in mind, this paper also analyzes their applicability to the Korean industry. For the steel, petrochemical and oil industries - in which energy efficiency exceeds the world average- a technology-based approach is proposed as an alternative. For the cement, paper and power generation industries - in which energy efficiency is about the same as the global average - a sectoral crediting mechanism or an index-based approach or a sector-wide transnational approach are proposed as alternatives. Lastly, this paper suggests a future research direction for their adoption and implementation.

A Study for Efficient Inter-Terminal Transportation in the Busan New Port (부산신항 타부두 환적의 효율적인 처리방안 연구)

  • The Korean government establishes a strategy to develop the Busan New Port as a world ranking two transit-oriented port. This paper aims at presenting an efficient inter-terminal transport (ITT) system in the Busan New Port as a method of achieving the government strategy. First, it presents results of long term forecast for the inter-terminal transportation volume in the port. Second, it proposes two systems to treat ITT in the port; Double stack Multiple Trailer System (DMTS) and Rail-based transportation system. The implementation methods in the port are introduced in detail for the both systems, and the required number of the systems and costs are calculated for implementation of both the systems. B/C for DMTS is analyzed to 3.7, moreover unit-fare per [$ton{\cdot}km$] can is lowered to 67% against current fare. DMTS is shown to highly potential for efficient ITT in the port.

  • This study analyzed the economic analysis on the Cambodian inland waterway from Phnom Penh to Chong Kneas. The social discount rate of 3.5% was applied for the cost and benefit of projects and converted to the current values in 2009. The benefits were supposed as the triangle distribution with minimum, mode, and maximum value corresponding to pessimistic, moderate and optimistic prospect separately. And the distributions of costs were the normal. As the result of probabilistic simulations, the average of B/C for scenario A showed relatively the highest with 0.25 and its 90% confidence interval 0.16~0.35. The average B/C of scenario B is 0.10 with the 90% confidence interval 0.06~0.13 and the one of scenario C is 0.15 with 90% confidence interval 0.12~0.19. Therefore it was concluded as low economic feasibility to install inland waterway aids to navigation along the surveyed waterway. However, the performance of the project should be determined by its political analysis as well as the economic.

Effectiveness Analysis of Alternatives for Water Resources Management Considering Climate Change and Urbanization (기후변화 및 도시화를 고려한 수자원관리 대안의 효과 분석)

  • This study derived the analysis results of alternatives for integrated watershed management under urbanization and climate change scenarios. Climate change and urbanization scenarios were obtained by using SDSM (Statistical Downscaling Method) model and ICM (Impervious Cover Model), respectively. Alternatives for the Anyangcheon watershed are reuse of wastewater treatment plant effluent, and redevelopment of existing reservoir. Flow and BOD concentration duration curves were derived by using HSPF (Hydrological Simulation Program - Fortran) model. As a result, low flow ($Q_{99},\;Q_{95},\;Q_{90}$) and BOD concentration ($Q_{10},\;Q_5,\;Q_1$) were very sensitive to the alternatives comparing to high flow($C_{30},\;C_{10},\;C_1$). Although urbanization makes the hydrological cycle distorted, effective alternatives can reduce its damage. The numbers of days to satisfy the instreamflow requirements and target water quality were also sensitive to urbanization. This result showed that the climate change and urbanization should be considered in the water resources/watershed and environmental planning.

Regional Optimization of Food Waste Management - Focused on Three Cities in Kyungnam Province - (음식물쓰레기 관리의 광역적 최적화 방안 - 경남 3개 도시를 중심으로 -)

  • Limited landfill area and finance as well as a large generation of food wastes, have called for systematic approaches towards potential cost savings. In this study, the regional management system of food wastes generated from the residential and commercial sources was considered in three cities bounded each other; Changwon, Masan, and Jinhae city. Total thirteen alternatives were established and compared by applying the WRAP (Waste Resource Allocation Program). The following results were obtained: 1. While relatively small amounts were generated from the commercial sources such as cafeteria, restaurants, and market facilities, almost 80% of food wastes were generated from the residential sources. 2. Unit costs for food waste management in three cities were different according to their present situation such as the type and location of major generation sources and treatment facilities. Especially, the highest cost appeared in Jinhae city due to the most expensive construction of coastal landfill site. 3. Considering proper revenue, the whole conversion of food waste into animal feed was selected as the optimal alternative and represented 60% to 74% of the management cost of the whole landfill alternative in all cities. Comparing the other alternatives, composting of food waste was more economical than landfill alternative and the incineration was the most expensive alternative. 4. Some of the regional management systems using common food waste processing facilities together in three cities showed to be more economical than the single management system. Therefore, more detailed research for the regional management systems of food waste was recommended.

Community-based Helicobacter pylori Screening and its Effects on Eradication in Patients with Dyspepsia (지역사회에서 소화불량 환자의 Helicobacter pylori 감염에 대한 집단검진 및 치료효과)

  • Objectives : To investigate the positive rate of Helicobacter pylori in patients with dyspepsia; medical compliance and related factors; the eradication rate a year after screening and related factors; the relationship between the eradication of Helicobacter pylori and the improvement of symptoms; and the estimated cost of three alternative approaches to treat Helicobacter pylori in the community. Methods : A total of 510 subjects with dyspeptic symptoms were selected and given the serological test in March 1998. The subjects were all adults over 30 years of age residing in Kyongju city. Results : Of the 510 selected subjects, 375 (73.5%) subjects proved positive for Helicobacter pylori on serological testing. Of these 304 (81.1%) who consented to an endoscopic examination, underwent a Campylobacter-like organism (CLO) test. Of these 304 subjects, 204 (67.1%), who had positive CLO test results, were given the triple therapy - tripotassium dicitrato bismuthate, amoxicillin, and metronidazole. To determine the eradication rate of Helicobacter pylori, 181 (88.1%) out of the 204 subjects who were given the triple therapy completed a follow-up urea breath test one year later. Of these, the Helicobacter pylori of 87(48.1%) subjects was eradicated. Among the 122 subjects who were medication compliant, the Helicobacter pylori eradication rate was 57.4% (70 subjects), while the eradication rates was only 28.8% (17subjects) in the non-compliant group. The Helicobacter pylori eradication was significantly related to compliance (p<0.01), but not to other characteristics and habits. The symptom improvement rate tended to be higher 62.1%), in the Helicobacter pylori eradicated group than in the non-eradicated group (59.6%). Conclusions : When the advantages and disadvantages of each alternative treatment were considered in the light of cost, antibiotic tolerance and the number of patients to be treated, alternative II was favorable in terms of cost. Alternative III was favorable in terms of the number of patients to be treated, antibiotic tolerance and early detection of gastric cancer. Further long-term research analyzing the cost-benefit and cost-effectiveness of each treatment will be needed as supporting material in creating new policies.

  • 2000년대 후반에 들어서, 경제 사회현상을 분석, 예측하기 위한 마이크로 시뮬레이션(Micro Simulation) 기술이 미래 핵심기술로 등장하고 있다. 마이크로 시뮬레이션을 적용하면 각 분야별 쟁점 과제에 대한 다차원 정책실험을 수행할 수 있으며, 이를 통하여 중장기적인 전략설정과 더불어 단기적인 정책수립에 대한 의사결정이 가능해진다. 복잡한 사회현상의 본질을 파악하고 여러 가지 정책적 대안을 실험해 볼 수 있는 마이크로 시뮬레이션 기술을 소개하고, 저출산, 고령화 등 사회변화에 선제적으로 대응하는 정책적 대안을 실험할 수 있는 인구동태 마이크로 시뮬레이션 기술현황과 개발방향을 소개한다.

  • 최근 급진전되고 있는 인터넷의 광대역화와 다양한 멀티미디어 컨텐츠의 수요확대 그리고 인터넷 이용자의 급증 등으로 인터넷 트래픽은 기하급수적으로 증가하고 있다. 그러나 최선형 패킷교환방식인 현 인터넷은 급증하는 네트워크 수요를 감당하기에 이미 기술적 한계를 드러내고 있을 뿐 아니라, 네트워크 확장을 통하여 급증하는 트래픽을 수용하는 것도 경제적으로 한계수위에 도달하고 있다. 따라서 네트워크 수요 대비 공급량의 불균형으로 인터넷망에서의 혼잡(congestion)문제가 점차 중요한 이슈로 제기되고 있으며, 이런 문제의 해결방안으로 네트워크공급을 늘리거나, 초과수요를 줄이는 방안에 대한 논의와 구체적인 노력이 이루어지고 있다. 이에 본 고에서는 간단한 기술 경제학적 모형을 이용하여 혼잡의 원인과 이에 대한 해결방향에 대하여 분석적인 설명을 시도하였다. 특히 본 고에서는 인터넷 혼잡의 원인이 '부정적 네트워크 외부성' 이 존재하기 때문이며, 실무적으로 혼잡문제 해결의 대표적인 대안으로 적용되고 있는 네트워크의 용량확대는 혼잡해결의 근본적인 대안이 되지 못하고, 반면 실무적으로 별로 주목받고 있지 않는 네트워크 투자를 최소화하고 트래픽을 통제할 수 있는 '혼잡세'를 부과할 수 있는 요금제 도입이 효율적인 혼잡 해결방안 임을 밝히고 있다.
