  • The study explores how the discourses on game addiction, which emphasize diligence and sincerity for labor and self-control, and professional gamers, who are trapped in pleasures of playing games in the virtual world, cohabit in Korean society. Progamers have grown from entertainment industry enlarged along with the current of the economic 'postmodernization,' mentioned by Hardt and Negri(1997; 2001; 2004). Hardt and Negri have elaborated on the economic postmodernization with the notion 'immaterial labor,' which blurs the line between economic (instrumental) actions and humane qualities as well as pertains to the potentiality of resistant practices against the power of modernity. From this perspective, progamers' labor is understood as 'affective labor,' an aspect of immaterial labor with the potentiality of resistance. However, meticulous examination of progamers' labor in this study reveals that progamers control their affects systematically, strategically, and rationally for their materialistic success. Progamers, while performing postmodern mode of labor, are subordinate to modern work ethics, which lead them to lose the potentiality of resistance. Consequently, while the discourses on game addiction and progamers outwardly form sharp contrast to each other, the two indeed are placed in tandem in the vein of modern work ethics of Protestantism.

  • This paper examines the discussion on the income-led growth known as the core economic strategy of Moon's administration in terms of Korean welfare regime. Although the income-led growth strategies have presented various issues, the income-led growth strategy seems to be a timely alternative discourse that emphasizes the demand side, considering supply-oriented growth strategies have caused long-term recession and deepening of inequality. It is important that the income-led growth strategy places social expenditures as an important growth engine for virtuous cycle of production and consumption. However, this paper has confirmed that simply raising wages and increasing social expenditure do not increase the aggregate demand and production. Moreover, empirical studies have shown that the inclusion of external sectors and liabilities into the analysis weakens the wage-led growth of the Korean economy. For this reason, this study concluded that the government's sophisticated policy intervention is necessary for the increase of real wages and social spending to be economic growth.

  • This paper critically examines the existing discourses about 'relationship', a key element of social work practice and questingly examines Lao-tzu's work of Tao Te Ching, the book of way and virtue, as an alternative theoretical framework for social work relationship. Compared to current discourses of relationship beleaguered by either modernism or postmodernism, both of which are in the deadlock of binary perspective, the insights and vision in Tao Te Ching are successfully able to overcome the limits of them and provide new and profound way of thinking about human, society and their relationship. Especially core cannons crystallized by natural humanistic concepts for cosmos coupled with innate critical power against artificial manipulations of world can extend the horizon of understanding concerning the relationship between client and social workers and therefore provide a new and attractive roles in professional relationship. Moreover, opposed to usual images of Lao-tzu's ideas such as nihilism and passivity, alternative relationship of social work can play an important role of caring the disordered reality where Dao disappered and criticise the selfish desires of individuals and comport the broken-hearted minds in modern society. In addition, results of this paper implies that more extended study articulating ideas of Tao Te Ching with the social work practice would have lots of potentials to promote later researches in quest of 'Korean' social work practice.

  • Various concepts and practices of public deliberation have been exercised over the last three decades in western countries for science and technology (ST) governance. There has been a general social consensus for the need of such new governance notwithstanding, ends and means to achieve it varied. Among various rationales, while normative and substantive perspectives are explicitly claimed in public as reasons for public engagement in ST policy making, instrumental perspectives tend to be implicitly arranged by interested parties and still affecting policy significantly. This paper therefore, examines the implications of such instrumental perspectives in public engaged ST governance. To do so, this paper analyses the discourses and practices of public deliberation for ST governance in the UK from the late 1990's until the mid 2000's. It examines the proposals made by various policy institutions and two real public deliberations- the GM Dialogue for commercialization of genetically modified crops and the Committee on Radioactive Waste Management(CoRWM)'s programme. This study finds that policy institutions tried to employ public deliberation as strategic instrument for their policy interest, which contrasted with their outwardly claimed rationales of democratic policy making and better quality in decision for ST governance.

  • This paper is to consider trends and issues of regional research in major sub-fields of human geography in Korea, following the previous one which dealt with contexts and general trends of new regional geography in Korea since the 2000s. They include historical and cultural geography on place and landscape, economic geography on industrial districts or agglomerated regions (i.e. clusters) and urban (and social) geography on urban networks and differentiation. Even though researchers in sub-fields have used different terms and concepts to identify region, they are in common to relate specificities of region to general processes such as (de)modernization, (de)industrialization, and globalization, to understand region as social and discursive constitution as well as substantive reality, and to give more attention to socio-spatial networks and relationality than territoriality of regions. These common points seem to reflect the emerging trend of new regional geography, and to get rid of existing traditional concept of region. It is suggested that major tasks for conceptualization of region in future research are to overcome dichotomy of speciality and generality, of substantive reality and discursive constitution, and of territoriality and relationality, and that important issues for empirical research on region include regional synthesis from new perspectives, uneven regional development as relational process in and between regions, and producing practice for alternative regions.

  • This article investigates how Baedal Minjok(BaeMin) has grown to be a dominant mobility platform operator in food delivery sector in South Korea and what roles its brand and branding have played in the process, drawing on the idea of origination. For the purpose, BaeMin is considered as a typical platformized mobility service provider and origination is framed to be an appropriate analytical lens for the business sector. For the origination conception, unlike mainstream neoclassical theory and concepts, is able to deal fairly well with the issues of imperfect competition, imperfect information, and monopolistic brand rent, which are apparent in today's platformized mobility services. Drawing evidence from textual data, empirical analysis pays particular attention to discursive and symbolic dimensions of BaeMin's socio-spatial biography. It is found that national origination underpinning ethnicity comprises an important pillar of BaeMin's brand and branding. Another form of place-based origination is also observed to matter, especially in the varied relation between the mobility service brand's owner and consumers. However, this configuration of BaeMin's brand origination has yet to be fully stabilized, as it has faced with serious challenges including brand vandalism and anti-brand movement especially since its merger to German food delivery platform giant Delivery Hero in 2020. This origination crisis moment appears to be associated with a series of contractions intrinsic to so-called 'platform capitalism'.

  • This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.

Overcoming the Discourse of Foreignness: A Study on Class Positionality and Dual Identity of Korean Housemaids and Korean-Chinese Domestic Workers (외국인 담론 극복하기: 식모와 조선족 입주 가사노동자의 계급적 위치성과 이중적 정체성에 관한 연구)

  • This paper suggests how Korean housemaids, called Sikmo, and Korean-Chinese migrant domestic workers have similar class positions and therefore form a dual identity in their interactions with female employers. rough spoken stories of the experiences of 27 females from Seoul, including Korean-Chinese domestic workers, Korean housemaids, and their employers, this research effectively overcomes the dichotomous discourse of natives versus foreigners. Instead it suggests the new interpretation that it is not foreignness but class inferiority of the domestic workers that plays a key role in establishing relationships with employers. Korean housemaids and Korean-Chinese domestic workers, both groups of whom are migrant workers, have developed coping strategies to enhance their labor value by spatially relocating themselves from their home society to a new society. They possess a similar labor status in women's history, being of low income, low education, and rural births. Consequently, these women experience 'translocal anchoring,' meaning their identities are intertwined with that of their home societies, and employers perceive them based on the characteristics of these places. The Korean employers perceive that the domestic workers' morality and intellectuality are inferior based on their class differences. This stigmatizing process leads employers to regard domestic workers as ambivalent people, not only threatening outsiders but also objects of pity, needing love and protection of their employers. The employers educate them culturally, teaching them skills to survive in the urban environment. These skills include cooking and language, in addition to advice on long-term plans to blend into society.
