The Spatial Structure of the Production of Technological Knowledge in the Korean Photonics Industry (한국 광산업(光産業) 기술지식 창출의 공간구조)

  • The purpose of this study is to investigate the spatial structure of the production of technological knowledge in the Korean photonics industry. Patent data were used as a proxy of knowledge production. The data were gathered by keywords among the registered patents which were applied from 1996 to 2007. The photonics industry patents registered at United States Patent Trademark Office(USPTO) show that Korea and Taiwan, as a latecomer, have rapidly increased. The photonics industry patents registered at Korean Intellectual Property Office(KIPO) were analyzed by type of application: single-applicant and co-applicant patents. The analysis of single-applicant patents shows that technological knowledge in the Korean photonics industry has been produced mainly in Seoul, Suwon, and Daejeon. The degree of spatial bias, however, has been slightly decreased during the study period. Above-mentioned regions are also main centers in the analysis of co-applicant patents, but the forms of inter-regional cluster and network are different over time. It is because agents participating in co-applicant patents are diverse and increased. Furthermore, it seems that policies, such as the improvement of the infrastructure of ICT, the promotion of the photonics industry and the industry-university-institute collaboration, are very influential.

Curriculum of IoT by IPC Code Analysis of Patents (특허문헌의 IPC 코드 분석에 의한 사물인터넷 분야 교육과정에 관한 연구)

  • We analyzes representative technologies of IoT patents and reflects these results in the curriculum of IoT. In order to identify the representative technologies, the IPC codes of the patents were analyzed. Among the main category IPC codes, the most used IPC codes were H04L in Single IPC Patent with 974 cases(32.0%) and G06Q in Multiple IPC Patent with 710 cases(29.2%). As a result of classifying the IPC code into the WIPO technology classification system, the most emphasized technologies are Digital Communication, accounting for about 60.5% in the Single IPC Patent and IT Methods for Management(710 cases, 29.2%) in Multiple IPC Patent. The main points to be considered when organizing the curriculum of IoT are: ∇Emphasis on Digital Communication, ∇Expansion of Education related to IT Methods for Management(Including entrepreneurship and patent application), and ∇Consideration of subjects related to the Convergence of IoT. This research can contribute to the curriculum design of new industrial technologies such as AI and Fintech.

  • 지식기반 사회가 도래하여 기술혁신이 가속화되고, 글로벌 경쟁이 심화됨에 따라 과학기술 R&D 수행에 선행기술 분석의 중요성이 증대하고 있다. 논문과 특허는 이 작업에 있어서 특허 단독으로는 학술 문헌으로 얻어진 기술 정보가 시장 관점에서 어떻게 활용될 수 있는가를 검증하는데 이용될 수 있다는 점에서 의미가 있지만 분류체계 및 데이터 특성이 다른 논문과 특허를 연계하는 연구는 또 다른 이슈와 가치를 지니며, 아직까지 국내 연구가 부족한 상황이다. 따라서 본 연구에서는 상호 주제 해석이 불가능한 논문과 특허의 분류체계를 일원화할 수 있는 매핑 테이블을 생성해서 두 유형의 문서가 상호 연계가 가능한 환경을 만들고자 한다.

  • 타 디스플레이의 역사에 비하여 상대적으로 짧은 기간 내 빠른 기술적인 성장을 거듭한 OLED 기술은 향후 디스플레이는 물론 조명시장까지 잠재적인 큰 시장을 갖고 있다. 따라서 이러한 시장을 확보하기 위해서 지속적인 기술 개발이 필요한 실정이다. 본 논문에서는 OLED 제조공정 중 챔버를 진공상태로 유지하기 위해 챔버 단독 또는 챔버와 챔버 사이에 설치되는 진공밸브 관련 기술의 특허 현황분석을 통해 중복연구와 기술 침해로 인한 문제점을 미연에 방지하고 향후 연구방향을 설정하는데 있어 선행 기술 자료로 활용하고자 한다.

R&D Investment and Project Performance : Research on Industrial R&D Programs of Government (연구개발투자의 성과에 영향을 미치는 요인에 관한 연구 : 정부의 산업기술개발사업을 중심으로)

  • The purpose of this paper is to give policy implications for relevant policy-makers by analyzing factors affecting performance of industrial R&D programs of the Ministry of Knowledge Economy. The independent variables are type of project leader organization(Big Enterprises, SMEs, Ventures Businesses, Public Research Institutions, Universities), cooperative or noncooperative R&D among industry-university-research institution, total number of project participant organization, total R&D investment, and the ratio of private investment to total R&D investment. The dependent variables are domestic or foreign patents granted and domestic or foreign papers accepted. The method of analysis is Poisson Regression analysis operated by STATA. The results of this research are follows ; Universities show higher R&D performance compared to enterprises or public research institutions in terms of patents and papers as well. Venture businesses show higher patent performance compared to SMEs. Inverted U-shaped relationship between total number of project participant organization and R&D performance is not supported. The higher total R&D investment, the higher R&D performance. The higher the ratio of private investment to total R&D investment, the higher R&D performance.

Cooperation of Industrial R&D Programs: Focussing on Types of R&D Cooperation (산업기술혁신사업의 성과창출에 미치는 영향에 관한 연구: 산학연협력형태를 중심으로)

  • We analyse the impact of R&D cooperation on Industrial R&D programs of Government (Ministry of Trade, Industry & Energy, MOTIE), specially performance differentiating between type of R&D partners, type of R&D project leader organizations. And considering five performance measures: paper, patent, technology transfer, commercialization, new employment. Using data on a large sample of post-performance survey of MOTIE in Korea (2013), we examine the impact of R&D cooperation in 2008-2012. The method of analysis is binary logistic regression models operated by SPSS. The results of this study are follows; the performance is statistically significantly different between type of R&D partners, type of R&D project leader organizations on R&D cooperation. Specially, when a private enterprise cooperate with non-profit institutions, performance has a greater success of paper, patent, new employment. On the other hand, when a private enterprise cooperate with a private enterprise cooperate, performance decrease success of paper, technology transfer. Lastly, when non-profit institutions cooperate with a private enterprise, performance has a greater success of patent, technology transfer.

Study of the Treatment for Student Co-invention in the Intellectual Property Management Code at Universities (대학의 지식재산권 관리규정 상 학생의 공동발명 처리에 관한 연구)

  • An invention produced through research by a professor at a university is an employee invention, and the industrial academy cooperation foundation of the university has the right to obtain a patent. The professor, in return, obtains the right to receive reasonable compensation for that invention. Research was carried out mostly by the cooperation and participation of students rather than the solitary performance of the professor. The contributory portion of the student to an invention can be treated as an employee invention, but occasionally it is considered a free invention. Therefore, the unilateral succession to the right to obtain a patent to the industrial academy cooperation foundation highlights the potential disputes between the university and students in the future. Therefore, in this study, the intellectual properties management codes of 80 universities were reviewed and analyzed for any possible problems and the appropriate directions to the codes' amendments are suggested.

The exploratory study of link to performance of RRC research topics (RRC 연구과제의 성과 연결을 위한 탐색적 연구)

  • 본 연구의 목적은 산학협력의 일환으로 진행된 RRC 연구과제가 성과로 연결되기 위한 필요요인이 무엇인지를 밝히는 연구이다. 이를 위해 3년간 수행된 67건의 과제를 중심으로 연구책임자와 참여업체를 연구대상으로 조사하였다. 본 논문에서는 산학협력에 대한 이론적 고찰 후, 연구과제의 도출과정과 운영과정을 기술한 뒤, 성과가 높은 집단과 낮은 집단의 주요 차원별 구성형태(configuration)를 살펴보았다. 본 연구의 성격은 이론 검증적 연구가 아닌 이론 도출적 연구이며, 이중 탐색적 단계에 해당된다. 연구결과를 살펴보면, 과제제안의 경우 연구책임자 단독보다 업체의 참여가 중요하며, 이는 차후 과제활용도를 높이고 경쟁력제고에 도움이 된다. 또한 운영상 개선할 사항으로 연구부문에서는 연구성과의 응용보완, 산학협동에서는 소재분야의 수요조사와 미래형 소재산업 방향 제시 등이 있으며, 인력양성에서는 배출된 인력의 재교육과 연구원의 산업체 연수강화 등이 제시되었다. 개발 후 일관 기술이전보다 개발과정 중 참여 업체 연구원 참여를 통한 단계적 이전이 더욱 효과적인 것으로 나타났다. 한편 성공적인 집단과 그렇지 못한 집단의 구성형태를 살펴보았으며, 이 두 집단을 판별하는 중요한 변수로는 과제 선정시 개발가능성과 기술이전 후의 지속적 기술지원의 고려정도가 있으며, 참여기업의 혜택면에서 기술특허 활용정도와 기술관련 애로 사항 해결여부가 중요한 변수로 나타났다.

A Comparative Study on the Legislative System of IPRs Management of government R&D outputs in Korea and U.S.A (한.미 국가연구개발사업의 지식재산권 관리제도 비교)

  • With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.
