본 연구는 서울의 영구임대 주택과 다가구 매입 임대주택 거주자의 주거비 부담 수준의 차이와 주거비 부담에 영향을 미치는 요인을 확인하고자 하는 것을 연구의 목표로 설정하였다. 연구를 수행하기 위해서 SH주택공사에서 실시한 2017년 서울시 공공임대주택 입주자 패널조사 2차 년도 데이터를 사용하여 t검정과 다중회귀분석을 실시하였다. 분석의 결과 영구임대주택의 주거비 부담이 더 큰 것으로 나타났다. 또한, 영구임대주택의 경우 소득과 나이 그리고 주거급여 수급이 요인이, 다가구 매입임대주택의 경우 소득과 주택면적이 주거비 부담에 영향을 미치는 요인으로 확인되었다. 해당 결과는 공공임대주택 공급을 통한 주거복지정책의 실행 시 주거비부담능력에 대한 보다 체계적인 검토가 필요하며, 주거비 부담수준을 완화하기 위하여 공공임대주택 유형별로 차별적인 요인을 고려해야 한다는 시사점을 제시한다.

The purpose of this study is to evaluate the residential environment by indicators of internal and external conditions of Purchased Rental Housings (PRH). In this study, we conducted a field survey on 200 units of PRH to evaluate the residental environment located in Seoul, Incehon, Kyounggi, Daejeon, Busan and Daegu. As a result, the residential environment of PRH is managed as above average at most indicators. Partly parking areas and fire-fighting facilities are need to be improved for safety and health. It is considered that the political goal of PRH, such as housing safety and stability for low-income class, is achieved by decent housings and appropriate maintenance. However, it is still necessary to improve its management system for sustainable and safe residential environments.

The purpose of our study is empirically to identify residents' satisfaction by multi-family public rental housing and to find out another improvement to solve the housing problems facing the poor in Daegu. As a new way of settling the housing problems for the poor in city, as you know, multi-family public rental housing program was introduced by the Korean government in 2004 but rarely empirically evaluated so far. in the Residents' Satisfaction, There are no evaluation of multi-family public rental housing program except Kim's study (2006). Based on 160 survey data, we evaluated the multi-family Public Rental Housing Program within the framework of affordability in economics, a satisfaction in building and in neighborhood by a statistical method. As a result, we find out that residents on multi-family Public Rental housing are satisfied with the multi-family Public Rental Housing Program by and large. For mitigating the housing and economic problem of the poor more, self-support program as well as assistance in housing are needed and multi-family Public Rental housing Program must include neighborhood program more.

The purpose of this study was to identify the opinions on 'Dagagu' Housing Purchase and Public Rental Program by public officials and professionals in the area of social or housing welfare to suggest ideas for improvement of this program. Data were collected from 146 public officials and 108 professionals in the area of social or housing welfare. Respondents showed that the perception on this program was not high, especially respondents working in Seoul showed lower perception than respondents in other localities in spite of experience of pilot program executed in Seoul. Respondents also thought that this program will take an realistic role to improve housing welfare for urban poor. Other opinions to practice this program were also suggested.

As a new way of stabilizing the housing for the urban poor, the Korean government proposed 'Dagagu' Housing Purchase and Pubic Rental Program (DPPRP) and implemented a pilot program in 2004. The purpose of this study is to fine out whether DPPRP can be an alternative measure to solve the housing problems facing the urban poor. Physical aspects and community conditions of 'Dagagu' housing purchased by the government will be evaluated. The changes in the tenants' perception of the quality of housing after moving in the current dwellings will be studied. 46 households were temporarily selected, who moved in the purchased public rental housing in 5 districts (DPPRP pilot area). And among them, 32 households were designated as the final subjects, which could do the interview. The surveyors made door-to-door visits to tenant's houses and conducted in-depth interview by using a questionnaire The effects of 'Dagagu' Housing Purchase and Public Rental Program can be summarized according to housing environment aspects and economic aspects as follows: After moving in the public rental housing, the respondents saw improvements in overall housing environment and were satisfied with the current housing. According to a survey on the rental fee before and after moving in public rental housing, the rental fee of the latter has greatly declined. Given that the quality of previous housing is inferior to the current housing, the lessened rental burden is very meaningful.
