The discussion about capacity development (CD) has been spotlighted as significant drivers for sustainable development in recent years. Multi-dimensional natures of capacities would lead to various definitions of CD in international institutes and organizations. CD is perceived as an endogeneous process to improve actionable learning and knowledge, but most of core capacities still remain abstract notion and might be unreliable in sustainable development (SD). The paper first explicates international perspectives of CD in association with SD. An agent-based model is especially proposed to portray more details of CD. It illuminates the role of assets (or capitals, resources) in agents to impact on ingredients of CDs that are drivers or enablers for improvement of SD. A definition of sustainable capacity development is firstly articulated in international society and its conceptual framework is also creatively designed to assist concerned international organizations. The paper concludes by proposing practical spatial asset mapping linking to agent-based organizational capacity as a tool for measuring sustainable capacity development.

본 연구는 산업체 임직원 및 오산대학 교수들이 학생들에게 우선 요구하는 직업기초역량이 무엇이고, 우리나라 대학들에서는 이러한 직업기초역량을 향상시키기 위해 어떤 노력을 기울이고 있는지를 파악하여, 향후 오산대학 재학생의 직업기초역량 향상 방안을 모색, 이를 대학의 정책에 반영하고자 수행되었다. 이를 위해 정승환(2005)이 개발한 직업기초능력 진단지를 연구의 목적에 맞게 수정하여 각 학과에 협조문과 함께 배포하여 이를 회수하였다. 그리하여 설문에 응한 총 292명의 산업체 임직원 및 51명의 교수들 자료를 최종 분석하였다. 한편, 우리나라 대학들에서 재학생의 직업기초역량 향상을 위해 어떤 노력을 하고 있는지를 문헌 등을 통해 분석하였다. 조사결과, 첫째, 각 직업기초역량별 하위 항목들에 대한 중요도 대비 현재수준을 통해 개발이 요구되는 직업기초역량을 산업체 임직원들의 담당업무별로 알아본 결과, 사무 관리직은 '자기개발 관리능력', '문제해결능력', 그리고 영업서비스직은 '문제해결능력', '자기개발 관리능력'을, 기술 생산직도 '문제해결능력', '자기개발 관리능력'을 기타 업무의 경우도 '문제해결능력', '자기개발 관리능력'을 부족한 역량으로 꼽았다. 둘째, 교수들이 속한 학과의 계열별로 볼 때, 공학계열은 '기획능력', '자기개발 관리능력', '문제해결능력', '비즈니스 예절'을 그리고 인문사회계열은 '자기개발 관리능력', '기획능력', '문제해결능력', '비즈니스예절', '직업윤리'를, 기타 계열은 '문제해결능력', '기획능력', '직업윤리', 자기개발 관리능력', '정보능력'의 순으로 부족한 역량으로 꼽았다. 이상의 결과를 토대로 오산대학 각 계열 재학생들에게 우선 요구되는 직업기초역량 둥에 대해 논의하였다.

출판.인쇄분야가 노동부와 한국산업인력공단(이사장 이동훈)이 국가차원에서 표준화한 국가직업능력표준에 포함됐다. 국가직업능력 표준 개발은 노동부가 지난 2002년 5월 산업인력공단 중앙고용정보원에 국가직업능력표준개발기획단을 구성해 국가직업능력표준 개발현황, 모형설계, 활용방안 연구와 일부 영역의 개발을 위탁함으로써 이뤄졌다. 이를 통해 노동부와 산업인력공단은 2004년에 출판.인쇄, 환경서비스, 마케팅, 기계장치설치 및 유지보수, 건설시공 등 5개 영역(34직종)의 직업능력표준 개발을 완료했고 향후 매년 20~30개 영역을 개발하여 2008년까지 총 100개 영역에 대해 개발한다는 계획이다.

This study was to develop improving vocational basic skill program and content which are basic of instruction-learning ability for the vocational education substantiality. To pursue this goal, 'self-development capability' among vocational basic skills was developed through the research methodology and procedure. The interpersonal relation capability was selected as one of vocational basic skill areas when it was more effective by e-learning contents through literature review, expert conference etc. The self-development capability can be self-control and development under performing business tasks. In this study, self-development capability was programmed a interpersonal scheme, a cooperative capability, a leadership capability, a conflict management, negotiation capability, and a customer service capability. Especially this program was developed as a form of e-Learning contents focusing on improving problem solving under real case using multimedia strategies such as movies, simulation, game.

We confront incessant choices in life. A person or a group stands at a crossroad continuously and make decisions under limited conditions in each time in order to achieve a goal. These series of processions are referred to as decision making and dominates our actions. Based on this view, the decision making is crucial and it secures its own position in school education as well as in real life. The purpose of this study is to develop decision making skills instructional model that can be applied to improve decision making skills in technological subjects. The components of decision making skills in technological education was problem recognition, problem identification, alternative production, alternative assessment, optimum selection, optimum evaluate. An instructional models for improvement of decision making skills in technology education and examination was designed according to the components of decision making skills in technological education. Depending on the components of decision making skills developed a teaching material to experience each step. And in the teaching material was to verify the improved decision-making skill. Accordingly, a decision making instruction model in technology is expected to contribute to enhance students' decision making skills.

This study aims to identify the employment path of vocational instructors using sequential analysis. By grasping the employment path in detail, the study presents implications for implementing support measures for systematic preparation for employment. In particular, the study presents the relationship of the vocational instructor's employment path in stages through frequency analysis, conversion probability analysis, significance test, and conversion status diagram of each employment path. For the analysis, the survey results of the vocational instructors working at private vocational training institutions were used. In conclusion, (i) as for the frequency of past experience for employment as a vocational instructor, the share of work experience, teaching training, and teaching experience was large. (ii) In the employment path stage, work experience, teaching training, and teaching experience had the greatest influence on the transition to the later stage. (iii) The prominent employment path for vocational instructors was "work experience-teaching experience-teaching training." Based on the conclusions, the study proposes a plan for systematic employment of vocational instructors.

The purpose of this study was to suggest to enable the development of lifelong learning skill through literature review on lifelong learning concept, educational method and objectives, factor of lifelong learning skill and case on foreign engineering colleges. Some strategies and implications were given to develop of lifelong learning skill of engineering college students. In the future, Applicable program is developed and needed for effective verification through demonstration research.

This study examined the effects of learners' job competency development on their vocational key competency improvement in lifelong education based on national competency standards. A survey was empirically carried out to 480 learners of lifelong education institutions in Seoul and the results were statistically analyzed. Covariance analysis was conducted to allow for external influences of lifelong education learners' educational environment in the process that verifies the effects of job competency development on vocational key competencies classified into 4 units, namely, mathematical skill, problem-solving skill, resource management skill, and communication skill. The findings are summarized as follows. First, all factors of job competency development had no effect on mathematical competency in the single dimension. Second, the testing of hypothesis 2 showed that education system(F=3.021, p<.05) and curriculum(F=6.684, p<.05) of job competency development factors had a significant positive effect on mathematical competency in the single dimension. Third, the testing of hypothesis 3 showed that only curriculum(F=5.865, p<.05) of job competency development factors had a significant positive effect on resource management in the single dimension. Fourth, the testing of hypothesis 4 showed that all factors of job competency development had no effect on communication in the single dimension. These findings suggest that the proper harmony of both education system and curriculum or all education system, curriculum and evaluation management in the combination of lifelong education support with teaching interaction can have a positive effect on the improvement of communication.

DoD makes efforts to develop Capability-Based Force Structure through NCW and requirements. MND makes efforts to develop capability based force development and management for dynamic security environment and wartime command and control, however it seems to be very difficult to develop Capability-Based Force Structure without the concept and development method of integrated capability. The purpose of this paper is to make "An Integrated Capability Framework of Capability Based Force Structure" which presents integral capability of Enterprise. This framework contains the concept of force operation and force development view based on defense force life cycle.
