포장과 법률 - 농산물품질관리법 전부 개정법률안 입법 예고

  • 농림수산식품부는 정부조직개편 후속조치의 일환으로 '농산물품질관리법'에 '수산물품질관리법'을 통합하여 그 명칭을 '농수산물품질관리법'으로 개정, 정부위원회의 정비계획에 따라 농산물품질관리심의회와 수산물품질관리심의회를 농수산물품질관리심의회로 통합하며, 복잡해진 법령조문을 정비하여 알기 쉬운 법령으로 개정한다고 밝혔다. 본 고에서는 농산물 포장 및 유통, 원산지 표시제를 중심으로 주요 내용에 대해 자세하게 살펴보도록 한다.

  • 2011년 1월 '완구 인형 및 종합제품 EPS포장 사용 금지 규정의 삭제'로 EPS에 대한 규제가 완전 해제됨에 따라 국립농산물품질관리원은 "농산물품질관리법" 제4조 및 동법 시행규칙 제5조의 규정에 의하여 EPS 포장 상자를 포함한 농산물표준규격을 개정 고시(국립농산물품질관리원 고시 제2011-45호, 2011. 12. 21.)하였다.

  • 1997년에 '친환경농업육성법'을 제정, 시행하고 2001년부터 친환경 농산물 인증제도를 도입, 운영해 오고 있으나 69%가 저농약농산물로 유기 무농약농산물의 보편화는 이루어 지지 않고 있다. 또 2006년에는 농산물품질관리법에 GAP 제도를 반영시켜 시행, 운영해오고 있으나 인증농산물은 아직 초보단계에 머물고 있는 실정이다.

  • The purpose of this study was to compare the conventional culture method, enzyme immune method and the PCR method using species-specific primer in the analysis on the Salmonella spp. found in domestically distributed pet foods. For the study, Salmonella spp. were detected from 175 samples. From the conventional culture method and the PCR method, two samples (jerky and corn gluten) were determined as positive. Also, from the enzyme immune method, one sample (corn gluten) was test-positive. The study revealed that application of the PCR method with species-specific primer allows better distinguishment between the species of the strain collected from the samples than the conventional culture method and/or the enzyme immune method.

  • The official analytical method for the analysis of harmful heavy metals in Meju, distributed in Korea, employs a strong acid to decompose the organic components. This analysis is time consuming and harmful to the users and/or the environment. This study aimed to develop a new pre-treatment technology using laser ablation, to rapidly analyze harmful heavy metals without using strong acids. The results obtained from this method were validated by the National Institute of Food and Drug Safety Evaluation guideline (NIFDS, 2016). Moreover, a comparison of the two methods showed that the analytical time for 55 Meju samples was shortened by 96% or more in the new method. The results showed no significant difference in the recovery ranging from 90-120%. The proposed method proved suitable for detecting harmful heavy metals in Meju.

  • BACKGROUND: Rice is one of the main sources for inorganic arsenic among the consumed crops in the world population's diet. Arsenic is classified into Group 1 as it is carcinogenic for humans, according to the IARC. This study was carried out to assess dietary exposure risk of inorganic arsenic in husked rice and polished rice to the Korean population health. METHODS AND RESULTS: Total arsenic was determined using microwave device and ICP-MS. Inorganic arsenic was determined by ICP-MS coupled with HPLC system. The HPLC-ICP-MS analysis was optimized based on the limit of detection, limit of quantitation, and recovery ratio to be $0.73-1.24{\mu}g/kg$, $2.41-4.09{\mu}g/kg$, and 96.5-98.9%, respectively. The inorganic arsenic concentrations of daily exposure (included in body weight) were $4.97{\times}10^{-3}$ (${\geq}20$ years old) $-1.36{\times}10^{-2}$ (${\leq}2$ years old) ${\mu}g/kg\;b.w./day$ (PTWI 0.23-0.63%) by the husked rice, and $1.39{\times}10^{-1}$ (${\geq}20$ years old) $-3.21{\times}10^{-1}$ (${\leq}2$ years old) ${\mu}g/kg\;b.w./day$ (PTWI 6.47-15.00%) by the polished rice. CONCLUSION: The levels of overall exposure to total and inorganic arsenic by the husked and polished rice were far lower than the recommended levels of The Joint FAO/WHO Expert Committee on Food Additives (JECFA), indicating of little possibility of risk.

Development of simultaneous analytical method for investigation of ketamine and dexmedetomidine in feed (사료 내 케타민과 덱스메데토미딘의 잔류조사를 위한 동시분석법 개발)

  • According to media reports, the carcasses of euthanized abandoned dogs were processed at high temperature and pressure to make powder, and then used as feed materials (meat and bone meal), raising the possibility of residuals in the feed of the anesthetic ketamine and dexmedetomidine used for euthanasia. Therefore, a simultaneous analysis method using QuEChERS combined with high-performance liquid chromatography coupled with electrospray ionization tandem mass spectrometry was developed for rapid residue analysis. The method developed in this study exhibited linearity of 0.999 and higher. Selectivity was evaluated by analyzing blank and spiked samples at the limit of quantification. The MRM chromatograms of blank samples were compared with those of spiked samples with the analyte, and there were no interferences at the respective retention times of ketamine and dexmedetomidine. The detection and quantitation limits of the instrument were 0.6 ㎍/L and 2 ㎍/L, respectively. The limit of quantitation for the method was 10 ㎍/kg. The results of the recovery test on meat and bone meal, meat meal, and pet food showed ketamine in the range of 80.48-98.63 % with less than 5.00 % RSD, and dexmedetomidine in the range of 72.75-93.00 % with less than 4.83 % RSD. As a result of collecting and analyzing six feeds, such as meat and bone meal, prepared at the time the raw material was distributed, 10.8 ㎍/kg of ketamine was detected in one sample of meat and bone meal, while dexmedetomidine was found to have a concentration below the limit of quantitation. It was confirmed that the detected sample was distributed before the safety issue was known, and thereafter, all the meat and bone meal made with the carcasses of euthanized abandoned dogs was recalled and completely discarded. To ensure the safety of the meat and bone meal, 32 samples of the meat and bone meal as well as compound feed were collected, and additional residue investigations were conducted for ketamine and dexmedetomidine. As a result of the analysis, no component was detected. However, through this investigation, it was confirmed that some animal drugs, such as anesthetics, can remain without decomposition even at high temperature and pressure; therefore, there is a need for further investigation of other potentially hazardous substances not controlled in the feed.

  • Geographical indications are signs which identify a good as originating in the territory of a specific country, region, or locality, where the quality, reputation or other characteristics of the product is essentially attributable to its geographical origin. Korea has implemented geographical indication system through its Agricultural Product Quality Control Act since 1999. This research analyzes the impacts and implications of geographical indications on a particular cultural industry in a region using a case study of Boseong green tea which is the first product that was officially registered as a geographical indication in Korea. The results show that the geographical indication has contributed to the promotion of green tea industry in Boseong not only through increase of production but also through development of tourism. The implication is that a geographical indication can be used as an effective method to cope with trade liberalization in terms of agricultural policy. Another implication is that a geographical indication provides an efficient tool for place marketing.

  • 지리적 표시란 농산물 및 그 가공품의 명성, 품질, 기타 특징이 본질적으로 특정지역의 지리적 특성에 기인하는 경우, 당해 농산물 및 그 가공품이 그 특정지역에서 생산된 특산품임을 표시하는 것을 의미한다. 지리적 표시제는 우수 농산물 및 그 가공품의 지리적 표시를 등록.보호함으로써 지리적 특산품의 품질을 향상하고 지역특화산업으로 육성하여 생산자를 보호.육성하고, 소비자에게는 특정 제품에 대한 지리적 명칭의 정보를 제공함으로써 안전하고 우수한 농산물 및 그 가공품을 소비할 수 있게 하여 궁극적으로 생산자와 소비자를 모두 보호하는 것을 목적으로 한다. 우루과이라운드(UR)에 의한 무역협상 타결로 '95년에 출범한 세계무역기구(WTO)는 "무역관련 지적재산권 협정(Agreement on Trade Related Aspects of Intellectual Property Rights: TRIPs)"을 다자간 무역협상의 대상으로 추가함으로써 통상교섭의 영역을 상품 및 서비스생산 중심에서 지적재산권 영역까지 확대시켰다. 우리나라는 2001년부터 "TRIPs" 협정에 대한 일반적 이행을 의무화하고 있으며, '96년 10월 한.EU기본협력협정 체결시 EU의 지리적표시 보호를 위한 제도적 장치 마련을 요구하는 등 국제적인 지리적표시 보호 강화 움직임에 보다 적극적으로 대처하고, 우리나라의 우수한 지리적 특산품을 국내 및 국제적으로 보호하기 위해 '99년 농수산물품질관리법에 지리적표시 등록제가 도입되었다. 현재 보성녹차, 하동녹차, 고창복분자, 영양고추 및 서산육쪽마늘, 의성마늘, 괴산 고추 및 순창고추장, 괴산 고춧가루, 성주참외, 해남겨울배추, 이천쌀, 철원쌀이 등록되었고 지역 경제 활성화에도 가교 역할을 하고 있어 다양한 품목에 대한 지리적 표시 등록을 위한 연구가 적극적으로 진행되고 있다. 본 고에서는최근 수행한 음성 고추, 제주 광어, 제주 감귤의 지리적 특성과 품질 특성과의 관계를 조사 분석한 연구내용을 소개하고자 하였다.
