그간의 성과와 과제 : 2012년은 우리 정부가 저탄소 녹색성장을 새로운 국가발전 비전으로 선언하고 환경과 경제가 상생하는 사회로의 전환을 위해 다양한 정책을 적극적으로 추진한지 5년차를 맞이하는 해이다. 그동안 우리나라는 녹색성장을 국제적인 화두로 제시하고 온실가스의 자발적 감축목표 발표, G-20 정상회의 개최 등을 통해 국제사회에서 향후 인류의 발전방향을 제시하는 주도적인 역할을 수행하는 국가로서 위상을 높여 왔고, 국내적으로는 4대강 사업 등을 통해 기후변화에 대한 대응능력을 높이고 세계적인 금융 경제 위기 속에서도 안정적인 성장을 지속하는 성과를 거두었다. 환경적인 측면에서도 2007년과 비교하여 수도권 미세먼지 농도를 $58{\mu}g/m^3$에서 2011년에는 $50{\mu}g/m^3$으로 개선하고, 상수도 보급률과 하수도 보급률의 경우에도 2007년 각각 92.1%, 87.1%에서 2011년에는 94.5%, 90.3%로 제고하는 성과를 거두었다. 그러나, 세계적 경기 침체로 인해 국민들이 녹색성장의 성과를 체감하는 데에는 한계가 있었던 것이 사실이며, 4대강 사업이 소기의 목표를 달성하기 위해서는 변화된 환경에 맞는 수질관리시스템을 차질 없이 마련 시행하고, 도시에 비해 낮은 농어촌의 상하수도 보급률과 서비스 수준을 제고하는 등 여전히 해결해야 할 과제들 또한 상존하고 있는 것이 사실이다.

탄소배출에 대한 글로벌 규제 확대는 새로운 산업규제와 무역장벽을 가져오고 있으며, 세계 각국은 재생에너지 개발, 에너지 효율 증대, 환경 개선 등을 동시에 추구하는 녹색투자를 통해 경기부양을 도모하고 있다. 한국 정부는 이러한 환경변화 속에 녹색투자를 통한 새로운 성장기회를 모색하고 있으며, 기업은 저탄소 친환경구조로의 전환을 생존의 문제로 직면하게 되었다. 이는 산업구조의 변화와 전환을 가져올 뿐만 아니라, 인력 구성의 변화와 요구숙련의 변화를 요구한다. 이러한 녹색경제로의 전환에서, 미래 숙련수요에 대응한 인력양성은 녹색경제의 전환에 대한 대응으로서 뿐만 아니라 녹색성장을 견인하는 추동력이 된다. 본 연구는 자동차산업을 중심으로 미래 숙련 수요에 따른 인력양성 방안을 모색한다. 그린카 관련한 미래 숙련 수요에 대해 현 대학교과상의 문제점을 살펴보며 이에 대한 개선방안을 모색하기로 한다. 이를 통해 녹색성장에서 그린카 이외의 타 부문에서의 미래 숙련 수요에 대응한 인력양성 방안을 마련하는 방법론의 개선을 도모한다.

빗물활용은 이제 대안을 뛰어넘어 새로운 패러다임으로 자리잡고 있다. 하지만 물부족 현상을 해소하는 데 크게 기여하는 '빗물 재이용' 시스템이 안전성을 인정받기 위해서는 정부와 학계의 적극적인 연구가 뒷받침되어야 할 것이다. 선진 물관리시스템이야말로 녹색성장의 선두에 있어야 하기 때문이다.

Existing studies on the bicycle road were mostly for the promotion of bicycle road through the creation of bicycle road. However, as the gradually increase of bicycle users, it has been required service based on low carbon green growth in order to promote the use of bicycles which are green means of transportation. Analysis of existing bicycle use information is mainly based on calculating the amount of exercise, so the diverse needs of bicycle user does not accommodated. Therefore, in this study, it is proposed that methodology compute to reduce cost or amount of carbon dioxide, fuel, and processing costs of global warming by using bicycle. For this, a program is implemented to display bicycle use information provided in the form of GPX based on Google Earth in three-dimensional environment and to service based on low carbon, green growth. The developed program is compared with existing commercial software. Through this study, new services have been developed to carry out low carbon and green growth in terms of bicycle users, and it is considered that the services can be applied to devices such as smart phones.

도시에서 녹색성장을 위한 노력은 이미 '지속가능한 도시'를 위한 노력의 일환으로 토지이용, 주택, 교통, 환경, 산업, 행정계획 등 다방면에 걸쳐서 여러 곳에서 활발히 진행되어 왔다. 지속가능한 도시는 안정적인 경제성장, 쾌적하고 건강한 환경의 보전, 사회적 약자의 보호와 문화발전을 동시에 달성하는 도시를 의미한다. 지금까지의 도시성장이 경제위주의 양적 성장이었다면 지속가능한 도시성장은 환경문제와 사회문제를 경제문제와 같은 비중으로 다루어나가는 질적인 발전을 의미한다.

"저탄소 녹색성장 기본법" 제정('10.1)을 계기로 녹색산업의 민간참여 확대 및 기술 시장 산업의 빠른 성장 유인을 위하여 녹색분야 금융 지원 방안을 목적으로 하는 '녹색인증제'가 지난 4월부터 본격 시작되었다. 녹색인증제는 정부가 녹색기술 또는 녹색사업에 대하여 인증을 해주거나 인증받은 녹색기술을 활용하여 일정 비율 이상의 매출실적이 있는 기업에 대하여 녹색전문기업으로 확인해 주는 새로운 제도이다. 녹색기술 보유 기업을 대상으로 자금 R&D 수출 마케팅 등 지원을 강화하고 정책자금 융자, 기술평가 보증 우대를 해주며, 녹색펀드 등에 투자하는 기업 또는 일반인에게 세제혜택을 주자는 취지다. 아직은 제도 시행 초기단계에 불과하지만 많은 녹색기술 보유 업체들로부터 관심이 커지고 있는 만큼 기존 인증제도와 변별력을 갖춘 차별화되고 실효성있는 추진을 기대한다.

This study started as an effort to solve the serious environmental program that the Korean government and internationally focused on. For the purpose of the study, a green based growth education program was composed that young children could participate in. With this program, the study participants could form attitudes, behavior, and knowledge of environmental preservation. To see the effectiveness of the green growth educational program, the study set up a control and an experimental group. The program was composed with four major content 'ecosystem', 'energy', 'resource', and 'green citizenship'. The study planned 20 sessions including fairy tales, storytelling, art, game, and science activities. The study's participants were a total of 42 five-year-old children. The result of the research showed that the experimental group's environmental preservation knowledge, attitude, and behavior score was significantly higher than the control group. The green growth educational program had a positive effect on young children's knowledge, attitude, and behavior of environmental preservation. This study included the realities of the difficulties applying green growth education in kindergarten, the result provided practical information regarding the green growth educational program to kindergarten teachers.

21세기의 이슈 중 가장 주목받고 있는 것은 '녹색성장'입니다. 정부 역시 '저탄소 녹생성장'을 향후 60년 비전으로 제시하여 에너지 위기와 경제위기를 동시에 타개해 나가겠다고 선포하였습니다. 이에 따라 환경부에서는 저탄소 녹색성장의 효율적 추진을 위해 지자체 기후변화대응 강화, 탄소포인트제 실시, 폐기물 에너지 자원화, 저탄소형 소비 생산 문화 확산, 온실가스감축 실천프로그램, 저탄소 자동차 보급 확대 등 10대 중점과제를 선정하여 단계별로 추진 중입니다. 지금부터는 고유가 시대에 저렴한 연료비로 관심을 바도 있는 LPG차량(완성차, 엔진개조차량 포함)의 연비 특성에 대해 살펴보겠습니다.

격심한 세계적 사회환경의 변화는 모든 산업분야에서 기존의 패턴을 탈피해 새로운 패러다임으로의 전환을 요구하고 있다. 이제는 이를 어느 정도 충실히 반영해 혁신을 이룰 수 있는가가 국가의 흥망을 좌우하는 중요한 요체가 되었다. 건설 기술의 R&D 분야는 최근의 화두인 친환경녹색성장에 관한 기술경쟁력 강화를 위해 혁신적인 연구 성과물을 내놓고 있다. 본지는 한국토지공사와 주택공사가 합쳐진 LH공사의 토지주택연구원 녹색성장연구실의 연구원들을 만나 기계 설비분야에서 새로운 재료 및 기술 등의 연구 개발과 실용화현황을 들어보았다.

Recently, the successful appointment of the general directorate of GCF (Green Climate Fund) in Songdo of Korea made a great history for the golden triangle with GGGI (global Green Growth Institute) and GTC (Green Technology Center). Now, Korea became the Mecca for the global green growth and it gave a great opportunity foe the Korea to lead the global economy in the future. However, to successfully manage the GCF, the Korean government should show their willingness as well as the readiness for the green prowth and green productivity. It is really hard for the Korea, since it takes the second rank for the growth rate of carbon dioxide emission in the world. To overcome this shameful status, it should make the best effort to promote the green productivity, especially in a field of logistics industry, because it takes 21% of global CO2 emission, the second largest portion. The research aims to systematically introduce the Global Malmquist-Luenberger Index (GML) and to evaluate the logistics industry of Korea based on the GML approach. It concludes the innovative technology is utmost important to improve the green productivity of the logistics industry and thus the Korean government should make more aggressive role to fill this missing link in the innovation network.
