This study aims to suggest the academic roles and direction of the social welfare for the elderly in Journal of the Korean Gerontological Society. For this purpose the trends of research on the social welfare for the elderly were analyzed by means of reviewing articles published from 1980 to 2008 in Journal of the Korean Gerontological Society. Out of all published articles, 215 articles were selected on the basis of unanimity among 3 reviewers including this author. First, in 1980s there were very limited numbers of articles. It had been mainly introduced foreign and domestic institutions of social welfare for the elderly and focused on the serious issues for the elderly in aging society. Secondly, in 1990s, there were explosive increases of research in elder welfare studies. The subjects of the articles were diversified and research methods were sophisticated in this period. Thirdly, it showed that the numbers, subjects, and research methods of the articles concerning social welfare for the elderly were enriched and differentiated during 2000-2004. Lastly, the research trends have focused on the issues of successful aging, quality of life, and psychological well-being in consideration of the quality of life for the elderly up to now since 2005. But the research trends have had some limitations in showing only application of theories and models or in simply introducing the knowledge in Western countries. It is necessary to have clear academic identity which can be faithful to Korean Gerontological studies.

The purpose of this study is to investigate the moderating effect of home-based welfare facilities for older adults on the associations between the activities of daily living (ADL) / instrumental activities of daily living (IADL) and the depressive symptoms among Koreans in later life. Multilevel analysis was conducted with Korean Longitudinal Study of Aging 5th data and the public report about welfare facilities from Ministry of Health and Welfare in Korea. Samples were 4,139 older adults over 65 years old. The dependent variable was depressive symptoms, and individual level independent variables were ADL and IADL. The ratio of home-based welfare facilities out of 10,000 older adults in each city and province was the moderator. As a result, the effects of ADL on depressive symptoms vary according to the proportion of elderly welfare facilities out of the old population in the community. In specific, the older adults who live in the place where the elderly welfare facility rate was higher were less affected by ADL. Also, the more IADL people had, the more depressive symptoms they had. However, the interaction effect between IADL and the proportion of home-based welfare facilities was not significant. It suggests that delivering welfare services helping ADL through the home-based welfare facilities may be useful for decreasing depressive symptoms. Moreover, considering the proportion of facilities and older population will be helpful to make the welfare facilities efficiently work.

본 연구의 논의의 전개는 오늘날 산업사회의 발달로 인해 고도의 경제성장과 의료기술의 발달로 평균 수명이 늘어나고 이로 인한 인구 고령화 현상이 급속히 진행되고 있다. 이러한 논의를 토대로 고령화 사회에서 재가노인복지서비스가 제대로 이루어지기 위해서 본 연구는 재가노인복지서비스가 전문적인 서비스 수준으로 이어져야 한다고 보고 있다. 이에 따라 재가노인복지서비스의 필요성, 재가노인복지 사업, 문제점 등에 대해서 개괄적으로 살펴보고 우리나라 재가노인복지서비스의 과제와 개선방안을 모색해보고자 한다.

It is critical to secure stable financial resources and efficient financial management for local governments to promote elderly welfare. Using the Fuzzy Set Qualitative Comparative Analysis method, we empirically examined the conditions under which the 17 metropolises and provinces in Korea increase or decrease their budget for elderly welfare. After examining previous studies, socio-economic variables(ratio of elderly people, ratio of elderly welfare recipients), financial variables(financial independence ratio), and political administrative variables (number of regulations on elderly welfare) were included in the analyses to determine the causal conditions of elderly welfare budget per person. Fs/QCA resulted in three combinations of elderly welfare budget per person: first, the combination of low ratio of elderly people, high ratio of elderly welfare recipients, and low number of regulations on elderly welfare; second, the combination of low ratio of elderly welfare recipients, low financial independence ratio, and high number of regulations on elderly welfare; and lastly, the combination of high ratio of elderly people, high ratio of elderly welfare recipients, and low financial independence ratio. Implications for elderly welfare were made considering socio- economic, financial, and political administrative circumstances based on the study results.

노인인구가 증가하면서 노인 건강관리를 비롯한 여러가지 복지대책이 중요한 사회적 관심사로 대두되고 있다. 그중에서도 치매노인의 관리 문제는 노인 복지 측면에서, 반드시 해결해야 할 최대의 과제로 떠오르고 있다. 그러나 외국에 비해 양로원 시설도 충분히 갖추어지지 못한 우리의 실정에서 이 치매노인을 위한 복지는 사실상 전무한 상태다. 이러한 가운데서 지난 1월 우리나라 최초로 서울시 북부노인종합복지관(서울시 노원구 하계동 중계 9단지 내)에서 치매탁로소를 열어, 치매노인이 있는 가정에 새로운 희망을 던져주고 있다. 서울시 거주 치매노인이면 누구나 이용할 수 있는 치매탁로소의 개소 의의와 이용방법을 소개한다.

본 연구는 노인복지시설 종사자의 직무요인이 조직성과에 미치는 영향요인에 대해 실증적으로 분석하는 것을 목적으로 한다. 이론적 배경에서 노인복지시설에 관한 문헌 검토와 노인 복지시설 종사자의 직무요인 및 조직성과에 대한 제이론을 검토하였다. 이론을 근거로 실증적 자료의 분석을 통하여 노인복지시설 종사자의 직무요인이 조직성과에 미치는 인과관계의 영향요인에 대해 검증하고자 하였다. 노인복지시설 종사자의 직무요인인 보수, 승진, 조직풍토, 업무환경, 조직구조가 조직성과인 직무만족과 조직몰입 및 충성도에 다르게 영향을 미칠 것으로 가정하였다. 실증적 분석에서는 연구대상에 대한 인구통계학적 분석과 연구모형에 대한 적합도를 검증하며, 구조방정식모형을 향해 가설검증을 실행하고자 한다.

인구의 고령화로 인한 노인여가복지시설에서 실질적인 생활거점과 복지시설로 역할이 변화하면서 경로당의 이용자가 증가하는 추세이다. 그러나, 다중의 고령층이 장시간 이용하는 시설임에도 불구하고 경로당에서 발생하고 있는 재난 및 안전사고에 관한 기초적인 정보 수집이 전무한 상황이다. 이에, 본 연구는 노인여가복지시설 중 경로당을 중심으로 현장을 직접 방문하여 관련자 인터뷰와 통계자료를 분석하여 재난 및 안전사고 실태를 조사하고자 한다. 또한, 현재 경로당에서 운영하는 프로그램을 조사하고, 노인의 건강하고 안전한 여가생활에 도움을 줄 수 있는 프로그램이 될 수 있도록 활성화 방안을 도출하고자 한다. 본 연구결과가 신(新) 노년 세대를 위한 노인여가복지정책 연구에 기초자료로 활용되길 기대해본다.

This research analyzed the relative efficiency of 27 local governments' aged welfare institutions and facilities in Gyeonggi-do Province by using Data Envelopment Analysis. The results show that 12 local governments' aged welfare institutions are relatively inefficient as compare to their reference groups, meaning that there is efficiency gap among localities. It also appears that the most influential input and output elements are the budget for the aged and the number of the aged welfare institutions and facilities, relatively. However, the influential elements differ from one locality to another.

노인복지서비스 전달체계는 서비스 내용이 만들어지고 그것이 수여자에게 전달되는 과정 모두를 포함한 개념이다. 고령화가 급속하게 진행되는 현실에서 무엇보다 필요한 것은 노인복지에 대한 적절한 정책적 대안이 제시되고 전달될 수 있도록 노인복지서비스 전달체계 관리의 효율화가 이루어 져야 한다. 효율적인 노인복지서비스를 전달하기 위해서는 서비스 내용뿐만 아니라 서비스를 전달하는 공급자 중심에서 수요자 중심으로의 전환이 요구되며, 서비스를 전달하는 체계 또한 시대의 흐름에 따라 적절히 대응할 필요가 있다. 본 연구에서는 우리나라 노인복지서비스가 어떻게하면 효율적으로 수요자에게 전달될 수 있을 것인가를 연구하여 제시하고자한다.
