Evaluation on the Specialized Quality Programs of the Senior Welfare Centers in Gyeonggi-do: Focusing on the Perspectives of the Service Users (경기도 노인복지관 특화 프로그램 평가: 서비스 이용자 관점을 중심으로)

  • The purpose of this study is to observe whether the specialized quality programs of senior welfare centers actually help service users and meet their needs. In order to find out, we have utilized three different research methods. First, an in-depth interview was generated among the service users of senior welfare centers. Second, the specialized quality program in senior welfare centers was analyzed. Third, a focused group interview among the senior welfare experts was conducted. Based on the results of this study, they suggest four practical proposals. First is to enhancing programs of senior welfare centers based on the service users' rights. Second is to providing high-class services by developing and transforming the 'elderly culture.' Third is to converting the existing programs to make associations with their local communities. Last is to building a network as a hub to communicate and sharing outstanding programs within senior welfare centers.

The Study on the Analysis and Development Direction of the Elderly Welfare Center Programs by Region Characteristics (지역특성에 따른 노인복지관 프로그램 분석과 발전방향에 관한 연구)

  • The purpose of this study is to analyze the program according to the local characteristics of the elderly welfare center and to present the development direction of the elderly welfare center in the future. The questionnaire was administered to 344 elderly welfare centers nationwide and 304 questionnaires were used for analysis. Based on the regional characteristics of the elderly welfare center, three types were derived and analyzed. The results of this study are as follows: First, the projects which showed difference according to the regional characteristics of the elderly welfare center were the functional recovery program, counseling, emotional support, and community welfare program. Second, it was found that the elderly welfare centers had different programs according to their areas. The results showed that the elderly welfare centers had different programs, group programs, self-help groups, beauty services, employment support education, economic education, retirement preparation education, home helper service, generation integration program, mobile welfare business and regional cooperation project. Based on these results, it is suggested that the development direction of the elderly welfare center is necessary to develop the program of the elderly welfare center according to the characteristics of the region and it is necessary to guarantee autonomy so that the elderly welfare center can operate the program.

Who Attends the Senior Welfare Centers in Cities? (어떤 도시노인이 복지관을 이용하는가?)

  • Due to the aging population and the entry of baby boomers into the elderly, the elderly are recognized as a group with diversity rather than a single group with the same needs. Therefore, it is necessary to try to grasp the factors that the elderly use welfare centers from the perspective of consumers. The results showed that gender, age, education, occupation, economic status, social class, number of friends, number of social activities, number of diseases, and depression were significant. In other words, women than men, older people, highly educated people, elderly people without jobs, elderly people with poor economic status, the elderly belonging to a lower social class, the more friends, the more social activities involved, the more diseases, the higher the depression, the higher the probability of using the welfare center. It was found that heterogeneous elderly groups, such as the elderly with high educational background, many friends, and active participation in society, and the elderly, economically difficult, and poor in health, use the welfare center. Based on these research results, policy and practical suggestions were made to improve the quality of welfare services for the elderly.

  • The purpose of this study was to examine the mechanism through which Senior Center User's services satisfaction impacts quality of life. We were particularly interested in the mediating effect of empowering Senior Center users. bootstraping method based on structural equation modeling were used. The partial and full mediation model were compared and X2 difference test was conducted between the two models. The result showed that the mediating effect of empowering senior center user was statistically significant and accounted for the relationship between the senior center user's services satisfaction and quality of life. Empowering senior center user mediated fully the effect of senior center user's services satisfaction on quality of life. Practice and policy implications as well as further research topics were discussed to aid the search for highly effective interventions.

The Impact of Job-resources, Job -demands and Leader- Member Exchange(LMX) on Social worker's Burnout: Focusing Senior welfare center (직무자원과 직무요구, LMX(리더 구성원 교환관계)가 사회복지사의 소진에 미치는 영향에 관한 연구:노인복지관을 중심으로)

  • 본 연구는 직무자원과 직무요구, LMX가 노인복지관의 사회복지사들의 소진에 미치는 영향을 실증적으로 검증하였다. 본 연구는 경기도 지역의 50개 노인복지관을 대상으로 총 315부의 설문조사를 실시하였다. 조사는 우편으로 진행하였고, 회수된 설문지는 총 33개 기관 189부이다. 조사기간은 2016년 1월-2월 약 두달간 이루어졌고, 기술통계, 다중회귀분석방법으로 분석하였다. 분석결과 직무자원과 직무요구는 소진에 영향을 나타내어, 직무자원이 많을수록 사회복지사들의 소진이 감소되며, 직무요구가 높을수록 사회복지사들의 소진도 높다고 할 수 있다. 또한 LMX는 직무자원, 직무요구와 소진과의 관계를 부분 매개하는 것으로 검증되었다. 이러한 결과를 토대로 노인복지관 사회복지사들의 소진을 감소하기 위하여 조직관리와 인적자원관리에 대한 함의를 찾을 수 있다.

  • 본 연구는 노인복지관 사회복지사들을 대상으로 LMX, TMX를 높이기 위하여 조직문화 감성지능의 영향을 실증적으로 검증하였다. 본 연구는 경기도 지역의 150 노인복지관을 대상으로 총 315부의 설문조사를 실시하였다. 조사는 우편으로 진행하였고, 회수된 설문지는 총 33개 기관 189부이다. 조사기간은 2016년 1월부터 두달간 이루어졌고 요인분석, 기술통계, 다중회귀분석방법으로 분석하였다. 분석결과, 관계문화와 사회복지사의 감성지능이 LMX, TMX에 정적인 영향을 보였다. 이러한 결과를 토대로 노인복지관의 구성원들의 수평적, 수직적 상호관계를 증진하기 위하여 관계문화의 형성이 필요하며, 구성원들의 감성지능의 중요성을 확인하였다.

A Study on Decision Factors Affecting Utilization of Elderly Welfare Center: Focus on Gimpo City (노인복지관 이용 결정요인에 관한 연구: 김포시 노인을 중심으로)

  • The purpose of this study is to learn about the decision factors affecting utilization of elderly welfare center of the elderly living in Gimpo city. The reason of the study is that the elderly welfare center as a provider of general welfare services could not only thinking about the state policy but also need to consider about the inherent role and function of the elderly. Especially for these elders living in rural areas, although the number of elderly welfare centers of the whole country has greatly increased in last 10 years, the effect and function of the facility are almost the same and they are still lack of leisure activities. This issue become a serious problem nowadays. For the above reasons, this article conducts a social survey of 360 elderly people over the age of 65 who lives in the Gimpo city which is a rural-urban type city. The research method is to examine the relationship between the predisposing factors, enabling factors and need factors of Andersen's behavior model with binary logistic regression analysis and the decision tree analysis. The result of binary logistic regression shows the most of factors of Andersen's model is significant. The factors of age, gender, education level in predisposing factors; monthly income in enabling factors and the reserve for old life, the preparation of economic activity for old life in need factors are significant. Then the result of decision tree analysis shows the interaction between factors; when the education level in predisposing factors is higher, the possibility of using of elderly welfare center becomes bigger. Also as the level of healthy promoting preparation in the need factors gets lower, the possibility of using of elderly welfare center still becomes bigger. Although differences were found in the interpretation of the results of regression analysis and decision tree analysis, the results of this study can still provide support for the necessity of elderly welfare centers providing integrated welfare services.

Analysis of the medical and welfare projects Efficiency of Senior Welfare Centers by DEA Model (DEA를 이용한 노인복지관 의료복지사업 효율성 분석)

  • The purpose of this study was to examine the efficiency of senior welfare centers and the cause of differences among senior welfare centers in that regard, and to investigate influential factors for the differences in efficiency and the size of the influence of the factors. What methods would be effective at assessing the efficiency of senior welfare centers by taking into account their circumstances was reviewed, and post-hoc analyses were made by using data envelopment analysis(DEA) and Tobit analysis, which were useful tools to evaluate relative efficiency. After 24 senior welfare centers located in Seoul were selected, their yearly operating data of 2011 were utilized. In this study, we set limits to the medical welfare of the elderly welfare services business, and divided into model 2 including the elderly population in the region and model 1, input factors for only internal factors, such as full-time workers. We calculated a valid result by proceeding a BCC analysis and analysis of CCR respectively. As this study has some limitations, follow-up research should be implemented. Yet this study is of significance in that it attempted to present general norms for the efficiency analysis of senior welfare centers by using a DEA model and made various post-hoc analyses based on the efficiency data to give significant suggestions on the service of senior welfare centers.

  • This study was to empirically analyze the mediating effect of burnout in the effect of job stress on job satisfaction of workers in the elderly welfare center after COVID-19. Through this, the purpose of this study was to improve the quality of social welfare services and to provide basic data that can increase job satisfaction of Elderly Welfare Center workers. The results of this study are as follows. First, job stress had a negative effect on job satisfaction. Second, burnout had a partial mediating effect on the effect of job stress on job satisfaction. Based on the results of this study, the following suggestions were made. First, the workload should be controlled to reduce the job stress of the workers in the elderly welfare center. Second, psychological and emotional support programs should be provided to reduce the burnout of the elderly welfare center workers.
