  • The Korean government has implemented the senior employment policy as a direct job creation policy since 2004. A realistic discussion of policy alternatives and orientation for this has been given little attention even though senior employment policy has been carried out for the last 10 years and it will be expanded next year. This study tries to examine active labor market policy especially focusing on direct job creation programs and policies for the disadvantaged low-income elderly in OECD countries, and then it suggests some developmental alternatives for senior employment policy based on the study's results. The main results from this analysis are summarized in two points. Firstly, except pension policies, employment policy for older workers in the OECD countries is highly proportional to the tackling of objective factors reducing the demand for older workers (wage subsidies, reduced social security contribution rate etc). And the strategies of improving employability have not been relatively important and direct job creation policy has been marginal. Secondly, employment support policies for the low-income elderly can be divided into three types: support for the low-income elderly, alleviating early retirement and support for full employment according to the criteria which are determined by policy objectives and the social economic index. Korea's employment support policies belong to the type of direct job creation among them. This seems to be due to the fact that the rate of elderly poverty is extremely high and an income security system has not been developed in Korea. However, the policy objective is still uncertain. Therefore, this policy needs to set up clear objectives and establish a proper system for the achievement of its goals. If we focus on the strength of its employment characteristics, we need to modify the policy's plan in the perspective of labor market policy. But if we intend to keep both of the current objectives, it is better for this policy to be divided into two parts: social participation and income supplements. Or it also may be a solution to transform the system into an employment service, a training system which supports participants to move into unsubsidized jobs such as SCSEP in the U. S.

  • Korea is increasingly vulnerable to disasters due to changes in economic and social structure. In particular, there are a number of disadvantaged people, such as elderly people, disabled people, basic livelihood recipients, foreigners, multicultural families, etc. who are vulnerable to social problems due to aging, polarization and internationalization. These vulnerable people to disaster have difficulties in acquiring disaster information and to respond promptly by self-help. Of course, recent studies on vulnerable people to disaster have been steadily increasing, but discussions about foreigners have been relatively inadequate. This has led to a lack of understanding about the actual situation of disaster and coping methods. Once general situations set in, foreigners staying in Korea will suffer from a vicious cycle of policy-making from the viewpoint of Korean and difficulties in obtaining relevant information. In this study, we conducted in-depth interviews on the recognition and acquisition path of disaster information for foreign workers living in Korea. Based on the results of the interviews, we derived implications for practical information, such as ways to understand and actively utilize information media frequently visited by foreign workers in Korea.

  • Purpose: The purpose of this study was to describe the reported experiences of health management among twenty elderly workers living in urban areas. Methods: Corbin and Strauss's grounded theory approach was used to capture the meaning of health management. Theoretical sampling technique was used in the interviews. Using open coding, axial coding, and selective coding, data were collected and analyzed simultaneously. Results: The core category was 'pursuing health to take root in the workplace.' Four stages of the elderly workers' health management were identified as 'awareness of health changes', 'having the will to be healthy', 'utilization of health care resources', and 'reorganization of health habits.' However, when the elderly workers reported limited capacity to manage their health, then two new categories were described: 'awareness of health changes' and 'settlement with current health.' Conclusion: To the elderly workers the concept of working was equated with being healthy. Further, the participants reported having a future oriented view of health and sought health to extend their working lives. The specialized intervention of health management targeting elderly workers in the settlement stage of current health habits should be provided.

Based on the data for the 12th year of the Korea Welfare Panel Study, 1,244 respondents who answered that the main types of economic activities were 'full-time, temporary, daily wage earners' or 'self-help labor, public labor, and elderly empolyment program in public sector.' among 4,341 people over 55 years of age under the age of 75 as of 2017 standard. The survey covered 1,244 people. By age group, 826 people aged 55-64 (middle-age group) and 418 people aged 65-74(old-age group). Middle age group showed that education level, spouse, health condition, beneficiaries of basic livelihood and average monthly income variables were the factors that influence the satisfaction of life. But The type of employment did not significantly affect. Old age group showed that the higher education level, in spouse with-living or spouse death, the better health condition is perceived, the less experience of beneficiaries of basic livelihood, the higher average monthly income, the more satisfied life is. The survey also found that old-aged people who participate in "self-help labor, public labor, and elderly employment program in public sector" are also found to be more satisfied with their lives. According to these results, policy for the old age group should be focused on hunting and expanding of employment program in public sector for the elderly. In order to boost life satisfaction of the elderly, more intensive vocational education and employment training should be provided.

  • Objectives: The purpose of this study was to identify the effects of job characteristics on smoking, and the mediating effects of job stress between job characteristics and smoking among elderly workers. Methods: This study employed data from the Korean Longitudinal Study of Ageing, and a total of 778 older workers were used for analysis. Current smoking status, job stress, job characteristics including physical job demands, job demands related to contents, working days, regularity of working hour, satisfaction with income, and sociodemographic factors were analyzed. Descriptive analysis, t-tests, chi-square test, multiple linear regression, and logistic regression were used for analysis. Results: Results showed that physical job demands and regularity of working hours were significant predictors of smoking of elderly workers. The higher level of physical job demands and regular working-hour increased the risk of smoking. Also, physical job demands, job demands related job contents, and income satisfaction directly impacted on job stress. However, job stress did not mediate the relationship between job characteristics and smoking. Conclusions: The findings suggest that smoking interventions for older workers should take into account job characteristics. Implications for practice and future study directions are discussed.

  • Recently the Korean government announced that minimum wage policy would be applied even to apartment security staffs by 2015 who had been waived from the policy enforcement for their unique work conditions. This caused apartment management to introduce unmanned security system instead of employing security staffs because of fearing possible hike of management fees. People recklessly tend to believe unmaned system is cheaper than maned system if minimum wage guideline is applied. This study examines the economic feasibility of two different apartment security systems by utilizing cost-benefit analysis: maned and unmaned security systems. The authors estimate the costs and the benefits of each security system for 5 years(2014-2018) with application of social discount rate(5.5%). Thirty six apartment complexes at 8 different areas(meons and dongs) in Asan, Chungcheongnam-do province were surveyed. And to attain the exact costs of unmaned system establishment and operation, the authors interviewed persons working for the unmaned security corporations. The benefit-cost(B/C) ratio for unmanned security system is 1.66% at minimum and 1.30% at maximum. while B/C ratio for manned security system is 1.42% and 1.66% respectively. This results mean that people's belief is not correct, that is, transferring from maned system to unmaned is not always economically efficient. Benefits of maned security system is more diverse than unmaned system. The former provides living conveniences(parking helps and keeping parcels) and social benefits(employing aged worker and giving them opportunities to enjoy happier lives) as well as security benefits like crime prevention. The latter provides security benefits only, but that effect is also doubtable. Taking into account these diverse benefits maned system provides, the B/C ratio of maned system is equitable or higher than unmaned system.

  • With the aging population, the prevalence of musculoskeletal disorders in the elderly continues to increase. In addition, musculoskeletal disorders are the third most common social and economic loss among occupational illnesses in Workers' compensation insurance benefits as of 2015 standard and are also common among workers. In this study, a vest that can assist in the prevention and treatment of musculoskeletal disorders of the waist was produced, and it is intended to confirm the presence or absence of the effect through experiments. Diseases of the waist are closely related to core muscles. Therefore, the produced vest was made in a form that supports the core muscles. Before and after wearing the vest for effectiveness verification, the While performing 10-times of the Mackenzie exercises, a waist extension exercise, collected the EMG data of the internal oblique, Rectus abdominis, and Erector spinae, which correspond to the core muscles. The collected data were analyzed through the electromyography analysis program RM-3 to obtain RMS values for 10-times measurements of each muscle and to compare the average values. After comparing the data, to verify the significance, the technical statistical value of the measurement result was calculated and the average difference was verified through PASW ver18.0, And the paired t-test is performed on the experimental results to perform statistical processing. and Statistical processing was performed by setting the significance level to α=.05.

  • The development of agricultural technology makes the increasement of pesticide usage. The results of pesticide usage were the increment of agricultural outcomes, but the health hazard was increasing also. Especially, alpine agriculture needs more pesticide than general agriculture and they suffered from more pesticide induced health symptoms. There were no study about the pesticide usage and subjective health status. So, this study was performed to investigate the relationship between pesticide usage and health status. The health status was measured by SF-12. SF-12 was well known health status measurement tool. SF-12 have two components, which were mental component score and physical component score. As a results of analysis, the alpine agricultural workers had higher pesticide exposure index and acute symptom score. As the results of multivariate analysis, physical component score was affected by pesticide exposure, but mental component score was not. Although, this study has many limitations, the result of this study can suggest the need of political advise and the further study.

  • The purpose of this study was to examine the effects of job characteristics and health on accident experience by analyzing the data of transportation workers according to age. The analysis used data from 'the fourth Korean Working Conditions Survey(KWCS)'. A total of 1,997 transport workers data were finally analyzed, and correlation analysis, crossover analysis and logistic regression analysis were performed. It was confirmed that there was no correlation between the age of the transport workers and the accident experience. In the relationship between the characteristics of transportation workers and the experience of the accident, it was found that, in the case of older workers, there was a significant effect in the order of 'at mistake someone else hurt', 'musculoskeletal problem', 'cardiovascular problem' and 'repetitive movements of hands or arms', the model explaining power was 56.9%(p <.01). In the case of non-older workers, it was found that 'depression and anxiety disorder', 'relationship between job and safety', 'at mistake someone else hurt' and 'labor union', the model explaining power was 21.8%(p <.01). Therefore, in order to promote prevent accidents of transportation workers in future, it is necessary to consider various variables such as health and job characteristics besides age.
