A Study on the Development of Construction Production Rates System for Estimating Proper Construction Expenses of Off-Site Construction (OSC) Based PC Structure Factory-Built Assembly (OSC기반 PC구조 공장제작 적정 공사비 산정을 위한 품셈체계 개발 연구)

  • The development of the Construction Production Rates System for appropriate construction cost calculation has recently come to the fore as a means of invigorating OSC based PC structure which currently needs institutional frameworks. PC structure based construction expenses consist of the factory-built assembly, transportation and on-site installation. Recently, in the field of transportation and site installation, research on product structure development is being conducted, such as presenting the standard product calculation system reflecting the results of field survey for each subsidiary materials (Lee et al., 2021). On the other hand, there is no ongoing research on estimating construction expenses of Factory-built assembly. This study suggests Construction Production Rates System which can be used for PC subsidiary materials based Factory-built assembly cost estimations. For the research, work types for the construction procedures have been categorized, and the standard input manpower suitable for the corresponding work characteristics has been derived from analyzing the associated Construction Standard Production Rates for each work type. Also, as the research referred PC subsidiary materials (such as columns, beams, walls, and slab, as well as on-site installation) and the standard number of workforce based on work types, one can calculate direct labor cost, using what the research shows. In addition, it suggests that the size of individual subsidiary materials be the extra cost factor, by using the characteristics that productivity changes depending on the size(m3) of subsidiary materials. It is expected that the research can contribute to objectively verifying factory-built assembly cost through of PC structure, which currently relies on estimates.

Classification of the Aged Distribution and the Occupational-Demographic Characteristics in the Seoul Metropolitan Area (수도권 고령층 분포지역의 유형화와 유형별 거주 및 고용 특성 분석)

  • This study provides the insight into the aged employment provision issue for the aged-low growth era. For the purpose, we analyze the national trend of the age demographic and occupational employment in first. And then we investigate the spatial characteristics of employment of the aged in the Seoul Metropolitan area which has the highest elderly population by utilizing location quotient, factor analysis, and K-means cluster analysis. As the result, we found that the spatial distribution patterns of the residence and workplace of the elderly were nearly coincided with each other. Furthermore, five clusters of the aged distribution have been determined according to the industrial-occupational-demographic attributes. The result revealed clear spatial segrmentation: Most of elderly population of the research area have been engaged in the low-level service jobs, while elderly population employed to the educated-knowledged based high-level jobs has been distributed at a few cores. The results could be applied to the practical use for regional employment planning for the aged.

Prevalence of Arthritis and Related Factors among Korean Adults (우리나라 성인의 관절염 유병 수준과 관련 요인)

  • This study was designed to estimate the prevalence of arthritis and to identify subgroups with high prevalence rates of arthritis. Study subjects were 18,406 Korean adults aged 19 and more from the 4th (2007-2009) Korea National Health and Nutrition Examination Surveys data. Annual self-reported prevalence and its rate ratios by demographic and behavioral factors were calculated using SAS 9.2 with survey procedure. The result was as follows. The crude prevalence of arthritis was 11.7% (osteoarthritis 10.2% and rheumatoid arthritis 1.7%). The prevalence was increased by age strata (2.4% in 19-44 aged, 16.4% in 45-64, 38.3% in 65 and more). After adjusting for age, we found the subgroups with high prevalence: older people, women, residents in non-apartment area, separated and divorced people, people with low education, people with several occupations (agricultural and fishery workers, elementary occupations, and unemployed), people with low household incomes, people with medical aid, and people with higher BMI. Those subgroups may be target populations in community health programs to control the disability from arthritis.

Labor Human Rights for Care Workers (요양보호사의 노동인권에 관한 고찰)

  • In 2007, Long-Term Care Insurance Law was enacted to share the family burden of caring for the elderly who are unable to perform every day living activities due to their old age and chronic diseases such as senile dementia, diabetes mellitus, stroke and more. Backed by this law, since 2008, care workers have been sent to the elderly care centers or each elder's home to help them not only with their recovery from illnesses, but also with general activities from dressing, eating, bathing, walking even to toileting. However, according to the recently released survey by National Human Rights Commission, it has been found that the caring workers are in a very poor working condition including low income, abused blanket wage system, shortage of welfare services, extra works and even sexual harrassment. It is becoming an important issue due to fast-ageing population, the fact that the care workers have had experiences of violation in their right of labor while they are at work needs to be carefully treated. In that sense, this article presents some difficulties the caring workers face and proposes effective ways to solve these problems through the perspective of human rights and human labor rights based on the report written by National Human Rights Commission. In short, for this law to function properly and to boost the worker's capability of providing better services to beneficiaries, followings can be good answers - enhanced management and supervision on caring plans and care centers, providing immediate counselling and protection for victimized care givers, training courses offered to promote service receiver's sincere respect and strengthened awareness upon care givers.

The Effects of Subjective Beliefs and Values on Use Intention of Artificial Intelligence Robots: Difference according to Occupation and Employment (인공지능 로봇에 대한 주관적 신념과 가치가 이용의도에 미치는 영향: 직종 및 고용형태에 따른 차이 비교)

  • This paper examine how acceptance of AI robots can be achieved according to occupational groups when the discourse on human labor and occupation changes due to the new industrial revolution is spreading steadily. Previous research on the acceptance of new technologies and products has predicted use behavior through subjective beliefs and values that do not change well over the short term. Therefore, this study compares the beliefs, values, and use intention of AI robots according to occupation. As a result, the subjective belief factor for AI robots was classified into belief in rationality(reason) and belief in benevolence(emotion). The value factors were divided into acceptance value(role performance, communication, social comparison) and avoidance value(risk, complexity). There was a significant difference in the effect of these on the use intention of AI robot by occupation and employment types. This result suggests that there are gaps in the occupation group at the rate of technology acceptance, as opposed to the existing prediction that AI robots will be rapidly expanded by professionals.

A Study on Health-related PSR Model using Korean Working Conditions Survey Data (PSR 모델을 적용한 근로환경조사 지표 개발)

  • This study is aimed at developing an index and indicator in the light of social factors by analyzing the basic materials on Korean working conditions survey to make it possible to grasp various working environment factors consequent on business type and to judge the industrial safety & health policy of the related area. For the purpose of developing an index, this study was conducted by benchmarking the OECD-suggested index development guidelines and overseas cases of index development. This study suggested indexes related to health by benchmarking OECD's press-state-response model. The press-state health-related indexes specified in Korean working condtions survey were found to consist of physical risk environment, working hours, business environment, and social environment, and its consequent 'state' items were comprised of mental health, physical health, absence from work due to health problems and work satisfaction as health-related items. As a result, it was found that the 'press-state index' for wage worker, regular employee, manager, clerks, expert & related personnel involved, and workers aged under 50 was relatively good; in contrast, the 'press-state index' for people aged over 50, owner-operator, daily job, skilled position in agriculture & fisheries, simple labor service, and apparatus & machines assembly worker was found to be relatively vulnerable.

Revisioned Labour Law and Labour Management Strategy in Hospital (개정노동법과 종합병원의 노무관리전략)

  • Revisioned labour law was confirmed by vote of National Assembly on 1st January 2010. Under revisions labour law the necessity was expressed to reconstruct and change the relationship between labour and management in hospital. This study was described to investigate the operational statement of labour union in general hospital and to investigate how the labour policy would be change and which form would be appear in labour union in hospital. The survey results which was operated targeting labour managers in hospital were as follows ; first, in the possibility of plural labour unions establishment, university hospital labour managers forecasted the possibility as high. but non-university hospital labour managers forecasted the possibility as low. second, even though the plural union labours would be established in hospitals there would be no difficulties in collective bargaining between labour and management. third, the labour union activities would not be shrink even though there would be wage pay prohibition for the full-time union laboures. As the wage pay prohibition acted on the full-time union labours, countermeasures are required as follows; first, there is a possibility that there will be diversity in the form of full-time union labours. It is need to make the criterion of hospital about the limit of full-time labour union members. It is need to make the criterion of labour activities of non-working hour exception. It is need to cope with the diverse demands of labour union which aim to solve the financial burdens. As the plural labour unions are permitted it is need to make countermeasures as follows ; To analyze whether there is a possibility by the establishment of new labour to be plural labour unions. To establish the countermeasures in short-term aspect to make the countermeasures to cope with the establishment of plural labour unions. In long-term aspect to establish labour and management strategies. Henceforth, found on the revisions labour law, it is need to provide in hospitals as follows; first, it is need to prepare labour management policies and substitutes which suitable for plural labour union period. Second, it is need to determine concretely on the related matters of the union labours and to develop the conclusion guidelines which preparing infective criteria. Third, to examine the effects on the hospital organization by organizational forms of labour union which is weak in financial aspect.

Affection Factors of Health-Related Quality of Life in Married Women by Job (직업에 따른 기혼여성의 건강관련 삶의 질 영향요인)

  • This study was conducted to identify the factors affecting the health-related quality of life(HRQOL) in married women according to their occupations. The study subjects were 2,555 married women in the 7th National Health and Nutrition Examination Survey, and the SPSS 25.0 program was used for data analysis. The results are as follows. In the case of office workers, the age, household income, obesity etc., were significant factors, and the explanatory power was 8.9% (p<.001). In the case of service workers, the age, education level, weight control, subjective health, and stress were significant factors, and the explanatory power was 16.1% (p<.001). In the case of simple labor, the age, education level, number of household members, hypertension, obesity, weight change, weight control, sitting time, subjective health, subjective body image, and stress were significant factors, and the explanatory power was 24.7(p<.001). In the case of unemployed, the age, household income, number of household members, number of days taking a walk per week, sleeping time, sitting time, subjective health, subjective body image, and stress were significant factors, and the explanatory power was 29.9% (p<.001). In the future, when developing a program to improve the HRQOL, the individual management programs considering the factors affecting the HRQOL according to occupation should be applied.

Need to Reduce Industrial Accidents through the Introduction of an Prevailing Wage System (적정임금제 도입을 통한 산업재해 감축 필요성 고찰)

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

Comparative Analysis of Trade-Labor Linkage in FTAs of the US and EU (미국과 EU의 FTA에 나타난 무역-노동기준 연계에 관한 비교 분석)

  • This study reviews international discussions about the trade-labor linkage and examines the labor chapters of FTAs enforced by the US and the EU from a comparative perspective. Since early 1990s, starting from the NAFTA, the US has included forceable labor provisions in its FTAs and this trend continues to the TPP which was concluded in October 2015. On the other hand, the EU's labor provisions in its FTAs have been composed of promotional elements on labor rights based on cooperations and dialogues. These different features of labor provisions in the US and European FTAs are mainly due to the motives of the FTAs of the US and the EU respectively as well as their domestic situations with regards to domestic law and institutional set-ups. The coordination of labor provisions involves a long-term institutional as well as regulatory convergence which triggers not only economic but also social changes, compared to a relatively short-term effect of tariff elimination. For Korea which has been a FTA partner country both with the US and the EU, it is significant to keep the different characteristics in the labor provisions in mind, particularly in the process of its implementation. Concerning the implementation of Korea-US FTA, it might be problematic if Korean law and its regulatory practice on labor-management relations do not comply with that of the US. The Korea-EU FTA case can also have an indirect impact on Korea's labor laws since it stipulates in its provisions that both parties should have discussions not only within each government but also with the civil communities including NGOs. Thus, Korea should pay more attention to the true meaning in labor provisions of both FTAs in order to promote its firms to be equipped with the right labor-management system in their operations abroad.
