  • EU has pursued of the economic growth and the promotion of jobs by a free movement of workers. The free labour mobility brings a sustainable economic development through the creating jobs and the acquisition of a new knowledge and technology, but it also produces the geographical unequality of the movement of workers. And the enlargement of the EU redistributes geographically the flow of labour mobility. The flow of labour movement within EU changes to the structure of mobility that moves from the North to the North instead of the movement from the South to the North as an economic development in the South and an economic transformation to the service and hightech industry in the North. The mobility of unskilled workers has diminished, but the mobility of expert workers has increased. The flow of labour movement within EU has a structure hierarchic that the experts labour move from the North to the North, and the unskilled labour move from the South to the North and from the northern Africa to the South of Europe.

  • The purpose of this study is to provide policy implications on the settlement of regional labor market of young women through detailed study on the experience of regional labor market in Jeollanam-do Province. For this purpose, this study analyzed the labor mobility experience in the regional labor market of young women, which lacked specific case studies. In this study, we have identified the causes of job changes by dividing the labor mobility of young women into intra-career moves and inter-career moves. For the causes of labor mobility we divided into two aspects: problems in preparation for employment and employment conditions. The inter-career moves included more diverse factors than intra-career moves. In the inter-career moves, problems in preparation for employment were highlighted as the causes of job changes. In the case of moving within the career, young women would leave because of the employment conditions such as the expiration of the employment period, but the turnover appears to be the way of retaining their previous career. On the other hand, in the case of intra-career moves, the strong desire to maintain the career was shown, and at the same time, the possibility of leaving the region was also high. Based on the case study, this study proposed systematic career counseling for career match, and construction of career management system to support continuous career development.

  • First, The flow into and out of unemployment has been increasing considerably too since the late 1997. Moreover, about half of job changes involve career changes associated with industrial and occupational changes which workers work for. Workers who switch industries and occupations significantly suffer greater wage losses than observed similar workers who find new jobs in their pre-turnover industry or occupation. These findings imply that labor mobility is more likely to cause losses in accumulated skill of workers. Second, this study compared the wage return to past training when a worker remains with an employer with the wage return to past training when a worker moves to a new employer. Surprisingly, training provided by previous employers has significantly positive wage effect. These findings that the skill acquired by employer- provided training is transferable across some firms. Third, this study finds that the likelihood of sectoral mobility decreases with training received in the current industry. It gives an evidence of the industry- specific training. Based on these findings, this paper suggest the way of dividing the costs of benefits of training among employers within their sector to prevent under-investment in training.

  • Because of the technological innovation of information-communication, the liberalization of world trade and the intensification of regionalisation, the world economic space is in progress of globalization that is not only a product but also a capital, technology and labour move freely over the countries. In the globalized economic space, the multinational finns accelerate a globalization of capital and labour by exporting the capital to the peripherals countries for the low cost of production and importing the low wage labour from the peripherals countries. East Asia which appeared one of the world triad economic axis with a rapid regional economic growth after 1980's intensifies the regionalisation of capital and labour. As the increase of gap in cost of production and income level among the countries, not only the direction of flows of capital and labour but also the traits of migrant labour also changes remarkably.

  • The cross-border flow of workers in EU having the freedom of labor mobility and residence plays a role in the border labor markets as a structural factor of regulation. The regulation role of the cross-border flow of workers on the Grand R$\acute{e}$gion, which is the border among the France-Belgium-Luxemburg-Germany, is as follows. First, the cross-border flow of workers regulates the regional surplus and lack of labor in quantity and quality. Second, the border labor markets are regulated by the regionally segmented supply and demand of labor and are modulated by the flexible employment like a part-time and temporary employment. Third, the residence of the cross-border workers concentrates on the adjacent regions to the border. And the atypical cross-border workers, who have their residence in the neighboring country but works in the existing country, are rising rapidly.

In the former we used IV that the fraction of certification by occupation by firm scale to solve the selection problem. In the latter, it's used matching method and kernel regression. The paper shows that certification effect on wage has about 5.1~9.9%. The result of analysis between certification and labor mobility indicates better certification effects on long term tenure to the same firm than certification effects on wage from labor mobility. Also, we knew that the employee which have no certification relative is difficult to be established in the same workplace.

  • It is expected that labor mobility and inter-industry labor turnover would rise due to the rapid changes in the industrial structure and legal institutions of layoffs after the 1997 economic crisis in Korea. One aspect of economic costs of labor mobility is demise of accumulated skills of workers. Workers' skills could be decomposed into three parts, general skills, firm-specific skills, and industry-specific skills. Using data from the panal data of Korea Labor Institute(KLIPS), I show that the net return to seniority is markedly reduced once industry-experience are controlled for. The returns to industry-specific experience are relatively high. Particularly, the experience in one-digit industry is more important for the white-collar workers, while the experience in three-digit industry is also important for the blue-collar workers. Therefore, it seems that the economic cost of labor mobility would be diverse between the skills and between the working classes.

  • In Korea, youth participation in economic activities and unemployment appear at the same time, which is a more serious problem, so a study on the labor market movement can be viewed as a study to overcome youth unemployment. The purpose of this study is to examine how labor movement between the employed and the unemployed is progressing through the survey data of the youth panel among the employment panel and to identify the factors affecting the movement path and movement of the employed and the unemployed. In the case of the employed, they possessed professional qualifications, and in the case of unstable occupational status, they attempted to move to a stable position after being employed. In the case of the unemployed, the probability of failing to find a job was higher as they had no job search experience, the longer the job search period, and the less effort they made. The fact that the home environment directly or indirectly influences the movement of the labor market remains unchanged. On the other hand, the higher the educational level, the more stable, and the most stable the metropolitan area. Therefore, more urgently than ever, a plan to revitalize the local labor market through the organic relationship between the government, local governments, local industry, and local universities and balanced regional development should be sought.
