Prior to the establishment of 'Employment-Related Big Data Center (tentative name)' to support the development of customized employment services. This Paper examines the current status and limitation of employment-related data in korea. Then, the implications were derived through foreign employment-related big data construction cases. Through the above analysis, I proposed measures to build and utilize employment-related big data at the individual level, focusing on the Transitional Labour Markets theory that emphasizes the implementation of individual labor force states. Finally, we presented future challenges such as massive maintenance of employment-related DB, increased representation of big data to be built around employment insurance DB, and increased reliability of DB presented.
This paper is to critically review the economic reasoning of non-sustainability of welfare state due to its intrinsic incentive problems and to see how the nordic welfare state responds to them. The welfare state as a political design of state to pursue equality has social insurance as its main economic function. It survives market failure of private insurance to contribute to human capital investment and industrial restructuring. The universal tax-financed welfare state, however, has the problem of tragedy of commons such as reduced work incentive and work ethics. But, the existing nordic welfare state overcomes it through employment-focused policy arrangements, maintenance of work ethics and benefits moral, incentive mechanism of wage-compression, public educational investment and its complementation with social security. The Nordic model shows that problems of incentive and moral are not about those of theory and reasoning, but about their reality which policies and institutions could respond to.
The object of the study is to examine the change of social-economic structure and poverty-shape to escape poverty. In Korea, the working poor have been increased by flexibility and division of labor market since the economic crisis in 1997, and are faced with hard conditions due to the vulnerable welfare system. Especially the workers who engage in irregular jobs were increased by restructure of labor market. Besides they are in unstable employment terms such as low payment, low-skill and exclusion from welfare-benefit. Many small independent businessmen are also in danger of poverty for enterprises trend to move abroad by globalization. Poverty policy in our country was focused on the absolute poor class that has relation with old age, unemployment, disable, disease etc, so they were the object of welfare policy. The poverties, however, are increasing rapidly after the economic crisis, and they work so hard but are still poor, that is, participation in labor market doesn't become an element to escape poverty. Thus the emergence of new poverties whose core consists of the working poor becomes to need new poverty policy. The study is to survey change of their economic conditions, their welfare conditions, their experiences and responses of social dangers after the economic crisis, then to explore the policy to escape poverty. As the result of the study, it shows that the working poor experienced many kinds of social dangers like unemployment, decrease of income etc. In their welfare conditions as their responses to the social dangers, the benefit of social insurance, enterprise welfare like legal retirement pay and paid leave and private welfare such as private pension and insurance are low. The working poor are faced with social dangers, moreover, they don't have skill or education for adapting themselves to information society. The study says that it needs variable policies for the working poor to escape poverty, and suggests payment & tax policies as stable income policy, occupational discipline and skill-education for promoting the quality of employment, moreover, social insurance as expansion of social welfare policy and housing & education policies whose objects are the working poor.
The secondary health status of the disabled is more vulnerable due to the aging of the disabled, the nature of primary disabilities, and social and environmental disability suppression and stress. Therefore, this study aimed to examine the experiences of secondary disabilities of the disabled and how they responded when secondary disorders occurred. A total of 13 people with severe disabilities with secondary disabilities were interviewed in a focus group and analyzed by applying phenomenological research methods. As a result of the analysis, people with disabilities were experiencing secondary disorders due to variations in the experiences of aging and primary disorders, management problems and life accidents in the primary disorder, misunderstanding of the labor market for disorders and health, misunderstanding of risks of secondary disorders and lack of prevention. In response, people with disabilities live alternatively between body and work, body and academic, try to prevent worsening of secondary disabilities at the individual level, continue to enter the hospital, or choose a life that puts health first. While experiencing secondary disabilities, people with disabilities experienced the threat of life, recognized life as having to endure and fought to the end, acknowledged the difference between the disabled and non-disabled people, and standed aloof from their ongoing secondary disability. It also requested institutional support. Based on the results of this study, medical-level measures, institutional support measures in the labor market, and social welfare practices were discussed.
This paper examines how Korean economy has been asymmetrically changed after economics crises. The three crises during the last three decades, covid19, global financial crisis, and currency crisis, have deteriorated the economic inequalities of Korea in various ways. First, manufacture industry has been affected larger by economic crises, but recovered fast. The shocks in service sector were small but persist longer or were permanent. Second, although the covid19 spreaded out more to the capital area, the negative economic shock was greater in the non-capital region. That is, the crisis in the capital region transferred or amplified to the other region. Third, the inequality between permanent and temporary workers became worse after crises. Fourth, the sluggish small business growth problem became more serious during the covid19. In order to overcome the industrial and labor inequality, it is desirable to government strategy for economic development from focusing on high value-added industry to a balanced growth for all industry and region. To this end, governemt support should be asymmetric. That is, it should focus on indirect support such as regulatory reforms in the high value-added and private-led industries, and, for small business related service sector and non-capital region which have had limited opportunity of renovation and growth, the more active effort of government and government-driven gowth strategy would be desirable.
This paper aims at analysing what impacts the experience of self-employed business have had on the income mobility. Since 2000s, the flexibilization of labor market and the population aging led to the increase of the number of self-employed job as many retirees at the age of early 50s has set up the self-employed business as a bridge job. However, previous researches just have emphasized on the impoverishment of the self-employed, but not focused on what different effects the experience of self-employed had on the income class mobility by age group. This paper compares the difference in the income class mobility by age group and employment status, and analyses its longitudinal trends. According to the result, as a whole the experience of self-employed has positive effect on the upper mobility of income class, but it become disadvantageous for the upper mobility as the age goes up. When belonging to the age group over 60s, the experience of self-employed rather increases the risk of lowering income class. Just as the experience of self-employed has different effects on income class mobility by age group, so the differentiated measures for age groups are demanded.
Moonlighting or second-jobs will increase shirking of the primary job. This paper analyzes the motives for moonlighting so that the means of reducing these motives could be explored. The traditional theory claims that a worker who cannot fully realize his work potential will look to moonlighting. In a two-period model, however, the following motives are more important. The precautionary savings motive : A worker has an incentive to save for fear of losing his job and his income in the second period. The worker could save more by working more during the first period, and this additional motive for working is the precautionary savings motive. The insurance motive : When a worker is unemployed, he cannot expand his moonlighting hours according to his needs since the moonlighting hour is upward rigid. Therefore, a worker has an incentive to secure additional moonlighting hours in the first period so that quick adjustment can be made during the unemployment in the second period. Two policy measures to remove those motives for moonlighting are recommended, for these measures will enhance the productivity in the primary job. First, a firm should guarantee that there will be no layoffs in a downturn in the economy and that the employment level is adjusted to the economic states by work sharing among workers. Second, as unemployment insurance benefits compensate a portion of the income in case of unemployment, it substitutes the motives for moonlighting. A generalization of this argument can be found in Ehrlich and Becker(1972) where self-insurance(moonlighting) and market insurance(in this case, unemployment insurance) serves as substitutes. The two policy measures in the above have a spill-over effect : A decrease of labor supply in the moonlighting market will ease job search, and therefore will help those who have their primary job in the moonlighting sector.
This research studies how women's hourly wages affect childbearing using data from the National Longitudinal Survey of Youth. The results of discrete time hazard model show that the relationship between women's hourly wage and fertility is dynamic. Overall relationship looks negative, but they are not consistent across education levels. Women who have a high school diploma or less have a tendency to decrease childbearing when their wages increase. But women who have some college experience or a college degree are likely to have children when their wages increase. It means that only for highly educated women who are likely to be in high paying decent jobs, the rise of income can be used as a resource for reconciling the mother's and worker's roles. Or, for less educated women who are likely to be in the low paying jobs, the rise of income is not large enough to lessen role incompatibility.
The source of value-added creation in modern times has been transformed from material to man's value-added generating power, and ownership of the means of production has been converted from a particular landlord, capitalist to a person with value-added capacity, and a system of capital participation is needed beyond the profit-sharing system or performance incentive system in which workers of an enterprise participate in simple profits if they significantly increase the added value of the company. It is also necessary to introduce our private stock system as a means of addressing the problem of capital bias and for the stable development of capitalism. The purpose of Employee Stock Ownership Plans is to improve the economic and social status of workers and promote labor-management cooperation by allowing workers to acquire and hold shares of the stock company in which the employee ownership association is established through the employee ownership association, but the reality is that our stock ownership system has failed to achieve its purpose due to insufficient protection against the employee. The purpose of this study is to investigate the effect of job experience while attending college on the turnover risk in the first job following graduation. Data was obtained from the 2015 Graduates Occupational Mobility Survey (GOMS). Subjects included college graduates under 30 years of age, who graduated from high school and entered college in the same year. The results of this study are as follows: First, students who had job experience while attending school were relatively low in economic characteristics, but showed active employment preparation behavior. Second, there was a significant difference in the characteristics of entry into the labor market according to whether they had job experience while attending school. It was found that the securing their first job of graduates with job experience was shorter, and the period of tenure was longer, but their wage was smaller than non-experienced graduates. Third, the Cox regression analysis confirmed what factors affected their employment period, and that job experience, experience frequency, and experience period while attending school had a positive effect on lowering turnover risk. Therefore, this study found that job experience during schooling years makes the employment period of the job longer after graduation, which is consistent with those who had previous job experience. However, the greater amount of job experience during the period of study positively affects job retention.
