세계화 추세의 가속, 급속한 기술진보 및 정보화의 확산 등은 국제간의 분업구조 뿐만 아니라 국내의 산업구조 및 취업구조를 급격히 변화시키고 있다. 국내 취업구조의 변화는 산업간 직업간 취업비중을 모두 변화시키고 있어 고용의 양적 측면은 물론이고 질적 측면에서도 큰 변화가 예상된다. 그러므로 중장기적인 노동력수요 예측은 향후 인력양성의 방향과 체계를 결정하는 데 중요한 지표가 될 뿐만 아니라 노동시장 정책에 있어서도 반드시 필요한 자료가 되고 있다. 따라서 본 연구에서는 향후 노동력에 대한 중장기 수요를 일반균형적인 접근을 통하여 산업별 직업별로 예측하고 이 예측결과에 따른 향후 노동시장 및 인력정책의 방향을 제시하는 데 있다. 본 연구에서는 기존의 연구들이 사용한 방법의 이론적 약점을 보완하면서 실증 결과의 예측성을 높일 수 있는 개선된 방법을 사용하였다. 산업별 취업자를 전망하는데 있어 기존 연구결과들은 주로 노동시장의 단일방정식만을 추정함으로써 생산요소의 수요가 비탄력적이지 않음에도 불구하고 생산요소간의 대체가능성을 무시하고 있으며, 인력수요에 중요한 결정 요인인 기술변화를 고려하지 못하고 있거나, 취업계수의 변화를 통해 기술진보의 효과를 고려한다고 하여도 기술진보가 생산요소간에 비중립적(factor non-neutral technology changes)으로 일어날 경우 요소간 대체가능성을 간과하고있다. 이러한 단점을 보완하기 위해 본 연구에서는 산업별 취업자 전망에서 노동시장의 단일방정식 추정이 아닌 일반균형에 입각한 경제 모형을 사용하였다. 또한 직종별 취업자 전망을 위해서는 일반적으로 이용되는 필요 인력량에 대한 고정계수(fixed coefficient manpower requirement)를 추정할 때 이중비례행렬모형(二重比例行列模型)을 이용하여, 산업구조의 변화로 인한 직업별 인력수요 변화가 충분히 고려되도록 하였다. 전망의 결과에 따르면 향후 우리 경제는 지식기반경제(knowledge-based economy)로 이행하고 있다고 볼 수 있다. 우선 산업구조면에서 지식집약적산업으로의 구조조정이 일어나게 되고 이에 따라 산업별 취업구조에서도 고기술산업의 취업준비중이 급속히 증가하게 된다. 직업별 취업분포에 있어서도 전문기술직 행정관리직 등의 고숙련 사무직의 비중은 크게 증가하는 반면 생산관련직과 농림어업직의 비중은 감소하게 된다. 이처럼 경제가 지식집약화되어 감에 따라 고학력자에 대한 수요는 지속적으로 증가하지만 현재 적절한 인력양성과 공급이 이루어지지 않고 있어 향후 기술이나 기능에 따른 수급부일정(需給不一政)(skill mismatch)현상이 매우 심해질 것으로 보인다. 따라서 앞으로의 인력정책에서 가장 주안점을 두어야 할 부분은 첨단기술산업과 관련된 인력의 양성에 있다고 하겠다.
The double dividend hypothesis of environmental taxes has been a very widely debated research topic since its introduction in the mid-80s. Unlike the second generation studies, which stated that the double dividend environmental taxes were impossible to realize, the third generation researchers of today are focused on assumptions or conditions that make the hypothesis viable. The third generation studies state that the double dividend hypothesis is possible through functional form assumptions, such as the characteristics of taxes levied on polluting goods and the overall tax efficiency of the initial tax systems. The most notable, however, is the fact that the working mechanisms of third generation studies, upon closer inspection, give homogeneous effect on the labor markets, although at first glance the third generation studies take seemingly unrelated approaches. This thesis stems from such idea, and it attempts to analyze the effects of environmental taxes on the labor market. After a thorough analysis, the results match the intuition, as the viability of the double dividend hypothesis of environmental taxes largely depends on the effects that policy changes generate on the labor market. In order for the hypothesis to be plausible, environmental tax policies have to increase the labor supply.
Population aging in Korea is in progress rapidly, though it isn't recognized as a critical situation now. Absolute scale of population will decrease since 2030 and that of 2050 will stay in 2005 levels. But most serious problem is that the core working age group, 25-54 ages will begin to decrease since 2012 because of low fertility and population aging. In these situation of population aging, we will face inevitably great amount of labor force shortages and we should build up policy alternatives for solving these problems. I proposed some policy alternatives. firstly, pronatalism policies including state-supported child-care system for preventing decreases of absolute scale of population. Second, facing up to labor shortages under population aging, I proposed policy alternatives for increasing labor market participation, measured by employmeny rate, of aged (or aging) people including wage-peak system of extending retiring ages and women including lowering opportunity costs of women labor market participation rates, given laboer forces. And to conclude, we should approach to the aging problems by steady state equilibrium ecnomic growth, under inevitable population aging.
Recently SMEs(small and medium enterprises) in Korea have experienced severe labor shortages. In particular, college graduates avoiding SMEs are widely spotted. According to previous studies, the main causes of the evasion by college graduates are the inferior working environment and low wages. Some studies also state that SME workers experience discrimination. However, most studies have focused only on unemployment issues of the young graduates. In this research, the results of follow-up surveys on the employment status and job conditions of recent college graduates was linked as a panel data, and the performance of the graduates was analyzed. Based on the analysis, we found college graduates who are employed SMEs are likely to have their initial career fixed to the SMEs. Second, the job separation records of the young SME workers does not show positive labor market performances such as upward movements or wage increases, and the process itself turned out to be entailed frequent separation. Third, the inferior wage level at SMEs and the fact that this effect is cumulatively amplified has been a key factor for evading SMEs. Thus, it is difficult to say that the early-stage careers in SMEs are constructive in future career development. On the contrary, the early careers at SMEs result in lower labor market outcomes, and frequent job separation.
This study aims at explaining organizational mechanisms of inequality that has been rising rapidly alongside the proliferation of irregular employment in the post-crisis Korean labor market. It argues that inequality is not sufficiently explained by individual gap in human capital or widespread marketization as such. Social categories into which each individual worker falls seems more important as a source of labor market inequality. Employment types that are composed of regular and irregular employment do not simply indicate the different economic meanings of employment contracts but have rather been institutionalized as a social category of status in the context of inequality over the past two decades. They are also often matched with other social categories such as gender that have created and reproduced greater labor market inequality. We pay attention to the organizational practice of dominant incumbents who make claims for advantages of return based on their exclusive accessibility to limited organizational resources and explain how that particular practice plays a role to increase relational inequality between those insiders who achieve advantageous returns and outsiders mostly irregular workers who are excluded from those resources because of the social categories that they belong to. In this study, we identify seniority based pay as the key organizational practice that justifies categorical differences within the workplace and examine how that particular practice contributes to organizational level segmentation and income ineqaulity.
This paper examines how a social investment approach can be applied in a comparative analysis of childcare arrangements. We compared changes in Sweden, France, Germany, the UK, Japan and Korea during the 2000s, focusing on four dimensions of social investment: activation, gender equality, quality of care, and the degree of state's intervention in the family. We considered leave systems and the number of children enrolled in formal care and education facilities as indicators for labour market activation. For gender equality, women's position in employment is considered with respect to labour market participation rates, proportion of permanent employment, and wage-sex ratio. Quality of care concerns child-to-staff ratio and care provided with government quality control. The state's intervention was measured as social spending on families as proportions of GDP and total social spending. Our analysis provides empirical evidence that Sweden and France are pioneers in this arena and that the UK, Germany, Korea, and Japan are path-shifters in their care paradigms, albeit to varying degrees. Is the social investment approach an adequate paradigm for care? In a normative sense, this approach has potential. However, the following issues remain unaddressed: gender equality should be achieved through an expansion in good-quality jobs, fathers should be encouraged to take on childcare duties, and families should have universal access to good-quality childcare services controlled by the government.
This paper examines whether 'abnormal work practices', which have rapidly increased since the mid 1990s, are a 'bridge' for workers to 'normal work practices' or a 'trap' from which they are hard to escape. It provides both the static and dynamic analysis. The former shows they are likely to work as a 'trap'. The latter, which investigates the transition probability during the last 24 months, also supports the same result. It finds out that most of part-time workers paid by an employer are contingent workers or daily workers and that about fifty percent of 'abnormal workers' took them involuntarily.
To reduce labor market discrimination, there are lively discussions about the role of extant labor regime based on labor unions. It includes both the critical perspective on extant labor movement and the necessity of new actors for resolving discriminations within labor market. Among new actors, the present study focuses on contingent labor centers. Specifically, we have investigated on the development and identity of contingent labor centers as coalition of local government-labor organization. The core content of this study is to reconstruct the activities and strategies of contingent labor centers throughout the longitudinal approach. From many evidences, we can confirm that contingent labor centers have evolved via three phases such as differentiation, de- politicizing, and networks. This finding also provides insights about inside relationships between contingent labor centers and outside tensions between contingent labor center and extant labor organizations. We finally discuss on the theoretical implications of contingent labor center as new actor for contingent worker movement.
This paper empirically examines the reemployment pattern (full-time versus part-time reemployment) using pooling 6 year data of Korean Labor and Income Panel Study (KLIPS, 1998-2003). A discrete data analysis (multi-nominal logistic regression) is adopted to identify variables predicting reemployment pattern. Among those who lose full-time or part-time job in previous year, women and older people are found to have both longer unemployment durations and lower probabilities of full-time reemployment (versus either each of part-time reemployment or unemployment) than men and younger people. Therefore, the future labor market policy should be more associated with the one for reducing these gender and age differences in worker characteristics.
This paper attempts to provide a new theoretical approach and an empirical analysis based on it to interrogate the structure of household income inequality and its changes in South Korea in the 2010s. Previous research on inequality in sociology, labor economics and feminism has focused on local inequalities which derive from specific spaces of society. For a comprehensive understanding of social inequality in totality, it requires a discussion of global inequality beyond local inequalities. Thus, a synthetic approach that integrates local inequalities, encompassing class, the labor market, population, and family. By using regression-based inequality decomposition, we decompose the contribution of gender, level of education, employment status, occupation, household composition and wealth to household income inequality. This paper shows that household and wealth, as well as the factors discussed in the previous research, are significant factors affecting household income inequality in South Korea.
