Wage Determination Process and Income Disparity in Korean Metropolitan Cities (우리나라 광역대도시 지역노동시장의 임금결정과정과 소득격차)

  • This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.

  • The question about whether a shorter workweek may increase employment has been a serious issue and been furiously debated among collective bargainers. The advocators recommend publicly that a reduction in standard working hours will provide benefits to the unemployed through the provision of new jobs, and also can improve the quality of life workers. The opponents argue that a shorter workweek will increase labor costs and induce firms to reduce their production levels, and consequently cut back their demand for labor. Although the debate is still continuing, considerable has been made toward achieving the goal workweek reduction. The analytical framework of this paper is a Putty-clay-model, in which the short-and long-term impacts of changes in working time on the employment associated with the interrelations of wages, prices, hourly labour productivity, the firm's labor demand, business cycle and economic growth etc. must be analyzed.

The Effects of Introduction of Minimum Wages on Labor Demand in Korea: An Empirical Study for Security Workers (최저임금제가 노동수요에 미치는 효과: 감시단속 근로자에 대한 실증분석)

  • This is an empirical study in Korea on the effects of the minimum wage. Based on the survey data of security workers of 132 apartment in Seoul metro area, the study finds that the introduction of minimum wage in this sector in 2007 raised wage by 10.9%, reduced employment and work hours by 3.5-4.1% and 13.5% respectively. This implies a short run wage elasticity of employment of -0.312 but much higher elasticity of work hours of -1.68.

An Empirical Analysis on the Employment Effect of Korean Exporting using the DPD model (동태패널모형을 활용한 수출의 고용효과 분석)

  • This paper empirically examines effects of exporting on employment over the period 2000-2007 for Korean listed and non-listed manufacturing firms. The paper employs the dynamic panel model of labor demand and controls for simultaneity of the exports and real wages using a two step random effect Tobit-DPD (Dynamic Panel Data) procedure. Our empirical results suggest that surprisingly, there is no robust evidence for employment effects of exporting of Korea's large firms and small-medium sized firms during the sample period after Korean financial crisis. This implies that Korean exporting patterns have been changed in a way that exporting highly capital intensive goods leads to importing more intermediate goods and thus to countervailing the employment effects of exporting. This suggests that expansion of exporting by lowering exporting prices through the bilateral FTA might not be helpful to enhancing employment in Korea.

The Determinants of Working Poor' Poverty-Exit Possibility : Path Dependency of Working Poor Labor Market (근로빈곤층의 빈곤탈출 결정요인 연구 : 근로빈곤노동시장의 경로제약성을 중심으로)

  • This study examines how path dependency of working poor labor market segmented from the primary and the secondary labor market affects employment and quality of employment of working poor. It Further examines how path dependency makes working poor to remain in the labor market and makes it difficult for them to escape from a vicious poverty cycle. Data is based on the $3{\sim}7th$ Korea Labor and Income Panel Study(KLIPS). Markov's transition probability and discrete-time hazard analysis are used for analysis. This study finds that Korea labor market is divided into three parts; the primary labor market, the secondary labor market and the working poor labor market. The proportion of employed poor has been reduced, but the proportion of non economically-active working poor has been increased and has become the main group among the working poor. This shows that labor demand of working poor is fundamentally lacking and there are structural barriers that block working poor's employment itself. The regression analysis shows that the longer working poor labor market participation is, the lower poverty-exit rate. This is an evidence of vicious poverty cycle that the poor have little chance to exit from working poor labor market, once they step into it. Therefore, the longer their participation in poor labor market, the more likely they would move only within the closed working poor labor market. Consequently, it is necessary to fundamentally reform labor market structure and to alleviate negative perception and discrimination about the poor labor while activating labor demand.

Under-Utilization of Women's Education in Korean Labor Market: A Macro-Level Explanation (한국 노동시장에서 여성교육의 저활용: 거시적 차원의 설명)

  • Under-utilization of Korean women's education in the labor market has been observed and pointed out as a waste of valuable human resources. Although education provides women with positive returns when they work, it has been found that Korean women's education is not much related to the likelihood of women's labor force participation. This tendency cannot be explained by micro-economic theory, which says that educated women are more likely to participate in the labor force. Thus, in this analysis, a macro-level explanation is attempted to understand Korean women's economic behaviors in relation to education. Korea's rapid industrialization since 1960 has provided ample job opportunities mostly for less educated women. On the other hand, increasing demand for educated female labor has been moderate. Various restriction against women, especially married women, have prevailed in the Korean labor market. Restrictions against women and the marriage bar tend to be selectively applied to decent white-collar jobs, mostly affecting educated women. Furthermore, there has been no shortage of educated male labor due to its adequate supply. Since Korean women spend most of their adult lives in marriage, married women's low participation in the labor force is a critical factor for the low economic returns to women's education throughout their lifetime. Restriction against married women in the labor market also existed in the past of the United States and the Great Britain. However, along with the expansion of the service sector, married women in great numbers flowed into non-manual jobs. The post-1940 increase of married women in the labor force in those countries can be understood to be a result of a labor shortage for non-manual jobs. Also in Taiwan, which shares many common cultural and economic backgrounds with Korea, the marriage bar has been in decline since the late 1970s, along with an increasing demand for female labor in the service sector. In sum, the changes in the demand structure and the supply of educated male labor force will contribute to the lift of the marrige bar in Korea.

Determinants of Householdwork and child Care Time of Wives and Housbands (부인과 남편의 가사 및 육아시간 결정요인 연구)

  • 본 연구의 기본적 취지는 부인과 남편의 가사와 자녀 양육노동시간에 영향을 미치는 결정요인을 조사하는 것이다. 연구목적을 효과적으로 달성하기 위하여, 가사분담 및 육아시간 설명에 유용하게 쓰여온 다양한 관점의 이론을 도입하여, 그 효과를 검증하였다. 본 연구에서 도입된 이론은 경제적 효율가설(Economic Efficiency), 수요 및 실행가능가설 (Demand/Response Capability), 성 역할관념가설(Sex-Role Ideology), 그리고 상대적 자원가설(Relative Resources)이다. 이 가설들로부터 유출된 대용변수들의 부인과 남편의 가사와 육아시간에 미치는 효과가 검증되었는데 이 변수들은 임금률 부부간의 임금률 비율 노동시 장에서의 근로시간 어린자녀 수 성별에 따른 역할에 대한 사고관, 소득, 부부간의 상대적 소 득수준 교육수준 직업 연령 가족형태, 인종이었다. 본 연구에서 사용된 조사는 1988년 미국 위스콘신 대학 (메디슨)내의 인구 및 생태국(Center for Demography and Ecology)에서 실시한 전국 가족 및 가계조시(National Survey of Families and Households)이다. 부인과 남편의 가사 및 육아 시간량을 설명하는 이론의 효과검증에 대한 연구 결과를 요약하면 역할 관념가설을 부인과 남편모두의 가사 및 육아노동 시간을 잘 설명하는 가설로 나타났고 수요 및 실행가능성가설은 남편보다는 부인의 가사와 육아시간에 더 설득력있는 가설임이 밝혀졌다. 대체적으로 경제적 효율가설과 상대적 자원가설의 효과는 크지 않은 것으로 나타났다. 또한 수요 및실행가능가설이 남편의 총가사시간을 설명하는 효과는 크지 않았으나 남편의 여성중심형 과업시간에는 유의마한 변수로 나타난 것은 주목할 만하다.

Wage and Productivity (임금과 생산성)

  • While they compare the growth rate of wage with that of average labor productivity, we compare it with the growth rate of marginal labor productivity. After estimating the elasticity of substitution and technology level, we estimate the marginal labor productivity. Wages and marginal labor productivities are similar over 1963-2000. However, while wages come short of marginal labor productivities over 1963-1986, they exceed marginal labor productivities over 1987-2000. Although the growth rate of wage is not so different from that of marginal labor productivity, it can be disparate from that of average labor productivity. Therefore the former exceeding the latter does not mean the excessive wage growth off the labor demand curve.

  • 본 연구는 우선 각 정부부처의 서비스산업 선진화 동향 및 서비스관련 자격개발에 대한 동향조사 및 노력현황에 대해 분석한다. 이를 바탕으로 미래 녹색성장 및 산업/직업수요 요구에 따른 서비스관련 산업 및 직업에 대해 조명하고, 관련 산업과 직업에 따른 국가기술자격의 미래수요예측은 물론 미래 글로벌 환경 및 FTA환경 하에서 국가기술 자격의 경쟁력에 대해 제고하고자 한다. 연구목적을 달성하기 위하여 일자리 창출 및 글로벌 환경 변화에 따른 국가적 차원의 서비스산업 육성발전 방향에 산업/직업변화에 대해 분석과 서비스 산업 관련 국가기술자격 종목의 선정 및 개발 타당성 검토를 통한 미래 노동수요에 대응이라는 두 가지 연구 방향을 설정하였다.
