In the ship structural design, the material cost of hull weight and the overall cost of construction processes should be minimized considering safety and reliability. In the past, minimum weight design has been mainly focused on reducing material cost and increasing dead weight reflect the interests of a ship's owner. But, in the past experience, the minimum weight design has been inevitably lead to increasing the construction cost. Therefore, it is necessary that the designer of ship structure should consider both structural weight and construction cost. In this point of view, multi-objective optimization technique is proposed to design the ship structure in this study. According to the proposed algorithm, the results of optimization were compared to the structural design of actual VLCC(Very Large Crude Oil Carrier). Objective functions were weight cost and construction cost of VLCC, and ES(Evolution Strategies), one of the stochastic search methods, was used as an optimization solver. For the scantlings of members and the estimations of objectives, classification rule was adopted for the longitudinal members, and the direct calculation method, GSDM(Generalized Slope Deflection Method), lot the transverse members. To choose the most economical design point among the results of Pareto optimal set, RFR(Required Freight Rate) was evaluated for each Pareto point, and compared to actual ship.
As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.
Objectives: The exponential growth of chemicals, an area of high concern in developed countries like the US (i.e., the Gore Initiative) and in the EU (i.e., REACH), as well as recent chemical accidents in Korea, have provoked nationwide concerns and resultant legal enforcement. This study aims to compare the laws of the Ministry of Environment (the Chemical Substances Control Act (CSCA), Act on the Registration and Evaluation, etc. of Chemical Substances (ARECS)) with those of the Ministry of the Employment and Labor (Occupational Safety and Health Act (OSHA)). Methods: Each law pertaining to the Ministry of Environment and the Ministry of the Employment and Labor was downloaded from the official legal information system (www.law.go.kr). The objectives of each law and the major contents related to chemical management were compared and summarized. Results: The CSCA and the ARECS are focused on the protection of people and the environment, while the OSHA relates to the protection of workers. The right to know of people and workers has been reinforced. The former two laws emphasize prevention, but the OSHA contains both preventive and post-accident measures. The role of the Ministry of Employment was reinforced with the promulgation of the CSCA and ARECS, which contain regulations such as adjacent area impact evaluation, risk control planning, chemical statistical survey and construction and operation of information, provision of risk control plans, response to chemical accidents and registration of chemical substances. Conclusion: We found that the three laws discussed here have several similar clauses designed to protect people and the environment from risks that may be caused by the use of chemicals, even though there are some differences among them in terms of objectives and contents. This review concluded that several clauses that can be regarded as double regulation should be unified in order to minimize the waste of government administrative resources and socio-economic losses.
This paper is concerned with an important aspect of regional income convergence, ${\beta}$-convergence, which refers to the negative relationship between initial income levels and income growth rates of regions over a period of time. The common research framework on ${\beta}$-convergence which is based on OLS regression models has two drawbacks. First, it ignores spatially autocorrelated residuals. Second, it does not provide any way of exploring spatial heterogeneity across regions in terms of ${\beta}$-convergence. Given that empirical studies on ${\beta}$-convergence need to be edified by spatial data analysis, this paper aims to: (1) provide a critical review of empirical studies on ${\beta}$-convergence from a spatial perspective; (2) investigate spatio-temporal income dynamics across the U.S. labor market areas for the last 30 years (1969-1999) by fitting spatial regression models and applying bivariate ESDA techniques. The major findings are as follows. First, the hypothesis of ${\beta}$-convergence was only partially evidenced, and the trend substantively varied across sub-periods. Second, a SAR model indicated that ${\beta}$-coefficient for the entire period was not significant at the 99% confidence level, which may lead to a conclusion that there is no statistical evidence of regional income convergence in the US over the last three decades. Third, the results from bivariate ESDA techniques and a GWR model report that there was a substantive level of spatial heterogeneity in the catch-up process, and suggested possible spatial regimes. It was also observed that the sub-periods showed a substantial level of spatio-temporal heterogeneity in ${\beta}$-convergence: the catch-up scenario in a spatial sense was least pronounced during the 1980s.
Due to the increased awareness on the relationship between high cholesterol intake and cardiovascular disease, the development of low cholesterol eggs and egg products are necessary at the present time. Largely, two approaches are possible to develop low cholesterol eggs. The first approach is the production of low cholesterol eggs by altering feeds of layers, by administering drugs, by genetic selection of strains and breeds, and by management of laying cycle, age and egg size. The second approach is to manufacture low cholesterol eggs technically treated with adsorbant, solvent, enzyme, edible oil and supercritical fluid. Both approaches have their own pros and cons, respectively, as far as the cholesterol removal rates, the easeness of process, and the economic reasons are concerned. The low cholesterol egg production is quite labor-intensive and has relatively low cholesterol removal rate(30∼50% ) compared to that of chemically treated eggs. On the other hand, the low cholesterol eggs treated with chemicals have a very high cholesterol removal rate (80∼90%) but some of the methods are not completely safe as food processing purposes due to the residual chemicals and the sensory quality is not as good as the low cholesterol eggs without chemical treatment. Therefore, further studies must be conducted to improve the sensory quality of low cholesterol eggs and to eliminate fear about the harmfulness using low cholesterol eggs.
Using a multiproduct translog cost function model, this paper examines the existence or absence of scale and scope economies in Seoul's urban bus industry. The Paper then conceptualizes that the bus firm produces three outputs (city, seat and local bus-kilometers) using low input factors(labor, capital, fuel and maintenance). Using 1996 annual observations for 81 Seoul's bus firms, the equation system consisting of a cost function and three input share equations is estimated with the nonlinear iterative Zellner method. The findings show that the cost function corresponding to a non-homothetic production technology with separability between local bus outputs and inputs adequately represents the structure of cost for Seoul's bus firms, and that the demand lot all input factors is quite inelastic with respect to their own price. On the other hand, nearly all firms experience mild overall economies or scale, but rather marked product-specific economies of scale with respect to all the three outputs. In addition, there appear to be substantial economies or scope associated with the joint production of city and seat bus services, while considerable diseconomies of scope associated with that of city and local bus services. These results indicate that the merger of smaller firms into larger firms with a fleet of approximately 200 buses would result in more cost-efficient bus services.
Using data envelopment analysis, this paper annually estimates Malmquist total factor productivity indices and decomposes them into productive efficiency change, technical change, and scale change components for three publicly-owned rail transit properties: the Seoul Subway Corporation(SSC), the Seoul Metropolitan Electrified Railways Sector of Korea National Railroad (SMESRS) and the Busan Urban Transit Authority (BUTA). The paper then conceptualizes that the property produces a single output(car-kilometers) using four inputs(labor, electricity, car and maintenance, and track) and uses unbalanced panel data consisted of annual observations on SSC, SMESRS and BUTA. The results show that the average annual growth rate of productivity of the three properties is 6.6 percent, which is 0.5 percent less than the average annual increasing rate of their labor price. They also show that the greatest part of the growth in productivity is explained by technical change and to a lesser degree by scale change and changes in productive efficiency though each of the three components contributes more than 20 percent to the growth in productivity, These results suggest that the three properties should base the increasing rate of their wages on the growth rate of their productivity and utilize existing technologies more efficiently prior to introducing new ones to raise their productivity, and that all the three components should be considered to evaluate their productivity more correctly.
Using a generalized translog multiproduct cost function model, this paper examines economies of scale and scope in the vertically-integrated Korean railway industry. The paper then conceptualizes that the Korea National Railroad (KNR) produces four outputs (passenger-kilometers, ton-kilometers of freight, average length of passenger trips, and average length of freight haul) using three input factors(labor, fuel and maintenance, and rolling stock and capital). Using time series data collected from the KNR's annual records for the years from 1977 to 2002, the simultaneous equation system consisting of a cost function and two input share equatins is estimated with the Zellner's iterative seemingly unrelated regression. The findings show that the cost function corresponding to a non-Cobb-Douglas, non-homothetic, and non-homogeneous production technology adequately represents the KNR's cost structure. On the other hand, the Korean railway industry experiences sizeable overall scale economies, which result from substantial product-specific scale economies associated with passenger-kilometers and freight ton-kilometers and from scope economies associated with their joint production. In addition, the magnitude of economies of scope is influenced largely by the ratio of passenger trips, and has increased over time as the former has increased while the latter has decreased.
This study was conducted to evaluate the safety of herbicide-resistant rice, a genetically modified organism (GMO) developed by the Rural Development Administration, in Sprague-Dawley rats. The nutrient content of herbicide-resistant polished and brown cooked rice was compared with that of conventional Ilpum polished and brown cooked rice to assess composition equivalence. Compositional analysis was performed to measure proximates, fiber, and minerals before animal feeding. Growing male rats were fed one of the following four diets for six weeks: Ilpum polished cooked rice (IP) and Ilpum brown cooked rice (IB) as a non-GMO and herbicide-resistant polished cooked rice (GP) and brown cooked rice (GB) as a GMO. We checked clinical symptoms (anorexia, salivation, diarrhea, polyuria, anuria, fecal change) every day, food intake, change of body weight twice a week, and serum biochemistry and organ weights after 6 weeks of experimental feeding among the four groups. Nutrient content of the herbicide-resistant rice was similar to that of the non-transgenic control and was within the published range observed for non-transgenic rice. We could not find any significant difference in the above-mentioned items as the index to be checked in the animals fed the GMO. These results suggest that the nutrient content of genetically modified herbicide-resistant rice is compositionally equivalent to that of conventional Ilpum rice and that growing male rats fed herbicide-resistant rice are no different from those fed Ilpum rice, non-GMO for 6 weeks.
There has been a lively debate between self-employed and wage workers on the speed of minimum wage hikes. Minimum wage is a redistributive policy that evokes confrontation and conflict whereby individuals' views on the policy coincide with their material self-interest. With this in mind, the researcher analyzed whether an individual's labor market status was explanatory to his/her view on the speed of minimum wage hike. Moreover, in light of the likelihood that the varying degree to which self-employed can afford minimum wage hike affects their differential preferences for the policy, the researcher attempted to identify whether there was a moderation effect of income class on the relationship. In the actual analysis, the researcher investigated employment policy survey dataset using a multinomial logit model. The results suggest that, among self-employed, 'gradual increase' and 'rapid increase' of minimum wages are less preferred $vis-{\grave{a}}-vis$ 'minimal increase,' which is the reference. As to the moderation effect, when a self-employed has a middle-income class status, his/her negative preference for the policy is likely to be attenuated. One implication of this study is that subsidizing self-employed small business owners, who are most dissatisfied with the current speed at which minimum wages rise, would be an effective prescription on reducing social conflicts.
