Basic Study on Tsunami Disaster Mitigation for Ship Navigation in Inland Sea (내수해역에서의 선박통항과 관련한 쯔나미 재난 경감을 위한 기초연구)

  • 최근 해저지진의 활동에 따른 극한 쯔나미 파랑이 해안도시와 항만에 어마어마한 손상을 가져오고 있다. 전세계에 걸쳐 특정해역에서는 강한 정진형태의 부진동과 처오름이 관측되고 있다. 한반도에서는 그렇게 빈번한 발생을 나타내고 있지는 않으나, 과거기록을 보면 동해에서 몇 개의 중요한 발생사례도 존재한다. 본 연구에서는 특히 만이나 내수해역에서 최근 해저지진의 발생 추이를 분석하고 이에 따른 쯔나미 발생 메카니즘을 해석하여 새롭게 내수역에서의 수치모델에의 적용을 통해 공진을 통한 쯔나미 파랑의 변환을 다루어 통항선박에 대한 안정성 확보에 기초자료를 제공하고자 하였다. 내수역에서의 쯔나미 파랑에 대한 반응을 정합성 및 웨이블릿 해석으로 탁월 주기와 지속시간에 대한 분석으로 파악하였으며, 쯔나미파의 입사와 독립적인 공진모드의 도출은 쯔나미 재해의 경감을 위한 시설물 및 재난지역을 식별하는데 도움을 주고, 나아가서는 장래 재난에 대한 적절한 대비에 기여할 수 있을 것으로 본다.

Development of Remote Control Ship for Acquisition of Underwater Information (수중정보 획득을 위한 무인원격선체 개발)

  • This study is aimed to develope a remote control ship for acquisition of various underwater information. Remote control ship equipped with GPS, echosounder, sidescan sonar, subbottom profiler. Remote control ship is an automatic system for acquisition of inland water and coast information. For the development of remote control ship, underwater information acquisition of reservoir, dam, polluted area is expected. Also, multibeam echosounder, image sensor, water analysis sensor, etc. could be equipped in one ship. So robot-ship will be applied for the most part of industry managing water resources and preventing the flood by making bed topographic map and estimating water volumes.

A Study on the Maritime Police Authority of Korea Coast Guard on the High Seas of International Law (국제법상 공해에서의 우리나라 해양경찰권에 관한 연구)

  • The areas be affected maritime police authority of the Republic of Korea, are largely classified as inland waters, territorial waters, exclusive economic zone and continental shelf(hereinafter referred to as "domestic sea area") and high seas. Of these, the maritime police authority in domestic sea area follows a municipal law that accommodates the United Nations Convention on the Law of the Sea(UNCLOS). In addition, this Convention shall apply on the high seas. Meanwhile, on the high seas, foreign vessels other than domestic vessels are allowed to be subject to limited jurisdiction only for the anti-mankind criminal acts, such as piracy etc. this is in accordance with the principle of "Freedom of the high seas" and "maritime flag state," under this Convention. However, the illegal acts of foreign vessels that threaten the security of coastal states and the safety of ships on the high seas can cause many types of crimes other than anti-mankind criminal acts, and the jurisdiction of the coastal states exercised may lead to conflicts between countries. Therefore, this article would like to suggest a plan for institutional improvement to maintain international maritime order on the high seas and secure maritime police authority in coastal states.

Community Structure and Spatial Distribution of Phytoplankton in the Southwestern Sea of Korea, in Early Summer (초여름 韓國 西南海域 植物플랑크톤의 群集構造와 分布)

  • To characterize community structure and distribution of phytoplankton, cluster analyses are performed on quantitative data of phytoplankton collected from the southwestern sea of Korea in early summer, 1980. The cluster analysis shows that the phytoplankton of the study area consists of three distinct characteristic communities, representing different water masses. The species of the first community, predominant in the southwestern coastal were of the main land, are mostly neritic and cold water diatoms. The second community consists of neritic and oceanic diatoms, a few flagellates and an euglenoid. These species are predominant in the vicinity of Jeju Island with warm and high saline waters which seems to be a branch of the Kuroshio Current. The species of the last community, consisting primarily of small-sized dinoflagellates, are predominant in the rest part of the study area with warm and low saline water. Addition, the vertical distributions of phytoplankton and environmental factors show that high concentration of phytoplankton cells, chlorophyll-a and dissolved oxygen are observed near the seasonal pycnocline in the off-coastal area. Fraction of nanoplankton take the above 90% of the total cell concentration in the surface mixed layer of off-coastal area where the seasonal pycnocline develops in summer.

Taxonomy of Ascidians from Geojedo Island in Korea (한국 거제도 해초류의 분류)

  • This study was made as a part of the benethic fauna of Geojedo Island. The material was obtained from 17 localities (Fig. 1) along the coastal sea of Geojedo Island and it's adjacent waters during the years 1995-1998. This paper includes 38 species from a limited area of the southern part of Korea and includes 13 previously known species by Rho(1975-1991). Of these Didemnum (D.) pardum, Symplegma oceania, and Styela coriacea, are new to the Korean fauna, and 22 species are newly added to the fauna of Geojedo Island. We provided taxonomic notes and brief notes on the ascidian fauna, and the biogeographical distribution of Geojedo island. Its ascidian fauna are characterized by a high percentage of 18(47.4%) warm-water species and the extreme scarcity of eight(21.1%) boreal-water forms. This result may be attributable to the fact that Geojedo island and its adajacent waters are located under the influence of the warm Kuroshio Current.

A Two-dimensional Hydraulic Analysis Considering the Influence of River Inflow and Harbor Gate in the Bay (Harbor Gate와 유입하천의 영향을 고려한 만내의 2차원 수리해석)

  • In this study, when seawall or harbor gate is installed for coastal disaster prevention, a two-dimensional water analysis in the bay is carried out to consider the flood amount of river inflow and effect of harbor gate. The Yeongsan river and the port Mokpo area are selcected for the study region. Then, by analyzing the hydraulic characteristics of flood flow of the Yeongsan river, we analysed the compatibility of the results in the two-dimensional hydrodynamic model. A tw-odimensional water analysis were conducted for the four cases considering whether a harbor gate is installed or not, and whether the inland water boundary condition is considered or not, also with open sea boundary condition. The results of the two-dimensional water analysis shows that water level change near the port Mokpo area is mainly caused by the discharge of the estuary barrage of the Yeongsan river because the harbor gate was installed. In addition, it is revealed that the volume of reservoir created by the harbor gate and the estuary barrage is too much small compared to the volume of the discharge from the Yeongsan river. Therefore, when the harbor gate is installed in the open sea, we concluded that a flexible management between the harbor gate and the estuary barrage of the Yeongsan river is required. A initial water level of the bay and outflow from the harbor gate are proposed for disaster prevention in the coastal area of port Mokpo.

Numerical Experiment for the formation of the Yellow Sea cold Water mass (황해저층냉수의 형성에 관한 수치실험)

  • A simple three-dimensional cubic model is applied to the formation of the Yellow Sea Cold Water Mass in Summer. We studied how the tidal mixing and the Kuroshio Water Mass affect the formation of the Yellow Sea cold Water. The tidal mixing effect is parameterized into the vertical diffusion coefficient because of the technical difficulties in the numerical model In this study, the thermal front along the coast could be formed only by the tidal mixing effect. However, the southern front of the Yellow Sea Cold Water Mass has to consider the warm Kuroshio water. the resultant shows the opposite temperature distribution in upper layer and lower layer. the center of the model is warmer in the upper layer and colder in the lower layer than the coast. The resultant circulation pattern is also reverse, clockwise circulation in the upper layer and counter-clockwise circulation in the lower layer.

  • In recent years, the rate of mean sea level rise is increasing rapidly from the phenomena of global warming, together with the increasing trend of the storm scale. The issue of sea level rise is multifaceted and produces a range of environmental problems. Especially, high tides and the tidal currents become higher, and wave base increases, so the energy received at the coastal boundary may increase. This brings that many coastal environments go into disequilibrium, such as damages to the structures, erosion, and deposition Similarly it was known that the problems of nearshore processes and damage of berth and counter facilities during storm period had appeared at the small fishery port. Here we try to analyze the impact of the rearrangement of counter facilities and berth layout adopted for tranquility of its'inner harbor. Because this harbor is being connected to channel and open sea, the rearrangement of the structures might affect to the current speed and direction and wave height, so do to the sea bottom undulation. Therefore, we made model test for the several layouts of the berth and breakwater in this area.

A Study on Speed Limit Rules under Sailing Regulations - Focusing on the Perspective of VTS Control - (항법상 속력의 제한규칙에 관한 고찰 - VTS의 관제 관점에서 -)

  • Every vessel shall proceed at a safe speed to avoid collision. Additionally, every vessel shall comply with the speed limit rules in the territorial water and internal waters of Korea. The VTS operator shall properly control the compliance of the vessel with the safe speed and speed limit rules. Safe speed under the COLREG 1972 is not explicitly stipulated in knots. However, under the Domestic law for traffic safety-specific sea areas, etc., the speed limit is specified in knots and complied with. This speed limit rule is mainly based on the 'speed made good over the ground'; however, in some places, it is based on the 'speed making way through the water'. In this paper, I analyzed marine accidents that occurred in the past 5 years and the rate of violation of speed limits. Furthermore, I reviewed safe speed under the COLREG 1972, speed limit rules under domestic and foreign laws, and cases of non-compliance with safe speed in the judgment of the Korea Maritime Safety Tribunal. Resultantly, I suggested in this paper that the speed limit rules in the domestic law must be observed by vessels to prevent marine accidents, and the rules which are stipulated in terms of 'speed making way through the water' must be revised as 'speed made good over the ground' such that the vessels can easily comply with them and the VTS operator can control the vessel properly.

Experimental Performance Validation of an Unmanned Surface Vessel System for Wide-Area Sensing and Monitoring of Hazardous and Noxious Substances (HNS 광역 탐지 및 모니터링을 위한 부유식 무인이동체 시스템의 실험적 성능 검증)

  • In this study, we address the development of a floating platform system based on a unmanned surface vessel for wide-area sensing and monitoring of hazardous and noxious substances (HNSs). For long endurance, a movable floating platform with no mooring lines was used and modified for HNS sensing and monitoring. The floating platform was equipped with various sensors such as optical and thermal imaging cameras, marine radar, and sensors for detecting HNSs in water and air. Additionally, for experiment validation in real outdoor environments, a portable gas-exposure system (PGS) was built and installed on the monitoring system. The software for carrying out the mission was integrated with the Robot Operating System (ROS) framework. The practical feasibility of the developed system was verified through experimental tests conducted in inland water and real-sea environments.
